    Moon's apparent diameter is smaller than the Sun, causing the Sun to look like an annulus (ring), blocking most of the

    LUCENA CITY, Quezon, May 8 (PIA) -- Southern Luzon Command (SOLCOM) chief Major Gen. Ceazar Ronnie

    Ordoyo urged the residents of Quezon Province to practice the "Bayanihan spirit in their minds and hearts to

    achieve peace, safe and peaceful elections.

    We gave instructions to all AFP units in the area to conduct close monitoring of local constituents in utilizing

    Bayanihan spirit among them to ensure safe and peaceful elections in the barangays, Gen. Ordoyo said.

    The general assured the public that SOLCOM forces is ready and well-equip in guarding the conduct of

    elections.

    Meanwhile, Ordoyo announced the apprehension of three persons believed to be members of New Peoples

    Army (NPA) in a pursuit operation by combined forces of 1st Special Forces and Pagbilao Municipal Police

    Station last May 5 at Pagbilao.

    Ordoyo said the operation was part of anti-insurgency campaign of the government and the advocacy to have

    TRECE MARTIRES CITY, Cavite, May 9 (PIA) -- The Provincial Environment and Natural Resources Office

    (PENRO) recently conducted the First Peoples Day activity at the Cavite Export Processing Zone (CEPZ) in

    Rosario with selected industrial locators in the province.

    Aimed at achieving a common goal of protecting the Mother Earth towards a sustainable development and

    healthy environment, the activity was attended by 47 representatives from the Municipal Environment and

    Natural Resources Office (MENRO), Pollution Control Officers (PCO) of different locators from Peoples

    Technology Complex in Carmona, First Cavite Industrial Estate (FCIE) in Dasmarias City, Cavite Export

    Processing Zone (CEPZ) in Rosario and General Trias and Meridian Industrial Estate in Silang and Tagaytay

    respectively.

    The discussion centered primarily on Department of Environment and Natural Resources (DENR) programsand projects in the province among which are the best practices from industry partners like adopt a forest,

    FCIE clean-up drive, National Greening Program of the national government and the mangrove planting and

    coastal clean-up at CEPZ by respective PCOs industrial locators.

    Provincial Environment and Natural Resources Officer Engineer Rolinio P. Pozas delivered and discussed

    general information, issues and concerns and experiences encountered in the enforcement of environmental

    policies, laws, rules and regulations.

    On the other hand, Judaline A. Fabro, DENR Public Information Officer and concurrent focal person of Manila

    Bay project briefly discussed the DENR vision, mission, major components and program thrusts as well as

    programs and activities being implemented in compliance with Supreme Court Mandamus and Operational

    Plan for Manila Bay Coastal Strategy.

    Likewise, provincial foresters rendered and delivered their respective accomplishments on the following:

    development on Protected Areas and Wildlife Services, details on the lone protected areas Mts. Palay-

    Palay/Mataas na Gulod National Park protected landscape located in the municipality of Ternate, updates on

    environmental management services in the province and details on Forest Management Services in particular

    the implementation of National Greening Program and Land Management Services on patent processing.

    The First Peoples Day initiated by the DENRPENRO produced vital and encouraging results as most of the

    participants tendered their support to upcoming environmental projects and activities in the province for the

    achievement of common goal; protecting Mother Earth.

    LOS BANOS, Laguna, May 9 (PIA) -- An exhibit of images showcasing bird species that frequent the rice farms

    at the International Rice Research Institute (IRRI) opened on May 3 at the Riceworld Museum of the institute

    in this province.

    Entitled Feathers in the Fields: The Birds of IRRI, the exhibit features photos, videos and recorded bird

    sounds.

    Feathers in the Fields provide a glimpse of birds that are rarely seen by those who work in the fields. The

    photographs are supplemented by scientific names, descriptions of the birds and information on their habitat

    and diet.

    IRRI deputy director general for communication and partnerships V. Bruce J. Tolentino said IRRI sees the ricefields wholistically, adding that the exhibit underlines the institutes attention to rice production as part of a

    functioning ecosystem and not only supports human food security, but also serves as a habitat for flora and

    fauna.

    Such ecosystems need to be managed with careful attention for sustainability and the optimal use of

    precious natural resources, Tolentino said.

    The exhibit opened by invitation on May 3 and opened to the public on May 5 and will run until September

    A total of 22 companies offered jobs to Rizal residents, mostly technical-vocational (tech-voc).

    The Department of Labor and Employment, local Public Employment Services Office, Department of Trade

    and Industry, Department of Social Welfare and Development and Overseas Workers Welfare Administration

    also participated in the event.

