James R. “Sono” Savoiehas served as Sheriff ofCameron Parish for 24 years,since 1980. On July 1 he willretire.

It’s something he neverplanned to do. He says hewanted to retire when he wasyoung, and worked overseasto be able to do it. Then helooked around at retirees and“it didn’t look so good,” so hedecided to “keep working ‘til Idie.”

Now he’ll work his cattleand take care of the houseand ranch. Even at 80 yearsof age, slowing down doesn’tcome easy.

Savoie received the Legacyof Achievement Award fromthe Council on Aging in 2003.The nomination letter for theaward notes that he firstwent to work at the age offour, bringing coffee and foodto his dad and grandfather inthe fields.

“I walked about a quarterof a mile by myself. I did itevery day - it was my job!” hesaid.

The next year he graduat-ed to “busting middles,”breaking down the middleplowing ridge, then hoeingand picking cotton.

His first parish job wasrunning a tractor, for $2.50 aweek. When the State camein to build a road he was pro-moted to dozer operator at thehuge salary of 50 cents a day.

It was attending weldingschool, a new idea in thosedays, that allowed Savoie tobegin a career that wouldtake him all over the world.He credits lessons he learnedworking in South Americaand the Middle East with giv-ing him the skills he neededto be Sheriff.

He says his “life experi-ences - working side by sidewith people - are the onlyexperience that prepares youfor the job.”

He also feels that God gavehim the gift of being able tounderstand people. Faith hasalways been a part of his life.He says that many timeswhen he didn’t know how tohandle a situation, theanswer would be revealed tohim, sometimes in church,when he quit trying and “putit in God’s hands.”

Savoie is proud of every-thing his department hasaccomplished in 24 years. Hesays people appreciate strictand fair law enforcement.He’s also proud of how theyoung people have adjusted tosafer speed limit enforce-ment, noting there have beenfewer wrecks and fatalities.

Under his administration,Cameron deputies took overtraffic enforcement from theState Police, who could onlyput one officer in the parishat a time.

Now there are seven oreight radars on the road at atime and Cameron Deputieswork accident reconstruc-tions.

Cameron Parish Deputiesare sent to many schools,including forensics, defensivetactics, firearms training,intoxilizer and radar certifi-cations, interview techniques,drug enforcement, etc. Savoiesays the world is changingfast, and the department hastried to keep up.

Savoie points to a record ofleaving only one murderunsolved, and approximately80% of all crime solved. Hesays this has only been possi-

Three Cameron Parishpublic officials--two of themnew--will be sworn in to officeat 10 a.m., Thursday, July 1at the Cameron courthouse.

Taking their oaths of officewill be:

*Theos Duhon, who willbecome the parish’s newSheriff succeeding SonoSavoie who is retiring.

*Suzanne Sturlese, whowill be the new Registrar ofVoters, succeeding RubyKelley, who is retiring.

*Carl Broussard, who will

begin his third term as Clerkof Court. Broussard was re-elected without opposition.

Although police jurors andother parish officials tookoffice Jan. 1, these three offi-cials take office on July 1 tocoincide with the beginning ofthe new fiscal year.

Sheriff deputies andemployees of the Clerks officewill also be sworn in,although some may take theiroaths a day or two early.

A fourth parish official,Assessor Bobby Conner, whowas re-elected to a sixth termlast fall, will not start his newterm until Jan. 1, 2005.

Commissioner ofInsurance J. Robert Wooleysays Cameron Parish home-owners in Fire District 7(Creole area) can expect a 40.4to 50.4 percent rate reductionin their fire insurance premi-ums, effective July 12.

Wooley commended thecommunity and local officialsin Fire District 7 for theimprovement of their protec-tion rating from level 10 tolevel 5. This improvement willbring about insurance ratereductions for many policy-holders.

For example, fire insur-ance for a home valued at$80,000 has been costing resi-dents in Fire District 7 about$1,268 a year. That cost islikely to drop to about $692 ayear for fire insurance underthe new rating, which willsave homeowners about $576in premiums.

Fire insurance premiumrates for fire protection dis-tricts are promulgated by theProperty InsuranceAssociation of Louisiana andapproved by the LouisianaRating Commission of theDepartment of Insurance.Fire districts are rated on ascale of 1 to 10 by PIAL, with1 being the best.

PIAL conducts surveys offire district’s fire protectionservices before issuing a rat-ing. Factors that affect an

area’s rating include the num-ber and type of training offirefighters, the number offire stations and fire trucks,and the availability of water.

