PH Manufacturing Roadmap takes a modern & pragmatic perspective on industrial policy

• Need for proactive IP in a country with declining TFP, no structural change, declining gross domestic investment as a percentage of GDP, declining FDI

• Removing obstacles to growth is not enough, growth-oriented action needed

• Horizontal and selective policies

• Coordination failure as a key (rather than subsidies)
