President’s MessageFriends,

Emergingasabrightstarglobally,whileplayingasignificantunifyingrole,Indiaisatthecuspofamajoreconomictransformation.Isaywithpridethatourcountrycontinuestobethefastestgrowingeconomyworldwide,thoughataslightlyslowerpaceof7.1percentregistered in the July-September quarteragainst8.2percentrateduringthepreviousquarter. At the same time, I would like tocongratulate Prime Minister, Mr. NarendraModi for his recent commitment to play a“dueand responsible” roleby reducingourgreenhousegasEmissionsIntensityofGrossDomesticProduct(EIGDP)by33percentto35percentbelowthe2005 levelsby2030,accordingtotheUNEnvironmentProgram.

India’s investment climate has becomeconducive with big reforms such as theInsolvency and Bankruptcy Code, GST,fiscal consolidation and good governancepracticesbeingadoptedby thegovernmentinrecentmonths.Theseproactivemeasureshave helped India leap up by 23 places toreach 77th position in the global rankingout of 190 countries in the World Bank’s‘Doing Business 2019’ report releasedrecently,making itSouthAsianregion’s topranked economy. Substantial efforts havebeenundertaken toenhanceEaseofDoingBusiness (EoDB), starting from registeringanenterprise,dealingwithregulatorypermitsandalsomovementofgoodsacrossborders.PM’s recent launch of a Grand ChallengeCampaign on resolving seven identified‘EoDBproblems’withtheuseofcuttingedgetechnologiesisagreatinitiativetoencouragestartups and private enterprise and providethem with a platform to showcase theirinnovative ideas on Artificial Intelligence,Internet of Things, Big Data Analytics,Block Chain and other technologies tofurther reform the government processes.ImprovementsinEoDBhavethepotentialforIndiatobecomeaUS$100billioninvestmentdestination in the next very fewyears fromUS$62billionFDIitattractedinFY2017-18.

Going ahead, the Chamber commendsthe US government for extending asignificantwaivertoIndiatotradewithIran,allowing Indian oil companies including OilIndia Limited and Mangalore Refinery andPetrochemicals Limited to import morethan 1.25million tons of oil in the comingmonths. IalsowholeheartedlywelcometheUSgovernment’sdecisiontofavourIndiafordevelopingthestrategicallylocatedChabaharPort in Iran, alongwith the construction ofarailwaylineconnectingitwithAfghanistan.Thiswould facilitate bilateral trade betweenIndia and Iran especially of agricultural

and pharmaceutical products. As India’strade deficitwith Iran traditionally has beendominatedbyimportofcrudeoil,andkeepinginviewIran’svastnaturalgasresourcesandIndia’s LNGcapacity, gas could be anotherimportantpartforfutureties,goingforward.

Therecentsofteningofcrudeoilpricesand the rupee appreciation may help Indiasave billions of dollars in oil bills. Loweroil pricesmeans lesspressureon inflation,lower Current Account Deficit and lesspressure onReserveBank of India to raiseinterestrates.Further,therecentsofteningofvegetablesandfruitspricesshallkeepfoodinflationundercontrol.

Though uncertain global tradingenvironmenthasledIMFtoloweritstargetsforglobalgrowthcitingUS-Chinatradedisputeasamajorfactor,Indiashallcontinuetoprovidemachinery, electrical equipments, vehiclesandtransportparts,chemicals,plasticsandrubberproductsandothercompetitivegoodsto the US markets. Alongside, Indo-ChinatradewouldcontinueasIndiaplanstoexporttwomilliontonsofrawsugartoChinain2019andalsonon-basmatirice.

PHD Chamber’s niche is in the stateswhere it works for the government andindustry at the grass root levels. This verywell corroborates with Vice President, Mr.Venkaiah Naidu’s recent assertion whereinhestressedupontheimportanceofbuildinga ‘Team India’, a resurgent India, a strongIndia where the states work seamlessly, inharmony,complementingandcompensatingeachother,evenwhilecompetingwitheachother. I strongly concur that states need toimplement new game-changing models forimprovingthelivingstandardsoftheirpeopleand not resort to conventional or populistmeasures. I am happy to inform that theChamberisworkingvigorouslytoformStatechapters- Pan India, in order to help theState governments to frame policies for thebenefitofindustry.Recently,welaunchedour

KeralaStateChapter,thatwasinauguratedbytheUnionMinister ofState for Tourism,Mr.AlphonsKannanthanam.

