About AidData The PLAID team at the College of William and Mary and Brigham Young University recently joined forces with Development Gateway to form what is now AidData, a development finance portal that combines the breadth and depth of the PLAID database with the timeliness and accessibility of the Accessible Information on Development Activities (AiDA) project. As a whole, AidData attempts to capture the universe of development finance, increase the value of data by providing more descriptive information about development activities, provide data in an accessible format, and strengthen efforts to improve donor and recipient strategic planning and coordination. AidDataʼs efforts are made possible by support from the Bill and Melinda Gates Foundation, the William and Flora Hewlett Foundation, Richard and Judy Finch, and the National Science Foundation. Additionally, our work would not be possible without the institutional support of the College of William and Mary, Brigham Young University, and Development Gateway.

The AidData Vision The AidData team is building an easy-to-use, comprehensive, and timely resource describing the universe of development finance project-by-project, including all grants and loans committed by all major bilateral and multilateral aid donors. Current data on development finance lacks timeliness, depth, and comprehensiveness. Better data will help increase aid targeting and coordination, and it will enable better measurement and evaluation of aid effectiveness. AidData is currently developing a publicly-accessible interface that will enable researchers, field workers, and policy makers interested in development finance to access detailed project level data in order to increase transparency, accountability, and effectiveness.

The AidData Database The core of the AidData project, the PLAID database, currently encompasses multilateral and bilateral donor activities spanning the years 1945-2009. It contains information from traditional aid sources such as the OECD's Creditor Reporting System (CRS) as well as donors not captured by the CRS and activities that do not fit the OECD definition of Official Development Assistance (ODA). In cooperation with the OECD CRS, PLAID augments existing data by publishing more complete project descriptions and more detailed aid project purpose codes. In particular, PLAID is dedicated to collecting project-level data from all multilateral donors and non-DAC bilateral donors (NDBs) to provide a more complete picture of development finance flows and activities. This resource will allow donor organizations, citizens in donor countries, researchers, NGOs, recipient governments, and, ultimately, the beneficiaries on the ground in developing countries to gain a more detailed understanding of past and present trends in aid.

The Future of AidData Over the next two years, AidData will expand to include previously unpublished data from both traditional and new donors. We also intend to classify and publish data on private aid flows as it becomes available. We will develop a variety of data visualization, networking, and mapping tools to allow different types of users to utilize this information in their work. AidData increases accessibility to this information for policymakers, NGOs, foundations, partner country officials, researchers, journalists and the public.

Who is AidData? The AidData team includes scholars in economics, political science, sociology, and computer science, development practitioners, and NGO researchers. The Project-Level Aid (PLAID) Database and PLAID 1.9.1 Introduction As a continuation of PLAIDʼs work, one of the key goals of AidData is the collection and publication of detailed, standardized data on all development assistance activities. Our purpose is to provide scholars and policy makers with a comprehensive tool to test hypotheses and understand trends in overall and purpose-specific development assistance, both across countries and over time. To this end, PLAID 1.9.1 contains data on commitments and disbursements for the period 1945-2009. This Codebook and Users Guide describes the procedures used in the data collection, standardization, and categorization of projects within this version of the PLAID database.

The primary variables in the PLAID database are compiled from a range of official sources, including the OECD Creditor Reporting System (CRS) database, donor annual reports, project documents from both bilateral and multilateral aid agencies, and data gathered directly from donor agencies.

Additional variables have been created specifically for the PLAID database in an effort to standardize traditionally problematic fields, such as country names and dollar amounts. To enable future research, all projects are being coded for primary purpose and multiple activities. In this release of the database, a subset of the data will have PLAID sector codes available. When the data is released publically in March 2010, we will expand the coverage of PLAID sector codes to include all bilateral and multilateral donors added by PLAID (meaning those not already present and coded in the CRS). Long-term plans include the application of the PLAID coding scheme to all activities in the database, regardless of source. See Appendix C of this document for a complete description of the PLAID coding scheme.

