ANNUAL REPORT 2014 FY October 2013 – September 2014

Year 2014 was a remarkable year for Philippine American Guardian

Association (PAGA) Inc. It celebrated 92 long years of dedicated service

to the Filipino Amerasian community in November 2013.

It is indeed an overwhelming joy of reminiscing the magnificent works of

PAGA as it continuously reach out to help the needy, assist them to

overcome life’s challenges and more importantly inspire them to change

their lives towards an independent and more productive one through its

various services.

Once again, let us have a glimpse of what the year 2014 has become –

a journey towards

Year 2014 in ReviewPhilippine American Guardian Association,

(PAGA) Inc. remains true to its mission to serve the underprivileged Filipino Amerasian children and their families. From the roster of 56 families in the areas of Metro Manila, Cavite, Bulacan, Rizal, Laguna and Quezon Province, it has reached an additional 10 families in Angeles City, Pampanga (See Figure 1). This initiative was a long process of coordination from the City Social Welfare Office and an organization of Amerasians to the 11 barangays in the municipality.

A total of 220 benefitted from the various programs and services conducted for 2014 where a hundred and twenty-four children and youth (124) served as its direct beneficiaries. Presented on the chart (Figure 2) were the distribution according to generation.

For year 2014, PAGA took time not only to reach out to more Filipino Amerasians but also to strategize on how to improve and refine its programs to impact on these Filipino Amerasian families through the following initiatives:

Activities focused for enrichment of knowledge, improvement of life skills and development of beneficiaries’ potentials.

Started to strengthen monitoring and evaluation efforts for each program.

Alumna and old Members were reached to come up with additional membership.

Partnership with other NGO’s were initiated to make the organization visible and widen its network.

Projects intended for specific programs were launched to raise fund.

Capacitate the social workers in case management, documentation, networking and proposal writing.

Re-application of the Registration and License to the Department of Social Welfare and Development as a Social Welfare Agency.

Programs and Services HighlightsEDUCATION AND TRAINING ASSISTANCE

PAGA believes in the importance of education to access better opportunities in the future. For us, investing in education is the most effective way to reduce poverty experienced by these Filipino Amerasian children.

March 2014 marked the end of the SY 2013-2014 where 21 beneficiaries graduated from elementary to college and were provided with monetary incentives and Certificate of Recognition.

It is PAGA’s pride to share with you the success of

two (2) college graduates, Ms. Glady Yabut and Mr. Bryan Restor who finished degrees in Education and Accountancy, respectively. Both were now successful on their chosen field. Special mention that Ms. Yabut graduated Cum Laude and immediately passed the Licensure Examination for Teachers.

From the total of 124 PAGA beneficiaries, 103 were enrolled for SY 2014-2015. Distribution according to level was illustrated on the graph presented (Figure 3).

As a core program of the organization, PAGA

provided all beneficiaries with basic school supplies and necessities such as umbrellas, t-shirts, bags and monetary assistance for purchase of school shoes.

For college students, tuition fee assistance were

provided every semester. High school graduates who were not interested/capable to pursue a college degree were encouraged to pursue technical and vocational courses to gain skills necessary for employment.

For new PAGA beneficiaries in Angeles City, an

orientation for parents and beneficiaries was conducted during the distribution on school supplies in May 29, 2014 at Balibago Barangay Hall.

Robert Robbins and Millie Abel Scholarship

PAGA provided scholarship grants to four (4) deserving students with exemplary academic performance. Robert Robbins college scholars received tuition fee assistance while Millie Abel high school scholars received assistance for school fees. Monthly transportation allowance and assistance for school projects are the other privileges enjoyed by these scholars.

With the generous support of some PAGA Board members and a regular donor, 8 Amerasian beneficiaries (4 College, 3 HS and 1 Elem) received support for their education. Sponsored children submits letters of gratitude and academic update reports on a regular basis.

HEALTH-CARE ASSISTANCE

Health care program is one of the basic services of PAGA.

An annual Medical and Dental Check-up was conducted to ensure that all beneficiaries were in good health condition before the classes started in June 2014. Through the partnership with the Medical Services Division of the Bureau of Fire Protection, 2 doctors, a dentist and 2 nurses volunteered for the activity. Two (2) pharmaceutical companies donated various medicines and vitamins which were distributed during the activity. A total of 79 (58 beneficiaries and 21 family members) were catered.

PAGA also provided financial assistance to five (5)

beneficiaries and parents for consultation, medicines and laboratory fees.

Year 2014 also marked an initiative to

financially assist the developmental assessment and occupational therapy of two (2) 2nd generation Amerasians from Angeles City who were observed to have delayed development and later on diagnosed with Autism Spectrum Disorder.

Part of the program is health education

through health awareness and prevention campaign seminars/trainings. A Seminar on Community Health and First Aid was conducted in August 2014 to provide additional information on basic home care and nursing, common home emergencies, first aid and basic life support through the facilitation of Philippine Red Cross – Pasay Chapter. Feedback about the seminar were overwhelming.

