For nearly 40 years, Dave Ball’s been involved in the growth of Peters Township in one form or another. Starting out on the township’s planning commission when he first moved here in 1975, he’s had the rare privilege of seeing Peters Township grow from a rural community to over the more than 22,000 people who call it home today.

And with more land on the eastern 1/3 of the township still available for development, Ball said adherence to the township’s comprehensive plan is more important now than ever in order to keep Peters Township vibrant and appealing to future generations of residents.

“The comprehensive plan is something we want to pay attention to. We’ve spent a fair amount of money to make sure we’re properly assessed as to where we are and where we want to go as a community,” Ball said. “There was a lot of community input that people are interested in seeing some different types of developments than what has been developing. Right now, it’s all pretty much large, upscale houses, but the township is aging and people don’t want to leave and they don’t want a 6,000-square-foot house either.”

It’s a dilemma Ball said he never anticipated back in the 1970s.

“In the 1980s, we knew we were going to have traffic problems then and as we grew. And we’ve done a lot of traffic light work and other things to try and alleviate some of the problems we have there. With diversity of development, we had talked a little about it, but it wasn’t the same pressing need that it seems to be now. We have a lot more people, an aging population, that’s a changed condition. Overall, the development has been excellent. Peters was and is a great place to live,” he said. “As a council, we’ve maintained an attractive municipal tax level, raising taxes just 1 mil since 1981. The school is great, recreation opportunities are good, and the location is convenient. The development of Southpointe was something we didn’t anticipate in the 1980s, which has lots of people looking for housing in Peters.”

Overall, serving his third term on council, Ball said he’s extremely fortunate and grateful for being able to help shape the township over the years.

“It’s fun, I enjoy it. I do feel that I’m contributing to the township,” he said. “I spend a lot of time listening to what people are saying, and I try to get back to people on issues that concern them. I think we’ll continue to be a very good council and township, and I’m very proud of our administrative staff. We continue to get awards for good financial planning and reporting. Our credit rating is about as high as it can go. Peters is a well managed place. It’s a good township.”

It is the time of year, once again, when Peters Township prepares to resurface a portion of their streets that are in need of rehabilitation. As in previous years, the roster of streets scheduled for resurfacing in 2014 is generally based on a revolving three-year plan generated from an in-house pavement management system. Due to the Valley Brook/Route 19 intersection project, there are a number of streets that are being deferred until later due to increased traffic volume, this includes Center Church, Hays and Thompsonville Roads. Public Works will be doing spot maintenance on these roads during the year. The pavement maintenance budget for 2014 is roughly $ 1.5 million which is a significant increase over last year, and includes not only road resurfacing, but, other maintenance practices such as our annual street rejuvenator/seal coating program. By selecting appropriate rehabilitation methodologies and using a combination of contractual and in-house paving by the Public Works Department, the Township hopes to resurface over five and a quarter (5.25) miles of streets and rejuvenate approximately nine and a half (9.5) miles of streets in 2014. This year’s resurfacing contract was awarded to the low bidder, Morgan Excavating, L.P. of Belle Vernon. A list of the streets scheduled for 2014 is as follows:

Drainage and preparatory work should begin in late-May or early-June, with milling and resurfacing operations following shortly thereafter. Paving work is anticipated to be completed prior to the start of the new school year in August as to minimize conflicts with bus service. Affected residents will receive a general notification by the Township via U.S. mail detailing the work to be done on their street. Prior to the actual start of work on each street, the Contractor will be hand-delivering notices to each affected household outlining any special instructions regarding start dates, parking arrangements, and vehicle access. The Clean Up Day event on April 26 brought out about 60 volunteers. Participants registered at the Recreation Center, and then struck out to clean up litter along many of our local roads. Trash was collected from almost the entire lengths of E. McMurray Road and Old Waterdam and Irishtown Roads, and portions of Center Church, Springdale, Bower Hill, McCombs, Bebout and Sugar Camp Roads. Troop 1320 cleaned up around Lake Jo-anne.

The registering volunteers were also afforded a chance to win one of five large pizzas and a 2-liter bottled beverage, courtesy of Heisler’s Market in McMurray Town Center.

Our thanks to all for helping to make this a successful event and make out township a great place to live.

Clean up day wrap up

Jacob Holmes and William Fetty were playing around a dumpster at their grandmother’s apartment complex and found some valuables. They discovered precious metals, coins and jewelry mistakenly discarded from a home in Mt. Lebanon. They immediately knew what to do and had their grandmother call 911. The valuables were returned to the owner through her representative. These two boys

demonstrated honesty and integrity in their actions and were given the Police Department Citation for Distinguished Community Service at the May 12th Council meeting. In addition the representative of the owner (an elderly woman currently in a nursing home) presented each of them a reward. Their grandmother and proud family members attended the meeting to see the presentation.