Helping users already familiar with international standards easily interpret the information in AidData is a high priority for us. Therefore, all activities that have PLAID primary purpose and activity codes will also have an imputed CRS code available for users who prefer to use the CRS coding scheme, but who want the more exhaustive data resources that AidData provides.

Finally, we wish to thank all of our users for being willing to use and test this development release of the PLAID dataset. Your critical feedback and suggestions are greatly appreciated.

Using This Codebook The following pages explain what data is included in PLAID 1.9.1, where the data came from, and how each of these sources were normalized so as to be directly comparable. Wherever we present actual field names, they are formatted in mono-spaced font, e.g., field_name.

Citing or Sharing PLAID 1.9.1 By downloading PLAID 1.9.1 you are agreeing not to cite any development release of the PLAID database in papers for publication. Further, you agree not to share the PLAID dataset with anyone prior to its public release on March 22, 2010. Because this is a development release, access to this data has been limited to invited presenters and panelists at AidDataʼs Aid Transparency and Development Finance Conference. If you would like to share PLAID 1.9.1 with someone you know, please have that person email [email protected] with a data request and indicate they are doing so at your suggestion. Downloading PLAID 1.9.1 To access the data, go to the following website: http://aiddata.org/oxford/plaid19. Log in using the part of your email address that comes before the at symbol (@) as your username. For example, if your email is [email protected] then your user name would be BObama. If you have a period in your email address (e.g.: [email protected]), your username would be B_Obama. Your default password has been emailed to you. We encourage you to change this default password after your first login. If you have lost your default password email us at [email protected] or use our password recovery tool at: http://data.irtheoryandpractice.org:8000/password_reset/.

Once you are logged into the system, you can either download the dataset in its entirety or design a custom export of the data. Custom exports are downloaded as ZIP archives and include a comma-separated value (CSV) file of the records in our dataset meeting your selection criteria. Additionally, the ZIP archive contains a data export receipt in a flat text file, which provides detailed information on the accompanying data file. The names of both files include a timestamp indicating when the export was produced.

For researchers interested in analyzing PLAID 1.9.1 data in STATA, SAS, or SPSS, we provide PLAID 1.9.1 in each of these formats. Because the dataset is so large – and thus difficult for most computers to open all at once – we remove long descriptions from these distributions. An unsupported MySQL dump of the dataset is also available to interested parties.

If you have difficulty logging in or downloading the data, please contact our IT manager Michael Weissberger at [email protected]. To prevent misuse of login information, we track the location and frequency with which each user downloads the data.

Converting PLAID 1.9.1 CSV Exports with Stat/Transfer If you include the title, short_description, or long_description fields in your export, Stat/Transfer may fail to successfully convert your CSV export. This is because a number of OECD donors use diacritical or extended characters in these fields. As such, all PLAID 1.9.1 files use the UTF-8 character encoding. You will need to set the “Encoding Options” in Stat/Transfer to match this. In Stat/Transfer 10.1, under both the “Input Character Set” and the “Output Character Set,” change the “Region” to “Unicode” and the “Character set” to “Unicode (UTF-8).” For older versions of Stat/Transfer see the appropriate documentation under the help menu or on the vendorʼs website.

New in PLAID 1.9.1 – February 2010 PLAID 1.9.1 improves on PLAID 1.9 in the following ways:

- Adds the following donors: Rainforest Trust Fund, World Bank Carbon Offset Fund, Work Bank Special Financing, World Bank DRF, World Bank Managed Trust Funds, Montreal Protocol Fund, and World Bank Guarantees.

- Fixes a small number of projects that were mistakenly left out of PLAID 1.9. - Fixes a character encoding issue that led to diacritical characters in OECD CRS data being

displayed improperly. - Adds records to IBRD and IDA that were missing as a result of an error in how we accounted for

cofinanced World Bank projects. - Adds USD amounts for a handful of currency-year combinations that were missing. - Removes line breaks in project descriptions that interfered with user ability in some cases to

import data into STATA, SAS, SPSS, and other statistical analysis packages. - Updates the 2008 CRS data. PLAID 1.9ʼs 2008 data came from the OECDʼs December 12, 2009

release of CRS ONLINE. PLAID 1.9.1ʼs 2008 data comes from the February 1, 2010 release of CRS ONLINE.

