District Vision Statement
It is the vision of the DeKalb County School District that all students and faculty be exposed
to the effective integration of the latest technology so they may be prepared for the global workforce
of the 21st century. DeKalb County educators will provide learning environments that broaden
resources and enrich opportunities by providing the most up-to-date tools and applications necessary
for meeting the challenges and opportunities of the 21st century. Through the implementation of the
latest technological resources, students will develop the critical thinking strategies necessary to adapt
and compete in the global society. Measured increases in student mastery of local, state, and national standards will demonstrate the successful integration of technology and the curriculum.
In our unceasing endeavors to attain a 21st century quality educational atmosphere, the
DeKalb County School District will strive to provide equitable access to equipment, infrastructure,
and resources in a safe and secure environment. The district will further provide continuous
professional development resources to assist administrators and teachers in achieving the current
teaching standards. The district will engage and foster ongoing collaboration and communication with parents and the community through the utilization of the technological resources available.
Student Technology Available
All students at Plainview have daily access to technology on campus. Every classroom and
office has at least one up-to-date laptop computer and one desktop computer that are on the school
network, wired and wireless. Most classrooms have two or more computers, with some having as
many as eight for student use. There is an ACCESS Distance Learning Lab, a business lab, an
elementary computer lab, and a projects lab at Plainview for student use. There are at least 26
computers in each of these labs. Students in grades 9-12 are scheduled for distance learning classes
and/or remediation classes in the ACCESS lab each term. Teachers of grades K-12 may schedule the
projects lab (30 computers) as needed. All elementary classes are scheduled to visit the elementary
lab at least once per week. The business lab accommodates four classes daily for grades 7-12. The
high school media center has 14 computers available for grade 7-12 student use at all times. The
elementary computer lab has 26 computers to serve students in grades K-6 and is located inside the
elementary media center. The elementary media center offers ten additional computers for student
use. All computers have Internet access and printer capability and are also used by faculty and
support personnel throughout the day. The media centers each also have other computers for
students to access the web-based catalog. Other equipment such as digital audio recorders, web

Plainview School seeks to provide its faculty and students with state-of-the-art computers, software, and related equipment, and to encourage use of that equipment through professional
development workshops and training, software support, and equipment maintenance. The primary goals of the acquisition of technology on campus are to promote information literacy, to
enhance student learning, and to assist faculty in administrative and management tasks. While
attaining these goals, the use of technology should become a natural, daily endeavor which benefits all stakeholders within the school and the community of Rainsville in the 21st century.

cams, and clickers are provided through the media centers for teacher checkout. Each media center
also provides an iPad cart with 17-20 iPads for classroom checkout. Both media centers provide
ebooks in their collections. Students benefit from instruction which incorporates 42” LCD monitors,
multimedia projectors, document cameras, and wireless teaching pads in classroom settings throughout the school.
Students are exposed to technology via a point-of-sale system in the cafeteria and through
teacher use of InformationNow for attendance, grades and other management tasks. InformationNow
Home provides students and parents with announcements, grades and attendance away from campus.
School Messenger is used to contact parents on a land line or a cell phone in emergency situations as
well as in other cases for routine announcements. A school web page is maintained regularly to
provide students, parents and community with vital information. Teacher classroom web pages and
email addresses are available through the school web page. There is also a Plainview School
Facebook account in place which provides announcements to school stakeholders. Many teachers
maintain a web page regularly for classroom announcements and assignments. Destiny Library
Manager has been put into place as the web-based management system for the media centers. It is
available for all homes and classrooms around the clock.
FUTURE PLANS: Maintenance of present equipment and provision of new equipment will
continue as funding permits. Older computers will be weeded out and replaced with newer ones as
funding allows. Band width and network speed should be increased at the system level in the near
future. The Distance Learning Lab is in line to be updated in the coming year with new tablet computers.
Technology and Curriculum Integration
Lesson plans, surveys, and observations indicate that teachers are integrating technology into
the curriculum. Teachers across all grade levels are using technology such as email and web pages to
communicate with stakeholders. In the classroom, they are making assignments for students to use
computers to complete projects, to do research, to complete activities in textbooks, to do drill and
practice, and to remediate material. Use of equipment ranges from graphing calculators to digital
cameras, and from document cameras to laser printers. Teachers are using projectors and large
screen displays to teach and to allow students to display their work. Web-based sites provide
opportunities for online student assessment and remediation. Distance learning classes continue to be
offered in the curriculum and students taking dual enrollment classes often use campus computers to
complete assignments. State standards from courses of study and the College and Career Readiness
Standards are being consulted via online resources and students are being taught standards from the
state technology course of study. End-of-course tests are available in math and Language Arts.
Lesson plans and individual educational plans are maintained with technology hardware and
software. State professional development sessions are provided online for staff.
Plainview School uses the following software programs that assist in curriculum integration:
InformationNow Classroom Module - Teachers enter student grades and attendance and
monitor student progress.
InformationNow Office Module – Administration maintains and tracks student
demographics, teacher schedules, class rosters, discipline reports, free and reduced lunches,
and student grading reports.