    TESDAs job bridging program aims to give tech-voc graduates of Rizal opportunities to be hired in jobs

    matching their fields of study. Financial institutions were also present during the said event in order to

    provide loans for specialistas who wish to put up businesses of their own.

    According to TESDA Rizal Provincial Director Velma Salazar, the province is privileged to be the first in

    TANAY, Rizal, May 8 (PIA) -- About 150 boys in conflict with the law sheltered at the National Training School

    for Boys (NTSB) underwent a two-day workshop organized by the Social Action Office and Campus Ministry of

    De La Salle Zobel recently.

    The workshop focused on self-awareness and team work among the boys who worked together in their

    respective cottages.

    Jayjay Jacinto, program manager of the Social Action Office, said three group dynamics activities were

    primarily utilized in the workshop the human bingo, the me and myself activity and the magic stick. These

    activities seek to facilitate the residents acknowledgment of their respective individuality, strengths and

    weaknesses, and how they contribute to development of one other.

    NSTB officer in charge Zenaida Gorrospe, said the workshop, other than building camaraderie and

    brotherhood among residents, also put emphasis on the importance of self-worth, self-control and obedience

    to policies and regulations. These are in accordance with the boys respective rehabilitation goals and inpreparation to their reintegration to their respective families and communities.

    After the activity, Jacinto thanked the staff members and residents of NTSB for the opportunity to work with

    them and gave commitment to conduct and support other activities of the center, including staff

    development activities and the upcoming May festival.

    NTSB is a residential facility managed by the Department of Social Welfare and Development and provides

    rehabilitative services to boys aged 15 to 18 years old in conflict with the law. Majority of the residents are

    Nagpahayag ng kasiyahan ang Pangulong Aquino sa ginagawang paghahanda sa halalan sa Lunes

    Nagpahayag ng kasiyahan ang Pangulong Benigno S. Aquino III Huwebes sa paghahandang ginagawa ngpamahalaan, lalo na sa Sandatahang Lakas ng Pilipinas (AFP) at Pambansang Pulisya (PNP) kaugnay ng halalanggaganapin sa Lunes, Mayo 13.

    Sinabi ng Pangulo na maayos na naisagawa ng AFP at PNP ang tagubilin niyang pairalin ang mga batas, lalo na angtungkol sa may kinalaman sa mga loose firearms at private armies sa 15 lalawigang itinuturing na electoral hotspots.

    May 15 lalawigang binabantayan nang husto at marami na silang nagawa sa pagbubuwag ng mga private armed

    groups o iyong mga PAGs, pagkumpiska sa mga sandata, pagdakip sa mga taong may warrant of arrest, pati ang mgapaso na ang lisensiya ng baril. Nagpupunta po sila sa mga bahay at tuluy-tuloy ang proseso na isusuko nila angkanilang mga baril sa mga pulis o maghaharap sila ng kahilingang magkaroon uli ng lisensiya, dugtong ng Pangulo.

    Mula noong isang taon, iniutos na natin ito at dahil nakausap ko na ang lahat ng mga pinuno, malaki ang akingkumpiyansa na nakahanda tayong sagkaan ang ano mang hindi inaasahang pangyayari o maging karahasan man,wika pa ng Pangulo.

May mga sundalong naghahasik ng destabilisasyon, mga armadong grupo na may mas madami at maymas modernong armas. Pero kahit nangangalawang ang kanilang mga patrol vehicle, at kahit pa pupugak-pugak ang kanilang kakarampot na armas, naghihiraman pa ng bala, nanindigan po si Mayor Lim. Ganyan anglideratong kailangan natin: naninindigan para sa mamamayan. Naninindigan para sa tama.

    Kung titimbangin ang mga programa ni Mayor Lim dito sa Maynila, talaga naman pong masisira ang timbangandahil sa dami at bigat ng nagawa niya. Universal healthcare, na pinapangarap lang natin noon, matagal napalang napapatupad sa Maynila. Bukod po sa anim na modernong ospital, napakaraming barangay healthcenter at klinikang may libreng pagpapagamot sa mga maralita, kaliwat kanan din ang mga silid-aralan atpagbibigay ng libreng edukasyon mula elementarya at ang pinakaimportante po, hanggang kolehiyo para samga kabataang Manileo.     Sabi po ni Mayor Lim kanina, lalapitan niya ako para sa Ospital ng Maynila. Nasabi ko na naman po sa inyo,pag nabalik po si Mayor Lim, yong kukulangin niya, ako na ho ang bahala.

