I hope everyone's enjoying the warm up as much as I am. Our first nice day brought many out to the range for what's been the absolute slowest strings of shooting I've ever heard. Seeing what ammo is going for online these days makes it pretty easy to see why too. I'm sure there's a few RO's around the country going through withdrawals from not being able to tell shooters they're shooting to fast, they're probably screaming at everybody to hurry up now. I'd like to thank everyone who came out Saturday for the club work day. We had a fantastic crew and were able to knock a lot out. I'd also like to thank Jarrett Rifles and the Kaiwhai Safaris for coming out Sunday. That Safari group really took a hit this year. They've been over here for a few months to find a lot of their trade shows/meet & greets canceled at the last minute. Then to have the shipping mishap with the rifles....man, I felt bad for them. Jay Jarret was an absolute stud about everything though. I'd have no qualms about buying any of their products. I'd also like to thank all of the Pioneer crew, Connie, Mike, Theresa and Ed for knocking out our renewals.... It takes several hours to sort and get through those, THANK YOU GUYS!! I'd also like to thank Joe Tapko for all the work he does for the club. Joe (again) pushed snow all winter for the club and our tractors gave him hell about him getting them out and about when it was so cold. Thanks Joe! Members..... We have a crew assembled to help the Family of any Pioneer members who pass away and leave behind, in most cases, SEVERAL THOUSANDS of dollar's in firearms and accessories. Pass this information along to your loved one's so they do not get taken advantage of. Seriously, when we leave sometimes our own family members and or buddies might not have our loved one's best interest in mind. It's almost rare to see a family go through a smooth process and it's terrible to witness. If I passed away right now my wife would have no idea what my collection is worth. She has no idea of how many guns I have. It's not that I hide anything from her either, it's from her lack of interest. When I walk into our closet and I see her shoe's stacked and stretched across our closet it's the same thing. We'll come in and give your spouse an expected wholesale and retail value for everything. We'll help them out in the same way we'd want our loved ones treated. If you do not use the club, make sure to have a will and take the family decision making out of the process. 2021 5-Stand Update
2020 was quite trying, I am glad it is over. We were able to make changes at the 5-Stand field to allow us to continue shooting throughout the year even though we only had one shooter on the firing line at a time. I thank everyone who participated for their patience last year.
Since I do not believe the COVID restrictions will be totally lifted soon, if ever, I have reconfigured the firing line again. For 2021, I built new shooting stations and spaced them 6 feet apart. The new stations do not extend back from the firing line, so there is plenty of space when moving from one station to the next. The new stations will allow me to safely set some new target presentations that we could not safely set last year. This configuration will also allow for 5 shooters on the firing line at the same time, which we could not do with last year’s configuration.
We will start shooting 5-Stand on March 1 and will be open every Sunday and Monday evening until October 31. The price will remain at $5.00 per round.

This year’s Friends of NRA event is back on its regular schedule and will be held Saturday March 20th at the Adams Point Convention Center, Blue Springs.
Currently, Adams Point is still only allowed to hold events at 50% of their rated capacity with attendees & participants required to wear a mask. Our event would be held in the 600 capacity main hall so there will be quite a bit of space so the tables and games will be spread out like our last event.
We will have lots of firearms plus some great donated items for the auctions. If you missed our last event make sure to attend this one. The venue is great and the food is excellent.

