EXPRESSION OF INTEREST FOR EMPANELMENT OF CONSULTANT Executive Engineer R&B Division 2nd kargil under takes Preparation of Master Plan of Infrastructure of AIG Inspector General of Police , police Chief at Kargil UT of Ladakh and District Police Line kargil , Union Territory of Ladakh. Therefore, for bringing in more efficiency in the system and to save time ,the need has arisen to have an in-house panel of Engineer/architects/consultant to work on various upcoming projects and thus, the Executive Engineer PWD(R&B) Div-2nd Kargil intends to empanel the Consultancy Firms having varied experience in the Architectural, Structural, M.E.P. land scaping Architects and Allied services including preparation of DPR and another jobs as defined below: 1.The consultant/Firms should have relevant experience in planning and designing ,Conceiving of various types of Public infrastructure. The Design services shall include but not be limited to Architectural, Structural, landscape Electrical, Plumbing, Sanitary. Landscaping and design of another relevant services required to make the building habitable & functional besides, preparation of cost estimate and another works specified in “Scope of Work.” 2.The consultant /Firm should have relevant experience in preserving the local heritage architectural aesthetic, as well as familiar in use of local material for passive solar design to run in cold harsh winter as zero energy buildings. 3.The proposal must be submitted in the prescribed for mats only. Only those Firms that fulfill Eligibility Criteria into shall be considered for empanelment. 4.The empanelment of consultant shall be done under two categories: I and II. The applicant shall have to select one out of two categories I&II for empanelment as per Annexure-B. 5.Any Govt. Employee/ Spouses not allowed to participate in the tenders. 1.EligibilityCriteriaforempanelment: The intending bidders / applicants would be required to fulfill the following conditions to be considered for empanelment: 1.1.The Consultants shall be categorized in two categories as I&II as per detail given in annexure-A

1.2.The applicant for Consultancy should be a registered Engineering Consultancy Company having on board subject specialists like Civil Engineers, Electrical Engineers, Heating Ventilation Air Conditioning Specialist, Mechanical Engineers, Architects, and Town Planners etc. 1.3.The Consultant should have a functional office setup within Kargil District for consultation and regular site visits during execution of projects (documentary proof of office in Kargil on affidavit required to be submitted. 1.4.The applicant for Engineering and other structural services should have a minimum qualification of BE/ B.tech. in civil engineering /architectural engineering or Member of civil Engineering division from Institution of Engineers (India) or the statutory body governing such profession, as and when established. Documentary evidence is required to be submitted. 1.5.The applicant for town planning should have a minimum qualification of graduate or post-graduated engineer in town and country planning and Associate Member ship of the Institute of Town Planners. Documentary evidence is required to be submitted. 1.6.The applicant for Landscape Architect should have a minimum qualification of bachelor degree in architecture or master’s degree in landscape architecture or equivalent from recognized Indian or foreign university. 1.7. The Applicant shall have to provide detailed profile of the company /Firm/ proprietor /partner/company/corporate duly mentioning the “completed” important similar assignments /projects. Work completion certificates issued by an Officer not lower than the rank of Executive Engineer ,Project Head/Site In-charge/Owner are required. 1.8.The Applicant should be presently actively working in consultancy field. 1.9.Alotment Orders of the assignments/projects currently “in progress” are required to be submitted. 1.10.The applicant should have a PAN card. Documentary evidence is required to be submitted. 1.11.The applicant should have a GST registration. Documentary evidence is required to be submitted. 1.12.The applicant shall submit an under taking that the Firm has not been blacklisted by any organization and department. 1.13.The applicant shall disclose the litigation history of the Firm/ company as per Annexure-G. 1.14.The applicant shall fillip all the Annexure-A to Hand submit duly signed and stamped 1.15.The Firm shall submit the one time EMD in shape of FDR/CDR amountingtoRs.50000/-& Rs.25000/-for Category I&II respectively having validity up to three years and should be infavour of District Superintending Engineer PWD circle Kargil, Union Territory of Ladakh. This EMD shall be returned after the expiry of three years or till the Completion of the assignments in hand, whichever is later. In case, the FDR cannot be drawn for a period of three years then the applicant shall have to give an undertaking on his letter head that the EMD shall be periodically renewed till the expiry of three years or till the completion of the assignments in hand whichever is later. However, the Firms registered with MSME and/ or NSIC are exempted to deposit the EMD Note:

a. The bidders shall upload the scanned copies of the supporting Documents/ certificates required from S.No1.1to1.15above.

b. The applicant shall have to fulfill all the above conditions/requirements, Failing which, the offer shall be rejected.