Former American President and adistinguishedStatesman,TheodoreRooseveltoncesaid,“Rhetoric isapoorsubstitute foraction,andwehavetrustedrhetoric.Ifwearereally tobeagreatnation,wemustnot talkbig,wemustactbig.”Keeping insyncwiththis, the Chamber in November organizeda number of mega events such as DILLI:KAL,AAJ,aurKAL,“TowardsaSustainableand Smarter Delhi” that saw the presenceofMr.HardeepPuri,UnionMinisterofState(IC)forHousing&UrbanAffairs;Mr.ManishSisodia, Deputy ChiefMinister of Delhi; Mr.Satyendar Jain, Minister for Industries &Power,GovernmentofNCTofDelhiwhoallsuggested viable solutions to overcome thechallengesbeingfacedbythepeopleofDelhisuch as pollution and infrastructure deficitandmakeDelhianidealplacetoliveinwithsmooth traffic, cleaner air and better civicamenities.

The 4th PHD Chamber’s Air CargoSummit - 2018 “Enabling continued growthof Air Cargo” also saw the presence of Dr.SureshPrabhu,UnionMinisterofCommerce& Industry & Civil Aviation and Mr. JayantSinha, Union Minister of State for CivilAviation,whereinthegovernmentannouncedthatanewIntegratedLogisticsandAirCargoPolicywouldbeannouncedverysoontothebestsatisfactionofallstakeholders.

AttheG20SummitheldinlateNovember,PM Modi offered to host the 2022 G20SummitinIndia,coincidingwithourcountry’s75thyearofIndependence.WehopetoplayapivotalroleasaChamberinorganizingtheeventandprovidingcrucialadvocacysupporttothegovernment.

IndiaisprimedtobecomeaUS$5trillioneconomy and the 3rd largest consumermarket in the world by 2025. As quotedby Former Secretary General of UN, Ban-Ki-moon, “Sustainable development is thepathway to the future we want for all. Itoffers a framework to generate economicgrowth, achieve social justice, exerciseenvironmental stewardship and strengthengovernance.” India’s contribution to globaleconomic growth and prosperity underlinesits endeavor to support fair and sustainabledevelopment.Iamcertainourindustry-ledbyIndia’s young demographics shall continuetoexhibitdynamicenthusiasm,technologicalinnovativenessandanunquenchablequestforexcellenceinallsectors.Inthetimestocome,India’sgrowthstorywillbemainstreamedinaholisticmanner,sothatwhileensuringbasiclivelihood needs of the entire populace, wemoveaheadonarapidlysoaringtrajectorytobecomeaglobaleconomicpowerby2022.

continued growth of Air Cargo” onNovember20,2018atPHDHouse,NewDelhi.ThesummitwasinauguratedbyDr.SureshPrabhu,Hon’bleUnionMinisterofCivilAviationandwasalsogracedbyMr.JayantSinha,Hon’bleMinisterofStateforCivil Aviation; Mr. S. Machendranathan,Chairperson-AirportsEconomicRegulatoryAuthority of India-AERA and Mr. RajivNayanChoubey(IAS),Secretary,MinistryofCivilAviation.Mr. Rajeev Talwar, President,

PHD Chamber while welcoming thedistinguished dignitaries acknowledgedthe policy measures of the governmentclaiming that these would further propeltheeconomy,particularlythecivilaviationsector.Inaugurating the Summit, Union

MinisterofCommerce&IndustryandCivilAviation, Dr Suresh Prabhu declared thatthenewIntegratedLogisticsandAirCargoPolicy would be announced ‘very soon’.TheMinisteremphasizedthatthesolutionstocriticalissuesrelatingtoagricultureandmanufacturing output and their suppliesincluding exports would be sufficientlyexploredthoughthepossibilitiesofmakingimprovementinsuchanIntegratedPolicy.Dr.Prabhualsosharedthataspecific

DepartmentofLogisticshasbeencreatedin the Department of Commerce whichis finalizing the nitty-gritty of logistics

dimensions as well as cargomovement.Heopined that thespeedandcostof themovementofcargoneedstobeaddressedproperly which will give the necessaryboomtotheeconomy.Guest of Honour, Hon’ble Minister

of State for Civil Aviation, Mr. JayantSinha in his special address said thatwith the commissioning of JewarAirport, the western belt of UP wouldbecome a manufacturing hub for a hostof economic activities and air passenger& cargo movement. Mr. Jayant Sinhawas specific that consumer durablesincluding electronics in particular in andaround Jewar and the entire western UPwould witness a phenomenal growth

and expansion. The Minister hoped that“Logistics and air cargo connectivitywillalsopullthehostofclustersintheregionto come to mainstream as soon as theAirportbecomesoperationalinduecourseoftime”.Secretary, Ministry of Civil Aviation,

Mr Rajiv Nayan Choubey shared thatIndiaisaprice-sensitiveeconomyandAirCargo transportation is a costlymodeoftransportation and the need of the houris to come upwith a solution on how itthrives in a price sensitive economy. MrChoubey opined that India has a verypoorly organized logistics chain and theecosysteminwhichaircargofunctionsisfragmentedwhich leads tohighercostof