If you have already started your analysis, feel free to use either PLAID 1.9 or PLAID 1.9.1 for your Oxford papers. If you have not started your analysis, please use PLAID 1.9.1.

New in PLAID 1.9 – January 2010 PLAID 1.9 builds on the success of our last public development release, PLAID 1.6. Incorporating significant feedback from PLAID users – most notably at the PLAID Data-vetting Workshop in September 2009 – weʼve made significant improvements in data quality and coverage. Since the release of PLAID 1.6, we have made several additions, including data from non-DAC bilateral donors including Iceland, Liechtenstein, Monaco, Chile, Estonia, Hungary, and Slovakia. New multilateral donors or multilateral donors with improved data include the Asian Development Bank, the Andean Development Corporation, the African Capacity Building Foundation, and the International Monetary Fund. Thanks to the efforts of the OECD CRS, we now have data from the Global Alliance for Vaccines and Immunisation. For all records not pulled from the CRS, weʼve added new and permanent record ids (perm_aiddata_id), allowing users to code these activities knowing that their coding work can be associated with later releases of the PLAID dataset.1

Weʼve also improved usability of the database by changing field names to be more indicative of what data each field holds. For users who have written do files for STATA or similar packages, we provide short renaming scripts for STATA, SAS, and SPSS that map the new field names back to the old field names. These files are available at http://aiddata.org/oxford/plaid19/.

Reporting Errors in PLAID 1.9.1 While we have taken significant care to ensure that this dataset is as error-free as possible, it is still a development release and we have not yet finished the data-vetting process. With over 1 million project rows in the dataset, there are certainly errors in PLAID 1.9.1. Please report any errors – large or small – to [email protected] with “[PLAID 1.9.1 ERROR]” in the subject line.

Types of Development Financing Tracked by PLAID The PLAID database includes both commitment and disbursement2 amounts for development financing activities over the 1945-2009 period.3 We define development finance as loans or grants from governments, official government aid agencies, and inter-governmental organizations (IGOs) intended mainly to promote the economic development and welfare (broadly defined) of developing countries. This expands upon the traditional definition of “aid” as only including flows that fit the OECDʼs definition of Official Development Assistance (ODA).4 In addition to ODA, the PLAID database includes international loans at market rates if these loans are extended in an effort to foster economic or social development. Our data therefore includes commitments that offer financing to developing countries in the form of:

• Grants • Mixed loans and grants • Loans at discretionary rates from multilateral agencies

1 As was the case with all previous iterations of the PLAID dataset, it is still not possible to reliably match CRS records from one release of the CRS dataset to another. This is largely the result of donors failing to maintain what the OECD stipulates should be a stable and unique combination of key fields in CRS ONLINE: crsid, flowcode, donorcode, recipientcode, and year. With each subsequent release of the CRS data, however, the uniqueness and stability of these key fields appears to be improving. 2 Information on disbursements is much less complete than those on commitments. • Loans/loan guarantees at market rates • Technical assistance • Sector program aid transfers in cash or in kind

For many activities it is possible to restrict the data selection criteria within the database to differentiate among project financing types using either the flow_type or grant_element variables. For donors that do not explicitly state that a given commitment is a loan or a grant or both, we leave these fields blank.

The PLAID database includes neither project funding that originates from non-governmental organizations (NGOs) nor contributions from private investors, banks, or foundations.5 The database also does not include military aid from either bilateral or multilateral donors. The following is a list of the types of financing which PLAID does not currently include:

• Military equipment and services • Military stock of debt • Aid flows from non-governmental organizations6 • Private long-term capital • Grants by private voluntary agencies • Loans made out of funds held in the recipient country • Foreign direct investment (FDI), unguaranteed bank lending, portfolio investment.