    Ngayon po, baka dumating ang panahon, pag nagkita tayo maski gabi, magiging maliwanag tayo dahil walana pong matitirang buhok sa bumbunan natin. Dahil 12 floors ang gusto mo, Mayor, sa Ospital ng Maynila,sige hahatian kita diyan. Pagkatapos na pagkatapos na mahanap ko yong kahati sa Fabella, sa Jose Reyes,sa PGH, at sa iba pa. Sa nakalipas ponghalos tatlong taon ng ating pamamahala, naisakatuparan natin ang mga repormang talaga namang kapaki-pakinabang sa ating mamamayan. May malinaw na nga po tayong batayan kung anong klaseng mga pinuno angdapat manguna sa bansa upang magbunsod ng makabuluhang pagbabago. At dito po sa ikatlong distrito ng Lungsodng Quezon, walang dudang hindi tayo nag-iisa. Narito ang tunay nating kasangga, at nagpapa-arangkada sa tuwid nadaan, walang iba kundi si Bolet Banal.

    Tumaya kayo sa pagbabago sa inyong distrito nang ibinoto niyo si Bolet noong 2010. Pero bilang dating kongresista,alam kong humaharap siya ngayon sa mas mahirap na eleksyon para sa kanyang ikalawang termino. Ang tanong po

    kasi sa atin: Naisakatuparan mo ba ang pagbabagong ipinangako mo? O hinayaan mo rin itong mapako? At sa akinpong pananaw: tinimbang at malinaw na hindi nagkulang si Bolet sa kanyang panunungkulan. Kung hindi pa malinawsa mga residente ng ikatlong distrito kung sino ang nasa kanilang panig, at kung sino ang pansariling interes lang anginiintindi, ako na po ang magsasabi: Kakampi natin si Bolet Banal sa ating isinusulong na reporma.

    Ilang halimbawa lang po: Dito sa inyong distrito, nanguna siya sa pagsusulong ng Groundwater Utilization Ordinance;upang mabawasan ang underground water at maiwasan ang paglubog ng kalakhang Maynila or alagaan po yungating underground water, mabasawan ang pagkuha ng underground. Nariyan din ang kanyang Medical AssistanceProgram para sa mga kapuspalad nating kababayan at ang ilove2read program para mapaunlad ang kaalaman ngkabataan. Kasama po tayo dyan sa ilove2read program. (laughter) Pinagbasa po ako ni Bolet sa mga kabataan naubod ng galing magbabasa. Doon lang po ako ninerbiyos simula nung ako poy naging pangulo, pero talagang ganunka kalakas sa akin Bolet, (laughter) maski mapahiya sugod tayo. Sa darating na Nobyembre, bahala na si Jun Abayapumalit sa atin naman. (laughter) Naalala ko lang ho talaga yung mga batang ang galing nila. Sabi ko, parang galingsa PETA itong mga ito, grade school pa lang.

    Sa Kamara naman po, kasama natin si Bolet na nanindiganalam po niyo yanpara sa tunay na hustisya atreporma. Walang takot siyang tumaya at humarap laban sa dating Punong Mahistrado. Si Bolet nga po ang nangunapara ihayag ang katotohanan samantalang ang katunggali naman niya ay siya pang pilit nagkubli ng totoo sasambayanan nung nakaraang administrasyon. Nakita ko ho kanina yung poster nung kalaban niya mas malalapitan.Ang tanong ko: sino kaya ang lumalapit sa kanya? (laughter/crowd hooting) Hindi ho batikos yun, tinatanong ko langho kung sino ang kailangan lumapit sa kanya?

    Maliwanag po: sa pagtatagumpay ng tunay na katarungan nang mapatalsik ang tiwaling makapangyarihan,pinatunayan ni Bolet na nasa panig siya ng taumbayan. Kaya naman pong napakapalad niyo mayron tayongnapakalinaw na batayan kung sino ang karapat-dapat na ihalal sa ikatlong distrito. Tanong po: hahayaan po ba natingbumalik sa poder ang mga walang napatunayan nang binigyan sila ng pagkakataong maglingkod maliban ang kayangalagaan ang sarili? Piliin natin sa balota ang makakatulong sa ating pag-usad, imbes na mga indibidwal na

    magsasadsad sa atin pabalik sa baluktot na kalakaran. Ang kailangan po: mga lingkod-bayan mulat sa problema, atbuong pusot lakas na lumalaban para sa tama. Kailangang ibalik si Bolet Banal sa Kongreso upang maisulongupang maisulong ang tuloy-tuloy na kaunlaran sa ikatlong distrito at sa buong kalakhang Lungsod ng Quezon at saPilipinas.

    The Department of Budget and Management (DBM) announced that it has already released P960.8 billion or

    76.8% of the 2013 General Appropriations Act as of end-March 2013, allowing for the prompt delivery of public

    services and the implementation of the Aquino administrations priority programs and projects. This is 18.7%

    higher than the P809.3 billion released in the same period last year.