InformationNow Home Module – Parents and students keep apprised of announcements,
grades and attendance from home.
STI SETS Module – Resource teachers manage student case files.
Accelerated Reader Web – Students practice reading skills through online tests while
teachers track student progress through the management component.
STAR Reading Program – Teachers periodically test student reading progress with the pre-
and post-tests and management system.
Math Facts in a Flash – Students drill and practice on individually prescribed math
deficiencies.
NextGen (McAleer) – Clubs and organizations monitor their funds for accountability and
tracking purposes.
Horizon Fast Lane Cafeteria Management – The Child Nutrition Program administrators
track students’ meal expenses and balances while providing accountability and
confidentiality for reporting paid, reduced, and free lunch status of students.
Microsoft Office – Students and faculty produce varied products using the word processing,
database, spread-sheet and presentation components of the software.
Global Scholar – Students use the assessments provided here throughout the year to provide
teachers with research-based data to guide instruction.
School Messenger – Stakeholders receive vital information at home through this program
which contacts homes via phone numbers.
Earobics – Students in primary grades use this program to practice listening to and producing
phonetic sounds.
STI PD – Teachers and administrators are able to manage and track professional
development hours.
Elluminate – State-led professional in-service is often hosted via this service.
PearsonSuccess.net – Elementary grades assess and teach reading skills with this skills-based
assessment program on the web.
IXL Math – Elementary students use this online program to practice and to remediate math
skills while teachers track progress and individualize learning paths.
Destiny Library Manager – All faculty and students can access the web-based program to
view and search school library content and track personal transactions from home or school.
The program has the capability of allowing patron recommendations of favorite books to be shared.

FUTURE PLANS: Faculty will be encouraged to take part in online professional development
opportunities which will promote continued use of technology in the classroom. As new hardware is
provided, appropriate training will be offered. The school will continue to provide Reading Renaissance
(AR) and Discovery Education online products with Title funds and local monies. Teachers will be
trained in using online assessments as mandated through the state and system.
Infrastructure as Related to Technology

Plainview School is now served by fiber feeding into HP ProCurve 100 mgb managed
switches. From the MDF are CatV lines feeding into classrooms. These classrooms either have
numerous drops of 4 to 24 port switches. Some classrooms are connected with fiber or 802-11b/g
wireless. The school is protected by a Cisco Pix firewall (CIPA-compliant) whose purpose is to keep
data and any potential viruses isolated. TrendMicro virus protection is part of the system network. The school has a data server, DHCP server and library server.
Super Computer of Alabama is the internet service provider. Older switches throughout the
campus were replaced in early 2011 with newer, faster switches. More substations were provided
across campus as part of the building restoration after the 2011 tornado damage. Wireless connectivity is available across the campus in all main buildings and classrooms.
FUTURE PLANS: Band width and speed and space will be increased throughout the system.
. Connectivity/Wan Between Schools and Facilities

The district network consists of eighteen sites. Twelve are connected by fiber and the
remaining six are wireless. Every one has 45-MGB full-duplex connection. Each location is
connected to the central office for STI InformationNow data uploads and for Web-Sense content
filtering through HP ProCurve 100 mgb managed switches. A 100 mgb full-duplex backbone provides dedicated connectivity.
FUTURE PLANS: The district will work with the internet provider to upgrade band width and speed for each school.