Policyholders in the affect-ed area should contact theirinsurance agent if the expect-ed reduction in fire insurancepremiums is not reflected intheir next renewal notice.

Creole area to getbig insurance break

Specific details of the plancannot be released due to itssecurity-sensitive nature, butboth passengers and vehiclesare subject to random search-es at the following ferry cross-ings: Plaquemine/Sunshine,White Castle/Carville, St.Francisville/New Roads,Edgard/Reserve, Cameron/Holly Beach, and all of theferries in New Orleans oper-ated by DOTD’s Crescent CityConnection Division.

The type of search and thefrequency of the searches willbe determined by theMaritime Security Level. “Wedo not,” Bradberry added,“expect the public to be undu-ly inconvenienced by thesesearches, and anticipate thatpassengers will fully cooper-ate in this important nationalsecurity effort.” There will beno changes to ferry schedules.

DOTD Secretary JohnnyB. Bradberry announced thateffective July 1, passengersboarding most of the ferriesoperated by DOTD will besubject to random securitysearches. The program isbeing implemented in accor-dance with the MaritimeTransportation Security Actof 2002, which was signed byPresident Bush on November25, 2002.

Bradberry stated, “Thesemeasures, required by theU.S. Department of Home-land Security, are designed toprotect our ports and water-ways from terrorist attacks.”In compliance with the Act,DOTD prepared and receivedU.S. Coast Guard approval ofits risk assessment and secu-rity plan and trained ferrypersonnel in security proce-dures.

Two bills affectingCameron Parish got final leg-islative approval in BatonRouge Thursday.

The House voted 74-20 tofund the operation of the Dr.Martin Luther King Jr. Ferryin Cameron Parish for anoth-er three years. It is the formerMonkey Island Ferry thatwas renamed in an earlierlegislation at the request ofthe Cameron chapter of theNAACP.

Sen. Jerry Theunissen, R-Jennings, who representsCameron Parish, is sponsor ofthe bill.

Under current law, theferry was scheduled to ceaseservice July 1, 2005.However, plans for a bridgehave been sidetracked, andTheunissen’s measureextends the ferry service dateto July 1, 2008.

Rep. Mickey Frith, D-Abbeville, who also repre-sents Cameron Parish, ex-plained that the U.S. Army

Corps of Engineers is current-ly doing a bridge study andthen the application willmove to the U.S. Coast Guardof additional action.

It costs $697,000 to oper-ate the ferry every year.Theunissen earlier said thestate Department of Trans-portation and Developmenthas no objection to his bill.

The House voted 99-0 foranother Theunissen bill thatincreases the membership onthe board of Cameron ParishAmbulance Service DistrictNo. 2 from five to six mem-bers.

Hurricane Audrey recalled - storm was 47 years ago

Audrey formed over the Bay ofCampeche on June 24, and slowlymoved north across the Gulf ofMexico. It rapidly strengthenedjust before making landfall nearSabine Pass, Texas on June 27 asa Category 4 hurricane. It contin-ued north and became a powerfulextratropical storm.

Audrey's 12-foot (3.7 m) stormsurge devastated Cameron, caus-ing $150 million in damage.Hurricane Audrey was one of thefirst hurricanes to be observed byweather radar. However, due toAudrey's rapid motion and the lim-ited communications infrastruc-ture in Cameron Parish, this addi-tional data was not effective in pre-venting loss of life. Audrey isranked as the sixth deadliest hur-ricane to hit the United Statesmainland since accurate record-keeping began in 1900. No stormto hit the U.S. since has caused asmany fatalities.

Kim Rowena Nguyen ofCameron received aDoctorate of Pharmacydegree (Pharm. D.) at theUniversity of Louisiana atMonroe commencement exer-cises Saturday, May 22. Shegraduated Cum Laude, mean-ing a grade point averagebetween 3.5 and 3.7. ThePharm. D. candidates attend-ed a hooding ceremony at theULM Conference Center onthe evening of May 21 toreceive the hoods worn atgraduation.

The Doctorate ofPharmacy degree consists oftwo academic parts. The pre-pharmacy curriculumrequires an applicant tomaintain a high GPA andundergo competitive inter-views with pharmacy facultythat admits 80 students fromhundreds of students thatapply throughout the stateand nation annually. The pro-fessional program includes anintense curriculum to studyappropriate drug therapy fol-lowed by a year of rotation atvarious pharmacies, hospi-tals, and clinics.