PSYCHO-SOCIAL DEVELOPMENT

PAGA recognizes that an individual’s social

functioning relies from his/her interaction and experiences with his/her social environment. It plays an important role on one’s personality development and capability to cope and resolve problems or life challenges that he/she may experience. Thus, the program is designed to discover full potentials, develop life skills, talents, enrich knowledge and improve self-confidence and capabilities to become more productive, competitive and equipped member of the society.

For year 2014, PAGA conducted 3 workshops/seminars intended for children and youth beneficiaries. Seminar on Adolescents and Issues Facing Young People was facilitated by a counselor from Center for Family Ministry (CEFAM) in collaboration with the American Association of the Philippines (AAP). Participants were able to understand the changes undergone by young adolescents like them and saw the societal realities they faced. It became an opportunity for the participants to reflect as well on how their lives are different and alike from these realities.

“Youth in Service” – 2014 Summer Youth Camp was the most awaited annual activity for the youth. It was a 3-day full of interactive and challenging activities that honed the 28 youth participants’ camaraderie, leadership and communication skills and defied their determination and creativity. Life lessons on values and virtues, education, goal setting and planning for their future were the topics given emphasis throughout the camp which also impacted to the participants’ awareness.

The Career Orientation Seminar was attended by College, HS students and even OSY (out-of-school youth). The participants were enlightened on the lecture about life, making choices and living with it. A practical guide on how to create own realistic goals were found applicable by the participants especially on the afternoon activity about life mapping facilitated by PAGA social workers.

PAGA also believes on the important role parents’ play for the development of these Amerasian children. For the past six years, enhancing their capabilities as individual persons, parents and couples were given focus on various seminars and trainings.

Another seminar with the theme, ‘I Still Do: A Covenant of Love and a Vow to Remember’ was held on February 2014. This was a continuation of the Couple’s Enrichment Seminar in 2013. The seminar was a recollection of their promises to each other as husband and wife, emphasizing their roles as a couple and inspiring the family with their love to one another as the foundation of a good family relationship.

2014 also marked new beginnings and opportunities for PAGA. The Christmas Celebration which is an annual gathering for all beneficiaries, their family members, PAGA Board, donors, friends and staff was held in a new venue – KFC Makati Cinema Square which was seen more comfortable and accessible for all.

Moreover, instead of the usual swimming activity every summer, an Educational Tour at the Manila Ocean Park was conducted. Attended by 51 PAGA kids, youth and some parents, they were able to explore and learn new things while having fun as they adore the five (5) featured package attractions/shows. All expressed their overwhelming appreciation of the rare opportunity and experience.

PAGA beneficiaries continued to participate in

various social events of the American community spearheaded by its partner organizations - American Association of the Philippines (AAP) and Manila Elks Club. These activities include Memorial Day Ceremony, the Flag Day Celebration and the 4th of July Celebration. Such events were an opportunity for beneficiaries to know and discover more about their American descent and interact with the American community and its various Filipino partner organizations.

Administrative Matters PAGA 92nd Anniversary and Office Blessing

A simple gathering commemorating PAGA’s good deeds through the years was organized in November 2013 in celebration of its 92nd Anniversary together with the blessing of the newly acquired office at Cattleya Condominium Building. Website Improvement

PAGA’s visibility and campaign for additional funding were aimed with the establishment of the PAGA website launched in October 2012. The website’s new face and continuous improvement were through the initiative of a new member of the Association, Mr. Terry Haas of Pan-Ventures who untiringly serve for the benefit of the organization. DSWD Registration and License

The re-application of PAGA for the Registration and License to DSWD as a Social Welfare Agency was submitted on September 2014. The Board and social workers are continuously working on the documentation and other requirements in preparation of the DSWD visit. We are looking forward for the release of the Registration and License Certificate within the first quarter of the year which will open new and better opportunities for the organization. Staff Development

Training and mentoring opportunities are explored for the professional development of PAGA social workers. SW Janette and SW Melissa attended a 3-day live-in seminar on Basic Social Case Management Training in Antipolo City spearheaded by the Philippine Association for Social Workers Inc. (PASWI).

Both social workers are also taking up their Masteral Degrees in Social Work for the SY 2014-2015 in a respected institution and university. The knowledge gained by them will be seen to be helpful as they serve PAGA.

Financial Statement As a non-profit, non-government organization, it is our responsibility to be financially healthy and transparent. PAGA supports the over-all operational expenses through membership, donations, income from short term investment and interest income. A 24% increase on support and revenues was noted for the year.

For the year, noted is the significant decrease of donations received last year due to various calamities.

PAGA takes pride in complying with the 80-20 Program and Administrative expense distribution as required by the Department of Social Welfare and Development.

Looking forward 2015 Year 2014 has been a fruitful and challenging year for PAGA. For the year ahead, here are the challenges that what we look forward to overcome:

Strengthen each program with concrete KRA’s and activities planned.

Widen its horizons – establish the Angeles City program and reach out to more Amerasian families in Angeles City.

Build partnership for the implementation of more beneficial programs and activities that will impact our beneficiaries.

Let the PAGA family grow – invite more people with the passion to help Filipino Amerasians.

Additional local and international grants to support PAGA programs and activities – because additional funding means additional benefits for the needy.

Let us join hand-in-hand for the achievement of our goals for the year 2015. Join us as we look forward… …bringing a brighter future for Filipino Amerasians.
