Recycling Information

The board discussed potential dates for approving the bids for purchasing a new skid-loader and producing the 2010 Recycling Guide. The board decided they will review and award the bid for purchasing a new skid loader and producing the 2010 Recycling Guide Board at the March 10, 2010 SWMB meeting.

Meeting Date for RFP Bids for New Skid-loader, and Printing of 2010 Recycling Guide

The board reviewed and discussed the 2010 Pepin County & Pierce County Clean Sweep Cooperative Agreement. The agreement affords Pepin County residents the opportunity to participate in Pierce County’s 2010 Clean Sweep events. Pierce County will record and document the number of Pepin County residents and farmers using Pierce County Clean Sweep events. Pierce County will bill Pepin County for Pepin County residents and farmers using the Clean Sweep events; the cost for which will be based on the average per pound cost times the average number of pounds per user for the Agricultural Chemical and/or Household Hazardous Waste cost portions of the events. Motion was made by Ben Plunkett to accept the agreement with Pepin County, seconded by Jim Camery. Motion carried.

The board reviewed the User Fee Waiver Request. A motion was made by Don Johnson to approve the User Fee Waiver Request, no second--motion died. The board requested more information on the process for how the user fee is reinstated when a principle structure is moved or constructed back on the property. Motion was made by L. Ronald Bartels to table the issue until the next SWMB meeting, seconded by Jerry Kosin. Motion carried.

The department has two user fee waiver requests to review, and is planning to do on-site visits/inspections of the properties this spring after the snow melts. The Board deferred the user fee waiver requests to the next SWMB meeting.

Skid-Loader Bid Quotes

The department received two bids for purchasing a used recycling collection truck. The bid submitted by Tom’s Truck Sales has to be rejected because it was non-conforming for being submitted late. The department received one other bid from River States Truck and Trailer. On Tuesday, March 9, 2010, two department staff members and a representative from River States Truck and Trailer traveled to Davenport, Iowa to inspect/test drive the used truck. They discovered/reported numerous problems with the truck that would not meet the minimum requirements listed in the Invitation to Bid Specifications. The truck did not have an adjustable compartment divider--it had only one compartment. The truck did not have fully properly functioning hydraulics; the right side cart lifter was not properly functioning. The truck did not satisfy the Wisconsin Department of Transportation requirements and pass said department’s inspection. The tires on the truck need replacing. The truck’s front and rear main engine seals, transmission, and radiator were leaking. The fuel tank was so rusty that you could have put your finger through it if you pushed hard enough. The steering was mentioned as feeling noticeably loose during the road test. Based on the reported results of the inspection by both the department staff members and the representative from River States, the staff recommends the Board reject the bid of $23,500.00, submitted by River States Truck and Trailer, because the bid they submitted was not responsible, and failed to meet the minimum requirements listed in the Invitation to Bid Specifications. The representative from River States has also requested to rescind the bid they submitted, as the bid they submitted did not meet the minimum requirements listed in the Invitation to Bid Specifications. Motion made by Jerry Kosin to reject the bid of $23,500.00, submitted by River States Truck and Trailer, because the bid they submitted was not responsible, and failed to meet the minimum requirements listed in the Invitation to Bid Specifications, seconded by L. Ronald Bartels. Motion carried.

The most notable session Steve attended was a workshop on affecting legislation that had Senators Mark Miller and Luther Olsen on a panel fielding questions and providing answers. MINUTES Page 2 May 12, 2010 Over the course of the last nine years, the recycling industry and the Pierce County Recycling Center has undergone many changes. The industry nationwide is moving strongly in the direction of single-steam recycling at the curbside, and advancing automation within the processing centers. Pierce County has moved from source--separated to two-stream material processing operation and increased automation, as well as increasing the number of roll-off containers that are dispersed throughout the county. The recycling center has replaced many of their old shed recycling collection sites with roll-off containers. These changes have reduced the need for the van truck to be out doing pick ups on an every day basis. On average, the requirement for a Class “B” Commercial Driver License (CDL) driver is currently two days per week. The operational need to have four (4) Driver/Laborers on staff has diminished, while the operational need for laborers has increased, and will continue to increase. Motion made by Jerry Kosin to approve eliminating one of the Solid Waste Department’s Driver/Laborer positions, and replace/refill the position with a 3rd Laborer position, and to forward the request to the Pierce County Finance and Personnel Committee for approval. Seconded by Paul Barkla, motion carried.

