Assists agencies to meet the performance contracting goals set forth in the (December 3, 2011) Presidential Memorandum by utilizing energy savings performance contracts (ESPC), utility energy service contracts (UESC), and power purchasing agreements (PPA)

Project Financing

ESPCAllows Federal agencies to complete energy-savings projects without up-front capital costs and special Congressional appropriations.

UESCAllows utilities to provide to their Federal customers: Comprehensive energy and water

efficiency improvements Demand reduction services

PPAAllows Federal agencies to fund on-site renewable energy projects with no up-front capital costs incurred.

Allows Federal agencies to complete energy-savings projects without up-front capital costs and special Congressional appropriations.

What is an ESPC?

ESPC is a partnership between a Federal agency and an energy service company (ESCO)

ESCO Conducts a comprehensive energy audit of Federal facilities and Identifies improvements to save energy Designs and constructs a project that meets the agency's needs Arranges the necessary funding Guarantees improvements will generate energy cost savings to pay for the

project over the term of the contract (up to 25 years)

Keys to Success: 26 site visits. 236 desk audits (with verification from utility data

and questionnaires). Close coordination between FAA ATO, DOE HQ,

NREL and contractor.

Additional benefits Completed audits allowed for consideration in ESPC projects. Facilitated increased ability to do HPSB assessments. Helps improve data for annual reporting. Performing desk audits resulted in $1 million in savings.
