It was moved by Mr. McFadden, seconded by Mrs. Suitt, and carried, that steps and column advance­ments on salary schedules be authorized inaccor­dance with administration recommendation, and that a stipend of 5 percent be added to current contract personnel, retroactive to July I, 1982, with Board reserving right to rescind if financial conditions warrant.

The attached recap of the Final Budget is basically the same as the Public Hearing Budget approved by the Board of Trustees on August 18, 1982.

As I informed the Board at the last meeting an adjustment in next year's income has been made to refl ect a reducti on caused by the di sa 11 owance of several classes taught during the 1981-82 year which reduces our estimated ending balance to $320,005 for June 30, 1983. While this is a serious reduction of our reserve funds, I can feel comfortable with the 3% ending balance and therefore recommend adoption of the Final Budget as presented.

SUBJECT: OI'F-CAMPUS REGISTRATION

As you are aware, College of the Desert offers classes at five (5) off-campus sites: (1) Eagle Mountain, (2) Coachella, (3) Desert Hot Springs, (4) Indio, and (5) Palm Springs. Registration at these lo­cations have been handled by Dr. McMillan and his staff in the past. Several new concerns have come about that make it almost an impossible situation to handle registration at these off-campus locations.

For the following reasons, I have determined that all registration should be held on campus in Palm Desert: (Eagle ~\t. will be an oxcep­tiOl1 due Lo distance and they shall continue to register as in the past in the class room on the first day of clasfl 1Il()0t.in~JS. 'J'oac:twrs involved have Ilad experJ.ence in registratioll and have proved to j,e excellent in the responsibility.)

1. Tho Stato has indicated that the College must dotermine residency on all students. \qe mUllt have experienced staff to handle this and all past records are on the Palm Desert Campus.

2. Tho State has also indicatod that the College must also see that students are not taking classes that they have already previously enrolled and in which they have received a passing grade. Also the College must not allow students to be enroll­ed in multiple sections of a course. This can best be han­dled by registration on the computer on the College Campus.

3. Most off-campus classes are now new community Service classes and the College must know prior to the first class meeting if there will be enough enrollment to justify the class to continue. Again this can best be done with early rogistra­tion on the campus and not at the meeting of the first class.

4. The new fee structure means tho handling of large sums of money both for change or large amounts that must be transfer­red from the off-campus location to the bank for deposit or to the campus for safe storage.

5. Our experienced registration staff is small and worn out after the regular registration work days (12 hour I,'ork days), and they have a hard time getting up for overtime at these other locations. It has cost the College additional funds to pay for this overtime work. Inexperienced staff do not have the necessary background to help with a smooth reqis-

G. Dr. McMillan will be leaving on retirement shortly and thus would pose an additional work burden on Management to assume the off-campus registration.

MOTOR VEHICLES

CAMPUS PARKING and TRAFFIC REGULATIONS

College of the Desert Parking and Traffic Regulations are in accordance with Section 2lll3A, California State Vehicle Code.

1. GENERAL SAFETY REGULATIONS

a. No vehicle shall be driven in excess of 15 miles per hour on any roadway or parking area of College of the Desert.

b. All driving of motor vehicles on campus shall be conducted in a manner which insures the safety of drivers, passengers, pedestrians, and others, and which prevents damage to College property.

c. Any vehicle leaving a designated parking lot shall stop as required and shall yield the right-of-way to other vehicles which are ap­proaching the parking lot exit, until such time as the driver can proceed with reasonable safety.

d. Campus traffic regulation signs are official, as specified by the California Vehicle Code, and must be complied with as on any other public property.

e. Pedestrians shall have the right-of-way over vehicular traffic, but shall give due consideration to traffic flow.

2. PARKING AREAS

a. No vehicle shall be parked in any location other than a designated parking area.

b. No vehicle shall be parked on any interior roadway, driveway, side­walk, lawn, playing field or undeveloped area.

c. Vehicles not parked in designated areas may be towed away and im­pounded at the expense of the registered owner or lessee of the vehicle.

d. Parking will not be permitted within 15 feet of any fire hydrant or stop sign.

e. All vehicles must be parked head-in in parking lot spaces.

f. Two and three-wheel motor vehicles are not permitted to park in automobile spaces. Special motorcycle spaces will be provided.