Steve reviewed the 2010 Solid Waste, Recycling, and Clean Sweep Budgets and Revenues with the Board. All of the budgets and revenues are in order.

Review 2010 Budgets & Revenues

On March 22, 2010, and May 5, 2010, the Solid Waste Administrator visited the Janette L. Sweasy property to verify the types and uses of the buildings on parcel #014-01030-0200, and to determine whether or not solid waste was actively being generated on the parcel. The site visits verified the out-buildings are a machine shed, grainery, and barn. The machine shed and grainery are being used for storage, and lower part of the barn is being used to house her horses. Janette Sweasy does not actively generate solid waste on the parcel. Photos were taken of the machine shed, grainery, and barn on the parcel. The site visits also verified that Janette Sweasy’s house is on the adjoining parcel. The Pierce County Treasurer confirmed that Janette Sweasy is being accessed a $25.00 user fee on both parcels. The staff recommends the Solid Waste Management Board move that the criteria under Resolution has been satisfied by Janette Sweasy, and therefore approve the Pierce County Treasury excluding and removing the solid waste user fee, in the amount of $25.00, for property owned by Janette Sweasy, Computer #: 014-01030-0200, Alt Parcel #: 47014224171231U188A; Parcel Address: N1027 530th Street, Bay City WI 54723. The staff based the recommendation on, despite the parcel’s identical classifications, one parcel is being used for residential purposes, and the other for storage purposes. Parcel number 014-01030-0200 is used for storage, and is an extension of her residence, and is not actively generating solid waste. Motion made by L. Ronald Bartels to approve excluding and removing the solid waste user fee imposed for property owned by Janette L. Sweasy, Computer #: 014-01030-0200, Alt Parcel #: 47014224171231U188A; Parcel Address: N1027 530th Street, Bay City WI 54723. Seconded by Don Johnson, motion carried.

On March 22 and March 31, 2010, the Solid Waste Administrator visited the Dorothy Roed property to verify the types and uses of the buildings on parcel number 012-01029-0400, and to determine whether or not solid waste was actively being generated on the parcel. The site visits verified the out-buildings as a pole shed and the smaller buildings resembled chicken coups. The pole shed and smaller buildings are being used for storage, and one pet horse was pastured outside the pole shed. Dorothy Roed does not actively generate solid waste on the parcel. Photos were taken of the pole shed and smaller out buildings. The site visits also verified that Dorothy Roed’s house is on the adjoining parcel. The Pierce County Treasurer confirmed that Dorothy Roed is being accessed a $25.00 user fee on both parcels. The staff recommends the Solid Waste Management Board move that the criteria under Resolution has been satisfied by Dorothy Roed, and therefore approve the Pierce County Treasury excluding and removing the solid waste and recycling user fee, in the amount of $25.00, for

The Administrator and the Pierce County University Extension’s Agriculture Agent and Horticulture Educator met with a representative from Genesis Poly Recycling (GPR). GPR is a Mankato, MN, based company that accepts and processes clean agricultural and horticultural-type plastics. The GPR representative toured the Material Recovery Facility (MRF)/Recycling Center. The MRF currently does not have any indoor or outdoor storage space that could be used to store the plastics. The GPR representative was unsure if the MRF’s current baler infeed conveyor was wide enough to catch and carry the larger sheets of agricultural plastic film up to the baler. The GPR representative stated that it’s very important that farmers keep their Ag plastic film as clean as possible. The side and top portions are the easiest to keep clean for recycling, but the bottom portion is too dirty and contaminated to recycle. The department plans to continue to explore the feasibility of recycling Ag plastic film.

