Call to Order Vice President Burgess called the Pierce County Fire Chiefs Association meeting to order at 9:05 a.m. at Gig Harbor Fire & Medic One located at 10222 Bujacich Rd NW. According to the Sign-In Sheet there were a total of 31 people representing 17 Districts/Departments/Agencies in attendance. 2. Flag Salute Chief Burgess led the flag salute and welcomed everyone to Gig Harbor. Going well, just graduated another 4 people from West Pierce Academy last night. 3. Approval of Minutes It was moved by Chief Paul Stueve and seconded by Chief Eric Watson to approve the April 4, 2019 meeting minutes as presented. MOTION CARRIED. 4. Treasurer’s Report – Denise Menge The Treasurer’s Report was presented, see attached copy on the back side of the agenda. Beginning Total account balance of $45,494.68 with a beginning balance for Chiefs of $17,032.06. Revenue totaling $0.43 in interest, expenses totaling $826.50 for an ending account balance for Chiefs of $16,205.56. EMS Beginning balance of $13,489.11 with revenues of $500.00, no expenses, account ending balance of $13,989.11 for EMS. Training account beginning balance of $15,376.15, revenues of $12,501.90 and expenses of $402.64 for and ending balance of $27,475.41 for Training. Total Account Ending Balance of $57,670.08. It was moved by Chief Backer and seconded by Chief Sharp to approve the Treasurer’s Report as presented. MOTION CARRIED. 5. Correspondence Nothing at this time. 6. Guest Speaker – DEM Director Jody Ferguson Vice President Burgess introduced DEM Director Ferguson. There is a tremendous amount of things that fall under DEM and pleased to have and welcome her back to Pierce County. Jody stated it is a pleasure to be back. April Ost who has worked for DEM for the last 30 years, retired yesterday. Jody presented a powerpoint presentation (copy attached). Gave her background journey of her DEM experience. Vision and Mission statements, org chart. Emergency Management – Ops and Preparedness, E911, UWASI 1, Fire Prevention. 3 times population and one third the staff at King County. EMS falls under Operations. County leadership right now very impressed with and are very service oriented. Creating partnerships, opportunity for innovation. Back in 1990 started working for County Executive’s Office, Joe Stortini and Doug Sutherland’s 2 terms. While working there, would help DEM

PIERCE COUNTY FIRE CHIEFS ASSOCIATION

General Meeting Minutes May 2, 2019

1. Call to Order Vice President Burgess called the Pierce County Fire Chiefs Association meeting to order at 9:05 a.m. at Gig Harbor Fire & Medic One located at 10222 Bujacich Rd NW. According to the Sign-In Sheet there were a total of 31 people representing 17 Districts/Departments/Agencies in attendance.

2. Flag Salute Chief Burgess led the flag salute and welcomed everyone to Gig Harbor. Going well, just graduated another 4 people from West Pierce Academy last night.

3. Approval of Minutes It was moved by Chief Paul Stueve and seconded by Chief Eric Watson to approve the April 4, 2019 meeting minutes as presented. MOTION CARRIED.

4. Treasurer’s Report – Denise Menge The Treasurer’s Report was presented, see attached copy on the back side of the agenda. Beginning Total account balance of $45,494.68 with a beginning balance for Chiefs of $17,032.06. Revenue totaling $0.43 in interest, expenses totaling $826.50 for an ending account balance for Chiefs of $16,205.56. EMS Beginning balance of $13,489.11 with revenues of $500.00, no expenses, account ending balance of $13,989.11 for EMS. Training account beginning balance of $15,376.15, revenues of $12,501.90 and expenses of $402.64 for and ending balance of $27,475.41 for Training. Total Account Ending Balance of $57,670.08. It was moved by Chief Backer and seconded by Chief Sharp to approve the Treasurer’s Report as presented. MOTION CARRIED.