Mechanics of How Access Is Provided
from the Main Distribution Point to the School Level

Access is delivered to schools in the DeKalb County school system through the described
WAN above. An 18-MGB internet access feed is shared between sites. Some schools have additional
dedicated 10 MGB internet access through Alabama Super Computer. Content is filtered by
WebSense. Shopping is not allowed online, unless deemed necessary for school use. Spam is filtered
by True-Band and DNS is hosted by Network Solutions. Web pages for each school are hosted off-site and maintained by individual campus personnel.
FUTURE PLANS: VPN for administrative use will be provided by the district.
Measures to Ensure Information Security
Cisco Pix firewall is in place at POP and at each school within the school district. Incoming
mail is filtered for spam and viruses by e-mail host (TrueBand). Desktop anti-virus protection is
Trend Micro Suite and is loaded on all computers before being placed in schools. Private IP’s are
used in all locations. Only servers running programs such as SETSWeb and STI InformationNow
Web have NAT to public IP’s.
Individual unique passwords are used to logon access that is password protected. Students
are not allowed unrestricted access to the computers and are closely monitored by faculty at times of
computer use. User names and passwords are used for network programs. New administrator
passwords have been changed in order to meet NSA requirements. Logs are kept to track student use of computers in public places such the projects lab and the media centers.
Acceptable Use Policies for the DeKalb County Board of Education are provided online in a
student handbook for all students and faculty and can be viewed on the district webpage. Disciplinary action is taken when the policies are violated.
FUTURE PLANS: A “whitelist” security system has been put into place for the network at
Plainview which gives access only to those computers that are permitted access via MAC addresses.
This limits access to only those devices owned by the school. Passwords will be changed when necessary to maintain network confidentiality.

Goal 1: Technology Integration and Mastery of Standards
Local Interpretation of Goal
Plainview School students, teachers, and administrators will effectively use technology as an
integrated tool for teaching, leading, and learning to master local, state, and national
standards.
Ideal Performance (Indicator for Goal 1): When we have achieved Goal 1, we
will see the following in our school.
80-100% of our students demonstrate competency by integrating existing and new innovative
technology tools and resources into the learning process to meet standards expressed in the Alabama
Course of Study for Technology and in the ISTE Guide. Students are engaging in activities such as
distance learning, web-design, video production, pod casts, and other emerging technologies across
the curriculum. Student work is displayed on the school or county website and other educational
hosting sites. Students are participating in off-site technology competitions.
80-100% of our educators regularly and effectively use technology to communicate with colleagues,
community, parents, and students via resources such as InformationNow Home, School Messenger,
teacher and classroom web pages, and DeKalb County e-mail.
80-100% of our administrators use InformationNow, DIBELS, State Assessment Results, District
Technology Surveys, PLATO Learning Environment, STAR, Accelerated Reader, IXL Math, and
other future technologies to analyze and assess instructional effectiveness and monitor student
achievement.

Plainview School is at Level 3 for Goal 1.
Evidence indicates that administrators and others in school leadership roles are comfortable using
technology to track academic strengths and weaknesses. Classroom teachers often use technology
to teach, to communicate with peers, to prepare lessons, and to make assignments requiring students
to use computers. However, only a few teachers are comfortable using data capture equipment and
software that requires students to analyze and/or organize data, to locate and evaluate information,
or to complete writing assignments and make oral classroom presentations. More professional
development will be needed to facilitate a higher degree of use.
We must continue to work more toward using other technology tools in the classrooms and in
communicating with students, parents, and the community. To accomplish this, we will continue to
provide training to teachers to better use peripherals such as digital projectors, large screen displays,
document cameras, student response systems, white boards, and interactive digital tablets. The
introduction of iPads and ereaders as classroom tools will continue. We will encourage teachers to
keep web pages current and relevant.

