Development of a “New Town” in Northern New Mexico

Introductory remarks:

A group of Native American Tribes with backing of the US Government are planning to develop

a major coal, solar and wind power project in a 50,000+ deeded acres land, located in the

foothills of the beautiful Sangre de Cristo Mountains.

This location is two hours drive via highway 25 from Santa Fe; two hours drive from Colorado

spring, 10 minutes from Raton Airport.

The nearest development to this piece of land is Ted Turner’s Vermejo Park Ranch, which

borders the land on three sides, and the forth side is Highway 64.

When this over one billion US Dollar power project starts, the nearest town to accommodate the

mobilization crew, would be the city of Cimarron or Raton, which are 20 minutes drive from the

site.

The website of Vermejo Park Ranch http://www.vermejoparkranch.com would show the natural

attractions, which surrounds this 50,000 acres land.

At the duration of construction, and operation of the project, there will be about hundred

permanent crew, and more than three hundred temporary workers.

A project of such magnitude will generate so many peripheral businesses in the neighborhood

and consequently, there will be a rise in real estate values in Cimarron and Raton.

To take advantage of the real estate boom created by the power project and peripheral projects,

building a small town would be prudent.

Phase one of this new town project is to build houses and apartments for the people who are

going to work at the power plants.

In fact this was proposed as a development of a “New Town” to accommodate crew of the power

projects and peripheral projects at first and in the second phase to expand the town for future

residences that would like to move to this resort location.

It is a known fact, that US real estate market is experiencing difficulties in the recent years and

perhaps next year. Therefore “new developments” would be a hard sell.

However, first phase of this project is going to be accommodation for the people who will build

and operate the power projects and its peripheral businesses. Therefore the sale of homes at

phase one and return of the investment is hundred percent guaranteed.

The second phase of the project, the possible expansion of the project will be sale of real estate

to people who want to move to this beautiful and peaceful location.

Originally a name Anasazi was chosen for the new town to attract Native Americans to this

location.

Anasazi is ancient Pueblo people or Ancestral Puebloans who were an ancient Native American

culture centered on the present-day four corners area of the United States, comprised of southern

Utah, northern Arizona, northwest New Mexico, and a lesser section of Colorado.

They were first people who build multistory houses many thousand years ago. When Spanish

came to New Mexico in fourteen century, Anasazi welcome them and lived with Spanish in

peace at first. The Spanish called their host, “Pueblo”. Pueblo meaning village in Spanish. Since

then all the original Anazasi tribes in New Mexico are called Pueblo.

This marketing strategy for future sale of the real estate at the “New Town” could be more

successful if we could choose another name to attract some other rich communities in the US or

even aboard, such as Russian, Mexican, Jews, Arabs, Chinese, Japanese, Persian, Indian and

many others.

For each of the above mentioned communities suggested names could be as following:

For Russian community, suggested name would be Moscow.

For Mexican community, suggested name would be Mexico.

For the Jewish community, suggested name would be Israel or Jerusalem.

For the Arab community, suggested name would be Arabia, Bahrain or many others.

For the Chinese community, suggested name would be Beijing.

For the Japanese community, suggested name would be Tokyo.

For Iranian community, suggested name would be Persia or Persepolis.

For Indian community, suggested name would be Delhi.

Since this location is in the Sovereign Native American Territories, we are free to choose our

name and for any future development, we do not need the state and local Government approval

and passing political barriers.

After a careful examination of all the names, primarily for attracting people from the above

community to either relocate or buy a second home or even invest for future in this “new town”,

the name Persia seems to be more appropriate for the following unique reasons:

1- There are about two million Iranian-American living in the US and according to Senses

Bureau, they are among the highest income per capita in the country.

2- There are more than five million Iranian who have left Iran after 1979 revolution and

there are many who would like to have a property in the US, especially if this property is

in a town called Persia. As they know, they will not see their birthplace perhaps in their

lifetime.

3- Since this community is very nationalistic and majority of them hate the present regime

in Iran, they might regard this new town as home as far as name concern.

4- Present Governor of state, Bill Richardson who is known as an International Politician,

would understand the political ramification and benefits of having Persia, New Mexico at

his State.

