As an institution that pro-motes science and technology sec-ondary education, Philippine Sci-ence High School-Cagayan Valley Campus (PSHS-CVC) lives to its mandate in honing the next genera-tion of scientists and engineers of the country. While the school is gearing up for the completion of its labora-tory facilities, PSHS-CVC forged a linkage in science research with the Nueva Vizcaya State Universi-ty (NVSU)-Bayombong Campus. With this partnership, re-search students, through the guid-ance of their research teachers and advisers, have conducted their ex-periments in the science laborato-

ries of NVSU. In addition, the stu-dents have also sought professional expertise from the science profes-sors of the said university through consultation and mentoring ses-sions. The university's specialists in the different fields of endeavor shared their expertise with the Grade 11 students. The pool of experts include Mr. Vilchor Perdi-do for computer programming and engineering, Dr. Fitzgerald Fabeli-co for chemistry, Dr. Jonar Yago for microbiology (pest pathogen control), Dr. Julius Valderama for mathematical modeling, Dr. Wilfredo Dumale for agriculture, soil science, and environmental

engineering, and Dr. Ferdinand Arcala for agriculture and crop protection. They have rendered their services as consultants in the scientific projects of the research students in Grades 10 and 11. Moreover, they have also shared their expertise as panelists in the proposal defense of the Grade 11 students. As more students become scientifically skilled and aware, the demand for the expertise of these university specialists will certainly increase. As this partnership inten-sifies, the finalization of the mem-orandum of agreement between these two institutions is already underway.

CVC to seal research linkage with NVSU

A Love to Give by PSHS –CVC

Crayons, pencils, scissors, notebooks, pad papers. These humble stuff were neatly packed in envelopes, stacked in boxes, ready to traverse the long and winding road to a place called Kasibu. Nestled in the eastern section of the province of Nueva Vizcaya is a fourth-class municipality, basically agricultural, thriving on prime vegeta-

ble produce, and hailed for its main fruit crop, making it the citrus capital of the country. This peaceful home of less than 50,000 residents is the hum-ble town of Kasibu. A public elementary school in Kasibu was the target beneficiary of one of the outreach programs of PSHS-CVC. Dubbed as “A Love to Give,” the outreach activity slated during the love month was a gift-giving project, where all students and faculty and staff pooled in their share in providing the school supplies of more than 600 pupils, as well as instructional aids and materials for the teachers of Kasi-bu Central School. For some, it might seem like the typical gift-giving program, but traveling to a place far from the com-fort of our homes and seeing the glow in the eyes of every child who re-ceives the simple gift is one heart-warming experience. For some, these presents were just material ones, but for them, these mean more than an envelope of school stuff. These are inspiration for them to strive better because they know how valuable these are to reaching for their dreams. And this simple act of generosity is, for us, a hope that, in a year or two or anytime in the future, at least one of these pupil-beneficiaries will qualify for the coveted Pisay scholarship. This is not far from reality because

eleven years ago, one Pisay freshman hailed from Kasibu Central School. Domerson Garcia Topinio, more than a decade ago, was a typical schoolboy, who recounts his fond memories of playing games with friends and joining science quiz bees. He entered the portals of CVC as a shy boy, but soon overcame his coy-ness. He fared well in high school, taking a fair share of the academically challenging Pisay life. In college, he first pursued metallurgical engineer-ing, but eventually found what his heart wants: geology. This Kasibu Central School alumnus is now a li-censed geologist, and is currently working as a junior geologist at OceanaGold Philippines Exploration Corporation. Any of the pupils we have rubbed elbows with and we have re-ceived warm smile and sincere thank you from in the outreach program could be the next Pisay scholar. This is indeed a love bestowed.