But afterenactment of law in 2013, all employerswhoemploy10ormorepersonsneedtoset up an Internal Complaint Committeewith a senior lady officer as a PresidingOfficer and amember from an NGO andalso other members with knowledgeof law and committed to the cause ofwomen.Womenshouldformthemajorityin the Internal Complaint Committee.Ms. Khanna mentioned that when anycomplaint is received by an employer orthrough any member of the ComplaintCommittee, it should be addressed andinvestigated.Enquirymustbeheldbased

onestablishedprinciplesofnaturaljustice.Every organization must have a policyon prevention, prohibition and redressalof sexual harassment and organizeprogrammes for members of InternalComplaint Committee to keep themupdated of the requirements. Healsostatedthatsuitablestrategiesneedtobedevisedforitson-farmutilization,whichinteraliaincludesproperincorporationanddecomposition so as to supply organicmatter for improving the soil physic-chemicalandbiologicalproperties.Dr. IndraManiMishra,Head,Division

of Agriculture Engineering said, “Iffamers can use the Paddy Straws forsoil fertility enhancement purpose, thanitwilldefinitelyreducetheadditionalcoston fertilizers, which will ultimately savefarmers money”. He said crop residues

canbeafeedstockforcompositeproductssuch as fibreboard, paper, liquid fuelsand others. Several straw-to-fiber boardbusinessventureshaveemergedinrecentyears with mixed success. Likewise,crops residues have been investigatedasafeedstockforpulpformakingpaper.Conservativeestimatesindicatethatthereare enough crop residues to expand thesupply of papermaking fiber by up to 40percent.”Mr.V.N.Kale,AdditionalCommissioner,

Samra, Senior Adviser(Renewable Energy Programme), CRRID,Chandigarhinhisaddresson“BioCNGandBioManureProductions”said in thenearfuture, vehicleswould run onCNG. “TheGovernment of India has earmarked Rs7,000crorebudgetin2018-19forsettingup marketing infrastructure for bio-CNG.IndianOilCorporationLimitedhasalreadysigned a memorandum of understandingwiththePunjabGovernmentforsettingup400plantsinthestatefortheproductionofbio-CNGfrompaddystraw,”hedisclosed.Dr.NitinLabhsetwar,ChiefScientistand

in his theme address discussed theevolution of income disparity and howsome high income countries leveragedtechnology and their high income statusto multiply their GDP. It is important tonote that reduction in world poverty isnot exclusively but greatly a Chinesephenomenon. Elaborating further on thetopic, he mentioned that the combinedGDP of Switzerland and Netherlands isequal to theGDP of Sub-Saharan Africa,while their combined population is 2.6%of Sub-Saharan Africa. It should alsobe noted that while world poverty hasreducedbutpovertyinAfricahasactuallyincreased.Healsosharedanobservationbyone

ofhisIMFcolleaguesthatcurrentlythelowincomecountriesaregrowingattwicetherate of high income countries and if thiscontinues for a longperiod, then the lowincomecountrieswilleventuallycatchup.Basedonthisobservation,therewasalsoanexperimentproposedcalled“Thedirtylittlesecretofdevelopmenteconomics”.Dr.Claroswasoftheviewthattocontrol

therisingdisparity,weneedtoadoptamixoftraditionalandnon-traditionalsolutions.Under traditional solutions, hementionedprogressive taxation and availability ofsocial security net to control inequalitybecause if the labour market laws arerigid, the labourers will move towardsformalization which will lead to higherinequality. One of the non-traditionalpolicies is removalof theenergysubsidyprovidedbythegovernment.In2015,IMFconducted a studywhich showed that 5

trilliondollarsofsubsidywasprovidedbythe government to the energy sector, outofwhich,60%ofthesubsidygoestothetopquartile.Accordingtohim,subsidisingtheenergysector incentivizes itsoveruseand if this subsidy is discontinued, therewillbea20%reductioninglobalwarming.Other non-traditional solutions can betackling the issue of gender inequalityand introducingauniversal levelofbasicincome.He concluded by stating that factors

like difference in the level of education,skillsetsofpeopleandeconomicpoliciescontributetoincreasingincomeinequality.Dr. Surjit Bhalla, a renowned Indian

Economist, in his concluding reflections,raised a question over India not beinggivencreditforitscontributioninbringingdown the levelofglobalpoverty.Healsoagreed with Dr. Claros’s suggestion thatachieving gender equality is the wayforward for reducing income disparity.Dr. Bhalla cautioned not to trust the dataavailable blindly. He stated that we needtoquestiontheoriginofthedatabecausethere have been instances where twodifferent authors used same data butarrived at different results. India: Though steady, still fastest growing economy

Fluctuationsineconomicindicatorsarenatural in a globally well integratedeconomy. Tough, Q2 GDP growth

has slowed down to 7.1% as comparedto 8.2% in the Q1 of FY 2018-19; Indiais still the fastest moving emergingeconomy. The fact is that escalation incrudeoilprices inJuly-Septemberperiodalong with sharp depreciation in Rupeeimpacted the growth of manufacturingfrom13.4%inQ1FY2018-19to7.4%inQ2 FY 2018-19 which has impacted theoverallGDPby0.9percentagepoints.Theunevendistributionofmonsoon,unwantedand untimely rains in some regions notonly undermined the agriculture growth

scenario but also impacted the mininggrowth drastically. Going ahead, state oftheartinfrastructure,flexiblelabourlaws,reforms for availability of land, supply ofpower,andreach to formal financealongwithspeedyadministrativereformswouldpushgrowthbackonhighroad.