Among her rotations, shewas mentored by physiciansand pharmacists at LakeCharles Memorial Hospital,Christus St. Patrick Hospital,Women and Children’sHospital, Glenwood MedicalCenter, and Louisiana DrugInformation Center.

After acceptance into theprofessional program, shewas inducted into the Rho ChiHonor Society, which includesthe top 15 percent of thepharmacy class. She is also amember of Louisiana Systemof Hospital Pharmacists,Academy of StudentPharmacists, and PhiLambda Sigma.

She has been employed byWalgreen's for the past fouryears. Dr. Nguyen has accept-ed a position as a staff phar-macist at Walgreen's in LakeCharles.

She is the daughter of Mr.Tom and Mrs. Diana Nguyenof Cameron. She is the grand-daughter of Ms. Quy Cao ofCameron and Mr. and Mrs.Tho Nguyen of Baton Rouge.

HADLEY FONTENOT, former County Agent for Cameron Parish, and Berton Daigle,former Clerk of Court, recently placed a plaque next to the oak tree planted in front ofthe Court House in 1958 by Fontenot and Leslie Richard, then Cameron Parish TaxAssessor. The tree was a tiny seedling planted to replace a large pecan tree toppled byHurricane Audrey in 1957. Fontenot's daughter Lurchel remembers watching the bigpecan tree fall during the storm. Dr. Walter Peavy, who was the Agronomist with theLSU Extension Service at the time had collected acorns from LSU oak trees and start-ed them in cut off beer cans. In March of 1958 he brought 100 seedlings to Cameron tohelp people replace oak trees that had been destroyed. The seedling Fontenot plantedat the court house grew extremely rapidly to become the impressive tree it is today.Fontenot planted one other seedling at his house and gave the rest away. Does any-one know where the rest of the LSU oaks in beer cans were planted?

The Cameron ParishLibrary Board would like tocorrect some misinformationrecently printed in theAmerican Press newspaper.

First, the Library does nothave 30,000 video tapes andDVDs. The current total cata-loged is 7,286 including thoseset aside for the GrandChenier branch. There are afew more waiting to be cata-loged. The total items in allbranches - books, audiotapes,video, magazines, etc. - isaround 86,000.

The Library usually buysonly one or two copies of atitle, which are sharedthroughout the parish. Somevery popular titles, especiallychildren’s titles, may requireone copy for each branch. Wedo not consider this excessivein any way.

Second, the Press headlineon Wednesday, June 23 stated“Cameron Library Board dis-cusses audit findings.” This istotally false. The Board didnot discuss the audit, onlyanswered a question posed bythe Press reporter.

A discussion requires morethan one person take part.Most importantly, the parish’s2003 audit has not yet beenreleased, but we were told atthe exit conference that therewill be no “findings,” or man-agement letter. In otherwords, the parish as a whole,including the library canexpect to have a clean audit.

The questions posed byMr. Marchbanks at the exitconference were mostlyrequests for written opinionsor more information regard-ing certain ongoing issues.Some only require a docu-ment be delivered to him.Others will require an officialopinion from the AttorneyGeneral or the Ethics Board.These have already beenrequested by us. The DistrictAttorney’s office is preparingthe necessary documentation.

We hope the answers tothese questions will finallyput to rest all the controversyof the last few months. TheLibrary will continue to pro-vide superior services to thepeople of Cameron Parish andis moving forward with evenbetter service for the future.

The Library Board appre-ciates all the expressions ofsupport from many who havewritten or phoned.

FFIISSHHIINNGG RRUULLEESSThis year, we’ve seen a few

fishing regulation changes inour area, and some anglersdon’t seem to recognize thesechanges.

The Louisiana Wildlife andFisheries Commission ratifieda rule modifying recreationalharvest regulations for spot-ted seatrout (speckle trout) atits June 8 meeting. Effectivelast Sunday, June 20, a fisher-man may not keep more thantwo spotted seatrout largerthan 25 inches in parts ofsouthwest Louisiana.

The final rule reads:“These areas of the state,including coastal territorialwaters, south of Interstate 10,from its junction at the Texas-Louisiana boundary, east-ward to its junction with La.171, south to La. 14, and thensouth to Holmwood, and thensouth to La. 27 throughGibbstown, south to La. 82 atCreole and south on La. 82 toOak Grove and then duesouth to the western shore ofthe Mermentau River, follow-ing this shoreline south to thejunction with the Gulf ofMexico, and then due south tothe limit of the state territori-al sea water (three miles offGulf shore), no person shallpossess, regardless of wheretaken, more than two (2) spot-ted seatrout exceeding twen-ty-five inches (25’’) totallength.