Pets must be leashed, Animal Waste Cleaned up, and Alcohol Prohibited

The Township operates 7 parks including Peterswood , Peters Lake, the Arrowhead Trail, a Tennis Center and a Recreation Center. It is our mission to “provide meaningful recreation and leisure opportunities through program offerings and the provision of parks, special use areas and facilities. The Parks and Recreation Department wishes to create a positive relationship between staff, volunteers and the public through mutual respect and consideration.”

Rules and regulations exist for the safety and enjoyment of all park users. It is required by §27 of the Parks Rules Ordinance that all animals must be leashed while in any park area, including trails. It is also required by the Ordinance for anyone in control of any animal, including horses, to properly remove animal waste and dispose of the waste in a suitable and sanitary manner.

§26 of the Park Rules Ordinance prohibits alcohol/illegal drugs from being possessed in any Township Park

Keep Park Safe and Enjoyable for All

There is a lot of activity that will be occurring relative to municipal projects. The Township will have started the paving program by the time the magazine has arrived. The Valley Brook – Route 19 intersection project is starting to take shape and is expected to be completed by Labor Day. Phase 3 will commence June 9th with a 30 day, one lane closing of northbound Route 19 to facilitate construction of a turning lane and the road connection for the new ramp. In addition this

phase will include construction of the new traffic signals. Other Township projects planned this summer are storm sewer replacements on Kimber Drive, Meadow Street and Maple Lane. Stormwater ponds scheduled for renovation include Starwood, Canterwood and Crossings plan. A playground at Rees Park will be replaced this summer and the hard surface tennis courts at the Tennis Center will be resurfaced in June. We also plan to resurface Arrowhead Trail from Pelipetz to Route 19.

Peters Township is a participating member of the National Flood Insurance Program (NFIP) administered by the Federal Emergency Management Agency (FEMA). By participating in this program, residents who live in floodplains, as defined by Flood Insurance Rate Maps issued by FEMA, are eligible to receive flood insurance at reduced rates. FEMA has notified Peters Township that they are revising the official Flood Insurance Rate Maps (FIRMs), which have been in effect since 1979, by using modern mapping and computational

techniques to more accurately define the actual floodplain. FEMA anticipates that the revised FIRMs will become effective in September 2015.

Homes and buildings in high-risk flood areas with mortgages from federally regulated or insured lenders are required to have flood insurance. If you are unsure whether you currently have flood insurance or may be required to carry this insurance in the future, please contact your mortgage lender or insurance provider.

FEMA has issued preliminary versions of the FIRMs that encompass the Township. If you live adjacent to a creek, in a low-lying area, or currently have flood insurance the Township recommends that you inspect these preliminary maps to determine if you may be affected by a change in

the official floodplain boundaries. A link to the maps is available on our website www.peterstownship.com

and the maps are available for inspection at the Municipal Building at 610 East McMurray Road between the hours of 8:30 a.m. and 4:30 p.m. Monday through Friday.

Floodplain Revisions in Peters Township

Peters Township residents have had a long history of recycling, even before it was mandated by the state. As previously announced, in 2015, the Township will be utilizing a mechanical recycling pick up system. This system is expected to increase the volume of materials that will be recycled by giving residents a larger container. The mechanized system will necessitate a larger and sturdier recycling container. It will also have wheels and a lid. The containers will be provided to each resident served by the municipal hauler (Waste Management). The Township was notified by Senator Matt Smith that the application for a $250,000 grant to purchase the containers was approved. This means that any increase in the cost of collection will be partially mitigated by the grant that will cover 90% of the cost of the containers. More information on this system, that is expected to be implemented in May 2015, will be forthcoming in future issues of this magazine and on other media.

In addition, the grant will also cover the cost of a cardboard compactor that will be a self serve piece of equipment available to residents and businesses to recycle cardboard. We are currently reviewing locations for the compactor that will be accessible to the public.

The Peters Township Public Library Board and Staff would like to thank everyone who helped make the 13th Annual Taste of the Township a grand success! The Taste of the Township Committee, with the leadership of Chairperson Margaret Verlato, spent many months preparing for this wonderful evening. Over 400 persons gathered on Friday, April 25 at Valley Brook Country Club. Twenty-five restaurants from the area delighted the attendees with samples of their very best menu items. The Silent Auction was a hit with the crowd offering over 35 items for bidding. Donations for cultural events were received from more than 50 venues in Pittsburgh and the surrounding area. Ticket sales were brisk for a chance to win one of the over 60 Chinese Auction baskets which beautifully decorated an entire room at the country club. More than 160 individuals, organizations, restaurants and businesses provided items for baskets and the Silent Auction. Monies raised from the auctions support library programs for children, young adults and adults. Taste of the Township 2014 raised close to $40,000 in one evening – demonstrating the commitment and support of our community to their local public library. To the businesses, vendors, guests, volunteers and others who participated, we offer our sincere thanks!

