The DPW requests the re-creation of two (2) Per Diem Laborer positions, one due to a promotion (JH);and one due to resignation, (TW). A Per Diem Laborer is utilized for snow removal, weatheremergencies, and other seasonal work as needed.

CSEA AGREEMENT:3.06 Classification. Per Diem. A per diem employee is a person employed to work less than twenty-two(22) hours per week. Such employee shall receive nobenefits under this Agreement other than the right to grievance and arbitrationprovisions, and employees required to work Christmas Day, New Year's Dayand Thanksgiving Day shall receive time and one-half (1-½ ).

Employees who work an average in excess of twenty-two (22) hours per week ina particular quarter shall receive pro-rated benefits as set forth in Section 3.04of this Agreement. Such benefits shall be applied in the next succeeding quarterafter the quarter in which they were earned and reviewed quarterly thereafterfor entitlement purposes.

LABORER

Department: All Civil Divisions Classification: Labor Adopted: 06/10/76 Revised: 11/02/87, 09/06/05; 12/04/2012 By: Regional Civil Service Commission DISTINGUISHING FEATURES OF THE CLASS: This is routine manual work requiring physical endurance and a willingness to perform arduous tasks. Work involves a variety of non-skilled tasks necessary to maintain buildings and grounds. Laborers may assist Maintenance Workers and skilled tradesmen. The incumbents usually work under continuing supervision or their activities are subject to frequent inspection. Does related work as required. TYPICAL WORK ACTIVITIES: (The following work activities are listed as examples only and in no event shall an employee be limited to only those examples listed here.) Assists in the maintenance or construction of roads, streets, utility and drainage systems by

digging and back-filling trenches, spreading asphalt, sand and gravel; Assists in preparation, laying out and maintenance of grounds and areas designated for

beautification by clearing, grading, reseeding, weeding and lining; Performs routine manual work to maintain buildings and grounds to include emptying trash

Loads and unloads trucks and stacks materials and supplies; May act as flagman on highway jobs, directing trucks at loading and unloading sites; May assist in erecting or assembling snow fences, barricades, picnic tables and recreation

equipment; Performs general groundskeeping work such as removing debris, raking leaves, mowing

lawns, trimming shrubbery, shoveling snow, removing ice and assisting in collection of rubbish and litter from public lands and facilities;

May perform routine internal security checks to close and lock doors and windows and respond to alarms;

May pick up, transport and deliver supplies, equipment, furniture and other materials within buildings and grounds;

Assists Maintenance Workers or buildings and grounds tradesmen in the performance of some routine, non-skilled tasks.

Performs other tasks of a routine and unskilled nature as needed or requested in a Nursing Facility setting such as assisting residents by retrieving out of reach items or pushing a resident in a wheel chair.

Senior Clerk

This position provides clerical support for the Children and Family Services Division. This

position is responsible for performing support tasks including, but not limited to: updating cases

when necessary (address changes, adding and deleting clients), monitoring and correcting

various system data, expungement report to ensure compliance with state regulations, tracking

specific information for billing, inventory/ordering supplies, records requests processing,

processing bus pass requests, preparing files for scanning, coordinating Community Services

Aide schedules, answering the phone and directing the call to the appropriate division or

worker. This position also maintains several databases by performing data entry as well as

tracking information.

This work involves responsibility for independently performing varied clerical duties. The

Senior Clerk should have good knowledge of office terminology, procedures, equipment; ability

to understand and carry out oral and written directions; ability to meet and deal with the public;

exhibit good judgment and accuracy. The incumbent must have excellent keyboarding skills

and a knowledge and understanding of various computer programs (Connections, Microsoft

Office-Word and Excel).

Community Services Aide Rationale

This position performs tasks that assist the Examiners in having the information

necessary to make eligibility determinations. The Community Service Aide must be

aware of agency/state policies, regulations and procedures as they relate to the various

applications and programs in the TA division. This position receives and screens

incoming phone calls and provides the public with information as it relates to the

programs of the division and the agency. This position also performs various filing and

support task activities that assist the examiners in keeping their workload organized.

Specific tasks include, but are not limited to:

1. Greet clients and notifies appropriate workers as necessary.

2. Registers Temporary Assistance (TA) applications and assigns to the appropriate

Examiner.

3. Assigns case numbers for out-stationed workers.

4. Looks up clients on the jail lists and scans to the appropriate Examiner.

5. Prints and mails budgets per Arbor Housing requests.

6. Make TA & Medicaid (MA) application packets and stock holders.

7. Assist clients with filing electronic applications and scanning.

8. Issues NYSEG letters.

9. Collects and counts Board of Elections Voter Registration forms; Completes

transmittal form and send to Board of Elections weekly.

10. Notifies Principal Clerk of changes in procedures.

11. Provides back-up coverage for other clerical staff.

12. Queue (electronic document) management, as needed.

Support Investigator Rationale

This position replaces a vacated Support Investigator position in Child Support.

As set forth in Social Security Act Title IV-D [2 USC 651-669] and pursuant to Title 18 of the New York Codes, Rules and Regulations (18 NYCRR), each local social services district is responsible to operate a child support program. In accordance with 18 NYCRR, the person in this job is responsible for approximately 1,300 child support accounts (cases) and the following related functions:

• Intake - group of activities associated with opening of a child support enforcement case, including paternity establishment;

• Location - process by which information about the absent/punitive parent (physical location, employer, income, assets) are identified and verified;

• Support Establishment – process by which a absent parent’s financial obligation to his or her child, including medical coverage, is adjudicated;

• Enforcement - process by which delinquent child support accounts are identified and appropriate actions taken to collect current and past due (arrears) support to ensure future payments. Enforcement includes such activities as income execution; property execution; driver’s license suspension; income tax refund offset; lottery intercept; incarceration; and medical support;

• Review and adjustment of support orders - process by which child support orders are periodically reviewed and cost of living adjustments are made;

• Modification – process of review for a change in financial circumstances that warrants a change in the order of support;

• Case Closure – group of activities associated with the closing of a child support enforcement case.

SOCIAL WELFARE EXAMINER TRAINEE

This position would be assigned to a Temporary Assistance Division, which is responsible for

tasks, including but not limited to:

I. Determining and Re-determining eligibility for public programs, such as Public

Assistance, SNAP (Food Stamps), Medicaid, HEAP and Employment.

II. This entails, but is not limited to:

▪ Initial face-to-face interview appointments (a.k.a.: Certifications)

▪ Gathering and processing data necessary to make eligibility determinations

▪ Re-certifications of eligibility

▪ Meeting emergency needs (such as Eviction, Utility Shut-offs, etc.)

▪ Meeting the day-to-day needs of the families on the caseloads

(a.k.a.: Undercare)

▪ Documentation of all casework activities

▪ Correspondence including letters to service providers and clients

▪ Local and state mandated paperwork requirements

▪ Referring and networking with other agency divisions and community agencies to

provide needed services to families

▪ Timely assignment to work activities to ensure Federal and State participation rates

are met and those clients are moved toward self-sufficiency.

▪ Assist in meeting deadlines/compliance with state regulations for provision of

service.

▪ Reduce the error rate for cases.

▪ Ensure more timely services to children and families in our community.

▪ Timely case closings reduce fiscal impact.

▪ Accurate and timely eligibility determination and under care services, including

referrals for support services, results in a reduced recidivism rate.

This position requires a great deal of flexibility, strong oral and written communication skills,

and problem-solving skills. The current caseload size per examiner ranges between 100 and

1,100 cases, this is dependent on the program area.