The fastest growing emerging economy India is a bright spot in the global

ecosystem.Accordingto IMF,ChinaandIndia stood out as the fastest growingeconomies throughout 2011-17. Chinarecordedthehighestgrowthovertheyears2011-2013; however, India remained thefastest growing economy over the years

2014-2016.In2017,ChinarecordedGDPgrowth rate of 6.9% and India’s growthrate stood at 6.7%. However, accordingto World Economic Outlook 2018, Indiawould be the fastest growing economy,with the growth rates of 7.3% and 7.4%in 2018 and 2019, respectively, thussurpassingChina.Othereconomies,suchas United States, Germany, Japan andUnited Kingdom recorded growth rate of2.2%,2.5%,1.7%and1.7%,respectivelyin 2017. Brazil recorded the minimumgrowth rate of 1% in 2017, followinga negative growth rate of 3.5% for twoconsecutiveyearsin2015and2016.

Outreach Initiative for MSMEs sector to increase their significance in growthThe Hon’ble Prime Minister, Shri

Narendra Modi, recently launched ahistoricsupportandoutreachprogrammefor the Micro, Small and MediumEnterprises (MSMEs) sector. As partof this programme, the Prime Ministerunveiled12key initiativeswhichwillhelpthe growth, expansion and facilitationof MSMEs across the country. The 12decisionswillmarkanewchapterfortheMSMEsector.Thereare fivekeyaspectsfor facilitating theMSMEsector includingaccess to credit, access to market, andtechnology up-gradation, ease of doingbusiness, and a sense of security foremployees.The host of measures for revival of

MSMEs is a big milestone as they willtransform the entire micro, small andmedium enterprises and push themsubstantially upward to enhancing theircontributionfarmoretonationalGDPandemployment generation. The Rs.6,000crore package announced for MSMEsthroughvarioustechnologicalupgradationchannels will ultimately encourage andinspire the micro, small and mediumenterprises to make products and inventprocesses that will ensure their globalparticipation and upscale their demand

trajectory domestically. The launch ofTReDS and compulsory on-boarding ofCPSEs on GeM portal; simplification offiling of returns under prevailing labourlaws; special relaxation in environmentclearancesforMSMEs;specialprovisionsfor the pharma sector are highlyappreciable and will go a long way infacilitatingMSMEstocontributetoIndia’sgrowthstory.

Trade liberalisation increased in protectionism environment Oneoftherecentdevelopmentsinthe

areaoftradeprotectionismistheongoingtrade war between world’s two mostsignificanteconomiesi.e.USAandChina.TheopeningshotwasreleasedbytheU.S.early this year wherein it announced theimpositionoftariffsonsteelandaluminumimportsfromalargenumberofitstradingpartners and so on. An immediate resulttothisannouncementsawChinacomeoutwith retaliatorymeasures. China and theU.S.dominateworldforeigntrade,togetheraccountingfor23%ofworldtradestandingat USD 35 trillion in 2017. On the otherhand, India’sshare inworld tradestandsat2.1%onlyin2017.India’stopexportingpartner is the U.S. contributing around16% in India’s total exports in FY2018andChinahasmaintainedthetoppositionin terms of sources of imports of India,

FAO playing a pivotal role in India

On16October, 1945, 42 countriescame together in Quebec, Canada togive birth to the Food and AgriculturalOrganization (FAO) of the UnitedNations. Achieving food security forall is at theheart of FAO’sefforts– tomake sure people have regular accessto enough high-quality food to leadactive, healthy lives. FAO’s mandateis to raise levels of nutrition, improveagricultural productivity, better the livesof rural population and making surethat food security is not only achievedsuccessfully, but that people haveregular access to enough good qualityfoodandthuscontributingtothegrowthoftheworldeconomy.India has come a long way since

1945whenitbecameoneofthefoundingmembers of FAO as a low-incomefood-deficient country. The Food andAgricultural Organization of the UnitedNations (FAO) has enjoyed valuablepartnership with India since it beganoperations in1948,helpingchange thedynamicsofIndianagriculturalsystems,makingitacountrythatisnotonlyself-sufficient in several grains, but nowa leading exporter of a range of foodproducts.FAO continues playing a catalytic