Scholars from PSHS East-ern Visayas Campus: Johan Cas-tillejos, Kent Marc Kobe Bismark, and John Ejie Relente designed the “Disaster Mitigation Robot”, a ro-bot made of Lego blocks that can sense flood or tsunami before it happens. Its sensitivity to water level changes can serve as an “alert system” to the community. The team was coached by Engr. Vinci Gabumpa, teacher from EVC. The entry won the National Champion title and the Special Award: Perfect Execution Award in the Robotics Youth Innovation Award by the Department of Sci-

ence and Technology-Science Edu-cation Institute (DOST-SEI). Coined as the “I Make, We Make: Create Innovate Collabo-rate”, this competition gathers young innovators who can design robots with functions that can alle-viate problems in the community. The competition was held at Henry Sy Innovation Center, Miri-am College, Quezon City in March 2017. EVC scholars design Disaster Mitigation Robot

CVisC’s Einstein Club re-ceived the “Most Outstanding Sci-ence Club” award from the Philip-pine Society of Youth Science Clubs (PSYSC). Last year, the Ein-stein Club also won the same title. The Einstein Club also won three minor awards: “Most Innova-tive Project Award”, “Most Active Science Club Award”, and "Best Musical Score”. The awarding was held dur-ing the SEARCH Convention in the University of the Philippines Dili-man Campus on February 24 – 25, 2017. The EINSTEIN Club stands

for Enthusiastic Inventors and Sci-Tech Innovators Club. Their pro-ject, “Ambag Science and Technol-ogy Kaalaman for Every Juan”, a three-year running project involves the community in two sub-projects: (1) Investigatory Project (IP) Men-toring Series, and (2) Sagip Cinna-mon Project. The IP Mentoring series is a project between the Einstein Club and seven schools of the Depart-ment of Education (DepEd) in Ar-gao, Cebu. PSHS teachers and EINSTEIN Club members, through a myriad of activities, share their knowledge and expertise in IP and

research to the DepEd teachers and students. The Sagip Cinnamon Pro-ject aims to save Cebu Cinnamon trees, an endangered native tree found in Cebu. The EINSTEIN Club brought 100 Cebu Cinnamon tree seedlings from Alcoy, Cebu. The Club, then, conducted a semi-nar-workshop to orient the PSHS scholars (volunteers) about tree planting, particularly on close mon-itoring- by checking the soil acidi-ty, temperature and other relevant data upon planting the Cebu Cinna-mon trees. Eastern Visayas Campus introduces Philippines-Thailand Science, Mathematics, and Technology Fair

The 1st Philippines-Thailand Science, Mathematics, and Technology (SMT) Fair and Camp was held on February 27 to March 3, 2017 at PSHS Eastern Visayas Campus (PSHS-EVC) in Palo, Leyte. PSHS-EVC initiated to hold a Philippines-Thailand SMT Fair and Camp pursuant to the Vi-sion of the PSHS System as We are the leading science high school in the Asia Pacific region prepar-

ing our scholars to become global-ly-competitive Filipino scientists equipped with 21st century skills and imbued with the core values of truth, excellence, and service to the nation. “EVC is prompted to ex-pand its reach based on the vision of the PSHS System,” said Dr. Reynaldo B. Garnace, Campus Director of PSHS-EVC. He also mentioned that this event is “to promote science and research

through community fairs, exhibits, and camps.” When asked about how ex-posure to intercountry events like this can prepare PSHS scholars to become globally-competitive Fili-pino scientists, Dr. Garnace an-swered: “by engaging (PSHS scholars) in science and research related activities that boost their love for science and relate with other countries.” (continued on page 6)

BRONZE Medal was seized by PSHS Bicol Region

Campus (BRC) scholar Ron Mikel Surara in the 20th Singapore Na-

tional Olympiad in Informat-ics hosted by the NUS School of Computing, at the National Univer-sity of Singapore (Mar. 18, 2017).