Civil War 150! American Poetry and the Civil War Thursday, June 19, 7 – 8:30 p.m.Presented by: Dr. Faith Barrett, Associate Professor of English at Duquesne University

The American Civil War prompted an extraordinary outpouring of poetry by men and women from all walks of life. These writers turned to poetry to define their relationships to nation, region, home, and family, constructs that were all destabilized by the war. In reading a group of literary and popular poets, as well as work by women, African Americans and soldiers, this talk will argue

that the nationalist “we” and the personal “I” are not opposed in the poetry of this era; rather they are related positions on a continuous spectrum of potential stances. Americans on both sides of the conflict believed that poetry had an important role

to play in defining national identity. While the Civil War clearly changed American poetry, it is also the case that the Civil War poetry changed the way Americans understood their relationship to the nations of the Union, the Confederacy, and the United States.

Dr. Barrett coedited with Cristanne Miller Words for the Hour: A New Anthology of American Civil War Poetry (U Mass, 2005). She is the author of To Fight Aloud Is Very Brave: American Poetry and the Civil War (U Mass, 2012), and she has published articles on the poetry of Emily Dickinson, Walt Whitman, Herman Melville, and Abraham Lincoln.

Peters Township Public Library is one of three sites throughout the United States to receive an additional Civil War 150! programming grant. Civil War 150! is a collaboration between The Library of America and the Gilder Lehrman Institute of American History. This project is funded by the National Endowment for the Humanities.

The whole community is invited to celebrate the season’s bounty at our 5th Annual Local Foods Potluck Dinner – always a popular event! Attendees are asked to bring a potluck dish to share made with locally grown foods or some samples from their home gardens. Bring along your recipe to share with the group. Peters Township Public Library and Memorial Park Post 764 VFW Host World War 1 Program in Recognition of the 100th anniversary of the outbreak of World War 1

Origins of the Great War, 1914, Tuesday, August 12, 7 – 8:30 p.m.Presented by Todd DePastino

In recognition of the 100th anniversary of the outbreak of World War I, Todd DePastino presents his program, “Origins of the Great War, 1914.” The Great War, as it was known, is the seminal event of modern history because it unleashed the demons of the 20th century: Communism, Fascism, the Great Depression, and World War II. The war killed 10 million people, swept away four empires, and sparked revolutions from the western border of France to the Sea of Japan. Yet, precisely how and why it happened is still something of a mystery. An archduke gets murdered in Sarajevo on June 28, and six weeks later, the world is at war. Come hear the story, and understand why, after a century, it haunts us still. Light refreshments will be available after the presentation.

Todd DePastino is founder and executive director of the Veterans Breakfast Club, a 501(c)(3) non-profit dedicated to sharing veterans’ stories with the public. Todd is the author of BILL MAULDIN: A LIFE UP FRONT (W.W. Norton), which won the 2009 Anne M. Sperber Prize for the best biography of a major media figure and was a 2009 Eisner Award nominee. Todd is general editor of Fantagraphics Books’ complete Mauldin series, which so far includes the acclaimed WILLIE & JOE: THE WWII YEARS (2008) and WILLIE & JOE: BACK HOME (2011). Todd’s previous books include CITIZEN HOBO: HOW A CENTURY OF HOMELESSNESS SHAPED AMERICA (University of Chicago Press, 2003), which won a National Endowment for the Humanities Fellowship, and THE ROAD BY JACK LONDON (Rutgers University Press, 2006). He has a Ph.D. in American History from Yale University and teaches at Waynesburg University where in 2008 he won the Lucas-Hathaway Award for Teaching Excellence. He lives in Pittsburgh with his wife and two daughters.

They begin with the black suit Sullivan Era, as four boys take the world by storm, giving rise to Beatlemania. Hard Day’s Night takes you through Sgt. Pepper’s Lonely Hearts Club Band, the album that changed the face of rock ‘n’ roll, just as the psychedelic 60’s changed the planet. The trip culminates with the Beatles’ late studio years, which cemented the band’s legacy as the greatest group in history.

August 6 - B-Street Band (formally BackStreets Tribute to the Boss in the early to late 80’s ) The BSTREETBAND, originally known as Backstreets, was formed in Asbury Park, New Jersey in May of 1980 by musicians Will Forte and the late Bob Chipak. Since that time, the top drawing band has performed from Maine to the Bahamas for well over 3 million people. The addition of Springsteen look-alike, Glenn Stuart, furthered the success of the BSTREETBAND who now plays powerful Springsteen favorites as well as dance music.