5- Every state in the US has towns with names of other countries from New England to

California. There is only one small town of 363 people in southern Iowa, called Persia

with zip code 51563.

6- Climate of Persia, New Mexico is very close to Iran and reminds home for many Iranian

who do not have any hope to visit their birthplace in their lifetime with present regime in

power.

Considering these few reasons, it was concluded for the sale strategy of the phase 2 of the project

the name PERSIA to be chosen for the New Town.

Persia, New Mexico

City of Persia, New Mexico Development is a potential residential, commercial and / or resort

conference improvement of a 5,000 acre parcel inside 50,000 acres Dawson Ranch surrounded

by Vermejo Park Ranch of Ted Tuner.

Dawson Ranch has a very high potential for renewable energy development (coal, wind, solar,

water). Therefore, along with many federal initiatives and Tribal financing, eighty three tribal

governments have joined forces to start a well over one billion US Dollar renewable power

project at Dawson Ranch in 2011.

The development of the city at its first phase will be a residence and offices for the crew to

mobilize, start and execute this renewable power project at Dawson Ranch. While the power

project progresses, the development of Persia will enter into next phases.

Persia is located in the foothills of the beautiful Sangre de Cristo Mountains, exits east from

highway 64.

This location is two hours drive via highway 25 from Santa Fe, two hours drive from Colorado

Spring and 10 minutes from Raton Airport.

The site includes:

- Direct access to New Mexico highway 64

- A segment of the Vermejo River

- Northerly view of the Sangre de Cristo Mountains

- Relatively steep up and down slopes

- Exposed vertical rock faces

- Dramatic canyons

- Excellent vistas of the surrounding mountains

- Approximately 2000 feet of vertical elevation changes

- Ten minutes access to Raton Airport

- Two hours access either to Santa Fe or Colorado Spring

In the first phase of the design and planning process, SEM Architects, the project lead,

teamed with Kinzelman Kline Gossman, LLC, to produce a preliminary master plan and

market analysis for the project. This process has included a visit to the site by the project

team, data collection and analysis, and the creation of two overall master plan concepts

and programs.

The first concept is comprised primarily of the construction of the subdivision of the site

into residential lots of various sizes and a minimal amount of commercial lots along NM

Highway 64. The concept also includes a primary access road, secondary access drives,

and vehicular bridges to cross the Vermejo River.

The second concept proposes a more complex program centering on an amenity-driven

residential resort and conference center. Several different types of developments are

proposed, including varying housing product, a resort and conference center, a

commercial and residential “town center”. Various other amenities could include hiking

and equestrian trails, an 18-hole championship golf course, vineyards, and outdoor

adventure facilities among others.

The second phase of the master planning process will include refinement of the

preliminary concepts and development of final development proofreads. This will provide

a foundation for the marketing and development process to continue into the eventual

design and construction of the master plan.

The final shape of the city includes many neighborhoods divides by parks, greenery and

water, where each neighborhood will be named after a famous city of the old country of

Persia.

Traditionally houses are built at the plane lower ground. But due to the mountainous of

this city, more than 20 neighborhoods (Kurdistan, Azerbaijan, Esfahan, Shiraz, etc.) could

be built over the hills and lower plane grounds would be parks, lakes and greeneries.

AMBIENT-CERT JOINT VENTURE Dawson Ranch Project (DPR) Energy Development Project

The Dawson Ranch Project location consists of 50,040+ deeded acres, and is nestled in the

foothills of the beautiful Sangre de Cristo Mountains, between Raton and Cimarron in

northern New Mexico. This ranch is bordered on three sides by Ted Turner's Vermejo Park

Ranch and on the fourth side by US Highway 64.

Many of the sites with the highest potential for renewable energy development (coal, wind,

solar, water) reside on these lands. This project overview will provide an overview of land

to be allocated for Tribal development and the practical steps this energy development

project will consider.

• The United States for various reasons is currently embarked on a program to transition as

rapidly as possible from the use of fossil fuels to renewable fuels and clean fuels and end

reliance on foreign oil.

