1.0 PLAN OVERVIEW
This plan identifies potential construction period vehicular access conditions associated with the proposed Benchmark Senior Living project at One Harvest Circle in Lincoln, Massachusetts. This plan describes measures to minimize traffic impacts on the surrounding community and necessary coordination with MassDOT. Issues involving the delivery of materials, hours of operation, traffic routes, site cleanliness, dust control, dewatering, site security, noise and general project phasing are also considered in the plan. This plan only considers activities during Phase I of the construction period. This phase corresponds to the time period between the start of work and the closure of the existing site driveway to Route 2 by MassDOT. MassDOT anticipates closing the driveway in order to continue work on the Crosby Corner reconstruction project in the fall of 2014. A plan is being developed and will be available for Town review to address site access conditions after the Route 2 driveway closure.
1.1 PROJECT DESCRIPTION
Benchmark Senior Living recently acquired The Groves at Lincoln senior living facility. Benchmark also secured certain permits from the Town that will allow Benchmark to provide greater diversity in the housing mix at the site and the opportunity for independent living residents to “age in place.” Specifically, Benchmark has obtained local permits to construct 90 new residential units at the site, renamed The Commons, which is comprised of 40 assisted living units, 24 memory care units, and 26 nursing home units. The new units will be constructed on an undeveloped portion of the site fronting on Route 2, Cambridge Turnpike, and will complement the existing 168 independent living units on the site. Construction is proposed to begin on or around August 1, 2014.
Vehicular access to the site is presently provided by way of a right-in/right-out only driveway at Route 2 eastbound and by way of a driveway, Cider Lane, to Sandy Pond Road. Per an agreement with the Town, use of the Cider Lane access driveway is restricted to residents only and is controlled by a gate. Existing site access conditions are illustrated in Figure 1.
MassDOT is in the process of reconstructing Route 2 through Crosby’s Corner, the Route 2/Route 2A intersection, creating a new flyover to serve through traffic eastbound and westbound on Route 2. Future access to The Commons will be by way of a two-way service road that will pass under the flyover, linking the existing Route 2 site driveway to a redesigned, at-grade Route 2/Route 2A intersection. The proposed Crosby Corner roadway configuration is shown in Figure 2. In order to construct the proposed service road, Service Road #4, MassDOT plans to shut down the existing Route 2 site driveway for a period of 12 to 15 months beginning in the fall of 2014.

2.0 EXISTING SITE TRAFFIC
Traffic counts were conducted on The Commons driveways in January 2013 when 84 of the existing 168 independent living units were occupied. The traffic counts indicate that the approximately 84 occupied units generated up to 47 peak hour vehicle trips and 532 daily vehicle trips. The existing count data are attached, Attachment 1. Discussions were also held with the facility manager in May 2014 to determine truck traffic volumes at the site. The following truck volumes were reported. As noted, approximately 20 trucks per week visit the site.