Plastic Recycling

The Administrator provided a tour of the MRF to a representative from Strategic Materials. Strategic Materials is planning to build a processing facility in Minneapolis, MN sometime in 2011 that is capable of sorting and processing 3-color mixed glass. The department has been searching for a closer location to ship the MRF’s 3-color mix glass. The glass is currently being shipped to Adams County, in Friendship, WI. Steve also participated in a 4-person glass discussion workgroup that’s responsible for researching alternative end uses for 3-color mixed glass. Their next glass workgroup discussion is on May 13, 2010 at 1:00-2:30 p.m.

The Administrator is working with the Pierce County Sheriff on developing a permanent collection site for medications at the Sheriff’s Department. The permanent medication collection site would mirror the Dunn County Sheriff’s Department permanent medication collection site. The Pierce County Highway Department can build the lockable collection containers needed to store the medications at a cost of $150.00 each. The Administrator has also had discussions with the City of Prescott and Village of Ellsworth Police Department, who have also expressed an interest in developing a permanent medication collection site and/or hosting one-day medication collection events.

The Administrator submitted a request to the Pierce County Finance Director and Interim Administrative Coordinator for an exception to the purchasing policy to purchase a used recycling truck. The Pierce County Finance Director will grant the department’s request for an exception to the purchasing policy with the stipulation that the Interim Administrative Coordinator and/or Finance Director be consulted before the final purchase of a used recycling truck is made. MINUTES Page 4 May 12, 2010 The department had 398 vehicles attend their 2010 Spring Clean Sweep Event. The 398 vehicles represented 479 participants (394 households, 63 farms [51 active and 12 abandoned], and 22 VSQG’s/Businesses), however, only 3 of the 22 businesses delivered hazardous waste. The other 19 businesses delivered other waste-type items. Seventy (70) vehicles were reported delivering waste from multiple origins, and nine (9) vehicles made returned trips to the event, but were surveyed only once. Veolia Environmental Services collected and safely disposed of 20,112 pounds of hazardous waste at the department’s 2010 Spring Clean Sweep event. The 20,112 pounds of hazardous waste pounds collected included a record high 12,991 pounds of household hazardous waste, 3,587 pounds of agricultural hazardous waste, and 3,534 pounds of businesses hazardous waste. The department also collected 14,614 pounds of non-hazardous latex paint at the spring event. All together, 34,726 pounds of hazardous waste and latex paint were collected, which is the second highest ever for total waste pounds collected at a Pierce County Clean Sweep event. The Pierce County Board Chair, Pierce County Sheriff, and staff members from the Pierce County Sheriff’s and Public Health departments collected 155 pounds of medications, including a record high 25 pounds of controlled and 130 pounds of non-controlled substances from a record high seventy-five (75) participants (72 residents and 3 businesses). The sheriff’s department took custody of the controlled substances, and the 130 pounds of non-controlled substances were disposed of through Veolia Environmental Services. Survey results revealed that the 2010 Recycling Guide, newspaper ads, and roadside and collection site metal signs were the most effective advertising methods used by the department to promote the event. The majority of participants traveled between 1 to 15 miles to attend the event. The majority of participants preferred the county continuing to hold two annual collection events, and concerns for the environment and family safety were the most influential reasons for participants attending the event. After discussing the 2010 Spring Clean Sweep and Pharmaceutical Event, Paul Barkla announced that he was resigning from the SWMB, effective immediately.

The department is still waiting for an estimated 2011 postage cost for mailing the Recycling Guides from the Ellsworth Post Office. The department may need to increase the cost of advertising if the cost for publishing ads is expected to increase and the department helps the Sheriff’s Department promote their Permanent Medication Collection Program. Clean Sweep Budget: The current proposed 2011 Clean Sweep Budget is $4,500.00 lower than the 2010 Clean Sweep budget. The current proposed budget is based on the expenditures to date, and the department may make adjustments to the budget as we get further into the year. Recycling Budget: The current proposed 2011 personnel costs are the same as 2010. The current proposed budget does include the budget cost ($15,000.00) for adding three (3) temporary employees, and their benefits (Social Security and Medicare), and increases for overtime by $3,000.00. Other increases: Transportation - $2,000.00 – Cost increases for Fuel and Transporting Glass Contracted Labor - $3,000.00 sharing the cost of a recycling educational assistant with five (5) other counties (the $10,000.00 cost is approximately 12% of the total cost--includes salary, all fringe benefits, office equipment, mileage, meals, lodging, etc.). Steve provided a list of potential 2011 Capital Equipment and Capital Improvements for the Board to consider. Steve reviewed the preliminary proposed 2011 Budget Revenues with the Board.