In September, 2015, all UnitedNations Member States approvedthe 2030 Agenda for SustainableDevelopment. The eradication ofhunger and all forms of malnutrition(SustainableDevelopmentGoalnumber2)wasdefinedasacardinalobjectiveoftheAgenda,asinequanonconditionforasafer,fairerandmorepeacefulworld.The theme for the year 2018

“Our actions are for future-A zero hunger world by 2030 is possible” is in accordance with commitmentto Sustainable Development Goal, toachieveZeroHungerby2030.Thisyearduring the official celebration of WorldFoodDayinRome,theheadquartersofFAOwasgracedbytwospecialguests,Queen Letizia of Spain andKing Letsiethe Third of Lesotho. FAO declared itspromise to continue andwin the battleagainsthunger.There was unanimous agreement

that ‘Hunger is certainly the worstmanifestation of malnutrition that ahuman being can face’. However,SustainableDevelopmentGoalnumber2isnotlimitedtothebattleagainsthunger.Thefocusison‘ZeroHungerconcept’aimedatnotjustfeedingbutnourishingpeople. The aim would be to provideeveryone with the necessary nutrientsforahealthylife.ItiswellacceptedthatGovernments

requires investing in local agriculturalproduction to bring greater diversity topeople’sdiets.Tacklingwithchallengessuch as micronutrient deficiencies ononehandandobesityontheotherwouldrequire multiple stakeholders comingtogether while implementing different

perspectives and actions. This wouldalso include the adoption of legislationtoimprovethelabellingofproducts,andalsothebanofharmfulingredientsfromourfood;theintroductionofnutritionintheprimaryschoolcurriculumandothersimilarpolicies.

World Food Day in New Delhi, IndiaIn India, the three United Nations

organizations, the FoodandAgricultureOrganization, International Fund forAgriculturalDevelopmentandtheWorldFoodProgramalongwithotherstrategicpartners came together to markWorldFood Day 2018 at the UN House inNew Delhi. Launch of Green Agri Project in IndiaTheGovernment aims to transform

India’sagriculturalsectortocontributetotheachievementsofglobalenvironmentalobjectives, and has launched a newproject in association with FAO, Indiaoffice known as ‘Green-agriculture:transforming Indian agriculture forglobal environmental benefits and theconservationofcriticalbiodiversityandforest landscapes’. AUS$ 33.5milliongrant has been provided from GlobalEnvironmentFacility(GEF).The Ministry of Agriculture and

Family Welfare (MoAFW) and theMinistry of Environment, Forest andClimateChange(MoEFCC),proposestoaddress the challenges in collaborationwith GEF-FAO and other key playerswithin the next seven years (2018-2025). The project will address policyand practice of agriculture in India bystrengtheningagro-ecologicalpractices,includingsupportoffoodproductionandfoodsecurityandnutrition.Theobjectiveistobringabouttransformativechangeinthefarmsectorthroughconservationof biodiversity and forest landscapes.The project is being implemented infivelandscapesinthestatesofMadhyaPradesh, Mizoram, Odisha, RajasthanandUttarakhand.The project aims to achieve critical

results- a national and five state levelplatformsinstitutionalizedtomainstreamenvironmentalconcerns intoagriculturesector,49MTcarbonsequesteredGHGreduction, 104,070 hectares undersustainablemanagement practices andeco-restoration of 1.8 million hectaresof priority biodiversity landscape andreplicable models and piloting newsustainablebusinessmodels.Anyeffortto increase farmers income and foodproduction should happen within theframework of sustainable managementof natural resources to avoid furtherdepletion of water tables, biodiversityandhabitatforwildspecies,andlandandsoildegradationwhichhavecontributedtotheenvironmentalcrisisIndiaisfacingtoday.

minimize adverse coping actions bysmallholdersbutalsowillenablethemtomakeuseofthenextagriculturalseasonand saving their livestock due to theenhancedsurveillancemechanism.ThisCERFprojectwilltarget30,000marginaland smallholder livestock and poultrykeepers, landless households andfarmers including women farmers andmembersoftheprimarymilkcooperativesocieties at the community level. Thisproposal for immediate livelihoodsrecovery has a clear complementaritywith the transitional shelter. Sizeableresources have been allocated forthe development of Communicationproducts for theGovernmentofKerala.Theeffortoftheprojectwillbetoensurethat the interventions contribute to thelonger-termReconstructionplansoftheGovernmentofKerala.