Importantly, we also do not include flows that constitute core funding for multilateral development organizations. Following the CRS reporting directives, we do include flows from donor governments to multilateral organizations provided that they are earmarked as “financing for specific projects.”7

Data Sources and Standardization Data for PLAID 1.9.1 comes from a number of sources, including the OECDʼs Creditor Reporting System, annual reports and project documents published by donors, web-accessible databases, and in several cases, in project documents, spreadsheets and data exports obtained directly from donor agencies.

OECD Creditor Reporting System (CRS) A large number of the activities in the PLAID database are drawn from the Organization for Economic Cooperation and Developmentʼs (OECD) Creditor Reporting System (CRS). The vast majority of the records pulled into PLAID 1.9.1 from the CRS are bilateral aid activities spanning the years 1973 to 2008. A portion of our multilateral aid data is also from CRS. The CRS data are based on the information that donor governments and multilateral organizations submit about their aid activities through the CRS system each year.

In version 1.9.1 of the PLAID database, we combine two sources of CRS data – the December 2009 edition of the downloadable files from OECD.Stat and the 2009 CRS CD-ROM – to create what we believe to be the best available data for each donor. Most of the CRS data in PLAID 1.9.1 is pulled from

the OECD website (www.oecd.org) through their OECD Stat portal.8 We chose this source at the recommendation of OECD staff because it offers the largest number of data fields of any CRS data source and is the most up-to-date source.9 Throughout this document we refer to this CRS source as CRS ONLINE. The following donors are pulled from CRS ONLINE:

Not all donors tracked at the project-level by the CRS are available from CRS ONLINE at the present time. Instead, we pulled this data from the 2009 edition of the OECDʼs International Development Statistics (IDS) CD-ROM. Throughout this document we refer to this CRS source as CRS CD. The following donors were pulled from CRS CD:

• Economic and Social Commission for Asia and the Pacific • Economic and Social Commission for Western Asia • Food and Agriculture Organization • Fast Track Initiative • World Trade Organization • WTO - International Trade Centre

A number of recipient countries, which are on the CD-ROM, are no longer available on CRS online. We pulled data for these recipients from the CD-ROM as well.10 Commitment records to the following recipients were also pulled from the CD:

• Bulgaria • Czech Republic • Czechoslovakia • Guadalupe • Hungary • Kosovo

• Lebanon • Lithuania • Martinique • Poland • Reunion • Romania

• Russia • Serbia and Montenegro • Slovakia • Saint Pierre and Miquelon

Finally, a number of recipient countries that are included in CRS ONLINE are missing data in particular years, making it appear as though these countries received no development finance from DAC donors in those years. We were able to locate this data in CRS CD and have included it in PLAID 1.9.1. Appendix D lists the recipient-year combinations for which we pulled data from the CD. If youʼd like to exclude CRS records pulled from CRS CD, you can do so by excluding all records where the source field is equal to “CRS_CD2009.”

Separating Commitment Records from Disbursement Records in CRS

The OECD offers the complete OECD CRS database for download on its website in the form of pipe-delimited text files. According to OECD staff, these pipe-delimited files are the most complete and up-to-date source for the CRS dataset.11 This being the case, the vast majority of CRS records in PLAID 1.9.1 are drawn from these CRS pipe-delimited files. In PLAID 1.9.1 we use the following files from the CRS website (displayed below with their respective creation dates):

Each of these files contains records for both commitments and disbursements in a given year. Unfortunately, we could not reliably match all commitments to their respective disbursements. In many cases, disbursements could be associated with more than one commitment record. Because of this, we decided to provide the CRS disbursement records in a separate disbursements table (PLAID19_DISBURSEMENTS).

