DB ENVIRONMENTAL CONSULTING PO BOX 815 BRATTLEBORO, VT 05302-0815 November 11, 2015 Project: 1371 Document: AddSiteAssessment111115 County of Windham Vermont Attn: Ann Patterson PO Box 207 Newfane, VT 05345 RE: Proposal for Additional Assessment Services related to #2 Fuel Oil Spill at Windham Superior Court House, 7 Court Street (Route 30), Newfane, VT (VTDEC #2014-4547) Dear Ms. Patterson: DB Environmental Consulting (DBEC) has prepared this Additional Site Investigation Report on behalf of County of Windham Vermont and at the request of the Vermont Department of Environmental Conservation (VTDEC) for the above reference property. A Site Location Map is provided as Figure 1. This additional subsurface assessment was conducted to assist with determining the degree and extent of soil and groundwater contamination reported during an underground storage tank (UST) removal conducted on September 8, 2014. Soil sampling, groundwater monitoring, and water supply well sampling was performed to determine the degree and extent of contamination. In a letter dated November 5, 2014, the Vermont Department of Environmental Conservation (VTDEC), requested additional assessment to be performed at the site. A proposal and general approach covering the requested work was approved by James Donaldson of the VTDEC. Date of Drilling and Field Sampling: On July 6, 2015, four soil borings/ monitoring wells

(MW-1, MW-2, MW-3, and MW-4) were installed using a Hollow Stem Auger (see attached photographs). The soil borings were installed at or near the UST grave. The monitoring well locations were chosen based on available access and after review by the VTDEC. Samples were collected in 5 foot intervals from 0 to a maximum of 20 feet bgs (see attached boring logs). Soil samples were field screened for Volatile Organic Compounds (VOCs) via a Photovac Model 2020 Pro Plus Photoionization Detector (PID). No VOCs were detected in the soil samples.

Date of Groundwater Sampling and Method: On August 12, 2015, the four newly installed

monitoring wells were gauged using a Solinst water level meter and samples collected via PVC disposable bailers. Groundwater was encountered between 17 to 18 feet below ground surface (bgs) with a variation of only 0.03 feet in groundwater elevation from the monitoring wells. A table is provided with a summary of the groundwater monitoring data and analytical results.

Date of Water Supply Sampling and Method: On August 12, 2015, the onsite water supply well

was sampled. Results are provided in the attached summary table.

Groundwater Flow Direction: Gauged to be Northerly, in the direction of Court Street. It should be noted the area is flat with no distinctive topographical slope in any direction. The Smith Brook and a unnamed brook are located to the west and east, respectively. It is likely the northerly direction of gauged groundwater is impacted by localized geologic features which may not be the actual groundwater flow direction (variation of 0.03 feet).

Laboratory Analytical Method: EPA Method 8260 VT VOC Scan for groundwater

samples and EPA Method 524.2 VOCs for water supply samples (see attached laboratory results).

Dissolved VOC Concentrations: Groundwater samples collected from the monitoring

wells and water supply sample were compared to the Vermont Primary Groundwater Quality Standards (PGQS). No compounds were reported above the MDLs in the samples collected from the monitoring wells or water supply well.

Sensitive Receptor Survey: The site and neighboring properties are connected to

private water and septic systems. The private onsite water supply well is located 90 feet to the east from monitoring well MW-2 and the former tank grave. Streams are located to the east and west from the location. Route 30 is located to the east.

Neighboring Properties Review: The neighboring properties to the north would be of

most concern based on the groundwater flow direction in the area.

Soil Contamination from UST Removal: As groundwater was encountered during the UST

removal, no contaminated soil was removed from the tank grave.

DBEC provides the following conclusions:

A) Groundwater at the site was within 17 feet bgs at the time of drilling and sampling; B) No soil contamination was indicated with PID, visual, or olfactory field screening during

drilling; C) No compounds were noted above state standards and no compounds were reported at or

above the MDLs in the groundwater or water supply samples collected from the site; D) Groundwater flow direction was determined to be in a northerly direction towards Court

Street; E) Thou soil and groundwater contamination was found during the tank removal, it would

appear the heating oil has not migrated in the direction of groundwater flow and has not impacted the water supply well;

F) Based on the lack of VOC detection in soil, groundwater or water supply samples during the site investigation, it would appear that the existing monitoring wells and water supply well

sampling should be adequate for determining the degree and extent of residual contamination at the site.

RECOMMENDATIONS Based on the additional investigation conducted at the site, DBEC makes the following recommendations:

1) Pending review and approval from the VTDEC, Sampling of the 4 groundwater monitoring wells and water supply well should be conducted in November 2015, to confirm the test results.

2) In the event groundwater and water supply well sampling confirms lack of migration of contaminants, the monitoring wells could be decommissioned/removed. As it would be expected that the natural attenuation factors; biodegradation, evaporation, dispersion or dilution will remove the source and thus the potential for impact to sensitive receptors over time.

Data has been reported to the RDL. This report excludes estimated concentrations detected below the RDL and above the MDL

(J-Flag).

All non-detects and all results below the reporting limit are reported as �<� (less than) the reporting limit in this report.

The samples were received 3.5 degrees Celsius, please refer to the Chain of Custody for details specific to temperature upon receipt.

An infrared thermometer with a tolerance of +/- 1.0 degrees Celsius was used immediately upon receipt of the samples.

If a Matrix Spike (MS), Matrix Spike Duplicate (MSD) or Duplicate (DUP) was not requested on the Chain of Custody, method

criteria may have been fulfilled with a source sample not of this Sample Delivery Group.

Laboratory Control Sample (LCS): A known matrix spiked with compound(s) representative of the target analytes, which is used to

document laboratory performance.

Matrix Duplicate: An intra-laboratory split sample which is used to document the precision of a method in a given sample matrix.

Matrix Spike: An aliquot of a sample spiked with a known concentration of target analyte(s). The spiking occurs prior to sample

preparation and analysis. A matrix spike is used to document the bias of a method in a given sample matrix.

Method Blank: An analyte-free matrix to which all reagents are added in the same volumes or proportions as used in sample

processing. The method blank should be carried through the complete sample preparation and analytical procedure. The method blank

is used to document contamination resulting from the analytical process.

Method Detection Limit (MDL): The minimum concentration of a substance that can be measured and reported with 99% confidence

that the analyte concentration is greater than zero and is determined from analysis of a sample in a given matrix type containing the

analyte.

Reportable Detection Limit (RDL): The lowest concentration that can be reliably achieved within specified limits of precision and

accuracy during routine laboratory operating conditions. For many analytes the RDL analyte concentration is selected as the lowest

non-zero standard in the calibration curve. While the RDL is approximately 5 to 10 times the MDL, the RDL for each sample takes

into account the sample volume/weight, extract/digestate volume, cleanup procedures and, if applicable, dry weight correction. Sample

RDLs are highly matrix-dependent.

Surrogate: An organic compound which is similar to the target analyte(s) in chemical composition and behavior in the analytical

process, but which is not normally found in environmental samples. These compounds are spiked into all blanks, standards, and

samples prior to analysis. Percent recoveries are calculated for each surrogate.

Continuing Calibration Verification: The calibration relationship established during the initial calibration must be verified at periodic

intervals. Concentrations, intervals, and criteria are method specific.
