1.0 PURPOSE AND SCOPE
This standard provides requirements for piping system design and material selection for facilities
within the scope of the Tank Operations Contractor (TOC) and subcontract engineers on piping
system design and material selection as required by the WRPS facility Contract.
This standard incorporates the use of ASME B31.1, B31.3 B31.9 and American Water Works
Association (AWWA) Code requirements that apply to the material specifications for pipe,
fittings, flanges, valves, and other associated piping components. The scope includes piping
design of permanent and temporary piping structures, systems, and components (SSCs) for TOC
facilities. This revision of this standard does not apply to the Effluent Treatment Facility (ETF),
Low Activity Waste Pretreatment System (LAWPS) This standard provides requirements for
piping system design and material selection for facilities within the scope of the Tank Operations
Contractor (TOC) and subcontract engineers on piping system design and material selection as
required by the WRPS facility Contract.
This standard incorporates the use of ASME B31.1, B31.3 B31.9 and American Water Works
Association (AWWA) Code requirements that apply to the material specifications for pipe,
fittings, flanges, valves, and other associated piping components. The scope includes piping
design of permanent and temporary piping structures, systems, and components (SSCs) for TOC
facilities. This revision of this standard does not apply to the Effluent Treatment Facility, Low
Activity Waste Pretreatment System, or the 222-S Laboratory.3.2, or the 222-S Laboratory.
The Standard Owner will consider use of such specific requirements based on their merits for
designing piping system. Approved deviations, clarifications, interpretations, and equivalent
codes and standards are documented in this Standard. New clarifications or requests for
deviations shall be requested from the Standard Owner and may be used once approved, prior to
incorporation.
2.0 IMPLEMENTATION
This standard is effective on the date shown in the header.
Deviations to any requirements of this standard shall be requested from the standard owner.
Piping system design projects that are started after, or do not have approved design inputs
before1, the issue date of Revision A of this standard shall follow the applicable requirements of
this standard and incorporate those requirements into their specifications and applicable design
documentation.
New piping system design projects that are in progress with approved design inputs (past
preliminary design) prior to the issue date of Revision A of this standard shall continue to use
their code of record based on the functional and operational requirements at the time the systems
were authorized for operation.
Maintenance, repair, and replacement of individual minor components within existing piping
system shall normally follow the existing code of record for the system, according to
TFC-OPS-MAINT-C-01. The WRPS Environmental organization and the Standard Owner

should be consulted if performing an equivalent component replacement to determine if this
standard applies to the replacement components.
Implementation of this standard is required after completion of the training phase for piping
specifications throughout the TOC facilities ensures compliance with the current procedures and
regulatory requirements.
3.0 STANDARD
Minimum requirements are identified by SHALL statements; while design goals are identified by
SHOULD statements. Design of the piping system shall comply with the government and
non-government source documents as listed in the applicable sections of this document.
3.1 General Requirements
The Design Authority (DA) and Subject Matter Expert (SME) have the authority to implement a
graded approach to the design input development based upon a determination of the complexity
of the problem, according to TFC-ENG-DESIGN-D-55.1 and TFC-ENG-DESIGN-D-13.2. The
decision SHALL be documented in the design documentation (e.g., Modification Traveler, ECN,
etc.) with the concurrence of the appropriate subject matter experts (SMEs). The DA should
NOT use the graded approach in a sole effort to meet schedule commitments or reduce cost.
3.2 General Design Criteria
The applicable consensus codes below.
ASME B31.1, Power Piping
ASME B31.3, Process Piping
ASME B31.9, Building Services Piping
AWWA Standards C200, C206, C900.
3.2.1 Piping Design Criteria
Selection of inappropriate codes, standards, and requirements could add to the cost of design
and construction. Thus, selection of piping standards such as ASME B31.1, B31.3, and B31.9 are
needed to ensure design features are considered for meeting the safety codes.
ASME B31.1 Power Piping Code applies to boiler external piping for power boilers and high
temperature, high pressure water boilers in which steam or vapor is generated at a pressure
greater than 15 psig, and high temperature water is generated at pressures exceeding 160 psig,
and/or temperatures exceeding 250°F. This code includes, but is not limited to, steam, water, oil,
gas, and air services. This code makes provisions to allow the use of nonmetallic piping for water
systems.
The ASME B31.3, Process Piping Code applies to piping systems found in petroleum refineries,
chemical, pharmaceutical, textile, paper, semiconductor, and cryogenic plants, and related
processing plants and terminals. Code excludes piping systems designed with internal pressures
at or below 15 psig provided the fluid is nonflammable, nontoxic, and not damaging to human
tissue and its design temperature is –20 to 366 °F. The code does not apply to operation,
examination inspection, testing and maintenance, or repair of piping that has been placed in
service.