The spotted seatroutexceeding 25 inches in lengthshall be considered as part ofthe daily recreational baglimit and possession limit.

All other rules will stillapply. A minimum of 12 inch-es total length with a 25 troutper day limit.”

What this means is thatfrom the Texas border (SabineLake), Calcasieu Lake-BigLake, along our Gulf watersthree miles out from the west-ern shore of the MermentauRiver to the Texas borderinclude the Gulf three milesoffshore, only two speckletrout over 25 inches is legal.As I read this, this includesfish coming out of federalwater into state water, intoCameron or Sabine Lakechannels.

Remember locally,Lacassine Refuge Pool has afive bass limit with a mini-mum length of 14 inches totallength.

Bass limits on all MiamiCorporation permit fishing,

Rockefeller Refuge and statewaters is ten bass per daywith no size length. Nowremember, if you’re fishingToledo Bend, or other lakes,this changes, so you’ll need toget the correct informationbefore, when fishing otherlakes throughout Louisianaand Texas.

This may sound complicat-ed, but it’s the law.

us didn’t help out saltwater orfreshwater fishing. Althoughfishing is still good, I had afour bass day on Friday aswater was coming into themarsh instead of going out.

Calcasieu-Big Lake is stilldoing well, and we’re catchingbig trout, but there’s stillplenty of salty water on thesoutheast end of the lake.

won the week eight dogfightwith three bass weighing in at4.95 pounds, and the largestbass caught by Paul was 2.94pounds. Jerry and KalebTrahan weighed three bass at4.45 taking second place withthe second largest bass weigh-ing in at 2.68 pounds. RandyTheriot and Eric Sonnier tookthird with three bass weigh-ing 4.19 pounds. There were20 boats entered to fish.

This is the first time thisyear for the Gibbstown dog-fight that the winningstringer was caught in a loca-tion other than the Big Burn.

Remember, your fishinglicense expires on June 30 atmidnight. If you haven’talready taken care of this, doit now, so you won’t forget.When purchasing a new fish-ing license, keep your oldlicense, as the new one doesn’tgo into effect until July 1.

Marsh Maneuvers to beheld beginning Mon.

The LSU ExtensionService will conduct theCalcasieu-Cameron MarshManeuvers for 4-H young-sters Monday-Wednesday inCameron Parish.

They will first visit theCameron Prairie NationalWildlife Refuge and then willtake a boat tour of theCameron-Creole Watershedand visit indian mounds inLittle Chenier. They willspend the night at Rockefeller

Wildlife Refuge at GrandChenier.

On Tuesday they will takea boat tour of the refuge anddo some crabbing and fishing.

The camp will conclude onWednesday with a lunchsponsored by the CameronPolice Jury.

Area wildlife agent KevinSavoie is in charge of the pro-gram assisted by otherCalcasieu and Cameronextension agents.

Hackberry4-Her getsscholarship

Christopher MatthewWelch of Hackberry has beennamed the recipient of theJoseph and MalvinaLamendola Scholarship in theamount of $325. He was oneof 28 Louisiana 4-Hers whowere announced as scholar-ship winners Tuesday during4-H University in BatonRouge.

The scholarships were pre-sented to 4-Hers from acrossthe state during a banquetthat honored them and otheraward winners Tuesdayevening. The presentationswere just one of the events--which included contests, edu-cational sessions, communityservice projects and otheractivities--as part of the June22-25 4-H University gather-ing for thousands of youngpeople on the LSU campus inBaton Rouge.

An editorial in the June 22issue of the New OrleansTimes Picayune calls theMonkey Island ferry atCameron “a colossal waste oftax money” and calls for thestate to find a way to solvethe problem.

The editorial read:The Monkey Island ferry

in Cameron Parish is a colos-sal waste of tax money, andlawmakers ought to stoppouring cash into the serviceand find a cheaper alterna-tive.

Instead, legislators areonce again extending the lifeof the ferry, which costs$693,000 per year and onlyserves seven families. Theferry was supposed to be shutdown July 1, 2001, under leg-islation pushed by MetairieRep. Steve Scalise in 1999.Under that plan, the statewas to commit $1 million tobuild a bridge to the island,which is also home to a CivilWar-era graveyard.