Steve reviewed the 2010 Spring Clean Sweep Report with the Board. Three hundred ninety-eight (398) vehicles attended the event--an increase of 79 vehicles from the previous year’s record (319 vehicles) spring event. The 398 vehicles delivered waste from a total of 479 sources (394 households, 63 farms [51 active farms and 12 abandoned farms], and 22 businesses); however, only three (3) of the twenty-two (22) businesses delivered hazardous waste. The 20,112 pounds of hazardous waste collected was the second highest for total hazardous waste (pounds) collected at an event. The 12,991 pounds of household hazardous waste collected was a record high for an event. The 3,587 pounds of agricultural hazardous waste collected was an increase of 1,489 from the previous year’s event. The 3,534 pounds of hazardous waste collected from three (3) VSQG’s/Businesses was an increase of 1,489 pounds from the previous year’s event. The 14,614 pounds of non-hazardous latex paint collected was an increase of 3,236 pounds from the previous year’s event. The Pierce County Board Chair, Pierce County Sheriff, and staff members from the Pierce County Sheriff’s and Public Health Department collected 155 pounds of medications/pharmaceutical waste (130 pounds of non-controlled substances and a record high 25 pounds of controlled substances). According to the 2010 Spring Clean Sweep Survey, local newspaper ads, 2010 Recycling Guides, and metal roadside and recycling collection site signs were the most effective advertising methods the department used to promote their spring event.

The staff consulted with Pierce County Finance Director, and was informed that the purchase of a replacement van body would be considered a capital expense, and the department would be required to obtain competitive bid quotes. Motion made by L. Ronald Bartels to approve the department leasing a van truck to cover the interim period, and to approve subject to approval from the Pierce County Finance Director and/or Pierce County Finance and Personnel Committee, the purchase of a used van body for the MRF’s van truck, not to exceed $4,999.00; seconded by Don Johnson. Steve informed the Board that the Pierce County Board adopted the Pierce County Finance and Personnel Committee’s 2011 Budget Guidelines at their June 22, 2010 meeting. Departments are directed to reduce their 2011 proposed budgets by 3.4%. The SWMB directed Steve to find out if the department is required to cut 3.4% if the department remains off the tax levy.

The current proposed 2011 Solid Waste budget continues budgeting funds for the department’s Pharmaceutical/Medication Collection Program (department’s two annual collection events and disposing of the medications collected at the three (3) permanent medication collection sites). The budget also provides funds for purchasing sharp bins for the public health department’s Sharp Bin Program. The Ellsworth Post Office provided a 2011 postage cost estimate of $2,995.54 for mailing the Recycling Guides. The department will need to increase the cost of advertising if the Board wants the department to help promote the three (3) permanent medication collection sites. The Board reviewed the costs budgeted for continuing the department’s fair booth as a potential cut. Clean Sweep Budget: The current proposed 2011 Clean Sweep Budget continues budgeting funds for holding two annual hazardous waste collection events. The current proposed 2011 expenditures for recycling special waste items, i.e., appliances, electronics, fluorescent lamps, and tires, are based on the amounts of special waste items recycled, to date. Recycling Budget: The current proposed 2011 full time personnel costs are the same as 2010. There have been no changes made to the proposed 2011 Recycling Budget that was reviewed by the Board at the June 16, 2010, SWMB meeting. Steve and Dave met with representatives from a recycling equipment company to determine if there was automated equipment that could be installed on the container processing line that would eliminate the current process of rerunning the flattened aluminum cans, steel can lids, and miscellaneous debris that discharges off the MRF’s trommel screen. The representatives were confident that an air conveyor could be installed at the discharge point to eliminate the process of having to rerun those materials. Steve and Dave will have a 2011 budget cost estimate for installing the air conveyor for the Board to review at the August 18, 2010, SWMB meeting. Steve reviewed the preliminary proposed 2011 Budget Revenues with the Board. The projected revenues from the sales of recyclable materials are based on the current trend for material market prices and volumes of incoming recyclable materials. Steve reminded the Board that the City of River Falls and Prescott Curbside Recycling contracts expire at the end of 2010. Both of those communities have indicated that they plan to allow the private haulers to bid the cost of collecting their curbside recyclable materials single-stream.

