FOREWORD

Recognizing the importance of a sound statistical database in rnonitoring and evaluation of the progran1nn1es of development of the country, the Royal Guven1n1ent of Cambodia has been endeavouring to create and strengthen such a database over the last t\VO decades. 1"he results of the rnajor data collection activities like the (Jeneral Population (:ensuses in 1998 and 2008, regular rounds of Socio-Economic Surveys and Demographic and Health Surveys in 2000, 2005 and 2010 have been \videly utilized in development planning progra1nn1es.

Encouraged by the v.·ide utilization of the valuable population data base, the RGC is comn1itted to develop it through an intcr-ccnsal population survey in 2013. ·rhis is in accordance vvith the RGC's sub-decree of 19 July 2010 on designated ofTicial statistics \Vhere it has been laid do\\·n that such a survey has to be held every ten years.

Therl~ has also been a growing de1nand fro1n non-govcrnn1ental agencies, develop1nent partners, planners and researchers as \\'ell for reliable and updated dcrnographic and social data in order to revie\v their plans and programs for the \velfarc of c:an1bodia.

'rhe present report contains a plan for conducting the Can1bodia lnter-Censal Population Survey 2013 ((:IPS 2013).The proposal n1ade is comprehensive enough and it takes into account all the in1portant aspects concerning the sa1nple survey covering about 29,000 households spread over the country. Due to financial constraints, RGC has to rely heavily on the goodwill a.nd support of internati0nal donors to carry out field \vork, process the data, analyze and disse1ninatc the results. ·rechnical assistance is also required in the process of developing national capacity further.

On behalf of the Ministry of Planning, I wish to thank the LINFPA for providing technical and financial assistance to the NJS in the preparation of the present survey plan. It is hoped that the (:!PS 201) will be i1nplen1ented as planned marking yet another mile stone in our efforts to strengthen the population database. ~

PREFACE

Thanks to the \\VO population censuses <ind several other surveys conducted over the years, Can1bodia has today a veritable store house of valuable population data which caters to the needs of data users both in the Ministries and [)cpartrnents of the RGC', and in the non-government sector_ 'fhe Rectangular Strategy (RS) for Growth, En1ployrnent, Equity and Efficiency', launched in July 2004 guides the in1plcmentation of the economic policy agenda of the RO(:. The C:MDCJs and the RS are the basis for Cambodia's National Strategic Develop1nent Plan, \Vhich has been extended to 2() 13 to cover the current n1andate. l"hc need for updated population data for n1onitoring and evaluation of these reforms and developn1ent program1nes need hardly be stressed.

L)ue to the \Vidc gap of ten years bet\Veen the 2008 and 2018 (Jenera! Population c:ensuses it is proposed t~) conduct an inter-censal population survey ofCa1nbodia in 2013. It is also 1nandatory under the RGC's sub-decree of July 2010 on designated official statistics. Such a survey conducted in 2004 provided valuable inlcr-censal inforniation that helped even to revise the population projections.

'This report provides a plan for conducting (~JPS 2013 in March 2013 cotnpleting data processing by July 2013 and disseminating the results in the last quarter of that year. ·rhe survey \viii he cnnducted on a sample basis in about 28,680 selected households spread over 956 Prirnary Sarnpling lJnits (PSlJs). l'hirty occupied households will be selected fron1 one selected E1\ in each PSlJ/ village. The sa1npling has been designed in such a \Vay as to pennit estimation of results at the level of all provinces including provinces Vvith sn1a!ler size of population.