5. Correspondence Nothing at this time.

6. Guest Speaker – DEM Director Jody Ferguson Vice President Burgess introduced DEM Director Ferguson. There is a tremendous amount of things that fall under DEM and pleased to have and welcome her back to Pierce County. Jody stated it is a pleasure to be back. April Ost who has worked for DEM for the last 30 years, retired yesterday. Jody presented a powerpoint presentation (copy attached). Gave her background journey of her DEM experience. Vision and Mission statements, org chart. Emergency Management – Ops and Preparedness, E911, UWASI 1, Fire Prevention. 3 times population and one third the staff at King County. EMS falls under Operations. County leadership right now very impressed with and are very service oriented. Creating partnerships, opportunity for innovation. Back in 1990 started working for County Executive’s Office, Joe Stortini and Doug Sutherland’s 2 terms. While working there, would help DEM

with media relations. In 2001 Steve Bailey hired her at DEM. In 2008 selected to go through a Master’s program for Homeland Security. Shortly after that selected for Deputy Director for PCDEM. In 2013 bid for Director position and did not get it. Went to Federal government and spent a year at FEMA headquarters. Challenge at the time was core capabilities with ratings that didn’t translate well what the grant money was being used for. USAR standards for validation. Opportunity as Deputy Director at King County. Able to turn the program around. Highlights of Divisions in DEM – Communications – 911 and Radio. Priorities are simple – embarking on new relationship with SS911. Radio communications wants to see one system, period. That is the mission. Reenergizing the metro steering committee, not DEM or any one agency shaping it, all of the users collaborating and working together. Properly support the IMT. Alert and warning capabilities – should not be an only DEM capability. Want the cities or SS911 to have the ability to send out messages as well. Interested in better response structure for emergencies. Get zones established in areas and then better support everyone. School safety program – critical to put network of support with our schools in place. Improved engagement with the EMS Office. Have gotten someone to help support Norma. Preparedness side – increase level of training and exercise. Need to be out serving all of you and law enforcement and other partners in the region. Going to reenergize the liaison program. No more contracts – more trouble than it’s worth and created obstacle and boundaries that didn’t need to be there. Regional service delivery, “we serve all.” Mass care – very complex and difficult, hoping to figure out a way to best care for our residents of Pierce County. Vulnerable populations are a priority. Continuity of Operations Plans (COOP) efforts, there to assist with and can provide support – EMAP standards. 1 comprehensive management plan instead of individual ones. We all have the same hazards for the most part. Thanked for the support and welcoming back. Repairing relationships and will continue to work on. Going to work tirelessly to keep earning your trust.

7. Unfinished Business Nothing at this time.

8. New Business A. CISM/Peer Support – A/C Adam Jackson A/C of Health and Safety at CPFR presented a powerpoint presentation (copy attached). Another way DEM can help support as well. Concept that is all draft and proposals at this time. Update to bring to your attention of what is being done. Background of CISM. Some negative experiences with CISM and team stopped around 2008/2009. First Responder Behavioral Health gains recognition and support. PTSD has grown a lot in recent years, compassion fatigue is another issue. Peer Support model has gained attention in the last few years. Seattle started their Peer Team in 1989. Been proven as an effective method. Experience has been very positive. CPFR Peer Team formed in 2017. Number of experiences of providing peer support county-wide and neighboring counties. There is a need for a county-wide resource. Current System overview. No coordination. This is really important. PC Peer Support Program Goals, Logistics, utilize same infrastructure for call out, etc. Cost. Complex topic and will have ongoing training. Next steps – continue program development. Meeting with Law Enforcement later this month and giving them the same presentation. Looking to go live with the program January 1, 2020. Questions? AFFILIATE AGENCY REPORTS

9. South Sound 911 – Andrew Neiditz Not present.

10. Department of Emergency Management – Jody Ferguson Spoke earlier.

11. Pierce County EMS – Norma Pancake VP Burgess stated Calvin Johnson was going to speak about having protocols changed to App from books. Norma reported Dispatch Health coming on with CPFR – not a pilot because cannot call it a pilot with the State. Going on under CARES program on June 1st. See attached handout for Agency Cost Calculations for Protocol “App”. EMS Committee is in support of this. Cost of the App is $4,500.00 per year. EMS Council does not have any sustained funding to pay for it. VP Burgess stated 1 of 2 actions – we can make a motion today to move forward or take time to think about and put on next month’s meeting agenda. Chief Backer moved to support the protocol app and cost methodology presented. Chief Medford seconded the motion. MOTION CARRIED.

12. Fire Marshal – Warner Webb Reported have 2 open positions for fire plans examiner positions. May 14th meeting PC Pre-Fire Plan meeting (see attached handout). Discussion followed.

13. State Chiefs – Keith Wright Not present. Conference coming up, hope to see there.

14. Puget Sound Clean Air Agency – Jessica Landkrohn Not present.

15. PC Fire Commissioners Association – Dan Rankin Commissioner Sutich reported at their last meeting voted for representation on the Board of Directors SS911 governance, Pat McElligott to represent PC Fire Commissioners.