The CRS does not have a field dedicated to marking a record as either a commitment or a disbursement. As a proxy, we assume that any record with a commitment value greater than zero is a commitment record. In some cases, this means that commitment records also have disbursement amounts greater than zero. Such records were included in the main PLAID 1.9.1 data table as project records.

Conversely, we assume that all disbursement records have a commitment amount of zero. In some cases, however, this means that disbursement records have both a commitment amount and a disbursement amount of zero. In other cases (18,830 records), it means that records have a commitment amount of zero and a disbursement amount of less than zero. In a small number of cases (127), records with a disbursement amounts less than zero had commitment amounts greater than zero. We did not include these records in the main PLAID 1.9.1 release and instead included them in a separate disbursement table with other apparently malformed records. In the vast majority of cases, these disbursement records have a commitment amount of zero and a disbursement amount of greater than zero. All disbursement records are included in the PLAID 1.9.1 CRS disbursements table.

AidData and the PLAID project are extremely grateful for the OECDʼs work on the CRS. Our research and our related data gathering activities would not be possible without the significant and ongoing data work done by the OECDʼs Development Cooperation Directorate.

Comparing CRS Records to PLAID 1.9.1 Records

It is important to understand that there is not always a one-to-one relationship between records for donors tracked by the CRS but for whom we have more complete data directly from the donor. In general, we 11 AidData researchers know of at least three other sources of “complete” versions of the CRS dataset: 1) the OECDʼs annual International Development Statistics CD-ROM, 2) the OECDʼs online Query Wizard for International Development Statistics (QWIDS), 3) and the CRS data provided to Development Gatewayʼs AiDA dataset by OECD. Each of these sources provides a different set of donors and recipients and different sets of data fields about each record. Some of these sources include both commitment and disbursement records (CRS ONLINE, QWIDS), while other only provide commitment records (CD-ROM, DG).

dropped CRS data for those donors that offer more complete coverage in either Annual Reports or online databases. In practice, the only CRS-reporting institutions with high quality, publicly available, and comprehensive alternatives to CRS records are the multilateral development banks. For example, the quality of the descriptions and other associated documentation is much higher in the World Bank's online database than in the CRS dataset. The cost of this more comprehensive data, however, is that there is not a one-to-one match between a CRS record from a multilateral bank and a PLAID 1.9.1 record from the same bank.

Keep the following in mind: When reporting multilateral data, CRS only includes those projects that meet ODA requirements or – if you include OOF – ʻnon-concessional' flows to ODA-eligible countries. This means that PLAID will often include more dollars and/or projects than the CRS for any given donor-year.12 Further, for those Bank records that are included in CRS, the OECD (or perhaps the Bank's CRS-reporter) subdivides a single project into multiple rows (see a few examples). In PLAID, to the extent possible, we attempt to keep a single project on a single row, so our project counts will be smaller even if the total dollars covered is the same.

Annual Reports, Project Documents, Direct Donor Relationships, and Web-Based Data The remainder of the data was collected directly from donor organizations, either through their annual reports, from public websites, or through direct contact in donor agencies. Annual Reports served as the source for most of our multilateral development bank records as well as the many NDB bilateral donors whose foreign aid is not yet covered in any comprehensive aid database. Where suitable data for inclusion could not be found in the public domain, the AidData team contacted donors directly. In many cases, donors happily provided AidData project-level information in the form of project documents, database exports, spreadsheets, or a combination of these formats. AidData formatted, standardized, and (if needed) translated these records for inclusion in the PLAID database. Donors who provided us data directly have the opportunity to review their data prior to publication. In some cases, donors had never systematically reported on their aid activities before and AidData provided expertise and guidance on how to do so. As a result, some of these donors are only able to populate a small number of fields at this time. It is anticipated that data for these donors will improve in quality and quantity as they work with AidData to improve their data collection and reporting capacity.