GrowthinmanufacturingactivityinIndiahitan11-monthhighinNovemberasnewordersandoutput roseataslowerpace,accordingto purchasing managers’ index (PMI). ThePMI in November continued its northwardclimbforthethirdmonth,goingupto54from53.1 inOctober.A reading above50 showsexpansioninthesector.Theboostinoutputcame fromasurge inneworders, that roseat thesecond-fastest rate inover twoyears.Companies suggested thatmarketing effortsborefruit,whilestrongerdemandtooboostedsales.Intermediategoodsmakersalsofrontedthe upturn. Growth of new export workquickened to the fastest in just under fouryears,asproducersreportedlyreceivedbulkordersfromclientsinkeyexportdestinations.Consequently, manufacturers increasedproduction,theriseledbyintermediategoodsfirms,althoughrobustgrowthwasalsoseenintheconsumerandcapitalgoodscategories.The expansion in total new orders wassupported by greater sales to internationalmarkets. Growth of new export workquickened to the fastest in just under fouryears,asproducersreportedlyreceivedbulkordersfromclientsinkeyexportdestinations.Meanwhile, manufacturing companiescontinued raising their pre-productioninventoriesasfirmssteppedupinputbuying.Firmscontinuedtoraisestafflevels,evenasrecruitmentslowedinNovember.TheincreaseinemploymentsoftenedslightlysinceOctober,butwasamongthefastestseeninsixyears.

InanotificationdatedNovember16,2018theSecuritiesandExchangeBoardofIndia(SEBI) has come out with new rules forre-classification of a promoter as a publicinvestor,wherein an outgoing promoterwillhave to relinquish special rights aswell ascontrolovertheaffairsofthelistedfirmandnotbeallowedtoholdover10percentstake.Besides,thepromoterwouldnotbeallowedto have any representation on the board ofdirectorsoractasakeymanagerialpersoninthelistedentity.Furthermore,thepromoterseekingre-classificationmustnotbeawilfuldefaulter or a fugitive economic offender.

Protocol amending India-China DTAA

The India government and the People’sRepublic of China government have

amended the Double Taxation AvoidanceAgreement (DTAA) for the avoidance ofdouble taxation and for the prevention offiscal evasion with respect to taxes onincome,bysigningaProtocolonNovember26,2018.TheProtocolupdatestheexistingprovisionsforexchangeofinformationtothelatest international standards. Further, theProtocol incorporates changes required toimplementtreatyrelatedminimumstandardsunder the Action reports of Base Erosion& Profit shifting (BEPS) Project, in whichIndia had participated on an equal footing.

GOI and ADB sign US$85 Million Loan to Support Odisha Skill Development Project

The GOI and Asian Development Bank(ADB) signed a US$ 85 million loan

on December 3, 2018, to improve the skilldevelopment eco-system in Odisha andestablishanadvancedskilltrainingcenter,theWorld Skill Center (WSC), in Bhubaneswar.The project will improve the quality of theState’s TVET programs by making themrelevant to industry and demand driven,andwill impart advanced occupation-readyskills training aligned with internationalstandards. It would also complement theefforts to target the employment needs ofthe emerging sectors in India and globally.TheprojectwillengageInstituteofTechnicalEducation Services (ITEES), Singapore, tosupportOdishaSkillDevelopmentAuthorityin setting-up and operationalizing WSC.The project will help over 150,000 peoplelearn skills in priority sectors, includingmanufacturing,constructionandservicesforformal employment. WSC will deliver eighttrainingcoursesfor13,000full-timestudents,providetrainingfor5,000teachers,andtrain1,000assessors. Itwill improve theoveralleco-system of skill development in Odishaby providing integrated services throughan entrepreneurship incubation center, acareer counseling and placement center, acurriculum design and development center,andeducationtechnologydeploymentcenter.

Quadricycles as Non Transport Vehicles

The Ministry of Road Transport andHighways has notified the insertion of

the item ‘Quadricycle’ as a ‘non transport’vehicleunder theMotorVehiclesAct1988.A Quadricycle is a vehicle of the size ofa 3-wheeler but with 4 tyres and fullycovered like a car. It has an engine likethat of a 3-wheeler. Thismakes it a cheapand safe mode of transport for last mileconnectivity.Quadricycleswereonlyallowedfor transport usageunder theAct, but nowhasbeenmadeusablefornontransportalso.

Presently,110girlsandwomenareundergoingtrainingintailoringandbeautycultureatTekhandvillage,OkhlaPhase-I.ThecentreisbeingsupportedbyFenaFoundation.Oncompletionoftherespectivecourses,examswerealsoconductedandcertificateswere

awardedtothetrainees.

CAFIndiapartneredwithPHDRDFfortheir‘GaonMera’Projectto re-construct theGovernmentPrimarySchoolbuildingatRamanVillage of Kullu District, which is almost an 80 year old building.Theschoolbuildinghasbeencompletedandtheschoolisreadyforinauguration.Theschoolhas6classrooms(Nurseryto5th),adiningroom,computerroom,communityhall,staffroom,storeroomtoiletandakitchen.Theroomshavewoodencladdingonthewallsinsidetoinsulatetheroomsfromtheextremecoldclimate.BaLA(BuildingasaLearningAid)workhasalsobeendoneintheschooltopromotequalityeducationandlearning.PHDRDFhasalsoprovidedtheschoolwithutilityitemslike–aprinter,scanner,kitchenutensils,waterROfilter, school bags,water bottles, stationery, uniform, shoes, gameequipments,etcforthestudents.Theschoolhasnowbeenhandedovertotheheadmasteraspertherequestofthedonor.

