How your Project starts
The CIB Working group nominates your serviceto the Steering Committee.
The Steering Committee endorses the project.
The Steering Committee nominates a TeamLeader and gives them the project nominationform.
The Team Leader scopes the project and
submits a project plan to the SteeringCommittee for approval.
Once approved, the project proceeds.

1. Review the service nomination form.
2. Identify key stakeholders.

2. Confirm key stakeholders
A stakeholder is a person or group with a valid interest inthe service.
Stakeholders may include: residents
customers of the service elected representatives
managers
staff who deliver the service
other agencies of government
NGOs and community groups
donor agencies and other financing bodies Consider the above list and decide who are the
stakeholders who must be consulted and communicatedwith during your project.

3. Identify any other initiatives
CIB is not meant to duplicate or replace any other initiative or program.
Consider the scope of the project shown in the servicenomination form.
Are you aware of any other projects or programs thatwould overlap or conflict with the proposed CIB project?
Examples: a re-organisation of the existing service is planned;
a new donor-funded project is expected to start soon, coveringthe service area in question;
a new government has been elected and has announced it willbe introducing policy reforms that will impact the service area.

4. Propose team membership
Consider the service nominated.
Consider potential team members:
Who are the people responsible for the service?
Who are the “experts”? Who could bring helpful skills from outside?
Who could represent the residents or customers of the service?
Ensure you have:
a good mix of talents and interests on the team.
enough seniority in the team to get things done.
enough knowledge of the service in the team to get the right
things done.

if not – consider reducing the scope of the project by
focusing on just one or two key processes within the
service.

6. Propose resource budget
This budget is just for the operation of the CIB project
team.
It includes:
travel meeting rooms
refreshments (if applicable)
allowances (if applicable)
It does not include the resources required to make the
changes to the service that will later be recommended.
estimate these later, when the detailed implementation plan is
created for the changes the team decides to recommend.
