Activity Brief Description

Movement Control • Activities and services at all airports and ports are allowed to operate.

• Public land and sea transportation services such as bus stops, express buses, LRT, MRT, ERL,

monorail, ferries, and other public transport is allowed to operate based on 50% of the vehicle

capacity (operational hours and frequency is subject to the Ministry of Transport.

• Movement in cases of death, natural disaster and other emergencies is allowed after obtaining

permission from the RMP.

• Movement for disaster or humanitarian relief by NGOs must obtain permission from the State Disaster

Management Committee or District Disaster Management Committee in the disaster area and the

assistance must be channelled through the Disaster Operations Control Center in that area.

• Permission to cross states is granted for long-distance married couples by obtaining permission from

the RMP.

• Inter-district and inter-state movement for the purpose of COVID-19 vaccination in Vaccination Centres

(Pusat Pemberian Vaksin [PPV]) in a district or state outside their residential area are allowed by

showing appointment details through the MySejahtera app, online or SMS.

• Movement for Short Term Business Travellers under the One Stop Centre (OSC) Initiative for official or

business purposes is allowed after obtaining permission from the RMP.

Activity Brief Description

Movement Control • All Public & Private Higher Educational Institutions, Vocational Institutes, other schools under the Ministry

of Education (MOE), tahfiz centers and other educational institutes are to be closed for a period of four (4)

weeks commencing 12 May 2021 to 7 June 2021. HEIs under the purview of the Ministry of Higher

Education (MOHE) can continue online.

• All schools under MOE, private educational institutes under the school category and centers such as such

as tuition centers, language centers, skill centers, counselling centers and others registered under MOE

are to be closed for a period of four (4) weeks commencing 12 May 2021 to 7 June 2021.

• Only international school and expatriate school students sitting for international examinations only are

allowed to attend to sit for their examination according to the examination schedule set by the international

examination body.

• HEI students in need are allowed to return to campus by obtaining a movement permission letter to cross

state(s) or district(s) from the relevant HEI.

• All in-person Pengajaran dan Pembelajaran (PdP) activities are not allowed except for students in need

until a date announced by the Government.

• International examinations and professional bodies as well as research activities which require laboratory

facilities at Higher Education Institutes (HEIs) are allowed in accordance with the relevant HEI SOP and

movement must be accompanied by a letter from the Ministry of Higher Education (MOHE) or relevant

HEI.

• Students in boarding school, universities or institutes are allowed to be in the boarding school, university

or institution and continue hybrid learning.

• Movement for the return of students currently in dormitories or Educational Institutes will be done in stages

as determined by MOE, MOHE or HEI. Inter-district and inter-state movement for this purpose is allowed

with a permission letter from MOE, MOHE or HEI.

Areas (Business

• Restaurants, eateries, dining outlets, food trucks, roadside hawkers, mobile hawkers, food courts,

hawker centres, roadside stalls or kiosks, are allowed to operate between 8:00 am to 8:00pm.

• Food sale activities are allowed for take-away, drive-through or delivery from 8:00am to 8:00pm.

• Dining-in and park & dine services are not allowed during the MCO period.

• Camping activities are not allowed.

• Grocery stores, convenience stores and shops selling daily necessities are allowed to operate

between 8:00am to 8:00pm.

• Healthcare services such as hospitals, clinics, and medical laboratories can operate 24 hours or in

accordance with their operational license.

• Pharmacies can operate from 8:00am to 10:00pm.

• Petrol stations can operate from 6:00am to 8:00pm except for petrol stations on highways which can

operate 24 hours.

• Day markets, wet markets, public markets and weekly markets can operate from 6:00am to 2:00pm

subject to the local authorities (LA) with compliance to SOPs and under the supervision of RELA or LA

officers.

• Wholesale Markets can operate from 12:01am to 6:00am and 11:00am to 4:00pm subject to the local

authorities with compliance to SOPs and under the supervision of RELA or LA officers.

• Night markets can operate from 4:00pm to 8:00pm subject to the local authorities with compliance to

SOPs and under the supervision by RELA or LA officers.

• Shopping malls and supermarkets are allowed to operate involving only the outlet premises from

8:00am to 8:00pm. Opening booths / exhibitions in hallways are not permitted.

• Veterinarians and pet food stores are allowed to operate from 8:00am to 8:00pm.

• Laundry services, self-service laundromats, optical stores, car wash centres, hairdressers and salons

(for hair cut services only) are allowed to operate from 8:00am to 8:00pm.

• Self-service laundromats must ensure an employee is on the premises with adherence to the set SOP.

• Cybercafe operations and cyber centers are allowed to operate from 8:00am to 8:00pm.

Note:

1. State Governments can tighten this SOP for the purpose of controlling the transmission of

COVID-19.

2. Premise owners, activities or programs listed in the Hotspot Identification for Dynamic

Engagement (HIDE) list must take intervention measures such as sanitising the premises,

increasing control and monitoring of customer compliance and to close the premises if

ordered to by the District Health Officer after a risk assessment is conducted.

• All economic and business sectors approved by the relevant Ministry or Agency can operate during the MCO

period. The movement of employees is subject to the registration or operating permission letter or employee

pass or employer confirmation letter.

• Movement for official Government business must be accompanied by a document, official Government letter or

employee pass

• Employee attendance capacity for the civil service is limited to 20% of the entire (not including service

frontliners) and 80% as Work From Home (WFH) based on the Public Services Department Circular or Order.

