Synopsis:

Narrative: On 4/21/17, at 2353hrs, I was on routine patrol in Pierce County, WA. I was driving a fully-markedPCSD patrol vehicle which is equipped with emergency red/blue, flashing, lights. The vehicle has a full lightbar on the roof along with alternating red/blue lights in both mirrors and the grill. The sides of the vehicle bear"Pierce County Sheriff" on both sides. I was wearing my department issued uniform which is equipped withPierce County Sheriff patches on either shoulder, a badge, and the word "Sheriff" in reflective lettering on theback.

I was northbound on 94th Ave E, near 122nd St E, when I noticed a southbound vehicle, bearing WALicense #AGE0578 traveling well over the posted 35mph speed limit and cutting in and out of other vehicles.I estimated the vehicle's speed to be between 55-60mph. The suspect vehicle cut from the far right lane intothe left lane in front of another vehicle. This caused the vehicle in the left lane to slam on his brakes to avoida collision. The suspect vehicle then entered the left turn lane and turned in front of me causing me to slamon my brakes. The vehicle then proceeded eastbound on 122nd St E at a high rate of speed. I activated myemergency lights and siren in an attempt to stop the vehicle. I activated my spot light and shined it into thecabin of the vehicle. I could see the driver, later identified as (A) look back at me.

continued eastbound on 122nd St E without stopping. then ran the stop sign at 122nd StE and 98th Ave E and proceeded southbound on 98th Ave E at speeds of around 50mph. reached128th St E, ran the stop sign, and proceeded westbound on 128th St E. continued westbound on 128thAve E, a 35mph zone, at speeds of 60mph. ran a solid red light at 128th St E and 94th Ave E andcontinued westbound at speeds ranging from 60-70mph. then got to 86th Ave E where he, again, ran asolid red light and continued westbound. then approached Woodland Ave E and went through theintersection on a green light at speeds of 50mph. When hit the upward grade of 128th St E, pastWoodland Ave E, his speed was so high that the rear bumper of the vehicle scraped the pavement and Icould see sparks on the roadway. continued down 128th St E towards Canyon Rd E. Up to this point,there were no other vehicles on the roadway. ran a solid red light at 128th St E and Canyon Rd E at

Synopsis:

Narrative: On 04-21-17, at 2353 hours, I responded to the area of 128th St E and 98th AV E to assist DeputyPressel, K #465. Deputy Pressel was in pursuit of the listed 1993 Honda Civic WA/AGE0378 westbound on128th ST E from 98th AV E. The Honda occupied by the driver (A) and passengers (V)

and (V) was speeding and driving reckless before Deputy Pressel evenactivated his emergency lighting and siren. Deputy Pressel believed that the driver might be under theinfluence. The pursuit continued westbound on 128th St E going through stop signs and red lights at speedup to 70mph in the posted 35mph zone. I continued to follow the pursuit until I was able to catch up atGolden Given Rd E and 128th St E. I was forth in line at this time so I began to parallel the pursuit in anattempt to get stop stick out in front. While I was attempting that the Honda stopped in a parking lot located

at 121th St S and Yakima Av S where fled on foot but was captured after a short foot chase; seeDeputy Pressel's report for more details on the speeds and direction of the pursuit.

I contacted in the back of Deputy Pressel's patrol car. told me that he wasread and understood his rights. He told me that he had smoked a bowl of marijuana about one hour ago.

had an odor of marijuana coming from him, eyes were watery and bloodshot, and hewas slow to respond to questions. He told me that he was running because he was scared and did not havea driver's license. His speech was slow and thick. I asked him about the car and he told me that it belongedto a friend of his cousin's and he let drive it. The Honda was previously attempted to be reportedstolen on 4-18-17 reference CAD 1710802271 from the Lakewood Regal Cinemas. The owner at that timedid not have enough paperwork to show that he had purchased it less than two weeks ago and the reportwas not taken. I inspected the vehicle and the ignition column was destroyed with the ignition assemblysitting beside the passenger seat and the vehicle was started with a screwdriver that was sitting in the seat.My belief is that the Honda was stolen but could not be proven at this time. I contacted againand asked if he would be willing to perform the voluntary field sobriety tests. He refused. With my trainingand experience I believed that he was under the influence. I told him that he was also under arrest fordriving under the influence. I switched handcuffs that were double locked and checked for proper fit. Iplaced him in the back of my patrol car for transport to Allenmore Hospital for a blood draw.

Blood Draw:

I read adult and juvenile Miranda from my prepared card and he told me that heunderstood and waived his rights. I read him the voluntary blood draw form and he told me that heunderstood and agreed to the voluntary blood draw. He signed the voluntary blood draw form. LabTechnician William Davis was able to draw both vials of blood from right arm into the grey topvials that I provided. The vials had the white anti-coagulant inside and had not expired. William used aniodine prep and I witnessed the entire blood draw. I labeled the vials with the case information and Williamlabeled them with his information. I sealed the vials with evidence tape and sent them to the WashingtonState toxicology laboratory for processing.

I transported to Remann Hall where he was booked on the listed charges. I completedthe attached DUI cost recovery form.