This Olympiad is held year-ly, gathering students from five Asian countries: Indonesia, Malay-sia, Philippines, Singapore, and Vietnam to compete in computer programming. The Philippine Team con-sisted of six members, including Surara. All six members brought home medals: (1) Robin Yu, Xavi-er School - GOLD, (2) Andrew Ting, Xavier School - SILVER, (3) Farrell Eldrian Wu, MGC New Life Christian Academy - SILVER, (4) Franz Louis Cesista, PSHS-EVC - BRONZE, (5) Kim Bryan Tuico, Manila Science High School - BRONZE. Bicol Region Campus scholar brings home the BRONZE

The International Competitions and Assessments for Schools (ICAS) is one of the international competitions that challenges PSHS scholars to rise to global heights. On January 25, 2017 in Quezon City, the DOST-PSHS System held an awarding ceremo-ny for the 16 Medalists and 94 High Distinction Awardees of ICAS.

“High Distinction Awardees are the top 1% scorers of this ex-am. Medalists have the highest scores chosen among the high dis-tinction awardees,” said Ms. Di-nah Lizza Gutierrez, Project Co-ordinator of PSHS System for this event.

ICAS is a written examination (majority of the questions are mul-tiple-choice type) taken in 40-60

minutes. It is hosted by the Edu-cational Assessment Australia based in the University of New South Wales. PSHS scholars par-ticipated in four subject areas namely, Digital Technologies (on May 17, 2016), Science (on May 31, 2016), English (on August 2,

2016), and Mathematics (on Au-gust 16, 2016), across four year levels (Grades 7, 8, 9, and 10).

The PSHS scholars garnered a total of 16 medals, six in Digital Technologies, three in Science, six in English, and one in Mathemat-ics.

jects (about 150 projects from the Philippines and four from Thai-land) were exhibited and critiqued by the judges. “About 500 students and teachers from elementary and high schools within the region joined in the community fair and exhibits. talk on nanomaterials and super-conductivity during the mentoring activity. The conference gathered 28 students and 17 teachers from nine countries in the Asia Pacific region, namely Chinese Taipei, Indonesia, Japan, South Korea, Malaysia, Philippines, Thailand, U.S.A,. Vietnam, and Cambodia.

Iloilo City, February 19-25, 2017. PSHS Western Visayas Campus (WVC) celebrates its 25th Founding Anniversary with a vari-ety of activities conducted in one whole week. Activities such as 2k fun run “Cascade”, Science Exhib-its, Planetarium Viewing, Panuba-son 2017 - a Science Research Congress, ALA Fiesta, Alumni

Day, and the Stakeholders’ Day (including the unveiling of WVC’s 25th year marker at the flagpole area) comprised the week-long celebration.

DOST Undersecretary for Scientific and Technological Ser-vices Carol M. Yorobe was the guest of honor in the Stakehold-ers’ Day. Usec. Yorobe was also

the Officer-in-Charge of the Of-fice of the Executive Director, PSHS System during the conduct of this event. Also gracing the event were former PSHS campus directors, benefactors, PSHS Sys-tem Board of Trustees, Executive Committee, partner agencies, PSHS Foundation, WVC Parents-Teachers Association (PTA), and the Outstanding Alumni Awardee, Dr. Mario Antonio L. Jiz II. Iloilo City (lone district) Representative, Congressman Jerry P. Treñas and former district representative, Lopez Vito also joined the cele-bration.

DOST Secretary Fortunato T. De la Peña joined the Family Day on Feb. 25 as the guest of honor. Koronadal City, February 1-3, 2017. PSHS SOCCSKSARG-EN Region Campus (SRC) cele-brates its 5th Founding Anniver-sary with a 3-day event carrying the theme “Todo Thank Y ou @ Singko”.

The establishment of a PSHS campus in Koronadal City was approved by the BOT in 2012. SRC started operating in June 2013 with 52 Grade 7 schol-ars comprising the pioneer batch. Now, SRC caters to 321 Grade 7 -

10 scholars (SY 2016-2017). Activities such as Color Me Run (Fun Run), beautification and gardening pro-gram, community ex-tension program, medi-cal and dental mission, Pisay Challenge 2017 (interactive activities prepared by scholars for Grade 5 students in Koronadal City). To