In some cases, for increased coverage, the PLAID team collected project-level data from organizations already reporting to the CRS from web-based sources made available by the donors. Additionally, where data was made available on-line but not in easy-to-download formats, the PLAID team used sophisticated web-scraping tools to systematically and comprehensively capture the web-based data for our database. Web-scraped donors include:

• World Bank (IBRD, IDA) • Global Environment Facility (GEF) • The Global Fund to Fight AIDS, Tuberculosis and Malaria • Korea • Chinese Taipei (Taiwan)

Commitment and Disbursement Data Version 1.9.1 of the PLAID database includes both commitment and disbursement amounts for some donors for particular projects. To the extent that it was possible, project commitments and the sum of project associated disbursements are reported on the same line in order to maintain the one-row-per-project design of the database. However, for disbursement data originating from the OECD CRS, we were not able to accurately associate all disbursement records with the project commitment they referenced. In order to keep project counts as accurate as possible, for version 1.9.1 we have removed all CRS 12 Recall that PLAID is not limited to just ODA or flows to ODA eligible states.

disbursement data and included it in a separate table.13 For users, this means in practice that aggregate total disbursements (groupings by donor, recipient, and/or year) will be accurate, but that for CRS data it is not possible to look at all disbursements on the project level.

Currency Conversion and Deflation PLAID 1.9.1 provides commitment and disbursement amounts in three forms: (1) USD nominal, which is the USD value of the commitment amount in a given recordʼs reported year, (2) in constant USD 2000 dollars, and (3) in nominal reported currency units. Where USD was not the original reported currency we converted commitment and disbursements amounts using averaged annual USD per national currency unit exchange rates from the IMFʼs International Financial Statistics Database.14

To calculate our constant dollar amounts we used a three-step process based on Consumer Price Index (CPI). First, we calculated the deflator: Let CPIt be the Consumer Price Index of the United States for year t and let CPIb be the CPI for the United States in base year b (for PLAID 1.9.1 the base year is 2000). The deflator for each year t (deflatort) is calculated using the formula:

Interpreting Project-Level Data To use PLAID it is necessary to understand the unit of observation of the data. The data contain observations of financing flows from donor entities to recipient countries for specific purposes. In the majority of cases this means that a row of our data corresponds to a donor committing a certain amount of money to a recipient country in a particular year for a specific project (read: one row of data per project).

However, under three conditions it is possible that a single project may appear multiple times in our data: 1) when multiple donors give to the same project (cofinancing), 2) when a single donor commits new money to the same project in more than one year, or 3) when a donor splits a project with several activities into multiple records by sector. If the original project was scheduled to be disbursed in yearly increments or periodic tranches over multiples years, this is captured on a single project line. However, on some occasions donors commit additional funds to existing projects. As these represent new funding commitments and separate funding decisions they are listed as distinct projects. For users, this means the following:

• Assuming that each row in PLAID 1.9.1 is a unique project will lead to an overestimate of the number of development projects. In some instances, users may be able to track projects having

• Since redundant projects are coded into sectors consistently, summing commitment dollar amounts across donor, recipient, and year will lead to a good measure of a donorʼs commitments to particular recipients or sectors for a given year.

Donor and Recipient Naming Conventions Donor and Recipient naming conventions have changed slightly in PLAID 1.9.1. Where possible in PLAID 1.9.1 we format and spell donor and recipient country names the same as the OECDʼs QWIDS. Where we have recipients that are not in the QWIDS dataset, we match our spelling to CRS online.

PLAIDʼs Purpose and Activity Coding Scheme An essential part of studying any specific subset of development assistance projects is the ability to accurately identify the specific sectors each project was designed to target. The CRS currently categorizes projects according to a coding scheme that identifies one overall aim or purpose of the project (called the CRS purpose code). However, PLAID researchers have concluded that attaching only a single code often fails to capture the wide variety of development activities foreign aid projects seek to address. Given the complexity of such multi-purpose projects, PLAID has developed a new coding scheme based on the CRS that allows researchers to capture the granularity of each development project as well as determine the projectʼs dominant purpose.