    Meanwhile, releases from the P2.006-trillion 2013 budgetincluding those drawn from Special Purpose Funds

    and Automatic Appropriationsamounted to P1.4 trillion or 69.8 percent of the total program.

    GSISs Bacolod branch gets excellent rating for service

    The Government Service Insurance System Bacolod Branch Office obtained an excellent overall rating with a

    score of 91.57% in the Anti-Red Tape Act Report Card Survey (ARTA RCS) conducted by the Civil Service

    Commission (CSC) in March 2013.

    Of the six areas of compliance with ARTA provisions, the branch office obtained a 100% compliance rating along

    the areas of anti-fixer campaign, no hidden costs, public assistance and complaints desk (PACD), and

    observance of the no noonbreak policy.

    Under the area of overall client satisfaction, Bacolod branch office received scores in the 90s -- 97.50% in

    physical setup, 97.18% in basic facilities, 91.31% in frontline service provider and 90.40% in respondent-client

    satisfaction.

    Due to its EXCELLENT rating, the office is a contender for the CSC Seal of Excellence award this year.

    We are confident that the remaining 42 branch offices of GSIS will similarly perform as our Bacolod branch,

    indicating the resolve of the current Board and Management to eliminate red tape and provide the most

    Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said President Benigno S. Aquino III's

    signing of two executive orders shortly before Labor Day granting carer's allowance to public sector pensioners

    and increasing the amount of employment compensation (EC) benefits, also for employees in the public sector,

    addresses the long-time disparity in EC benefits between workers in government and workers in the private

    sector.

    "I refer to Executive Order No. 134, S. 2013 and Executive Order No. 134, S. 2013, both of which were signed by

    the President on 23 April, or a week before Labor Day, and which 'equalizes' the EC benefits of government andprivate sector workers," said Baldoz.

    The President signed the orders after the Employees Compensation Commission, or ECC, approved an increase

    of the employees' compensation allowance benefits and the grant of carer's allowance to government pensioners

    which brings the EC benefits received by government workers at par with those being received by private sector

    workers.

    Under E.O. 134, the ECC will grant a carer's allowance of P575 per month for government pensioners with

    permanent partial disability and permanent total disability, the amount of which will reach a total of P11.102

    million in additional benefits to beneficiaries every year.

    "The carer's allowance has not been provided to public sector ECC member-workers although it has been

    enjoyed by private sector ECC member-workers since 1991," said Baldoz.

    The ECC has also lifted the five-year suspension on the grant of survivorship pension effective August 2012 and

    which will benefit an estimated 21,536 retired government pensioners to the amount of P439.334 million every

    year.

    The increase of P110 in temporary total disability benefit, from P90 to P200 per day will entail a total of P32.693

    million per year.

    The ECC increased the professional/doctor's fees (general practitioner), from P60 to P100 for first consultation;

    and from P60 to P80 for succeeding consultations; for specialists (doctors), from P50 to P150 for initialconsultation and P50 to P100 for succeeding consultations. This will entail estimated total benefits of P559,680

    per year.

    It also increased government workers' funeral benefits from P3,000 to P10,000 that would amount to an

    estimated P1.442 million in benefits per year.

    All in all, these estimated non-wage benefits reach the amount of P485.132 million," Baldoz said.

    EC benefits are provided to occupationally disabled workers (ODWs) and their beneficiaries for disability or

    death resulting from occupational diseases or injuries.

    "The EC benefits for public sector has not been increased for a time because it was deemed that increasing

    these will affect the stability of the GSIS-managed State Insurance Fund. But recent GSIS data and actuarial

    study show an improvement in the SIF reserves and its capability to finance increased benefits," Baldoz finally

    said.

    Baldoz orders intensified POLO assistance to OFWs affected by Saudization

    Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday ordered the Philippine Overseas LaborOffices (POLOs) in the Kingdom of Saudi Arabia (KSA)--specifically in Riyadh and Jeddah--to implement specific

    measures to efficiently and effectively address the needs and concerns of OFWs affected by the intensified

    Nitaqat, or Saudization policy. We admit there are OFWs in the KSA who need assistance from the Philippine

    government relative to the on-going crackdown by Saudi authorities of undocumented foreign workers as part of

    the implementation of the Saudization policy. As POLO chiefs, Labor Attache to Riyadh Adam Musa and Labor

