Personal Income for Metropolitan Areas for 2009 By David G. Lenze

PERSONAL INCOME declined in 2009 in most of the nation’s 366 metropolitan statistical areas.1 Per­

sonal income declined in 223 metropolitan areas, in­creased in 134, and remained unchanged in 9. On average, metropolitan area personal income fell 1.8 percent in 2009, after rising 2.7 percent in 2008. Per­sonal income growth ranged from 14 percent in Jack­sonville, NC, to –7.1 percent in Naples-Marco Island, FL. Inflation declined to 0.2 percent in 2009 from 3.3 percent in 2008.2

For most of the 134 metropolitan areas in which personal income grew, the growth reflected an increase in transfer receipts. Only in 57 metropolitan areas did the net earnings of workers increase in 2009. In most of these 57 areas, the gains were concentrated in the government sector. Military earnings growth was par­ticularly strong in 7 of the 10 metropolitan areas with the fastest personal income growth in 2009: Jackson­ville and Fayetteville, NC, Manhattan, KS, Elizabeth-town, KY; Lawton, OK, Clarksville, TN-KY, and Killeen-Temple-Fort Hood, TX. Military earnings growth was also particularly strong in San Diego­Carlsbad-San Marcos, CA, which overtook Virginia Beach-Norfolk-Newport News, VA-NC, as the area with the nation’s largest military establishment, ac­counting for 7.1 percent of military earnings in the metropolitan portion of the United States, compared with 6.7 percent in Virginia Beach-Norfolk-Newport News, VA-NC, and 5.7 percent in Washington-Arling­ton-Alexandria, DC-VA-MD-WV (chart 1).

earnings, because of relatively large gains in transfer receipts.

On average, personal income declined 2.3 percent for these 52 areas, with growth rates ranging from 1.2 percent in Virginia Beach-Norfolk-Newport News, VA-NC, to –5.0 percent in Las Vegas-Paradise, NV.

Earnings by industry. Even though earnings for the aggregate private sector fell in 2009 in most metropoli­tan areas, a few industries continued to grow: health care, educational services, and utilities (table A). Pri­vate educational services and utilities typically contrib­ute only a small amount to personal income growth— less than 0.1 percentage point for the metropolitan portion of the United States in 2009. However, in Ith­aca, NY, South Bend-Mishawaka, IN-MI, New Haven-Milford, CT, and Winston-Salem, NC, educational ser­vices earnings grew substantially. Bonuses paid in the utilities industry in Niles-Benton Harbor, MI, ac­counted for that industry’s notably strong earnings growth.

Per capita personal income. Per capita personal in­come growth rates ranged from 12 percent in Jackson­ville, NC, to –8.4 percent in Midland, TX. Per capita personal income growth is a measure that highlights differences in economic conditions across metropoli­tan areas by removing the effect of differential popula­tion growth rates. In 2009, population growth rates ranged from 5.9 percent in Hinesville-Fort Stewart, GA, to –1.1 percent in Flint, MI. The metropolitan portion of the United States grew 1.0 percent.

Countercyclical income transfers. In many metro­politan areas, legislated income transfers intended to combat the weak economy were an important part of personal income growth in 2009, as they were in 2008; however, the regional distribution of the transfers was different in each year. The American Recovery and Re­investment Act (ARRA) provided income transfers of $61.3 billion to metropolitan areas in 2009, most of which were directed toward unemployed workers (see table B on page 133). As a consequence, the contribu­tion of these income transfers to personal income growth tended to vary with metropolitan area unem­ployment rates.3 For example, in 2009 these income transfers contributed 1.9 percentage points to personal income growth in El Centro, CA, the area with the highest unemployment rate in the nation, but they contributed only 0.2 percentage point to growth in

Bismarck, ND, the area with nation’s lowest unemploy­ment rate. In contrast, the Economic Stimulus Act of 2008 provided income transfers of $24.1 billion tar­geted towards lower income persons in the form of in­come tax rebates. In 2008, these income transfers contributed 1.6 percentage points to personal income growth in McAllen-Edinburg-Mission, TX, the area with the lowest per capita income, but they contrib­uted only 0.1 percentage point to growth in Bridge-port-Stamford-Norwalk, CT, the area with the nation’s highest per capita personal income.

Homeowner assistance programs. The amount distributed under the federal homeowner assistance program to rebuild residences destroyed or damaged in metropolitan Louisiana and Mississippi by Hurri­cane Katrina continued to decline (table C). This com­ponent of the rental income of persons fell from $2.5 billion in 2008 to less than $1.0 billion in 2009. Pay­ments declined for all of the metropolitan areas receiv­ing these payments except for Gulfport-Biloxi, MS, where payments increased slightly.4

New Orleans-Metairie-Kenner, LA, was affected the most. The reduction in homeowner assistance reduced its personal income growth by 2.5 percentage points in 2009 and 5.3 percentage points in 2008, putting this area among the metropolitan areas with the largest personal income declines in both years. Nevertheless, the assistance has supported the local construction in­dustry. Construction earnings have been somewhat steady at $2.5 billion for the last 3 years, down only

slightly from the peak of $2.6 billion in 2006. At the same time construction earnings in all other areas fell 24 percent from 2006 to 2009 (chart 2).

Alaska Permanent Fund benefits. Alaska Perma­nent Fund benefits declined 60 percent from $3,269 per eligible resident in 2008 to $1,305 in 2009. A por­tion of oil lease rents and royalties received by the state are deposited in this fund and invested. The fund in turn pays benefits, based on a 5-year earnings average, to residents of Alaska. The benefits are recorded in the transfer receipts component of personal income. The 2009 decline was large enough to offset increases in all other transfer programs and to make Fairbanks and Anchorage the only two metropolitan areas in the country with a decline in total transfer receipts.

Source data Wages from the Bureau of Labor Statistics Quarterly Census of Employment and Wages for all four quarters of 2009 were used in the estimation of metropolitan area personal income. Wage and salary disbursements represented 54 percent of 2009 personal income in metropolitan areas on average but as little as 22 per­cent in Palm Coast, FL, and as much as 88 percent in Hinesville-Fort Stewart, GA. Other components of compensation—such as employer contributions for social insurance—were extrapolated from 2008 on the basis of wage and salary disbursements.

production and complete metropolitan area data on government payments to farmers were available for es­timating farm proprietors’ income.

The number of unemployed persons during 2009 was available from the Bureau of Labor Statistics for estimating state unemployment insurance transfer re­ceipts.

Other personal income components—personal cur­rent transfer receipts and property income (dividends, interest, and rent)—were extrapolated on the basis of resident population estimates prepared by the Census Bureau.

Additional state and national data for 2009 were used indirectly in the metropolitan area estimates be­cause the national income and product accounts esti­mates determine the sum of the state personal income estimates just as the state estimates determine the met­ropolitan area estimates.5