As the economic forecasts and predictions become more clearly defined, there will a greater opportunity to make adjustments to the department’s proposed 2011 budget expenditures and revenues for future approval. The current proposed 2011 budget enables the department to continue holding two annual Clean Sweep Hazardous Waste and Pharmaceutical collection events. The proposed budget also enables the department to continue the department’s School and Special Event Recycling Programs and the Bulky Waste Item Collection Program. The Board reviewed the department’s proposed 2011 Capital Equipment and Improvement plan. The Board decided against budgeting funds in 2011 for refurbishing the body on the department’s office pick-up, due to the age and estimated resale value of the truck.

MINUTES Page 2 November 17, 2010 Steve reviewed the department’s 2010 Budgets with the Board. In 2010, the department budgeted $25,000.00 in Capital Equipment to purchase a used recycling collection truck. The department sent out request for bids to purchase a used recycling collection truck, but was unsuccessful in receiving any bids that met the minimum used truck specifications. The Board directed Steve to do some research on whether or not the unspent 2010 Capital Equipment funds for the used recycling truck could be carried over into 2011.

Budgets

2010 Fall Clean Sweep Report: Participation was down by 140 vehicles from the previous year’s fall event. The department collected 10,467 less lbs of waste from the previous year’s fall event. The average pounds of waste collected per vehicle 87 pounds. The department had a record high amount of participants attend their 2010 spring event, and that may have attributed to the decreases in participants and waste pounds collected at the 2010 fall event. The department collected 40 less pounds of pharmaceutical waste from 35 participants at the 2010 fall event. The department collected a record high 155 pounds of pharmaceuticals from 75 participants at their spring event, and that may have also attributed to the decreases in participants and pharmaceutical pounds collected at the 2010 fall event. Overall, the department’s Clean Sweep Program was successful in collecting and properly disposing of 57,821 pounds of waste (32,809 pounds of hazardous waste and 25,012 pounds of latex paint). It ranked as the third highest for total waste pounds collected in a year.

David Murphy informed the Board that the department is currently experimenting with accepting non-hazardous latex paint at $1.00 per container, and used unwanted clothing and footwear at no charge.

The Solid Waste Management Board approved budgeting funds in 2011 for both the Solid Waste Administrator and MRF Supervisor to attend the annual 2011 Solid Waste and Recycling Winter Conference. The 2011 Wisconsin Integrated Resource Management Conference (WIRMC) will be held in Green Bay, WI, on February 23-25. The 2011 WIRMC is expected to bring together over 300 attendees from the solid waste, recycling, and sustainability fields. Motion made by Jerry Kosin to approve the Solid Waste Administrator and MRF Supervisor attending the 2011 Wisconsin Integrated Resource Management Conference that will be held in Green Bay WI, on February 23 – 25, 2011, seconded by Don Johnson. Motion carried.

Motion made by Sandra Weix to approve the staff’s recommended 2011 Spring and Fall Clean Sweep Hazardous Waste Collection event dates, seconded by LeRoy Peterson. Motion carried.

Clean Sweep Hazardous Waste Collection Event

Dates

Pepin County will not be holding any Clean Sweep events in 2011. The purpose of the 2011 Pepin County and Pierce County cooperative agreement contract is to permit Pepin County residents to attend Pierce County’s 2011 clean-sweep events, and Pepin County will reimburse Pierce County for the services provided to their residents. The 2011 Pepin County and Pierce County cooperative agreement was reviewed and prepared by Pierce County Corporation Counsel. Motion made by Don Johnson to approve the 2011 Pepin County and Pierce County cooperative agreement, seconded by Ben Plunkett. Motion carried.