3. PARKING SPACES

a. Parking will not be permitted in any manner that may obstruct the roadway, passageway, or doorway of a building or handicapped ramp­way.

b. A vehicle shall be parked only in a designated parking space and shall not park in such a manner as to occupy more than one space.

c. Student parking spaces shall be designated within Student Parking Lot Areas. Faculty-staff parking spaces shall be designated within special staff parking lot areas.

d. Head-in parking only shall be permitted in campus parking spaces.

4. HANCICAPPED PARKING

a. No person shall park a vehicle in a designated handicapped parkin,. space without a special permit displayed on the left rear bumper of the vehicle.

b. Handicapped permits are issued by the Coordinator of Handicapped Services. State and Federal handicapped identification is also honored (license plate, etc.), but a valid faculty-staff or stu­dent sticker must also be displayed.

c. Vehicles displaying a handicapped parking permit may park in any designated parking space on campus, except faculty-staff parking areas.

d. Vehicles illegally parked in handicapped parking areas may be towed and impounded at the expense of the registered owner or lessee of the vehicle.

5. PARKING PERMITS

a. Vehicles parked in College of the Desert parking areas shall dis­playa valid College of the Desert parking permit sticker on the right side of the rear bumper.

b. Only those vehicles displaying a valid College of the Desert fac­ulty-staff parking permit sticker may be parked in spaces designa­ted as reserved for faculty-staff.

c. Student parking permits shall be issued each semester upon payment of the required fee. Permits are issued for a specific vehicle and are not transferable or assignable. Extra parking permits may be purchased.

d. Faculty-staff permits shall be issued annually prior to the first day of classes in the fall semester.

6. VEHICLE CODE ENFORCEMENT

a. Campus security personnel will patrol the campus parking lots and issue citations to violators. The County Sheriff's Department also has jurisdiction on the College of the Desert campus and will issue tickets for handicapped, red zones and fire lanes.

7. TRAFFIC REGULATIONS

a. Any action of drivers that may be considered contributive to the cause of any injury or accident may be considered as reckless driving and driver(s) will be cited.

b. Regulations stipulated by stop signs and special road signs must be observed at all times.

c. Maximum speed on campus will be 15 miles per hour. However, all vehicles must be driven at all times at a safe speed consistent with road conditions and pedestrian traffic.

d. Closed Roads - student and/or staff vehicles, including two and three-wheel vehicles are not to be dirven on interior walks or roadways. Exception would be maintenance or emergency vehicles on official business.

8. AUTHORITY AND FEES

Parking is controlled by the College Governing Board in accordance with Section 2545.1, California Education Code. A fee is required of all students who use parking facilities, as follows:

a. $10.00 per semester per vehicle.

b. Falsification of information, or misuse of privileges may result in disciplinary action or revocation of parking privileges, or both.

c. Students who voluntarily withdraw from College of the Desert be­fore the first day of instruction may have a full refund of park­ing fees upon return of the unused permit sticker(s). No portion of the fee will be refunded after this deadline. No refund after the start of classes.

d. If a vehicle is sold, a replacement student parking permit sticker will be issued upon payment of a $10.00 fee.

9. ENFORCEMENT

a. A citation will be issued for each violation of the driving or parking regulations. Fines indicated on the citation must be paid at the Office of Admissions (Administration Bldg.) within fifteen (15) days or the citation may be referred to Municipal Court in Palm Springs or the Department of Motor Vehicles.

b. Repeat violators will be cited to the Municipal Court and will be subject to campus disciplinary action.

c. The fee amount for violations is $10.00. Payment should be made by check or money order, payable to college of the Desert. Please enter the citation number and license number on your check and return your copy of the citation with payment. Cash is mailed at your own risk.

d. Failure to respond to this citation within 15 days will result in the fee being increased to $20.00. If the fee remains unpaid for more than 30 days, the following actions will occur:

d.l The fee amount will be increased to $40.00.

d.2 A "hold" will be placed upon the academic records of student violators.

d.3 The total citation fee due will be forwarded to the Depart­ment of Motor Vehicles. The DMV will refuse to register or reregister the vehicle until all outstanding citations have been paid in full or dismissed by the College.