Some island residentswere unhappy with the bridgeplan, though, and theLegislature eventually movedthe closing date to July 1,2005. That deadline isn’tgoing to be met either, appar-ently. The Senate Mondaygave final approval to SenateBill 12 by Sen. Gerald

Theunissen to keep the ferrygoing until July 1, 2008.

Meanwhile, the cost of theferry service has increasedfrom $521,000 to $693,000per year, and the bridge pric-etag has ballooned to $5 mil-lion. the most astonishing fig-ure, though, is the $35 milliontotal the state has spent onthe ferry service since 1939.

In the early days, therewas more activity on the 600-acre island, which once held aseafood processing plant anda Coast Guard station.

And there arguably wassome public obligation to theisland’s residents, who werecut off from the rest ofCameron Parish in the 1930swhen the Army Corps ofEngineers straightened abend in the Calcasieu River.

But Louisiana could havefound a much cheaper solu-tion years ago to MonkeyIsland’s isolation. And thereis no good reason for lawmak-ers to continue to put off theinevitable.

There is no way to justifythe continuation of theMonkey Island ferry, andthere is no reason to waituntil 2008 to close it. TheBlanco administration oughtto find a way to end this eter-nal procrastination.

Gently warm the carameltopping and drizzle 2 table-spoons over each pyramid andgarnish with chocolate shav-ings, if desired. Serve imme-diately. Serves 4.

There was a discussion regard-ing putting fencing up around theWaterworks office. Two quoteswere received one at $6,994.00 andthe other at $6,580.00. We will lookat getting quotes for putting fenc-ing on the backside of the propertyonly.

There was a discussion regard-ing hiring a part-time employee.We will continue to run the ad untilwe receive more applications.

There was a discussion regard-ing the #1 well at Big Lake. Thiswell is having mechanical difficul-ties.

Ambulance District #2 meetingwas called to order by PresidentGlenn Trahan on June 14 at 6:30p.m. at the Hackberry COA Roomat the Multi-Purpose Building.Gwen Constance led the group inprayer and David French led thepledge. Dinah Landry, Secretary,called the roll. The only memberabsent was Todd Morrison.

She also gave us areport on the commercial insur-ance billing and what was to beexpected. she then informed thegroup that employees documentedin-service training will need to becombined into a binder to have topresent for a medicare review.

Employees present assured herthat all documents were availableand copies would be made and putin the binder. Mrs. Talbert willwork with the new director to helpset up training needed. She hasalso been making calls for out-standing bills and collection let-ters will be going out soon. On amotion by Dinah Landry, secondedby Gwen Constance, the reportwas approved by the board.

In old business, David Frenchand Gwen Constance worked on acommittee for salary adjustments.David French reported that he hasmore research to do and he made amotion that the report would beready for the next month’s meet-ing. Gwen Constance seconded themotion and it carried.

In new business, ChrisStanley reported that the buildingwas completed and the electricitywas hooked up. Chuck Thackerreported that the phone and faxlines have been ordered fromCameron Telephone. Furniturehas been ordered and should bearriving soon. The office will moveit on Friday of this week. A sixmonth temporary permit has beenissued with a possible renewal ifwe are in the planning stages of anew facility.

Gwen Constance reported thatshe had met with the police jurorin Hackberry and had received hisapproval to go forward withdesigning and planning a newfacility. This facility will be con-structed across from the locallibrary and hopefully in conjunc-tion with the local sheriff depart-ment. She will meet with the newsheriff once he takes office. Shestated that a training room, pri-vate bath and bedrooms and a cen-tral kitchen and bathroom is beingincluded in the plan as well as anoffice space.

On a motion by David French,seconded by Dinah Landry, theboard approved appointing ChrisStanley as the assistant director. Asalary adjustment is forthcomingas recommended by the committeeat the next meeting.

A discussion was held on thecompletion of the paramediccourse. The students have untilJune 30 to finish. Wilson Reigner,Chris Stanley, Chick Thacker andChris Spicer need to completetheir course and test. The directorwas instructed to contact NancyBourgeoius and find out what wecan do to get this accomplished.

On a motion by GwenConstance, seconded by DavidFrench, the board went into execu-tive session to discuss personnel.