• Along with many federal initiatives, many states across the county have already imposed

very aggressive statutory requirements on public utility companies to transition to the use of

renewable energy sources. For example California public utilities must have contracts in

place to provide its customers with 20 percent renewable energy by 2010 and Nevada 20%

by 2015.

• For various reasons, solar energy is considered the most viable and important source of

large-scale renewable energy despite the fact that large flat land areas are required for utility

scale solar-power plants and the capital costs are very high.

• The Department of energy has already determined that among the states of the Union, New

Mexico has one of the highest developable solar resources potential.

• For the purpose of encouraging development of Northern New Mexico's solar/wind

resources, the Federal government is proposing to install new energy corridors that will

allow for the distribution of solar/wind energy produced in Northern New Mexico to supply

power to most of the western half of the country including California. Some of the proposed

energy corridors transect DRP. There are already some existing lines in place in the general

area.

• There is a window of opportunity for very large-scale solar/wind development in Northern

New Mexico, similar to what is already proposed for the Mojave dessert area in southern

California.

• The DRP Projects will include: CTL (Coal to Liquids) facility will produce the following

(Volumes are approximate):

• 10,000 barrels per day of refined liquids primarily ultra-low-sulfur diesel and naphtha, clean

char and refinery grade crude which will be sold into the market. Ambient Energy will seek

long-term contracts for the purchase of the entire diesel with the Federal Government.

Steam, tail gas and power produced from the CTL process will provide the necessary energy

for internal CTL facility use with some surplus power sold to the utility grid. Carbon dioxide

will be geologically sequestered (coal seams), extracted, dried, liquefied and shipped via

pipeline to the enhanced oil recovery market in New Mexico with an initial target in the

Raton and Vermejo Basin.

• Other byproducts for sale in the market are elemental sulfur, chemicals and ash, which will

be put to productive use in the region.

• As of September 2008, the DRP holdings reportedly included 50,000 acres of land, a

significant percent of which is very well suited for solar energy development on the basis of

topography and being largely undeveloped.

• The DRP have reportedly already identified 12,000 acres of deeded land on the Ranch

boundaries, some of which is located to the south of Raton, New Mexico in an area ideally

suited for solar development on the basis of topography and being largely undeveloped.

• The development of utility scale solar/wind resources on DRP lands creates the opportunity

for generating enormous revenues through long-term land leases to large public utility

companies with very little investment and very little risk.

• Due to the inherently low capacity factor of utility scale solar/wind power plants, the

development of large-scale solar/wind resources on DRP lands creates the opportunity to

develop and use the vast coal and natural gas resources located on the Ranch. Utility scale

solar power plants are optimally used in conjunction with the combustion of clean fossil

fuels (coals, natural gas).

• Solar power plants are appropriately considered "solar farms." For the most part solar

collectors sit on the surface of the land and do it no harm. The solar collectors will

eventually be removed from the land as the inevitable advances in renewable energy

technology arrive. The lands that are used for solar development will not be forever lost to

the tribe. All things considered, solar energy collection is a truly beneficial and appropriate

current use of tribal land that is not considered a unique setting for one reason or another.

• This is truly a golden opportunity for current and future generations of the DRP, but the

window of opportunity could close very quickly. The DRP is not the only entity in the

northwestern United States with large tracts of undeveloped land that are available for solar

development and the major utilities are scrambling to meet their renewable energy quotas.

• The tax equity market for this renewable power project will be available. The primary

structure used to monazite wind power project tax benefits including the economic impact

of the structure on both sponsors and tax equity providers. The tax equity market for

geothermal a Biomass power projects and the growing solar power tax equity market will

also be available, and two alternative structures for solar power projects can be developed.