PHDRDF and TEVA API India Ltd have initiated a partnership for a project on “Aadharsh Vidyalaya- Integrated Development ofGovernmentSchoolsinGajraula,UttarPradeshandMalanpur,Bhind”inMadhyaPradesh.TwoschoolshavebeenadoptedbyTEVAtotransformintomodelschoolswithupgradedinfrastructurefacilities,qualityeducation&traininginsoftskillsincludingWASH.Theworkinthetwoschoolsisunderprogress.

implemented with support from Dhampur Sugar Mills Limited,Asmoli,UttarPradeshacross9villagesnearDhampurSugarMillsLtd.Asmoli.TheobjectiveoftheprojectistoorganizeHealthCamp,EyeCareCampandWomen&ChildCareCamp inall selected9villages.Duringthisperiod,atotalof12GenericHealthCamps,1Women&ChildCareCamp&1EyeCareCampwereorganizedthatbenefitted1525patients.Patientswereprovidedwithfreemedicalcounselling,ECG,BloodSugarandHaemoglobintestfacilities.TheEyeCareCampbenefited112patientsand68freespectaclesweredistributed.

D. PHDRDF-BSES Yamuna Power LtdBSESYamunaPowerLtd.collaboratedwithPHDRDFandto

implementaMobileHealthprojectinCentralandEastDelhi.Theobjectiveoftheprojectistoprovidebasichealthcareservicestothe low-incomeresidentialclusterofEastandCentralDelhi.During the project, 144 health campswill be organized in 16locations and approx. 17,280 patientswill benefit. During thisperiod,atotalnumberof14healthcampswereorganizedand1695patientswereprovidedwithfreemedicalcounsellingandmedicines.

PHDRDF HEALTHCARE INTERVENTIONPHDRDFhasbeenactivelyconductingfreehealthcampsforthelow-incomepopulationinvariousgeographicallocationsacrossthe

countrytoincreaseaccesstohealthcare.AteamofaqualifiedDoctor,ANM,LabTechnicianandprojectcoordinatorarepresentforeachcampandareresponsibleforitssuccess.Emphasisisgivenongeneratingawarenessamongthecommunityonsanitation&hygiene,child&maternalhealth,waterbornediseases,communicablediseasesandothergeography-basedmedicalproblems.

A. PHDRDF- Sekisui-DLJM Pvt Ltd

SEKISUI DLJM Pvt. Ltd. collaborated with PHDRDF to undertake their CSR activities during this year. A project on “FREE MOBILE HEALTH CAMPS” in Greater Noida was initiated on October 12, 2018 with a flag off ceremony. The inauguration ceremony was organized in the premises of SEKISUI DLJM Pvt. Ltd. in the presence of Mr. Ryosuke Kusaka, CEO, SEKISUI DLJM, Mr. Shripal Jain, Director, SEKISUI DLJM, Mr. Atul Tyagi, Sr. Vice President, SEKISUI DLJM, Dr. Kadambari, Chief Executive, PHDRDF along with representatives from SEKISUI DLJM Pvt. Ltd. & PHDRDF. The Health Camps will be covering 4 villages i.e Maycha, Chindabali, Fazyalpur & Shahpur in Greater Noida, UP. During the project, a total of 80 health camps will be organized and approx. 8,400 patients will benefit. The healthcare program will focus on

PHDRDF has been constantly working towards recharging of ground water table through construction of Rain water harvesting structures.

RuralDevelopmentFoundation,DonaldsonSkillDevelopmentCenterhasbeenfunctioningforthepastfiveyearsinvillageMohammadpurGurjarinSohnablockofGurugramdistrict.Trainingintwocoursesnamely stitching& tailoring andbeauty culture is being providedtotheladiesandadolescentgirlsinMohahammadpurGurjarandother6-7nearbyvillages i.e.SohnaDhani,Hariyahera,Raiseena,SampkiNanglietc.FromJanuary2016tillJune2018,atotalof146

A. PHDRDF-Coca Cola FoundationPHDRDF and Coca Cola Foundation,

Atlanta have come together to promotesustainable solutions for water resourcemanagementwithsurfacewaterconservationand ground water recharge throughconstruction of six check dams in Indore,Dhar and Hoshangabad districts of MadhyaPradesh. Three check dams have been dulycompleted and filled with water during themonsoon season. The dams still containwater even after more than two months ofreceivingwater.Thevillagersareveryhappywith theamountofwaterbeingcontained inthedamsandhavebeenappreciativeofCocaCola Foundation for supporting the project.Thesecheckdamswillhold457,950cumtsofwaterandwillimpact7800people.