3.0 SITE CONSTRUCTION TRAFFIC AND ACCESS
Various user groups (The Commons residents, employees, construction workers, construction vehicles, emergency vehicles) must be provided adequate site access during all phases of the Benchmark project construction and during all phases of the ongoing MassDOT Route 2/Crosby Corner reconstruction. There are three principal site access conditions that are expected to result from three remaining phases of MassDOT’s construction schedule. They are listed below:
• Phase I-Existing Conditions: The existing site driveway at Route 2 (also referred to as the Deaconess Entrance and Groves Avenue on some plans) remains open and fully operational. Right turns are permitted for all vehicle types to and from Route 2 eastbound. The Commons residents and emergency vehicles still have access via Cider Lane.
• Phase II-Route 2 Driveway Closure: The existing Route 2 site driveway is closed to all site traffic as MassDOT constructs Service Road #4 adjacent to this driveway. The proposed “flyover” structure at Crosby Corner will be in place before this work begins and construction vehicles associated with the Service Road #4 construction will pass under the flyover to access the construction area.
• Phase III-Service Road #4 Completed: Work on Service Road #4 in the vicinity of the site is complete and MassDOT opens Service Road # 4 for public use. The Route 2 site driveway is reopened for all user groups connecting the site to Service Road #4.
As noted above, Phase I access conditions are expected until the fall of 2014 at which point construction of Service Road #4 begins. Phase II begins in the fall of 2014 and is expected to last for approximately 12 to 15 months. Phase III begins at the end of Phase II.
3.1 PHASE I: EXISTING ACCESS CONDITIONS
Under Phase I, site access conditions will remain as they are today; however, construction traffic associated with the Benchmark assisted living project will appear on the Route 2 driveway.
• Driveway Assignments: During this phase, only residents of The Commons and emergency vehicles will be allowed to use Cider Lane. All other traffic will use the Route 2 driveway as shown previously in Figure 1.
• Access Routes: Construction related traffic will be directed to access the site in the same manner that truck traffic generated by The Commons accesses the site today. Truck and passenger car traffic from the west will use Route 2 eastbound and turn right to enter the site. Construction related passenger car traffic from the east will be directed to use Route 2A westbound and turn left onto Route 2 eastbound. Once headed eastbound on Route 2, traffic will turn right into the site. In consideration of the potential difficult weaving conditions on Route 2 eastbound between Crosby Corner and the site driveway for traffic originating from Route 2A westbound, single-unit trucks approaching from the east may be directed to head west past the site and make a U-turn at Walden Street and then continue eastbound on Route 2 to the site and enter from Route 2 eastbound. directed to head west past the site and make a U-turn at the Concord Rotary or to use I-495 to access Route 2 eastbound and then continue east and enter from Route 2 eastbound. The proposed access routes are shown in Figure 3.
• Time-of-Day Schedule: In consideration of the heavy morning commuter peak hour traffic on Route 2 eastbound, certain time of day restrictions may be imposed by MassDOT on construction related truck traffic. Construction related truck traffic may be prohibited from exiting the site between 7 and 9 AM on weekdays. Similarly, construction workers traveling in their personal vehicles may be prohibited from turning left from Route 2A westbound to Route 2 eastbound between 7 and 9 AM. Workers arriving during this time period may be required to make a U-turn on Route 2 at a safe location west of the site similar to the routing proposed for truck traffic.
3.2 BENCHMARK CONSTRUCTION TRAFFIC AND SCHEDULE
Construction at The Commons will occur in four principal stages as defined by the contractor, CE Floyd. The first stage will involve earth removal, rough grading of the site and installation of underground utilities. This stage should last approximately two months. The second stage is vertical construction, that is, pouring foundations and erecting the buildings on the site. This stage is expected to last approximately seven months. The third stage involves interior work and finishing the building exteriors. This stage will last six months. In the final stage landscaping is installed and roadways and walkways are paved. This final stage will last two months. A timeline showing the overlap between MassDOT construction and The Commons construction is shown in the Figure 4.

Vehicular traffic volumes are estimated for the first stage of The Commons project in Table 1. As shown, up to 28 tractor trailer truck visits per day are expected with a total of up to 140 daily construction related vehicle trips (two trips per visit).

4.0 DAILY OPERATIONS
Daily operating conditions and procedures on the Benchmark project site are noted below. These procedures are further explained on the attached Construction Sequencing Plan which shall be considered part of the Phase I Traffic Management Plan.
4.1 CONSTRUCTION MANAGER
CE Floyd will serve as the construction manager for this project. The project manager and on-site construction superintendents will be fully responsible to ensure proper and timely communication and coordination with all local authorities within the Town of Lincoln, including but not limited to Lincoln’s Building Department, Fire Department, Police Department, Department of Public Works and Board of Health. Coordination will also be maintained with MassDOT and MassDOT’s construction manager for the Crosby Corner project.
Prior to commencement of construction, the Town (for publication on its website) will be furnished with the construction manager’s phone numbers to ensure that any issues that might arise can be rapidly identified. Additionally, contact information will be posted on the project fencing and on the The Commons website.
4.2 SITE SECURITY
A fence will be installed to secure the construction site as shown on the attached Construction Sequencing Plan and will be maintained throughout the construction period. The fence will be covered with a closed knit mesh wind screen and/or scrim to aid in the control of dust during the construction process. Construction access gates will be opened each morning and locked each evening by the project’s superintendent to prevent trespassing. The Lincoln Fire Department will be provided with off-hours site access through the use of a lock box to ensure