More specifically, the PLAID sector coding system is an extension of the commonly used OECD CRS sector codes. However, the two diverge in non-trivial ways: where the OECD system seeks to capture one overall purpose of any given foreign aid project, PLAID attempts to capture both the purpose and each individual activity. Each project in the PLAID sector coding system is coded for both an overall purpose and, depending on the project components, any number of activity codes from a range of sectors, creating a far more detailed picture of development assistance. Activity codes in AidData are considerably more nuanced than CRS codes in many cases.

Purpose Codes Similar to the CRS, the PLAID coding scheme calls for each project to be assigned one purpose code, which represents the dominant, immediate sector or subsector of the recipientʼs economy the project intends to foster. The purpose codes for the new scheme are the same as the CRSʼs “main codes” except for a number of additional purpose codes that clarify and add detail. For example, 21010: Transport policy and administrative management in the CRS scheme includes any project that is a combination of other transportation sub-sectors, and unspecified transport projects. In the PLAID sector coding scheme, these two items have been given their own codes—21000: Transport and Storage, combination of purposes and 21005: [unspecified transport activities]. If the project fosters more than one sector, then the project will have a multi-sector purpose code. See Appendix C for a complete list of PLAID purpose codes. PLAID purpose codes are presented in the plaid_sector_code field.

Activity Codes In addition to capturing the dominant purpose of a project through the purpose code, the PLAID scheme is flexible enough to be useful at a more granular level. During the actual coding process, coders attach activity codes to each project based on information provided by the donor in the title and description fields. Every project is assigned at least one activity code, but there is no limit on the number of activity codes that can be associated with a particular contribution. The activity codes for the new scheme are derived from the “Clarifications/Additional notes on coverage” section of Annex 5 as well as the “detailed codes” in the CRS coding scheme. These activity codes are a subset of their respective purpose codes. For example, the activity code 11220.03: Basic education infrastructure is found under 11220: Primary education. In the PLAID 1.9.1 dataset, activity codes are presented as pipe-separated values in the plaid_activity_code field.

To date, we have applied the PLAID coding scheme to over 70,400 projects in PLAID 1.9.1. We expect to have over 90,000 projects coded in the March 2010 release of the dataset, and in the future we will apply PLAID coding to all CRS projects.

Generated CRS Purpose Codes Because the PLAID coding scheme subsumes the original CRS structure with both purpose and activity codes, users can make the data compatible with other OECD CRS coded data by using the PLAID suggested OECD CRS purpose code. These suggested CRS purpose codes are generated from the assigned PLAID codes based on coding instructions in the “Clarifications/Additional notes on coverage” section of Annex 5 as well as the “detailed codes”15 in the CRS coding scheme. In the PLAID 1.9.1 dataset, these codes are found in the plaid_generated_crs_purpose_code field.

Methodology for PLAID Purpose and Activity Codes In order to achieve consistently applied codes, PLAID implements a three-tiered coding scheme. First, projects are pre-assigned into a specific sector (education, trade, industry, etc.) by a senior member of the research team, usually based on the title of the project or on previous rounds of coding in the pilot phase of the project.

After each project has been pre-coded and sorted into two-digit sectors, two specially-trained researchers independently code each project in their assigned sector. For example, two researchers trained in education coding will attach purpose and activity codes to each of the education projects for a single donor. Pilot tests performed by PLAID staff found that coding specialization improved reliability, efficiency, and speed. Researchers understand that the codes they choose can and will come from other sectors besides their own; the pre-code is only a sorting mechanism to enable researchers to become proficient in the specific sector from which their coding projects are most likely to come. Occasionally, members of the research team will choose purpose codes for a particular project from outside their own sector. This is particularly the case in sectors, such as 430: Other [Multisector], where it is difficult to capture the purpose of the project from a title alone. The researchers also search each project for reference to feasibility studies or technical assistance (TA). Details on these items may be found in more detail in our PLAID Sector Codebook 3.0, available on request. If a project is found to have a technical assistance component, that project will be flagged as technical assistance (plaid_technical_assistance), regardless of whether it is TA in part or in its entirety. The same applies to the feasibility study flag (plaid_feasibility_study).