Goal 2: Expanding Opportunities through Technology

Plainview School students, teachers, and administrators will benefit from a broad range of
educational opportunities and resources through the use of technology.

will see the following in our school.
100% of our educators are provided with an email account and access to the system web server for
posting teacher and student web pages and projects.
80-100% of our educators are using digital tablets, laptops, iPads, digital projectors, document
cameras, interactive whiteboard projection systems, large screen displays, and student response
systems, all along with varied software and web sites, to implement innovative technologies.
80-90% of all classrooms have 2-4 networked computers. Document cameras and other technology
equipment are available for checkout through the media centers. Additional computers are used in
the media centers and computer labs. Certified teachers and trained computer aides are in place to
ensure all technology standards are mastered in the labs.
100% of our students have access to academic web-based resources such as AVL, IXL,
pearsonsuccess.net or similar teacher websites, and teachers have been trained in their use and
potential.
100% of our students participate in distance learning activities under the guidance of certified
personnel to meet state graduation requirements.

Plainview School is at Level 3 for Goal 2.
Indicators show financial support and personnel support favor the provision of and use of
educational technology. Although these supports are in place, funding is not always available
to enhance and encourage innovation. Meeting the demands of ongoing maintenance of
equipment is a challenge.
The greatest weakness which we can control at present time is in providing more online
learning for both teachers and students. Efforts will be made through student and teacher
scheduling to teach online classes and to encourage online professional development.
Elementary and junior high students will be taught basic computer and work processing skills.
Graduation requirements and professional learning unit requirements for administrators at the
state level should help PHS in meeting this objective.
Efforts will continue to secure additional funding through varied local, state, and federal
programs and sources for the purchase of emerging technologies and the maintenance of current
technologies. The use of iPads and ereaders as classroom learning tools will be encouraged.
Interactive teaching technology will become familiar in classrooms.

Goal 3: Technology Professional Development

Plainview School teachers and administrators benefit from high quality, research-based
professional development and supports necessary to achieve local, state, and national
standards and courses of study.
Ideal Performance (Indicator for Goal 3): When we have achieved Goal 3, we
will see the following in our school.
80-100% of our teachers, administrators, and school staff participate in and benefit from research-
based professional development opportunities through various means. The system has two full-time
technology coaches which provide high quality professional development to the schools and the
district and mentor integrated technology in the classrooms. Online professional development is
available through eLearning and other sources provided by the school system and state department.
An annual technology fair is provided to demonstrate and introduce new innovative technologies to
all staff at the district level.
100% of all teachers and administrators have equitable access to professional leave which will
enable them to attend professional development activities within the district and off-site.
Reimbursement is provided for all expenses incurred to attend local, state, and national technology
workshops and conferences. Other incentives are provided to encourage teachers to share their
training with fellow faculty.
100% of administrators use leadership and teacher focus groups to evaluate data before providing

embedded, technology professional development that is aligned with local, state, and national
standards and course of study content standards.
3.2 Teachers and administrators are provided with adequate resources (such as release time,
compensation, reimbursement, materials, etc.) to enable their participation in professional
development opportunities within the district and off-site.
3.3 Administrators use a variety of evaluation data to make decisions related to technology
professional development.
Plainview School is at Level 2 for Goal 3.
Teachers are not satisfied with offerings and opportunities for professional development and
some are not able to fulfill requirements for professional development hours. The majority of
faculty members depend on meeting these requirements within school and district offerings.
Hopefully, the local technology fair will be re-established to acquaint teachers with emerging
classroom technology tools and their uses. Meanwhile, technology conferences are being held
closer to home during the summer.
Future plans will focus on encouraging teachers to participate in online professional
development through sources such as Alabama’s eLearning classes provided by the ALSDE.
Teachers will also be using online resources introduced in workshops to learn more about the
Common Core State Standards and the College and Career Readiness Standards and put them
into place in the curriculum. Training will also be provided for teachers in grades 7-12 in use of
the iPads for teaching. Little funding will be available for professional development.
A main objective at Plainview is to increase technology integration with scientifically research-
based programs while improving student achievement. Upcoming professional development
will be planned with this objective in mind as teachers become more comfortable with the new
CCRS requirements and with ever-changing technology developments.

