Courts
$1,676,685 Office of Information Systems
Office of Courts Administration
of Puerto Rico677 Cesar Gonzales StreetP.O. Box 190917
San Juan, PR 00919
The requested funding would be used to develo
and implement an integrated and uniform cas
management system at the Office of CouAdministration of Puerto Rico in order to allowfor more effective management of court docket
increased accountability and transparency, an
improved public safety. The system woul
integrate case information from all 13 of Puert
Ricos judicial regions. The Office o
Information Systems will match the fundin
requested on a dollar for dollar basis (that is, pa
50% of the total project cost of $3,353,370).
The benefits of implementing a uniform cas
management system in Puerto Ricos cou
system are many. They include the ability t
share case information in real time and in manner consistent with the Global Justice XM
Data Model (GJXDM); to standardize dat
gathering across Puerto Ricos various courts an
judicial regions; and to increase accountability o
judges and other court officers through improve
statistical information. With the new systemcases will be resolved (and, just as importantly
perceived by the people of Puerto Rico to hav
been resolved) in a more efficient, reliable an
transparent manner. A defendants records fromcourt proceedings in Mayaguez or Fajardo, fo
instance, will be instantaneously available to
court in San Juan or Ponce.
The first phase of this project, which consisted o

Ft. Buchanan, PR 00934
The Puerto Rico Army National Guar
(PRARNG) is authorized to have 39 Fifth WheeTowing Devices (FWTDs), which is a safe an
highly versatile military vehicle. Currently
however, the PRARNG only has 27 FWTD
meaning it is short 12 FWTDs. The requeste
funding would be used to purchase fou
additional FWTDs for the PRARNG, at a un
cost of $166,223.
Additional FWTDs are essential to enable th
PRARNG to respond to hurricane and othe
weather emergencies in Puerto Rico and arnecessary to enable the PRARNG to fulfill th
essential 10 requirements that the Nationa
Guard Bureau has stated all governors need t
successfully execute domestic and foreig
missions. Hurricanes and other dangerou
weather systems are common in Puerto Rico
The PRARNG plays a vital emergency respons
role on the Island but its efforts have beehamstrung due to the shortage of domesti
response equipment, including FWTDs.

Program for At-Risk Youth

Puerto Rico National Guard218 Brooke Street
Ft. Buchanan, PR 00934
The goal of the STARBASE program is tincrease the interest of at-risk youth in science
math, technology, goal setting, and positive lifchoices through hands-on educational program
exposure to technological environments, an
guidance by positive role models. ThSTARBASE program serves a specific nationa
defense objective: ensuring an adequate suppl
of scientists and engineers within the nationa
labor pool to meet defense needs.
In Puerto Rico, STARBASE is part of the yout
program run by the Puerto Rico National Guard
and it serves close to 1,500 public schoostudents on the Island each year. Th
STARBASE program offers a lifeline to many o
these students, exposing them to advancetechnology, increasing their interest in science
math and aviation, and improving their jo
prospects.
These funds would be used to remodel th

Resistance-Proof Anti-ViralTreatment-Focus Dengue
$2,000,000 NanoViricides, Inc.135 Wood Street, Suite 205,
West Haven, CT 06516.
Dengue Fever is a disease transmitted to humanby the aedes aegypti mosquito, manifesting itse
in severe muscle and joint pains, hemorrhaging
headaches, fever and rash. Puerto Ric
experienced a Dengue epidemic in 2007 that pu
members of the Puerto Rico National Guard an
other military personnel stationed in Puerto Ric
at risk, sickened over 11,000 people on th
Island, and killed more than 20. The epidemi
was Puerto Ricos third in 14 years Nanoviricides, Inc. is a nano-biopharmaceutic
company in West Haven, CT whose businesgoals are to discover, develop and commercializtherapeutics to advance the care of patient
suffering from life-threatening viral infection
The companys approach to Dengue Fever seek
to reduce the number of virus particles in
patients bloodstream. This reduces the spread o
Dengue and limits potential for future epidemic
It may be used to prevent uniformed personne
from developing the disease for weeks or montheven after exposure. Where symptoms hav
developed, it may also prevent individual case
from progressing to the deadlier forms of th
disease, Dengue Hemorrhagic Fever (DHF) anDengue Shock Syndrome (DSS). Since the fir
fatal case of DHF in Cuba in 1981, DHS an
DSS have taken thousands of lives in th
Caribbean, Central America and South America
There is currently no vaccine or treatment fo
Dengue Fever, DHF or DSS.
With this funding, the Walter Reed Arm
Institute of Research (WRAIR) would challeng
specially bred mice with all four serotypes of th
dengue fever pathogen, apply an anti-viratreatment prepared by NanoViricides, Inc., an
measure the results. Assuming favorable resulin these trials, WRAIR would challenge non
human primates with varying amounts an
serotypes of Dengue pathogen and then treat wit
varying dose levels of anti-viral treatmen
WRAIR would also arrange and implemen
toxicity experiments on the NanoViricides, Incdrug candidates. WRAIR would analyze th
results so as to determine the value of filing a
Investigational New Drug (IND) application an

readying drug candidates for human trials.
NanoViricides, Inc. would be the ngovernment recipient of this funding. Th
company would receive these funds through
contract with WRAIR, which would manage thDepartment of Defense dollars. The dollar
would be spent partly by WRAIR to cove
overhead, lab tech and specialist time
NanoViricides, Inc. would be compensated for it
expertise, a certain amount of overhead, benc
time preparing the drugs and the actua
NanoViricides, Inc. drug materials.
This research, if successful, would provide direct benefit to active-duty, reserve and nationa
guard troops stationed in Puerto Rico and t
troops deployed to the various regions of thworld where Dengue is endemic. An effectiv
drug would obviously also have major benefit
for the civilian population in Puerto Rico.
