Combined VF300 and PF225 Programmatic issues:
• The combined meeting is to facilitate closer integration of the PF and VF projects.
• The Draft West Tucson EA will be delivered to SBE later this week.
• The first two ESPs have been approved for PF225 – the Tucson and El Centro ESPs will be
posted on the website by the end of this week.
•
Need to look into providing environmental monitoring for VF projects which will be managedby the individual project managers.
• Review process for ESPs:o Share the process developed from PF projects.
o Look into using tools like Adobe Acrobat reviewing functions and house the draft
document on the shared drive so that there can be live/shared reviewing.
o Another proposed option is reviewing as a team and providing one set of comments.
1) VF300 Environmental Program Overview
• Program team includes: CBP, OBP, SBI, USACE, LMI, e²M, MBaker, GSRC, HDR
A) VF300 Programmatic Other/Key Issues
• Environmental Stewardship Plan (ESP) –
o Contracts – Contracts in process will continue as negotiated and will be modified as
needed as ESPs specifics are defined.
• Environmental contracts are in place for Yuma and El Paso Sectors out of FWUSACE District. The verbal NTPs have been issued to the environmental
contractors to move forward with CV 1a/1b. Verbal NTPs for JV 1a/1b/2/3are inprocess. The task orders will be issued soon.
o Schedule of ESPs – requested to move all of the ESP completion dates as soon aspossible.
• Updates are incorporated in the VF 300 timeline revision which is attached at theend of the meeting minutes.
• Need to start filling in timeline for environmental tasks – Project Managers
•
Need to look at staggering the schedule of ESP deliverables to reduce theimpact on the reviewers and to enable meeting reviewing deadlines.
• Review current schedules this week, and determine possible dates for anintegrated team meeting to finalize the ESP deliverable schedule. It may
be possible to coordinate this with the monthly VF meeting on 18 June.
• Need to define review and comment process for ESPs.

o 15 Day Public Review of GPD –
• The GPD for Public Meetings will be same as the GPD set out on web for 15 daypublic review.
• The public review period is scheduled to start sometime in the first week of Juneand the notices of availability will appear in local newspapers where it will direct
people to the website for comments. The notices of availability will be referred to
as “Public Announcements.” is working on final language.
o Public Meeting –
• TON meeting is scheduled for 3 June 2008.
• Biological Resource Plans –
o The Yuma Sector BRP will not include any information on the Cocopah project. The
Cocopah will have a separate BRP and ESP.
o Need to start planning the project level BRPs.
• BMPs for VF300 –
o The following considerations need to be addressed:
•
Possible changes due to VF to PF full summaries.• Effects on the milestone dates due to changed scope.
• Many sensitive plants (saguaro and barrel cactus) have been found in the
construction corridors. Determine if BMPs should be for “remove, replenish, andreplace,” “to salvage,” or “to avoid” as described in the EA. Confirm that the
Sector agreed “to avoid.”

o The VF 300 meetings are complete.