How the DRP can participate in and directly benefit from

the Nation's Renewable Energy Transition Program

Step 1 - Identify 5,000-acre tracts of reasonably flat undeveloped land that the

villages or tribal government would consider acceptable for solar development. The

more land tracts the more financial benefits. For commercially proven thermal solar

technology, a 1,000 MW peak-capacity hybrid solar power plant using the most

economical commercially available Dish (IAS) will conservatively require

approximately 5,000 acres of land (5 acres per MW). Assuming a

land/water rights lease of $2 million per year for a 1,000 MW solar plant, the DRP

could realize

10 million dollars per year by simply leasing 5,000 acres of land for fifty 1,000 MW

hybrid solar plants. The actual land leases for the solar plants will be subject to

negotiation and will need to be structured to make the projects workable. A 1,000

MW hybrid plant operating at a 20 to 50% capacity factor will generate gross

revenues in the order of 175 to 438 million dollars per year at

10 cents per kw-hr suggesting that the 2 million dollar per year rent is very

reasonable.

Also the dish type systems are well suited for use as hybrid systems where clean

fossil fuels will eventually be used to co-fire the solar plant steam turbines to

improve the solar plant capacity factor / economics.

On a utility scale, the trough or tower systems are much better suited for hybrid use

than the dish systems. Some of the tribal lands including Hopi and Navajo have coal

and natural gas resources that can ultimately be used for co-generation. DRP for

solar development is to the north of interstate 64 where the DRP already have large

deeded holdings with state and privately owned lands. This is ostensibly an area

where the DRP can acquire additional land tracts to form large enough parcels for

solar development or perhaps team with the state or other landowners in a solar

development project. It should be noted that there is room to do about ten 1,000 MW

solar plants in the general area of the Ted Turner Solar Project Site (250 acre of the

Vermejo Ranch) currently targeted for a 30 MW solar energy plant.

Step 2 - Line up energy development partners. Given that the Federal Government

recently extended the investment tax credit for renewable energy development to

public utility companies, the most logical energy development partners for the tribe

are large public utilities that need to meet renewable energy quotas. As indicated

above, the state government may also want to participate. For a 5,000-acre project,

there could be dozens of utility partners.

Step 3 - Seek federal grants, bonds & private capital to fund project-development

work on the fast track.

Step 4 - Prepare and permit an energy development master plan for the collective targeted tracts. Since the capacity factor for thermal solar energy plants is typically low (about 20%), the master plan would logically call for using DRP coal and natural gas resources to co-generate electricity using the solar plant's steam turbines. There is also the opportunity to develop wind resources in certain areas. As fast as the plan is developed, get busy with the EIR process including the contracting for the necessary cultural resource and biological resource surveys. The master plan will need to take into consideration the issue of energy transmission. Grant money or energy development partners under a letter of intent can ostensibly finance this up front work.

Step 5 - According to the 1941 Final Decree on water rights by the District Judge for the State of New Mexico, the DRP has 501.19 acres of irrigation rights from the Vermejo River with a priority date of 1867. The duty for this irrigation right is 1.5 acre-feet per acre. The DRP also has 211,203,770 gallons of water per year of industrial right from the underground flow of the Vermejo River with a priority date of 1890. This is approximately 648.21 acre-feet of water rights.

Step 6 - Through extensive drilling and outcrop extrapolation the geological coal reserves are estimated to be over 113 millions tons. Approximately 4 to 7 million tons may be amenable to strip mining with another 8 to 10 million tons available through auger and punch mining techniques. There was an extensive network of underground tunnels used during Phelps Dodge's development of the mine; most of it is still be intact.

Risks:

To avoid financial risks, the DRP Project must be careful in selecting its partners and consider very carefully whether it is in its best interest to take any ownership position in the power plants.