16. Department of Natural Resources – Don Melton Not present.

17. Tacoma-Pierce County Chaplaincy – Ben Harrison Nothing to report.

18. Bates Technical College – Chief Pat Piper Reported survey out to find out what FD interest in for continuing ed, etc. Partnership with WSU to move forward with to offer a BA in Fire. Not sure what title will be yet. Meetings scheduled in the next 3 to 4 weeks.

NON SCHEDULED DIVISION REPORTS - Overview:

19. EMS – Russ McCallion

Reported GEMT program should start receiving retroactive checks from the State. HCA backpay for transports, have to pay money and then get money back. Patients that used to

be under managed care. Fine print – money does not come back to us from HCA, it goes to the Managed Care Plans (there are 5 of them) and then they send us the money. At last EMS Division meeting talked about program Dr. Waffle supporting with Law Enforcement on behavioral health issues. In process of rewriting PAM program. Clinically more sophisticated and complex. Improved program. Spinal motion restriction issues, preliminary talks with partners with ET3 program to take patients to clinics and doctor’s offices to help alleviate ED capacity issues. Potential for additional funding, shouldn’t necessarily be the driving factor. How EMS is viewed by rest of healthcare. How EMS is integrated and reimbursed in the future. Help drive change. Several Fire Districts working with NW Physician group to help redirect high utilizer patients, NPN purchased by large health organization and resold to another one. Program going away the end of this year. After this meeting Chiefs involved in the program going to meet to discuss and continue provide support for our communities, etc. Discussion followed.

20. A. Metro Training – Woody Juarez Not present. B. Training – TEW Training/Exercise – Tom Mason/Gary McVay Not present. C. Training – TEW Equipment – Steve Nixon Not present.

21.Fire and Life Safety – Eric Waters Warner Webb reported he and Eric attended a meeting yesterday regarding Coordinated Water Systems updated – table talks about min/max fire flows. Presented yesterday stab at changing that table to MBA (master builders) and water companies, understand methodology. MBA breakfast this morning for buildable lands and building season for one year out. Director for Planning Department went and will get that report and send out. This year looking at 2-5% up. New construction has typically been up 2%.

22. Logistics – Steve Richards Reported met last month for the first quarter. Information sharing amongst agencies. No action items right now. Any questions feel free to reach out and ask and will share.

23. Operations – Ed Goodlet Not present. AC Todd Meyer reported Tac Ops manual update simplifying mayday. Streamline framework.

24. Volunteer Services – Eric Skogen Not present.

COMMITTEE REPORTS - Overview:

25. UASI Committee – Todd Magliocca Reported 2019 grant cycle at pre award phase. Kyle Bustad did a good job for us at the last meeting. Ballistic vests and helmets are a huge need and unfunded. Raised from 50 to 100,000.00. NFPA 3000 compliance. Some funding used to is 80 hour SCT class – May

and June 2 - 20 hour refresher courses happen every other year. If interested, let know as there are a limited number of seats. Not doing so well are vulnerable populations. Jody commented sustainment money for set amount of funds to do work. Core group frustrated with dedicating funding but not a lot to show for effort except for outreach. Looking at doing what we’ve always done or investing funds on capabilities need? Need to show some tangible results and outcomes.

26. Emergency Management Committee – Eric Watson Reported Fire Resource plan group met a couple of weeks ago. Will send out updated plan today. Simplified the plan a little bit to what is actually being used. Overhead leadership of the plan had a lot of Chiefs leading the teams, swapped primary are more of BC’s and back- ups are Chief Officers. Thanks to Ken Sharp who is about to retire. Plan is now automated with SS911. Reminder to call early for assistance. Plan is a little shy on wildland overhead. EMAC situation, when go between States, reverse of State mob – go and bill after. Go for this period and calculate costs up front. Working with Dan Smith, Regional Coordinator on this. Pre-Season Fire Seminar coming up on 14th at DEM. Working in conjunction with Natalie at DEM and DNR as well. Todd Meyer – meeting emphasize getting BCs and Incident Commanders to the Pre Season meeting. Joint with Chiefs and DEM to combine meeting together.

32. Good of the Order Dustin Morrow, District 16. Thanked everyone that helped out on Monday. First exposure to how things go down in Pierce County. 3 acre fire that moved extremely fast. Impressed with initial mutual aid and strike team process. Russ McCallion congratulate Ryan – WA Fire Chiefs Section Lead. VP Burgess stated the next meeting is at Greenwater, currently do not have a speaker scheduled.