    Attache to Jeddah Alejandro Padaen. must be on the forefront in leading the provision of all the assistance and

    services to these OFWs, Baldoz said. In a memorandum dated 22 April 2013, Baldoz ordered a thorough

    documentation of affected OFWs in their respective areas of jurisdictions. The documentation must include

    information as to an OFW's last arrival date; name/s of sponsor; last known employer; Philippine recruitment

    agency; and the foreign placement agency, if there is any. It must also identify the problem/s encountered by the

    sponsor to take back the OFW or, if not feasible, to release and effect his or her transfer to a new employer. If

    the release and transfer is not possible, the POLO is tasked to negotiate with the employer/s for the waiver of

    penalties and the issuance of the necessary document/s, such as the No Objection Certificate, to facilitate the

    issuance of the OFW's exit visa. Baldoz, likewise, instructed the POLOs to coordinate very closely with the

    Philippine Embassy or Consulate General in the latter's representation work with concerned KSA government

    offices and employers. "I expect you to submit a twice-a-week update on the status of the OFWs and results of

    measures undertaken by the Post," ordered Baldoz. Immediately responding to the Secretarys memorandum,

    Labor Attache Musa reported that POLO-Riyadh recorded 1,371 runaway workers seeking repatriation. Of this

    number, 860 are household service workers (HSWs); 117 children and infants; 494 male skilled workers; and 17

    company-based female workers. Musa said, however, that Saudi employers belonging to the Green category, or

    those companies already with high Saudization rates, had submitted job orders to the POLO for OFWs who may

    be dislocated or terminated as a result of the Saudization. For example, Centerpoint Department Store, with

    branches all over the KSA and parts of the Middle East, offers at least one thousand jobs for Filipinos. There are

    also other companies and establishments who have approached the POLO and offered jobs for any OFWs who

    are displaced because of the Saudization, Musa said in his report. The POLO official also reported that request

    for assistance from affected OFWs concerning their transfer, or any Saudization-related requests are

    decreasing, attributing this to the involvement of the employers in the processing of OFWs documents. He said

    the only Nitaqat-related complaint officially lodged at the Post is the case of 19 Filipino nurses who worked for

    other sponsors, and who, he added, have already agreed to return to their original sponsor once their benefit

    claims have already been settled. Labor Attache Musa further reported that the POLO had provided one mobile

    phone line and one landline each in Al-Khobar, Unaizah, and Riyadh to enable POLO personnel in these posts

    to respond immediately to workers who are not able to physically visit the labor office. Meanwhile, in Jeddah,Labor Attache Padaen reported that 28 OFWs from three affected companies have already requested POLO

    assistance in the facilitation of their final exit clearances; renewal of working and residence permits; and transfer

    of employment and payment of claims and benefits. "The POLO has already requested Saudi authorities for a list

    of companies under the red category, or those companies who does not have the required number of Saudi

    employees. Our purpose is to obtain a clear profile of affected OFWs, to identify possible interventions, and to

    conduct dialogues with the employers," Padaen said. Baldoz said that with all these measures, the DOLE is

    confident that the POLOs in the Kingdom will be able to effectively assist affected OFWs in their various

    concerns and situations. "I advise everybody to be calm, as we are continuously exerting efforts to ensure that

    the welfare and interest of our OFWs are protected, Baldoz ended.

    BOC charges Nigerian for smuggling "shabu"

    A Nigerian nationals supposed to be brief stay in the country may take longer than expected, after Bureau of

    Customs (BOC) officials led by Customs Commissioner Ruffy Biazon and Run-After-The-Smugglers (RATS)

    Head and Deputy Commissioner for Revenue Collection and Monitoring group Peter Manzano today, filed formal

    charges against Sunday Michael P. Owoborode at the Department of Justice for violation of Sections 3601 and

    2530 of the Tariff and Customs Code of the Philippines, as amended, and for violation of Republic Act No. 9165,

    otherwise known as the Comprehensive Dangerous Drugs Act of 2002.

    According to Biazon, Owoborode was arrested by alert customs police operatives upon his arrival at the Ninoy

    Aquino International Airport (NAIA) from Bangkok, Thailand at about 8:30 in the evening of April 19, 2013, after

    his luggage, through a false compartment, yielded more or less three (3) kilograms of white crystalline

    substance, which turned out to be Methampethamine Hyndro chloride or shabu upon initial field testing by

    PDEA and Customs operatives using the Marquis Reagent. The Shabu haul was worth PhP 24 million.

    The three kilos of shabu were found in three (3) plastic sealed carbon paper packages wrapped with brown

    duct tape of white crystalline substance, Biazon said

    This Nigerian national is certain to be part of an international drug syndicate which uses the Philippines as one

    of its markets and transhipment points. Todays filing of charges against Owoborode is our message then, to

    international drug rings that we will spare no one in our campaign against smuggling, especially on the illegal

    drugs trade, Biazon said

    Owoborode, whose now under the custody of the Philippine Drug Enforcement Agency (PDEA) could be facing

    the maximum penalty of life imprisonment under Philippine laws.