Finally, to determine which codes the project will be assigned for public use, the two code rounds are checked against each other. If the two researchers agree on the purpose code, that code becomes the “master” purpose code. When the two assigned codes do not agree, a senior researcher reconciles the codes and assigns a master purpose code and associated activity codes. When the purpose codes, TA and feasibility studies between the two code rounds agree, the summation of the activity codes assigned by the two coders and the agreed items are automatically committed as the master activity codes. If any components do not agree, that project is moved into an “Arbitration Round” queue on the coding interface where its coding rounds are later reconciled and a master code assigned. Further assessment and reconciliation will be used for extraordinarily difficult cases.

How To Use PLAID Codes • Sector Codes: Sector codes (also called purpose codes) are useful to categorize each project

into specific sectors. So, if a researcher wanted to see how many projects from a specific donor 15 For example, OECD CRS code 23061 is for Oil-fired power plants. Rather than assigning this detailed code as a purpose code, we have placed this code under the purpose code 23020: Power generation/non-renewable sources. So the OECD CRS purpose code 23061 became a PLAID activity code 23061.2.

went towards developing the education sector as a whole, then he or she could count the number of projects with PLAID purpose codes in the education sector (11110, 11120, 11220, etc). Or, if a researcher wanted to see the amount of money that a donor spent on developing the Primary Education Sector specifically in each country, you can sum the project amounts for all the projects with a 11220 (Primary Education) purpose code.

• Activity Codes: Activity codes are extremely useful when researchers are looking to identify any projects with specific aspects. For example, if a researcher wants to see all the projects that give money to fight against malaria, he or she could search for the activity code (12250.3, Malaria control). Because there are multiple activity codes usually for each project, the project amounts will not necessarily give you the amount dedicated to a specific activity. However, it is still useful to know the number/proportion of projects targeting specific activities, and the amounts for those projects can be used as an approximation of the funds dedicated to a specific activity.

• Using Purpose Codes and Activity Codes Together: Often, it will be useful to use both activity codes and purpose codes together when doing analysis on project-level aid data. This is particularly the case for multi-sector projects. If a project does not target a specific sector, then the project is assigned a multi-sector purpose code. The multi-sector purpose codes always begin with the number 4 (so, the 41010, 43030, and 43040 are all multi-sector purpose codes with specific emphases). A multi-sector purpose code indicates that the projectʼs activities span multiple sectors, and that no one sector is dominant. Similarly, if a project has aspects that fund activities in multiple sub-sectors (primary education and secondary education, then the project is given a “combination of purposes” purpose code for the overall sector (like education). Because of this hierarchical set up, not all projects that have aspects that foster a particular sector will have a purpose code in that sector. Therefore, for a more complete picture of the number of projects funding certain activities or fostering certain sectors, it may be useful to search for projects with either a purpose code or an activity code in the wanted sector. While using both of the codes together can give you more comprehensive data, it can also complicate your results since you do not know how much money from a project was spent on one specific activity. Therefore, whether it is more useful to use both purpose codes and activity codes instead of just one or the other will depend on the specific question you are trying to answer.

Beyond using activity and purpose codes, word searches of descriptive fields can also be helpful. Much of the project-level data in PLAID 1.9.1 have good long descriptions that detail the activities involved in each project. As such, word searches can be very effective for finding the amount of projects that focus on specific things that fall outside the specific list of activity codes PLAID tracks. For example, previous researchers have used the long descriptions in PLAID to see if the World Bank has changed its focus on mitigating global warming over time or its rhetoric about climate change. These researchers tracked the number of projects that where the long descriptions had the words “climate change” in the description over time to see if it changed. Similarly, other researchers could see if the rhetoric about including womenʼs development in projects has increased by doing similar searches for phrases focusing on women in development. While such word searches are not perfect, they can still be very useful to identify a particular subset of projects.