24 hour access to the site. The Town will also be provided with off-hours telephone numbers for key CE Floyd Construction personnel in the event of an emergency.
4.3 HOURS OF OPERATIONS
Typical construction hours for the trades will be 7:00am to 4:00pm Monday through Friday. The majority of all work will be performed during this time frame. Certain circumstances may necessitate the need to work extended days, nights and or weekends in order to maintain schedule. Work at alternate times will occur only with advance approval of the Town of Lincoln. Trucks and construction vehicles shall shut of engines when not in use.
4.4 CONSTRUCTION WORKFORCE PARKING
CE Floyd will provide adequate parking during the construction period for all construction related vehicles within the confines of the construction site. Carpooling and ride sharing will be encouraged to help minimize the number of vehicles and traffic volume. Priority will be given to on-site parking for construction trades personnel who ride share.
4.5 MAINTENANCE / DUST CONTROL / DEWATERING / VIBRATION CONTROL
There is currently indication of ledge on site and consequently it is expected that there may be some ledge removal required. Given the limited expanse and thickness of the ledge non-blasting techniques will be pursued for ledge removal. Should it be determined that blasting is required, applicable local rules and regulations will be followed. A meeting will be scheduled with Town staff and others as appropriate to review these procedures in advance of any blasting.
Best management practices will be employed to protect nearby drainage catch basins. These measures will be kept in place for the duration of the construction period.
In access/ egress areas on site where pavement and/or concrete is not present, a gravel apron will be installed at all vehicular site gates as shown on the attached Construction Sequencing Plan. These areas will provide a wheel wash down location for all trucks leaving the site.
The project team will ensure the site is maintained in an organized and clean manner at all times with proper disposal of debris. The Project Manager or Site Superintendent will have on-site personnel clean around the perimeter of the site at least once a week, and more often if necessary. To the extent that the site becomes dry or dusty, CE Floyd will wet down the site to control dust.
CE Floyd, in the event of significant dewatering after rain events, will follow dewatering procedures designed by and implemented under the supervision of the project’s civil engineer. No ongoing dewatering program is anticipated given the site’s low water table.

4.6 MATERIAL STORAGE AND LAYDOWN AREA
All construction materials and equipment will be stored and secured within the confines of the fenced-in area on the site. Materials are to be stored either on the site in the area designated on the Construction Sequencing Plan or within the building itself. Storage will consist of laydown areas for large items not affected by the weather and fully enclosed storage containers discretely located onsite for weather sensitive materials.
5.0 PRE-MOBILIZATION MEETING
As required by the Lincoln Planning Board’s March 11, 2014 decision approving the Benchmark project, a pre-construction meeting was held with Town representatives on July 8, 2014. Invitees from the Town included: the planning director, Department of Public Works, Water Department, Building Inspector and Police Department. This Phase I Traffic Management Plan, the NPDES permit, and the attached Construction Sequencing Plan were reviewed at the meeting. The discussion primarily addressed the MassDOT Phase I/Benchmark Stage I activities (see Figure 4 above) expected to begin this summer and extend into September 2014. A second meeting will likely be required prior to the commencement of MassDOT Phase II/Benchmark Stage II activities identified in Figure 4. As noted above, a traffic management is still being developed for review and approval by the Town and MassDOT to address site access conditions following MassDOT Phase I/Benchmark Stage I activities.
