DESCRIPTION
Joe Pizarchik is the Director of the OSMRE. In his previous position with PA DEP, he was one of the authors of Pennsylvania’s Environmental Good Samaritan Act. Mr. Pizarchik helped develop Pennsylvania’s program for volunteers to clean up abandoned coal refuse sites and helped develop Pennsylvania’s program for mine operators to establish trust funds as a means of meeting their financial obligation to ensure funds are available to perpetually treat the discharges caused by their mining. AML Funding At Work
This year, Pennsylvania's Bureau of Abandoned Mine Reclamation estimated that their program currently provides assistance to an average of 98 customers per month. Customers include the general public, landowners, environmental groups, contractors and other governmental agencies.
Pennsylvania has been recognized each of the last 8 years for its reclamation accomplishments, including 4 Appalachian Regional Awards and 4 National AML Awards.

Since the start of the WCAP in 1999, through Evaluation Year 2013, OSMRE has made awards in Pennsylvania for 93 projects.