ASME B31.9 Building Service Piping Code applies to piping in industrial, institutional,
commercial, and public housing and multiunit residences. The code does not cover the range and
sizes, pressures, and temperature covered in ASME B31.1. The minimum temperature for all
services is 0°F. The code also covers boiler external piping for steam boilers with 15 psig
maximum pressure and water-heating units with 160 psig maximum pressure and 250°F
maximum temperature. The code pipe size is limited to 30-inch nominal pipe size and 0.5-inch
wall thickness for carbon steel. Stainless-steel pipe is limited to 12-inch nominal pipe size and
0.5-inch wall thickness. Thermoplastics are limited to 14-inch nominal pipe size. This code
allows the use of nonmetallic piping systems. Code only applies to non-radiological piping.
AWWA Standards cover water pipe, treatment chemicals, storage facilities, valves,
appurtenances, and utility management practices.
3.3 Other Piping Design Criteria
3.3.1 Process/Waste Piping
ASME B31.3 defines design pressure as a pressure not less than the expected maximum sustained
operating pressure. Design temperature is defined as the maximum sustained temperature.
Waste transfer primary piping systems for pumping of a double-shell tank (DST) fluids shall
comply with TFC-ENG-STD-22.
Temporary waste transfer lines that employ a primary waste transfer hose encased by a secondary
hose (hose-in-hose) shall comply with TFC-ENG-STD-21.
3.3.2 Ventilation Piping/Ductwork
Refer to TFC-ENG-STD-07 for design of ventilation systems.
3.4 Piping Data Specification Sheets
Attachment A summarizes the requirements of this Standard; this attachment contains the Piping
Data Specifications sheets for various piping services and material classes. At the time of release
of this Standard, not all piping data specifications are shown in this document.
3.4.1 Codes and Standards
The applicable design codes or standards are as noted on the piping data specifications summary.
Any conflicts between this document and the applicable design codes shall be brought to the
attention of the WRPS piping engineering group and the facility/system design authority.
Standards provide specific design criteria and rules for individual components or classes of
components such as valves, flanges and fittings.
3.4.2 Pressure-Integrity Standards
Pressure integrity standards provide performance criteria. Components designed and
manufactured to the same standards will function in an equivalent manner. For example, all

ASTM A105 Class 150 flanges, which are constructed in accordance with ASME Standard B16.5
(Pipe Flanges and Flanged Fittings), have a pressure-temperature rating of 200 psig at 400°F.
3.4.3 Fluid Service
Fluid service is a general term concerning the application of a piping, considering the
combination of fluid properties, operating conditions, and other factors, which establish the basis
for design. The piping codes do not list hazardous substances; therefore, the designer must
identify these potentially “challenging” streams.
Refer to ASME B31.3, Appendix M for classifying fluid services.

3.0 GENERAL REQUIREMENTS:
All Materials shall comply with AWWA C200 and UPC or facility Code of Record.
Cast, Wrought or Forged materials shall not contain more than 8% Lead; Gaskets, seals sealing
compounds or sealing methods shall not contain more than 2% Lead.
All flanges shall be Class 150 raised-faced, unless noted otherwise.
Mating flanges against cast iron, ductile iron or nonmetallic valves, equipment or piping shall be
flat-faced unless noted otherwise.
Piping system butt welds shall be made using consumable inserts or open butt weld techniques.
Backing rings are not permitted.
Where shown on drawings, pipe bends of specified radius may be used in lieu of elbow fittings.
The system shall be designed for the Design Temperature Range as specified in TFC-ENG-STD-
02. Environmental Extremes shall be considered for storage, shipping, and installation as
appropriate (without considering pressure or fluid effects).
Stress Analysis shall be performed in accordance with TFC-ENG-STD-22, TFC-ENG-DESIGN-
C-60, TFC-ENG-FACSUP-C-27 and TFC-ENG-DESIGN-C-10.