    For his part Manzano said, Owoborode is the Nigerian foreign national charged by the BOC through RATS for

    smuggling of dangerous drugs.

    We take no exception in going after smugglers, regardless of their nationalities. And we will pursue this case to

    get the maximum penalty possible, Manzano said.

    Roxas to LGUs, help speed up requirements for child adoption

    Manila, Philippines Interior and Local Government Secretary Mar Roxas has urged local government units to

    help the Department of Social Welfare and Development (DSWD) speed up the legal process for child adoption

    so that children without parents can have a chance to experience the warmth of belonging to a family.

    In his directive to all provincial governors, city and municipal mayors and their respective local social welfare and

    development offices, the DILG Secretary asked them to facilitate the issuance of certification declaring children

    as legally available for adoption by complying with the posting requirements and issuing the necessary

    certifications as required under the law.

    sila ng pagkakataon na mapabilang sa isang pamilya, Roxas said.

    Roxas said that under Republic Act 9523, otherwise known as An Act Requiring a Certification from the DSWD

    to Declare a Child Legally Available for Adoption and its implementing rules, the DSWD can only issue a

    certification after the posting of the notice of petition for adoption and the subsequent issuance of certification of

    posting by the local government unit concerned.

    He also asked LGUs to expedite the issuance of the corresponding certificate of posting immediately after the

    five-day posting period.

    Section 10 of the implementing rules of RA 9523 requires the posting of the notice of petition with a picture of the

    child for at least five days in strategic places such as the provincial capitol and city or municipal hall in the locality

    where the child was found.

    The same law also states that after the five-day period, a certification of posting shall be issued by the local

    government unit concerned to ensure compliance of the posting requirement.

    Roxas issued the directive after receiving reports of delays in the issuance of certifications from the DSWD as

    some LGUs failed to issue a certification on the posting of the notice of petition.

    fee subsidy in private schools under the education service contracting scheme (ESC).

    Education Secretary Br. Armin A. Luistro said that from 250,896 slots in school year 2012-2013, the ESC slots

    for Grade 7 students has been increased to 310,709 slots for school year 2013-2014.

    ESC is a scheme under the Government Assistance to Students and Teachers in Private Education (GASTPE)

    wherein the government subsidizes the tuition fee of students who enroll in private schools because public

    secondary schools cannot accommodate them anymore. It is jointly implemented by DepEd and the Fund for

    Assistance to Private Education (FAPE).

    The subsidy is P6,500 per student in participating schools outside the National Capital Region and P10,000 per

    student in private schools in the NCR.

    The decision to accommodate more students under the ESC is part of our continuing thrust to democratize

    access to quality education across the country, added Luistro.

    DepEd and FAPE determined the distribution of Grade 7 slots under the ESC based on public school shortage in

    the regions, schools division and municipalities. We also put weight in the participating schools compliance to

    performance-based standards.

    Based on DepEd Memo No. 65 series of 2013, the total number of Grade 7 slots comprises the actual number of

    grantees in the previous school year, which are fixed, plus additional slots in areas where there are serious

    overcrowding.

    DOE, Energy stakeholders work on 100% restoration of power supply in Luzon

    (Taguig City) The Department of Energy (DOE) would like to inform the public that power supply in Luzon was

    restored at 11:50 PM of 08 May 2013. This was made possible by the close coordination of the DOE, theNational Grid Corporation of the Philippines (NGCP), power generation companies, distribution utilities and other

    energy agencies, in ensuring power is restored the soonest possible time.

    The DOE stresses that while the power supply is now back to normal, all generation facilities and transmission

    and distribution systems operators should make sure that their facilities should be in good working condition to

    avoid similar major system disturbance in the future.

    Based on the initial report given by NGCP, at about 1:51 PM yesterday, Unit 2 of Calaca Power Plant tripped

    along with the Calaca-Binan 230 kV line. The DOE immediately instructed NGCP and the operator of Calaca to

    conduct a thorough evaluation of the incident including identifying the cause of the tripping of the said facilities,

    as this system disturbance resulted to the unexpected series of tripping of several power plants and transmissionfacilities yesterday afternoon, causing power outages in the said region.

    The DOE has also requested the Grid Management Committee to immediately conduct its own investigation,

    consistent with the Grid Code. From there, policies and regulatory intervention will be established to prevent

    such incidents from occurring in the future.

    Rest assured that all involved agencies and entities are fast-tracking the investigation and tests to provide

    sustainable and reliable power for the Filipinos especially during the summer months and the upcoming

    elections.