All Plainview School students, teachers, and administrators will have access to the
appropriate technology resources and infrastructure necessary to support teaching, leading,
and learning.

will see the following in our school.
100% equitable access to equipment, infrastructure, and technology resources in a safe and secure
environment is provided for Plainview stakeholders. The networks perform seamlessly and are
available to all. Equipment available includes digital cameras, scanners, printers, digital projectors
or TV displays, up-to-date computers, document cameras, clickers, interactive whiteboard
projection systems, student response systems, and wireless connections for digital tablets and
interactive teaching tablets.
The district provides adequate technology staffing to all students, teachers, and administrators.
Websites are created and maintained at all local schools, as well as at the district level to
communicate with parents, community, students and colleagues. Each classroom teacher maintains
an up-to-date webpage for communicating with students and parents.

4.1 Instructional spaces, library media centers, and administrative offices have sufficient network
bandwidth to support the learning, communication, and administrative goals of the district.
4.2 Districts have implemented the required internet security tools to enable teachers,
administrators, and students convenient, useful, and safe access to the internet.
4.4 Schools will have a sufficient ratio of technology tools available to support the learning,
communication, and administrative goals of the district.
4.6 The district provides a sufficient ratio of technical staff to support student, teacher, and
administrator technology use.
4.8 Districts and schools will create and maintain websites as vehicles for communicating to
parents, the community, and extending school resources to students outside of the school day.
Plainview School is on Level 4 for Goal 4.
The district is responsible for maintaining the current levels of network support and making
upgrades as future developments in the technological world require. Plainview School will
depend on this to continue. Personnel in the technology department are also provided by the
district. A future goal, and a much-needed one, is to provide technology coaches who will aid
with professional development, and mentoring and guidance in integrating technology into the
curriculum. Recent upgrades such as bandwidth expansion, wireless connectivity, campus re-
wiring of the LAN, installation of more sub-stations are in place. These provide a more secure
network and faster access to the web. A state-of-the-art campus-wide surveillance system is in
place. New computers have been secured, including thirty computers for the projects computer
lab. Wireless, interactive teaching pads have been placed in all core-subject classrooms.
Document cameras were made available to classrooms and may also be checked out of the
media centers for classroom use.

Results of the 2012 IMPACT survey indicate that more than half of the teachers make at least monthly use of
classroom time for computer use by students. About 50% of the respondents, however, rarely or never make use
of data-capture equipment or software which would require students to analyze and/or organize data. Very few
teachers require students to use computers for writing assignments and class presentations. Lesson plans and
walk-throughs support this finding.

Results of the 2012 IMPACT survey indicate that at least 70% of the teachers plan activities which use technology
to support, integrate, or teach the lesson once a week or more. The weakest areas for incorporating technology
into lessons are in inquiry-based learning, decision-making, and collecting and evaluating information.

As indicated on the 2012 IMPACT survey, about 89% of the teachers taking the survey use computer technology
to collect data and monitor students’ progress at least once a month, with 36% indicating they do so daily.