Gun Control Legislation Introduced in the 117th Congress By Bill Ekey
As owners of firearms, we know that we have to be continually vigilant to protect our rights under the Second Amendment. This is particularly true now that Democrats have a majority in the House of Representatives and Vice President Harris has the tie-breaking vote in the Senate.
Those who would like to destroy the Second Amendment wasted no time introducing legislation that will irreparably harm our Constitutional rights. House Resolution 127 (Jackson Lee D-TX-18) was introduced on January 4, 2021. It has been referred to the House Committee on the Judiciary.
At first glance this appears to be a different verse of the same song we have heard for quite some time. On close examination, it is quite troubling in how it will effectively eliminate our rights while staying just short of outright confiscation.
The Bill does three things: it provides for a firearms registration system, it requires licensing of all individuals to possess a firearm or ammunition and it prohibits certain ammunition and “large capacity feeding devices.”
If this Bill is adopted it would prohibit any person who does not have a valid license and has not registered their firearm form possessing a firearm or ammunition. It would also prohibit possession by a person to whom the firearm has been loaned unless a notice has been filed with the Attorney General.
The registration system would require every owner of a firearm to provide to the Bureau of Alcohol, Tobacco, Firearms and Explosives (the “Bureau”) detailed information about each firearm and the identity of the owner. It goes even further, requiring the owner to describe where the firearm is stored or will be stored.
As would be expected, there are limitations and prohibitions on transfers of both firearms and ammunition. Under this legislation it would be illegal to transfer to a person who is not licensed as provided in the Bill. It would also require notice to the Attorney General (presumably through the Bureau) of any sale or gift of a firearm or ammunition to any person. It goes so far as to require notice to the attorney general when a firearm or ammunition is loaned to another person. Think about that the next time you let your buddy borrow your extra gun when you go duck hunting.
The proposed licensing system creates three categories: A “general license;” an “antique firearm display license”; and a “military-style weapons license.” The general license is a prerequisite to obtain ether of the other two. Many of us would be required to hold all three forms of these licenses. A worst case interpretation of the Bill may suggest that multiple “military-style weapons” licenses may be required.
The process spelled out for getting the “general license” is troubling. The applicant must be at least 21 years of age and after applying must (i) undergo a criminal background check; (ii) undergo a psychological evaluation; (iii) successfully complete a training course on the “use, safety and storage of firearms, that includes at least 24 hours of training; and (iv) demonstrate that the applicant will have in effect an insurance policy issued under the provisions of the Bill.

While the Bill states that the Attorney General “shall” issue a license to an applicant, the barriers enumerated add layers of bureaucracy and expense that will exclude many individuals who would otherwise be able to own a firearm.
The psychological evaluation is particularly troubling. It requires an evaluation to be conducted by a psychologist approved by the Attorney General. The evaluation would require the psychologist to examine members of the applicant’s household, the applicants spouse and any former spouse and at least two other persons.
The insurance requirement is also a significant barrier for many, if not most, individuals. This is an insurance policy to be issued by the Attorney General to insure the owner for losses and damages resulting from the use of a firearm for a period of 1-year. The “fee” for that insurance coverage $800. Since the coverage is for a 1-year period, it could be interpreted to mean such a fee would be required each and every year. This will have the effect of forcing all but the most serious gun owners to give up their right to own a firearm for casual hunting or shooting.
After clearing the “general license” requirement, any person who wishes to display an antique firearm will need to apply for another license by demonstrating to the Attorney General that they will display the firearm in accordance with prescribed regulations and must demonstrate that the firearm will be stored in a safe or facility approved by the AG. This appears to be contradictory on its face – how can a firearm be both displayed and kept in an approved safe?
The “military-style weapons license” is aimed at a list of the usual types of guns that were the subject to past bans and prior efforts to restrict firearms because of how they look. The only additional requirement to secure this license after the “general license” has been obtained it to complete at least 24 hours of training in the “use, safety and storage of the weapon.” That training will include live fire training. A careful reading of the requirements for “military-style weapons license,” along with the renewal requirements (which mandates on-going training) suggests that this section could be interpreted to apply to each such firearm owned, which would subject the owner to training on each type of firearm that falls into this category.
The bill purports to prohibit certain ammunition. It does, in fact, prohibit ammunition that is 0.50 caliber or greater. The bulk of that section, however, deals with “large capacity feeding devices.” Essentially this limits all feeding devices, including magazines for all types of guns to no more than 10 rounds. There is an exception for tubular devices for .22 caliber rimfire ammunition. Thanks, guys.
As of this writing the Bill is being considered by the House Judiciary Committee. The Committee is comprised of 25 Democrats and 19 Republicans. So the odds may be stacked in favor of referring the Bill out of Committee for a vote on the floor of the House. No members of the Committee are from our area. The closest is Representative Cori Bush from St. Louis. You will recall that prior to her election, Representative Bush led a march against Mark and Patricia McClosky for using firearms to defend their home against a mob. Representative Bush will not be an ally for our cause.
We have to make sure that we take all necessary action to safeguard our rights under the Second Amendment. Make your voice heard by writing to members of the Judiciary Committee and to your Representative and Senator to express your opposition to this shameless attempt to destroy the Second Amendment.