2. INSTRUCTIONS TO BIDDER 2.1.The applicants are strictly advised to submit only the required/relevant documents for Empanelment & categorization and should avoid submitting irrelevant documents in Order to save time. 2.2.The evaluation for categorization of the applicants shall be made as per the details Provided in Annexure-B. 2.3.The applicants are requested to furnish all information and documents as called for intlhis document. The details should be typed or filed in ink. 2.4.All accompanying documents must be clearly initialed by the Authorized Signatory. 2.5.Any proposal received after the closing of due date and time shall not be considered. District Superintending Engineer PWD circle Kargil shall retain all the documents submitted by the applicant. 2.6.All bids submit by the applicants by due date and time shall be opened online in the Office of District Superintending Engineer PWD circle Kargil 11-09-2020at 4:00P.M in the presence of such applicants who choose to attend the opening process. 2.7.Applicant has to be a single entity; joint ventures are not allowed. 2.8.The bidder may properly check the documents before submission to ensure that all Information as asked for is enclosed. 2.9.At any time prior to opening of proposals, District Superintending Engineer PWD circle Kargil, either at their own initiative or in response to clarifications requested by a prospective Applicant may modify the tender documents conditions by uploading the Modifications in website htps://tenders.ladakh.gov.in/ or publish in leading News papers. 2.10. The bids shall remain valid for a period of 90 days from the date of opening. 2.11. District Superintending Engineer PWD circle Kargil reserves the right to remove the Architect From the panel if he fails to provide services as per requirement of the District Superintending Engineer PWD circle Kargil ,be sides forfeiting the EMD. 2.12.The Stages for payment as mentioned in S.No.:5 shall remain same for every Assignment / project. 3.SCOPE OF WORK The Empaneled Consultant shall be required to provide services in respect of the following fields for various building projects proposed for execution within Union Teritory of Ladakh limits: Taking client’s instructions and preparation of design brief.

Preparation of detailed Project report. Preparation of detail Architectural Drawings. Site evaluation, analysis and impact of existing and/or proposed development on its

immediate environs.

Topographical contour survey of land. Structural design with design calculations. Sanitary, plumbing, drainage,water supply, sewerage & landscape etc. design and drawings. Electrical, electronic, communication and Point Layout design and drawings. Heating, ventilation & Air-conditioning and other mechanical systems design and drawings. Design/capacity of Elevators. Design and drawings of Fire detection ,fire protection and security alarms with BOQ. Inspection, supervision and evaluation of works. Any other individual / specific requirements of the project. Preparation of Bill of Quantities (BOQ) and Schedule of Specifications. Road survey works (L-section, cross section and another road elements.) Bridges, flyover and another civil structure. Land scaping structures and features Illuminations design(incl. light fixtures, light poles etc) Signage’s and graphic design and artifacts/sculptures. Approach road and car parking beautification. Recreation area. Planting design. Open space design-hard and soft areas. Vehicular and pedestrian movement. .Co-ordination of external services. Periodic inspection and evaluation of works at site. Methodology for execution and maintenance.