    DTI inaugurates P35M pangasius processing plant in Bulacan

    The first pangasius-processing plant was inaugurated in simple rites in Sta. Maria, Bulacan as witnessed by

    Department of Trade and Industry (DTI) officials led by Pangasius National Industry Cluster Head Dorecita

    Delima, DTI-3 Regional Director Blesila Lantayona, DTI-Bulacan Provincial Director Rhine Aldana and other

    provincial directors of the region.

    The plant which costs P35M has a capacity of 80MT per month at 100% and will employ up to 70 people. It is

    mainly a filleting plant and will source its raw materials of fresh pangasius from a 5-hectare area in Bustos,

    Bulacan, a 4-ha. area in Calamba, Laguna, a 1-hectare area in Binan, Laguna and a 21-hectare area of

    commercial grow-out in Luisita, Tarlac in partnership with SIDC supply from grow-out farms.

    According to Delima, the plant took two years of project development with the assistance of DTI for Product

    Development, Market Development, Industry Development and Investment Promotion in partnership with the

    Department of Agriculture- Bureau of Fisheries and Aquatic Resources (DA-BFAR).

    DTI SSF project to increase Aklan abaca and pia product sales by 52.3%

    With the awarding of handlooms to a cooperative of weavers in Aklan through the Department of Trade and

    Industrys (DTI) shared service facilities (SSF) program, the province targets to increase its abaca and pia

    product sales by 52.3% this year from its P6.49M sales in 2012.

    DTI-Aklan Provincial Director Diosdado P. Cadena, Jr. said the SSF program is a public-private partnership

    initiative implemented through a private sector partner who can sustainably house machineries and equipment.

    Recently, the DTI had identified the Handicraft of Aklan Multi-Purpose Cooperative (HAMPCO), a cooperative

    based in Kalibo, Aklan, as cooperator or partner for this SSF project for weavers in the province.

    These SSFs are common service facilities for certain production processes. These facilities are intended to

    provide micro, small, and medium enterprises (MSMEs) access to equipment and technology for them to be

    competitive in the domestic and international markets.

    At present, the HAMPCO has a total membership of 385 with 141 workers, which is composed of 74 weavers, 26

    knotters, 21 warpers, 20 sewers, embroiderers, and painters. It was established on December 27, 1989.

    The main products of HAMPCO are abaca silk, abaca pia, abaca basket weave, pia cloth, abaca cloth, pia

    seda shawl, and pia seda barong. These products are sold locally in Boracay, Manila, Cebu, Pampanga, and

    Palawan, and exported in Japan, France and Italy.

    The HAMPCO is one of the major players in the Aklans indigenous fiber and crafts sector. The other players are

    La Herminia Pia Weaving Industry, Sutoniels Pia Cloth and Native Handicrafts, Heritage Arts and Crafts,

    Culdoras Pia Cloth and Dela Cruz House of Pia. This sector includes the processing of abaca, pia and raffia

    fibers into loom woven products like pia cloth, gifts and house ware items and other crafts.

    These loom woven pia and abaca products are the main goods showcased during DTI facilitated trade fairs like

    the Kalibo Ati-atihan Product Showcase, Aklan Products Expo in Iloilo, Aklan Pia and Fiber Festival, and

    international trade fairs like the National Trade Fair (NTF) and the Manila FAME or the Furnishings and Apparel

    Manufacturers' Exchange.

    As the SSF projects cooperator, the HAMPCO identified 50 recipients of handloom units. These looms will be

    housed in five loom weaving centers in the province located in three municipalities of Aklan.

    The distribution of project beneficiaries in these municipalities are as follows: Kalibo (5 beneficiaries in Barangay

    New Buswang; 8 in Barangay Old Buswang); Lezo (6 in Poblacion; and 11 in Barangay Ibao); and Makato (20 in

    Barangay Tina).

    Aside from these SSFs, the DTI has also extended to this sector services like productivity and technology

    upgrading, product development, promotion and marketing assistance, financing facilitation and organizational

    development.

    The indigenous fiber and crafts sector created 88 and 89 new jobs in 2011 and 2012, respectively. It has also

    generated a total of P3.34M worth of investments, up by 22% from its 2011 value.

    The PNP activated the National Elections Monitoring Action Center (NEMAC) Situation Monitoring Room on May

    8, 2013. Led by the PNP Chief PDG Alan LM Purisima, in partnership with Airfreight 2100 Inc., with its trade

    name Air21 through its Chairman of the Board Mr. Alberto D Lina, the NEMAC Situation Monitoring

    Room was activated to capitalize on the latest equipment available in safeguarding national security before,

    during, and after the conduct of National and Local Elections. Relative to the recently activated 24/7 Media

    Center Operations, the situation monitoring room ensures that every operation of the troops in the field and all

    election related incidents are monitored by the PNP National Headquarters. The Situation Monitoring Room is

    technically equipped with a Video Wall System that is geared to provide timeliness and efficiency in responding

    to the security needs of our people. As we mobilize our troops in th e field we are also strengthening our force

    here in the national headquarters to further assure that the situation of our personnel in the field is directly

    to his brother, Mr. Danilo De Leon at the Philippine Embassy in Brunei Darussalam.