B. PHDRDF – HEG LtdAnAgreement has been duly signedwith HEG Ltd to construct a check dam,

namelyBainadaWalainAlwaratRajasthan.Thedamwillimpact850acresofland.TheworkforthedamwasinitiatedinthemonthofNovember2018.Thecheckdamwillbenefitaround2835peopleinonevillageincluding350households.WaterholdingcapacityofcheckDamwillbe50,000cubicmeters.

C. PHDRDF- SS Kothari Mehta & Co.SSKothariMehta&Co.hasbeenatrustedpartnerofPHDRDFformorethana

decadeandhasbeencontinuouslycontributingtowardswaterharvestingprojects.Acheckdam,DantodiWalaatAlwarhasbeensponsoredtobeconstructedthismonth.Thecheckdamwillhaveawaterholdingcapacityof1,68,000cubicmetersandwillbenefit4500people.

D. PHDRDF – Hero Future Energies LtdPHDRDF and CleanWind Power, Group company of Hero future Energies Ltd

have come together to constructwater harvesting structures in district PratapgarhofRajasthan.TwocheckdamsarebeingconstructedinPratapgarhinthevicinityoftheirmanufacturingunit.ThesecheckDamswillbenefitaround6027peopleinthreevillages.Constructionofcheckdam‘DojdaWala’ is in fullprogress.WaterholdingcapacityofthecheckDamwillbe46,800cubicmeters.

“Enterprise Development - Low Cost Sanitary Napkin ProductionEnterprisebyWomenSelfHelpGroup”whichaimstoaddressthedualpurposeofeconomicempowerment forwomenandprovidelow-costsanitarynapkins to ruralwomenandadolescentgirls inand around Jamhar Village, Khunti District of Jharkhand throughdevelopmentofmanufacturing low-costsanitarynapkins.A threedays training formanufacturing sanitary padswas conducted, inwhich a specialized trainer trained thewomen. Eightwomen areengaged for the project and are being enrolled in women SHGmodel. After training, women have startedmanufacturing thesepadsindependently.

Roundtable on Review of Master Plan for Delhi 2021

Urban Planning should be futuristic to deal with the challenges of high growth rate and rising population,

said Mr. Kamal Nath, Union Minister for Urban Development, at the Round table on Review of Master Plan for Delhi- 2021, organized by the PHD Chamber on March 29, 2012 at PHD House, New Delhi.

While inaugurating the round table, Mr. Nath said, ‘’Addressing urbanization effectively is a huge challenge as the pace of migration to urban areas is very high. Delhi’s population is 16.7 million. We have to look at ground realities and effectively manage future aspirations of all stakeholders. We need a futuristic plan for the future. A high-level committee will examine Delhi Development Authority’s (DDA) proposals for Delhi Master Plan before the Urban Development Ministry takes it up.’’

Mr. G S Patnaik, Vice Chairman, DDA said that the DDA is working on plans to promote green buildings and green zones and is working on high-density residential areas.

Chamber in his welcome address said, ‘’DDA has done a good job. We should adopt best practices from around the world. Policy action on the urban development front has been reactive rather than proactive. We should frame effective policies to create a good living experience’’.

Mr. Rajnish Goenka, Chairman, Delhi and NCR Committee, said, that industrial areas should be upgraded and industrial units should be encouraged to shift to NCR.

Mr. Rajeev Talwar, Chairman, Housing and Urban Development Committee, PHD Chamber said that in the next 30 years, urban population is expected to double. Around 50 percent of the urban population lives in slums. The focus is on housing and commercial sectors for which private sector should be encouraged and DDA’s role should be confined to being a planning and a regulatory body.

MEMBERSHIP: All members of the Chamber are exclusively eligible for the membership of The Library. Other details are as under :

Membership charges would be Rs. 30,000.00 (Rupees Thirty Thousand Only) per annum per member but a discounted rate of Rs. 25,000.00 (Rupees Twenty Five Thousand Only) per annum per member would be offered to first 250 members.

A member can avail membership on this discounted rate upto 10 years i.e. by paying Rs.25,000/- per annum totaling upto Rs. 2,50,000.00 with initial application, he will continue to be a member on the same rate irrespective of the membership rates being revised by the Library Committee;

A member-company can recommend their executive to be a member of The Library subject to five membership.

Membership would be from 1st day of the month in which membership charges have been paid and will be for one year from that date.

A member can accompany five guests along with him/her subject to payment of Rs. 100/- per guest besides payment of charges for eatable and drink;

SPONSORSHIP OPPORTUNITY: An opportunity for one time Sponsorship for 15 years of The Library is available and The Library will be

named in the name of the Sponsoring Company, besides two free membership.

It is proposed to commence The Library membership services from 1st March 2016 on regular basis from 11 AM to 11 PM. (Sunday shall be closed day)