Upon completion of the execu-tive session, David French made amotion to adjourn, seconded byDinah Landry.

recall when Mel Fisher wasprobing the ocean depthsaround Key West in search ofthe fabulously-rich wreckageof the Spanish galleonNuestra Senora de Atocha.The Atocha set sail in Sept.1622 when it encountered ahurricane near Dry Tortugasand sank. Eventually Fisherfound the Atocha’s treasures,worth an estimated half-bil-lion dollars today, and suc-ceeded in salvaging it.

In the course of searchingfor the wrecked galleon,Fisher found another wreck,but he quickly discerned thatit had no monetary worth. In1972, while searching nearthe Marquesas Keys, 35 milesfrom Key West, electronicequipment discovered that alot of metal was on the oceanfloor beneath. The slave shipHenrietta Marie had justunloaded 208 slaves inJamaica, before it left forEngland; and it sank in astorm in 1701. The first diveon the wreck brought upenough pairs of leg shacklesto identify the hulk as that ofa former slave ship.

In 1983 a group of marinearcheologists began a sys-tematic effort to salvageeverything possible from thewreck, even though theyknew that no Spanish trea-sures were aboard. A total of200 ankle shackles werefound, well-preserved in theocean silt that had surround-ed them. They found a largepiece of metal encrusted incoral and limestone, whichwhen cleaned read as follows:“Henrietta Marie, 1699.”

Luckily the recording ofEnglish slave ships has sur-vived much like those manu-scripts which tell of thewrecked galleons, recorded inthe Spanish Museum. TheHenrietta Marie was a formerFrench ship captured by theEnglish during KingWilliam’s War. Nothing isknown of her name or serviceprior to 1699, when the shipwas sold at a marine auction,probably in 1698. TheHenrietta Marie had been a3-masted bark only 70 feetlong, and was thus incapableof carrying more than 200slaves, although a secondslave deck had been installed.

On the first leg of its “tri-angular trade” - its first voy-age to Africa, the HenriettaMarie needed to take with itthe shackles, rum, musketsand powder, cheap beads, andplenty of rice to be fed to theslaves On the second journeyof the “middle passage,” theslaves were allowed to exer-cise daily only briefly, andwere fed only boiled rice. TheHenrietta Marie sailed onSept. 16, 1699, with stops toload cargo in Spain and theCanary Islands. The shipdocked at New Calabar on theNigerian Coast, where Capt.John Smith exchanged hiscargo of tawdry goods to acoastal slave factor for 208slave victims of the Ibo tribe.Following a 60-day voyage,Capt. Taylor unloaded hiscargo of 208 slaves inJamaica, where he alsoloaded barrels of sugar andrum, bound for England. Atthe some time during the hur-ricane of 1700, the slave shipstruck a reef and sank.

The wreckage of theHenrietta Marie emerged atexactly the same time thatAmerica was trying to come togrips with its national trau-ma - the many years of slav-ery and slave-trading. Theship’s mission was born ofgreed in London, and its mis-deeds ended in the enslave-ment of a populace uprootedfrom their homeland, andwho were destined to diequickly in the Jamaican canefields.

The Fisher MaritimeHeritage Society has assem-bled many of the slave ship’sartifacts - its shackles, can-nons, anchors, bilge pump,sextant, etc. - which werethen placed into a touringexhibition,. The NationalAssociation of Black ScubaDivers held a fundraiser, andlater installed an underwaterplaque at the wreck site. Thewreck itself remains a monu-ment to the 10,000,000 slaveswho survived the middle pas-sage as slaves sent to Brazil,

the Caribbean islands, andthe United States. Surely atleast another one millionslaves died aboard ship andwere buried at sea.

Is the harness buckledsnugly around your child?Keep harness straps snugover the child’s shoulders.Place the chest clip at armpitlevel.

Does your child over 40pounds have the best protec-tion possible? Keep your childin a safety seat with a fullharness as long as possible, atleast until 40 pounds. Thenuse a belt-positioning boosterseat which helps the adult lapand shoulder belt fit better. Abelt-positioning booster seatis preferred for childrenbetween 40-80 pounds. It isused with the adult lap andshoulder belt.

How should a safety beltfit an older child? The childshould be tall enough to sitwithout slouching, with kneesbent at the edge of the seat,with feet on the floor. The lapbelt must fit low and tightacross the upper thighs. Theshoulder belt should rest overthe shoulder and across thechest. Never put the shoulderbelt under the arm or behindthe child’s back. The adult lapand shoulder belt systemalone will not fit most chil-dren until they are at least4’9” tall and weigh about 80pounds.