4.SCHEDULE OF SERVICES: The Consultant shall after taking instructions from the client render the following services:- i. Ascertain client’s requirements ,examine site constraints & potential and prepare a design Brief

for client’s approval. ii. Prepare conceptual design with reference to requirements given by District Superintending

Engineer PWD circle Kargil Preliminary Design and Drawings. Modify the conceptual designs incorporating required changes and prepare the Preliminary drawings ,sketches for client’s approval along with preliminary estimate of Cost on plinth area basis.

iii. Drawings for client’s/ statutory approvals:- Prepare drawings necessary for clients /statutory approval and ensure compliance to codes, standards and legislations as applicable and assist the client in obtaining the Statutory approvals thereof, if required.

iv. It will be a sole responsibility of the Consultant/ Firm to get the structural Design approve and vetted by the IT/NIT/DIQC/GCET as per the directions of Principal Employer.

v. Construction Stage:-Design, prepare and issue working drawings and details for proper execution of works for Civil works and allied services, during construction. The structural design shall have to be submitted in hard & soft copies including design calculations if so desired by Principal Employer. Inspect, supervise and evaluate the construction works during execution and wherever necessary, clarify any decision, offer interpretation of the drawings /specifications.

vi. Completion Stage:-Prepare and submit at least 02sets of as built drawings including services and structure in hard and soft copies.

vii. The consultant shall perform all other duties and functions as specified by the Engineer-in-charge.

viii. Paying periodic site visits during execution of work as per the requirement and/or on demand of Principal Employer.

ix. On the basis of on-site observations, the Consultant shall look into the architectural defects and deficiencies in the work of contractor. Such defects shall be intimated to Principal Employer for timely rectification by the contractor.

x. The Consultancy firms may advise Engineering department, to reject the work which does not conform to the Engineering specifications/Architectural drawings.

xi. Consultancy firms shall review shop drawing and other submissions of the Contractor for conformance with design concept of the project.

xii. Consultancy firms shall issue necessary clarifications, detail drawings, revisions etc. those may be required for smooth progress of work at site.

xiii. Consultancy firms shall represent Engineering department, Union Territory of Ladakh at all the Forums where ever required. His out station visit charges shall be borne Engineering department, Architect /Firmis required to make power point presentations and displayof drawings at the required forum as per the directions of Engineering Department, Union Teritory of Ladakh.

5.Draft concept landscape framework planning

a. Concept landscape framework plan with a broad plant paletee. b. Prepare of concept landscape framework plans, indicating proposed provision for pedestrian

and vehicular movement service accesses incorporating access as per Architectural requirement and general principles to be followed for grading and landscape of roads, parking open areas ,footpaths and incorporation of service elements.

c. Identification of functionally and aesthetically strategic areas such as entrance around major activities etc and their conceptual treatment ,especially the main entrance gateway to the complex to make an impressive impact.

d. Concept scheme for hard landscape elements such as boundary walls and gates, drivewaysandparkingareas,paths,paving,terraces,steps,ramps,plantersetc. railing, barriers and gates lighting schemes etc.

e. Concept scheme for planting trees, shrubs ,ground covers ,plants and grass are as to fulfil environmental, aesthetic and functional needs.

f. Presentation of final concept landscape framework plan with illustrative details of specific strategic areas.

6. SCHEDULE OF PAYMENTS UNDER CONTRACT ADMISSIBLE UPON ALLOTMENT. c) On completion of 60% of the work 80% of total fees payable as per accepted tender Cost less payment already made upto Stage 5A(b)

d). On completion of the 80% of work 85% of total fees payable as per accepted tender Cost less payment already made upto Stage 5A(c)

e). On virtual completion of work 90% of total fees payable as per accepted tender Cost less payment already made upto Stage 5A(d)

Stage 6 On submiting work completion report and certifying the as-built and shop drawings submitted by the contractor

100% of total fees payable as per accepted tender Cost less payment already made upto Stage 5A(e)

Note: In case any of the components of the services mentioned above are not demanded by Engineering Department Union Territory of Ladakh this shall not have any bearing on the fee structure. The final fee payable to the Consultant shall be computed on the actual work done cost upon Completion of work. 7. EMPANELMENT

i. The evaluation for categorization of the applicants shal be madestrictly as per the details provided in Annexure-B.

ii. The Public Work department,UnionTeritory of Ladakh afte revaluating the laid down criteria as per ParaNo1 above shall issue a list of empaneled Consultant under Categories :I&II.