    The late Mr. Dante De Leon was formerly employed by ISS Facility Services Sdn. Bhd., a company specializing

    in maid service, pest control, cleaning service, sanitation service and waste control. He passed away while on

    vacation leave in the Philippines.

    Ms. Marina Radovan, General Manager of ISS Facility Services Sdn. Bhd., came to the Philippine Embassy to

    personally hand-over the check to Mr. Danilo De Leon. She explained that it is the company policy to ensure that

    all its workers are covered by a comprehensive insurance policy.

    Ambassador Ochoa noted that ISS was one of the few companies in Brunei Darussalam to arrange for its

    Filipino workers to be covered by a comprehensive insurance package. I would like to commend ISS Fac ility

    Services Sdn. Bhd. for taking the extra step in ensuring that all their Filipino workers are covered by insurance

    even while on leave in the Philippines. The benefits released today will go a long way in helping the De Leon

    family cope with their tragic loss, added Ambassador Ochoa.

    Most foreign workers are covered by Bruneis so-called Workmens Compensation Act, which provides insurance

    coverage to expatriates while performing their duties in their work places. The law, unfortunately, does not cover

    them while they go on their annual leave in their countries of origin.

    DFA swears in First Honorary Consul for Palau

    09 May 2013 - Mr. Eric Ksau Whipps took his oath of office to become the first Philippine honorary consul in

    Koror with jurisdiction over the Republic of Palau. The Department of Foreign Affairs Office of Asian and Pacific

    Affairs (ASPAC) Executive Director Bernardita L. Catalla administered his oath.

    The oath-taking coincided with the start on May 06 of the overseas voting for Filipinos in Palau.

    Foreign Affairs Secretary Albert F. del Rosario appointed Mr. Whipps as Consul, ad honorem on March 18.

    Mr. Whipps comes from a prominent family engaged in both commerce and politics in Palau. With his

    appointment, relations between the Philippines and Palau are expected to be enhanced, and consular services

    and assistance to Filipinos, sustained.

    Mr. Whipps immediately went to work by releasing to Filipinos the passports his office received from the

    Philippine Consulate in Guam for mobile services undertaken in March 2013.

    The swearing in was witnessed by his Filipina wife, Ms. Joy Flores, his parents Merilyn Carole Whipps, Surangel

    Whipps Sr. and his brothers, Senators Surangel Whipps Jr. and Mason Ngirchechebangel Whipps.

    DENR begins groundwork for massive reforestation in CDO

    The Department of Environment and Natural Resources (DENR) is moving forward with the implementation of a

    new law seeking to reforest some 3,000 hectares throughout Cagayan de Oro City, in a bid to prevent a repeat

    of the devastation inflicted by typhoon Sendong in 2011.

    DENR Secretary Ramon J.P. Paje said a six-member validation team has been formed to identify the areas to becovered by the massive reforestation program in the Misamis Oriental capital, as mandated under Republic Act

    (RA) No. 10452.

    Paje said the validation team, composed of forestry and urban planning officers, is tasked to prioritize barangays

    surrounding the Cagayan de Oro River which, in 2011, failed to hold the huge amount of rainfall brought by

    tropical storm Sendong that eventually poured into low lying areas of the city and triggered deadly flashfloods.

    Sendong left more than 1,200 people dead and destroyed P1.3 billion in agriculture and properties in Cagayan

    de Oro and nearby Iligan City.

    Last month, President Benigno Aquino III signed RA 10452 that mandates the DENR to plant trees in 3,000

    hectares of public land in Cagayan de Oro to protect its people and its environment from floods and landslides.

    The reforestation program seeks to avoid a repeat of the disaster left by Sendong in Cagayan de Oro in

    December 2011. Another severe flooding hit the city in January 2009.

    Paje reiterated that the law complements the Aquino administrations forest policies the National Greening

    Program (NGP) and the total log ban aimed at fighting the adverse effects of climate change.

    The enactment of RA 10452 came at a most opportune time, just as the national government is making an

    unprecedented push to reforest the country through the NGP and the nationwide logging ban in natural and

    residual forests, Paje pointed out.

    NGP is the governments flagship reforestation program that seeks to plant some 1.5 billion trees covering about

    1.5 million hectares in six years ending in 2016.