Other Developments Persia, New Mexico is a “Clean Energy City”. Along with the power projects there will be other peripheral project in this new city. Since the Vermejo River is running through this territory, two other projects will be developed in the future by using the available water such as Water Bottling and Fish Farming. The architects and fish farm engineers will coordinate their plan to take advantage from the fresh water of the Vermejo River, so that the cascaded dams and artificial lakes to have dual use for fish farming as well as water sceneries in the residential parks. There is a natural capacity in Persia, New Mexico to supply trout and catfish for the whole State of New Mexico. In the old days before the Islamic Revolution, the country was a wine country, let alone the bear making has a 6000 year history at Bistoon near Kermanshah. Shiraz, Kurdistan, Malayer were famous for their superb wines. These names will be revived and Persian Wine will come to the market. The word “Persian Bazaar” meaning Mall will be an appropriate name for the future Mall which will serve also the people of Cimarron, Raton and beyond. Finally: History, History, History. This is what Persia, New Mexico is all about. The Islamists and Islamic Régime for more than thirty years since they have occupied Iran have been trying to wipe out Iranian historic heritage, even destroying buildings which any Iranian could be proud to have them. At least the Taliban in Afghanistan were not so hypocrite like their brothers in Tehran and in front of the world eyes destroyed the Buda Temple in Bamian. But this Régime by buildings dams or building shrine for unknown people over the historic temples gradually destroying the historic monuments and building. The most well-known such acts are Sievand Dam for destruction of Cyrus the Great Mausoleum and shrine building over the temple of Anahita in Kangavar and many others. Lands will be appropriated for Museum and also Museum for crimes against Humanity, Theater, Hospital, Historic Parks, and Statues of the writers, poet, scientists and philosopher, nightclub entertainment street (LalehZar). These will be built by Iranian donations in the future. But statue of Ferdowsi and building a replica of Pasargod will be part of the City infrastructure.

DEMOGRAPHIC OVERVIEW

The majority of Iranian-Americans came to the United States after the 1978-79 Islamic

Revolution in Iran. As such, they are unlike other immigrant groups who came for

economic reasons. Iranian came to the US for religious, political and social concerns.

Many came with money, had already studied English, possessed a good education, and

had strong backgrounds in business. The majority is highly educated, financially

successful and culturally sophisticated.

Unlike many other groups, Iranian do not isolate themselves from other cultures. A very

gracious people, many are friendly and desire cross-cultural relationships. At the same

time, Iranian do not neglect their own culture. With the largest concentration living in

Los Angeles, a sizable Iranian community known as “Little Iran” or “Tehran Angeles”

has emerged in an area just west of Hollywood (Beverly Hills, Bel Air, Westwood, San

Fernando Valley) and extends to Orange County (Newport Beach, Irvine, Mission Viejo).

Iranian living in the United States are at the top of their communities in education levels,

financial success and social status. They are integrated into all areas of American life.

They are CEOs, educators, artists and professionals. The younger generation, most of

whom were born outside Iran, and some of whom have never even visited their parent's

homeland, are leading the way in integration into American society. Increasingly, they

are forgoing traditional career paths of medicine, law, and engineering, and venturing

into new terrain in business, art and other industries.

The same applies to those Iranian living in Canada, England, Europe, Australia, etc.

Culturally, young Iranian are a mixed breed. They are hip, trendy, and fashion-conscious.

They dine at the best restaurants (not just Iranian restaurants) and party at the newest

clubs. They own the latest gadgets and speak the most recent slang. They are, in many

ways, no different than any other group of young "Americans". But they also draw on

their cultural identity as Iranian. While they listen to 50 Cent, they also listen to Omid.

They are very social and primarily associate with other Iranian, often clicking into groups

based on religion (e.g. Jews associate with Jews, Muslims with Muslims, etc.) As a

collective, however, they celebrate traditional Iranian holidays and participate in many of

the established rituals.

RELIGION

Muslim, Jewish, Armenian Christian, Iranian Christian and Zoroastrian.

However, they are very moderate in their belief. If they are Moslem, they do not go to

Mosque like Pakistanis, Arabs and other Suni and Vahabi Muslims. There is only one so

called Iranian Mosque in the US and if one look at their website www.iman.org a flavor

of nationalistic feelings could be seen there rather than religious slogans.

Saying all that, we come to the following conclusions:

There is only one city in the US called Persia.

Therefore the name Persia will raise attention among Iranian, which is the first market

strategy.

Present regime of the Islamic Republic of Iran for the last thirty years systematically has

destroyed any pre Islamic era heritage of Iran.

Iranian are very nationalists and very proud of their heritage, even those who practice

Islamic sharia, which are few living outside Iran.

Therefore, immigrating or having a piece of land in Persia, New Mexico will bring back

good old time memories.

For five million Iranian living outside Islamic Republic Regime of Iran,

the future city of Persia in New Mexico could be a second home.

Even if not immigrating there, at least have a second home or a piece of

land in this city.