iii. For any assignment/ project, the PWD department, Union Territory Of Ladakh depending upon the nature of job, shall invite competition including financial bids from the empaneled Consultancy firms of one or more categories and the criteria of selection shall be notified for each work separately by PWD department, Union Territory of Ladakh.

iv. The PWD department, Union Territory of Ladakh shall not entertain any complaints in This regard from the Consultancy firms of the left out category(ies).

v. The empanelment of the Consultancy firms will be for aperiod of three years from the date of empanelment. However,PWD department, Union Teritory of Ladakh, reserves the right to cancel or extend the empanelment of any or all the architect /Firms and request afresh proposal at any time.

vi. The empanelment of “Consultancy Firms” will remain in force for the purpose of completion Of all works ordered during the period of the empanelment until they have be completed.

vii. PWD Department ,Union Territory of Ladakh reserves the right to withdraw /cancel empanelment after observing the performance of the services rendered by the Consultancy firms before the period of empanelment is over.

viii. The fee for consultancy for repeat/similar nature of works/ assignments shall be paid @50% of the quoted fee.

8.SPECIAL CONDITIONS:

i. PWD Department, UnionTeritory Of Ladakh reserves the right to terminate this contract at any time by giving two months’ notice to the Consultant without assignment any reasons. In that case, accounts will be settled in accordance with the terms and conditions and stipulations of this allotment of work for the work done upto the stage of termination, PWD department, Union Teritory of Ladakh may rescind the contraction failure of the Consultancy firms to complete any stage(S) unless period for performance of such stage(s) is extended by the PWD department, Union Territory of Ladakh on the written request made by the Consultant, giving reasons for delay/ nonperformance within the prescribed time. Grant of extension is sole discretion of the PWD department, Union Territory of Ladakh.

ii. If any delay is caused in granting approval or making payment to the consultant/firm by the PWD department, Union Territory of Ladakh, Firm shall be entitled to extension in time for execution of the contract. No claim or compensation or damages on this account shall be admissible against the PWD department, Union Territory Of Ladakh.

iii. The Consultant shall have full responsibility for items of work, described in the scope of work. PWD Department, Union Teritory of Ladakh will have full access to the details of the features for the purpose of scrutiny for satisfying themselves as to their correctness and soundness. The structural engineers of the building will render all possible help for the above scrutiny. Any approval /scrutiny of drawing /designs by the PWD department, Union Territory Of Ladakh shall not absolve the firm of their responsibility and firm will be liable to rectify the same without any extra charges.

iv. The Consultancy firms shall not make any deviation, alteration or omission from the Approved drawings, without prior consent of the PWD department, Union Territory of Ladakh.

v. The Consultancy firms shall exercise all reasonable skill ,care and diligence in the discharge Of their duties and shall exercise such general superintendence and the inspection in Regard to such works as may be necessary to ensure that works are being executed in Accordance with contract documents and shall endeavor to guard the interest of the PWD department, Union Teritory Of Ladakh against the detects and deficiencies in the work of the contract. The PWD Department, Union Territory of Ladakh shall have the liberty to postpone or not to execute any work and the firm shall not entitle to any compensation for non-executed part of the work except that the fees of the firm upto the stage of work then completed.

vi. The Consultant shall help the contractor and the PWD department, Union Territory of Ladakh in the preparation of PERT chart and critical path method necessary to control and guide the various operations involved in the project.

vii. The Consultant/ should have sufficient knowledge about prevailing Indian Standards i.e National building code of building services ,IS456 for RCC,IS875 part I & II S13920 for earth quick structures and Fire safety norms.

viii. The consultant should have sufficient experience in designing of building structures of various types i.e. R.C.C. framed and Load Bearing Structures and shall furnish a certificate of completion as per the respective professionals.

ix. The consultant should have alicensed software with respect to their professional worksi.e. Auto CAD, Microsoft project, Primavera, Staad ,Google sketch up, Revit for 3d presentation.