• Employee attendance capacity for the private sector including operations and management is limited to only

60% at any given time.

General Health

Protocol

• The license holder and premise owner to ensure the in-and-out movement of customers on the premises is

controlled with at least 1 meter physical distancing.

• It is mandatory for the license holder and premise owner to provide a MySejahtera QR code and a customer

attendance registration book.

• Hand sanitizers to be provided at entrances and to ensure its use before entry.

• Use of the MySejahtera app is mandatory in areas with extensive internet access. Use of the customer

attendance registration book is only allowed for areas without internet access or for other reasonable reasons

(senior citizens, no smartphone and others).

• The license holder and premise owner to ensure customers check-in to the premises using MySejahtera or to

manually write down their name and telephone number if there is no internet access.

• It is mandatory for customers / visitors to check in with MySejahtera or to manually write down their name and

telephone number legibly before entering the premises.

Activity Brief Description

General Health

Protocol

• It is mandatory for customers and visitors to check in with MySejahtera or to manually write down

their name and telephone number legibly before entering the premises.

• For shopping centres, supermarkets or departmental stores, customers only need to scan their body

temperature only once at the entrance to the complex and not at every business premise within one

complex.

• A person with a body temperature of above 37.5 degree Celsius is not allowed to enter the complex

and premises.

• The owner of the complex and premises outside the complex must ensure that only customers with the

status “Low Risk” including “Casual Contact Low Risk” in the MySejahtera app are allowed inside their

respective complex / premises.

• Children the age of 12 and under are not encouraged to be in public areas and facilities except for

the purposes of emergency, treatment and education.

• The license holder and premise owner to limit the number of customers in the premises with physical

distancing of at least 1 meter radius at any given time.

• Every premise must display the maximum number of customers at any given time. The use of a queue

numbering system must be encouraged for customers entering a premise.

• All building owners must provide a QR code for each floor.

• Employees, suppliers and customers are required to wear face masks correctly in accordance with

MOH recommendations while on the premises.

• To ensure there is ventilation and a good ventilation system for the premise.

Protocol

It is mandatory to wear face masks especially while in congested public areas except for the following

activities and areas:

a) Hotel rooms or privately paid accommodation involving members of the same household;

b) Individual workspaces;

c) Outdoor sports and recreational activities;

d) Own vehicles involving members of the same household;

e) Indoor or outdoor areas and public places without any other individuals; and

f) While eating and drinking in public without any other individuals (other than in restaurants or

eateries).

Meetings • Government agency and private sector in-person meetings WITHOUT THE INVOLVEMENT OF

EXTERNAL AGENCY REPRESENTATIVES are allowed.

• Meeting attendees must be from the same office premises or building and does not involve crossing

districts or states.

• Meetings are encouraged to be conducted via video conferencing.

Fisheries, Plantation,

Farming and

Livestock Sectors

• The fisheries, plantation, agriculture livestock and all other sectors related to the food supply chain are

allowed to operate.

• Fishing activities for subsistence purposes are allowed.

is allowed in accordance with the State Religious Authority directives.

• The Muslim akad nikah in Religious Departments and mosques are allowed with attendance in

accordance with State Religious Authority directives.

• Muslim funeral arrangements are allowed in accordance with State Religious Authority directives.

• Non-Muslim House of Worship activities are allowed in accordance with the Ministry of National Unity

directives.

• The registration of marriages for non-Muslims at the National Registration Department (NRD), Houses

of Worship and Religious Associations is allowed with attendance according to NRD directives.

• Non-Muslim funeral arrangements are allowed in accordance with the Ministry of National Unity

directives.

Tabikas, Childcare

Centers,

Kindergartens and

Daycare Centers

• CHILDCARE CENTERS are allowed to operate according to the prescribed SOPs.

• Tabikas, private kindergartens, kindergartens in private, international and expatriate schools as well as

mind development centers for children between the ages of 4 and 6 are allowed to operate in

accordance with the SOP prescribed by the relevant Ministry or Agency.

• Day care centers or rehabilitation centers for children, People with Disabilities, senior citizens, women

and multi-purpose care centers are allowed to operate in accordance with the SOPs prescribed under

the relevant Ministry, Department or Agency.

• Parents or guardians sending their children to childcare centers are allowed to use vehicles with a

number of child passengers according to the capacity of the vehicle.

Sports and Leisure • Non-contact sports and recreational activities carried out individually in open areas is limited to

jogging, cycling and aerobics only with compliance to physical distancing of at least 1.5 meters and

carried out in neighbourhoods or any other area within the same district subject to the current

movement control order.

• The organizing of local tournaments, competitions or friendly matches in accordance with the sports

bubble model is limited to the organizing of the Malaysian Football League (MFL) and any other with

the special permission of the Ministry of Youth and Sports (KBS) without the attendance of spectators.

• Central training programs with quarantine organized by the National Sports Council (MSN) and State

Sports Councils (State MSNs) using the Camp Based Training concept.

• Central training programs with quarantine for teams in the MFL using the sports bubble model (Camp

Based Training).

• The entry of Malaysian players, participants, officials or technics to tournaments, competitions or

matches overseas with the support of KBS and permission from the Department of Immigration (JIM).

documentaries conducted in a studio is allowed.

• Drive-in cinemas are allowed.