In the afternoon of Feb. 6, the participants attended a healing mass followed by a dinner/socials that convened all participants in one venue to meet and greet each other. It was also an opportunity for Mayor Jaime P. Rusillon, Mayor of General Luna, Siargao Island and Director Ruwina S. Gonzaga, Director of PSHS Cara-ga Region Campus (host campus) to welcome the participants to the workshop and in Siargao Island. On Feb. 7 (Tuesday), the budget preparation workshop offi-cially began. Mayor Alfredo Matu-gas Coro II, Mayor of Del Carmen, Siargao Island, gave a Welcome Message to the participants. Mayor Coro II is a PSHS Alumnus Batch 1993. This was followed by the Opening Message from Dr. Rod Allan A. De Lara, Deputy Execu-tive Director of PSHS System. Dr. De Lara mentioned that when he thought of the vision of the PSHS System which is to be the best in Asia Pacific, his initial reaction− it is too high. He then quoted the world famous artist Mi-chelangelo who said: “The greater danger for most of us lies not in setting our aim too high and fall-ing short; but in setting our aim too low, and achieving our mark.” Dr. De Lara emphasized that the first step in achieving the targets of the agency is to set the budget. He also underscored that “Setting the budget is one thing. We have to bear in mind that when we set the budget, we have the in-tention of spending it.”

PSHS System Board of Trustees member and DOST-Science Education Institute Direc-tor Dr. Josette T. Biyo (in her mes-sage for the participants during the opening program) said, “Let's re-member that the center of our plans is the children. Not only in

academics but in values because they are the future of our country.”

Ms. Ma. Concepcion B. Sakai, Chief Administrative Of-ficer of the PSHS System, gave the direction of the workshop which included the policy direction, strat-egies and procedures, the final PREXC Structure, and the objec-tives of the workshop. As present-ed, the objectives of the workshop are the following: (1) To come-up with a consolidat-

ed PSHS System Budget Pro-posal for CY 2018.

(2) To provide a venue for a sys-tem-wide budget preparation activity.

(3) To discuss targets vis-à-vis ac-complishments.

(4) To discuss issues and concerns regarding fund utilization.

(5) To finalize the PSHS System QMS (Curriculum and Instruc-tion Services, and Student Ser-vices / Finance and Adminis-trative).

The DOST Internal Audit Service (IAS) was invited to this workshop to discuss the highlights of their audit on PSHS System. Last Jan. 30 at the DOST Central Office in Taguig, this was present-ed first to the Office of the Execu-tive Director (OED) and the Direc-tors of five audited PSHS campus-es. PSHS campuses visited by the IAS Team were: Main Campus, Southern Mindanao Campus, Cen-tral Mindanao Campus, Ilocos Re-gion Campus, and Central Luzon Campus.

Director Maria Teresa B. De Guzman, Director of DOST-Internal Audit Service presented the Highlights of Audit on PSHS System and said “IAS was an op-portunity to correct, standardize, and harmonize our operations.” In the afternoon of Feb.7, the participants were separated in-to two groups: the administrative personnel convened to listen to the

presentation of Ms. Lorna C. Marquez (Budget Officer of the PSHS System) on the PSHS Sys-tem’s Budget Utilization in 2016 while the faculty members worked on the Quality Management Sys-tem (QMS) of the Curriculum and Instruction Services, and Student Services with Mr. Dexter Chua (QMS Consultant of PSHS Sys-tem).

In the administrative per-sonnel group, after the presentation of Ms. Marquez, the campuses and the OED presented their accom-plishments in 2016 and their budg-et proposals for CY 2018. The Campus Directors critiqued each campus’ presentation to improve the campuses’ proposals. All presentations were finished in the morning of Feb. 8 (Wednesday).

In the afternoon of Feb. 8, the administrative personnel worked on the QMS of the Finance and Administrative Division while the faculty members continued with their QMS for Curriculum and Instruction Services, and Stu-dent Services. In the evening, the Executive Committee held their monthly meeting at the same ven-ue.

In the morning of Feb. 9 (Thursday), the participants em-barked on an Environmental and Ecological Educational Tour at Magpupungko and Cloud 9. In the afternoon, the administrative per-sonnel presented their QMS out-puts to the Executive Committee.