Survey question 23 in 2012 indicated that PHS faculty is collectively strong (86%) in using technology to
communicate with peers. Response to questions 21 and 22 show that teachers are weak (less than 20%) in
communicating with students and parents via technology. This is lower than the previous year’s results. Many
teachers maintain a classroom webpage to inform students and parents of assignments, but few use email, blogs,
etc. for communication. Social networking sites were used by a few teachers to make announcements

Local school surveys, data meetings, and walk-throughs prove that principals, counselors, and others in leadership
roles are familiar with student test scores and monitoring reports through their use of online tracking programs and
locally maintained data bases. Administrators acknowledge their findings in meetings with faculty members.

Budgets show support for technology at PHS. Faculty members are encouraged to use technology
in the classroom. Elementary teachers often integrate online and Power Point resources into the
teaching of reading. Faculty members are willing to spend funds available to them to expand and to
maintain technology in their classrooms.

According to the 2012 survey, 80% of teachers use web-based and non-web-based computer
resources and applications to gain information and to plan lessons once a month or more. Textbooks have web-related resources available to both teachers and students for lessons and learning activities.
School Messenger is used throughout the year to contact parents for announcements. The school
web page contains daily lunch menus and other information which stakeholders consult regularly.
Classroom web pages are linked to the school web page for easy access.

IMPACT 2012 survey question 28 shows that 61% of the teachers did not participate in an online
distance learning activity in the past year. Few PHS faculty members are trained to administer
online learning classes from the state online programs. Students are given online learning
opportunities with PLATO for credit recovery and ACCESS distance learning for enrichment and dual enrollment. Elementary students use web-based Accelerated Reader quizzes and
pearsonsuccess.net reading assessment materials regularly. IXL Math, Destiny Library Manager,
the AVL, and other resources are often integrated in assignments through the business lab and
computer applications classes.

Some teachers were required to attend training sessions throughout the year. Departmental teachers
met to design pacing guides. There was a technology component in each of these meetings. Funding
was provided by the district for these meetings when needed. Campus training sessions in
technology were provided as requested. Information was given to faculty members relative to
summer workshops and conferences. Very little funding was provided for professional development.

Responses in past years have been negative, indicating teachers do not believe they have been given sufficient resources to allow them to attend professional training sessions. On-site workshops were
planned to accommodate teacher schedules when possible. Funding was provided to some faculty
members for professional development during a workday, but State funding was lost and off-site
workshops were no longer provided. Professional Development opportunities from the State were
online and teachers were given time to participate whenever feasible.

Over 50% of the faculty (in 2012) respondents believed professional development is only minimally
provided to meet teacher needs. This is an improvement from some years. Campus leaders
examine available data such as DIBELS, AHSGE, and ARMT scores to help plan professional development throughout the year. Efforts are made to incorporate technology which will benefit
learners, improve student achievement, and aid managerial tasks for teachers. However, little
emphasis was placed on this need as there was no funding to support it. New assessment software,
Global Scholar, is now being provided from the state and system level, and end-of-course tests will
be in place in the coming year.

Instructional spaces, the media center, and administrative offices have sufficient bandwidth to support minimal learning, communication, and administrative goals of the district.. Online testing
times put a real strain on the bandwidth. Telecommunication resources are constantly monitored for
upgrades because of the increased demands from programs that are being used. Wireless
connectivity is in place, but the bandwidth is still not sufficient to fill all needs.

All staff members as well as students are held accountable to the district’s Acceptable Use Policy.
The district monitors all federal mandated internet security regulations and holds the administration accountable for staff and student compliance to these regulations. Students and faculty have access
to the district’s Acceptable Use Policy online and are encouraged to abide by the rules. The
“whitelist” security was added at mid-year to keep devices brought into the school off the network.

Plainview School has an up-to-date website maintained throughout the year. Announcements,
calendars, sports schedules, menus, and other information are provided for all stakeholders. A
Facebook social media page is used and kept updated. Destiny Library Manager is available on the
web and a library web page is in place. All contain vital links students can follow in completing
school assignments. INOW Home provides up-to-date announcements to students’ homes in
addition to making grades and attendance records available to parents. All teachers have been trained to build and maintain a web page for parent and student use. School Messenger has been
fully implemented to contact homes of students as needed throughout the year.
