Congressional leaders and the White House agreed Sunday to a $700 bil-lion rescue of the ailing financial industry after lawmakers insisted on sharing spending controls with the Bush administration. The biggest U.S. bailout in history won the tenta-tive support of both presidential candidates and goes to the House for a vote Monday.

Bush called the vote a difficult one for lawmak-ers but said he is confi-dent Congress will pass it. The plan, held up for days by election-year politics, would give the administra-tion broad power to use taxpayers’ money to purchase billions of home mortgage-related assets held by cash-starved financial firms. Flexing its political muscle, Congress insisted on a stronger hand in controlling the money than the White House had wanted.

A deal in hand, Capitol Hill leaders scrambled to sell it to colleagues in both parties and acknowledged they were not cer-tain it would pass. The final legislation was released Sunday evening. House Republicans and Democrats met privately to review it and decide how they would vote. “This isn’t about a bailout of Wall Street, it’s a buy-in, so that we can turn our economy around,” said House Speaker Nancy Pelosi.

Lincoln, Neb., police reported the rare occurrence of arresting a man who called them for help. Officials said a 25-year-old man called police Wednesday night to say someone was trying to break into his apartment. When police arrived, they dis-covered it was the apart-ment manager trying to get into the apartment, which was supposed to be vacant. Police said someone had ille-gally changed the locks on the apartment, and the man arrest-ed was illegally occupying it. Police also found more than 3 pounds of marijuana, equipment used to grow marijuana and nearly $3,500 in cash in the apartment.

It wasn’t just the caffeine that gave an Iowa woman an extra jolt after she had her morning coffee; it was also the bat she found in the filter. The Iowa Department of Public Health

says the woman reported a bat in her house, but wasn’t too wor-

ried about it. She turned on her automatic coffee maker

before going to bed and drank her coffee the next morning. She discov-ered the bat in the filter

when she went to clean it that night. The woman

has undergone treatment for possible rabies. Health

officials say that the bat was sent to a lab but that its brain was too

cooked by the hot water to determine whether it had rabies.

Brazilian police reportedly have caught up with a motorist who owes the equiva-

lent of nearly $2 million in unpaid traf-fic fines. Police stopped a 36-year-old man on Wednesday and discovered he has been ticketed nearly 1,000 times since 2001. The accumulated fines for speeding and running red lights total

$1.9 million. The man said he never received the tickets because he was too busy to register the car in his name. The car is worth about $6,600; it will be auctioned unless the man comes up with the money he owes.

Congress is sending President Bush a bill that would extend for two years a federal pro-gram to clean up areas of pollu-tion and contaminated sediment around the Great Lakes. The House voted 411-9 Sunday in favor of the measure, approving $54 million a year over the next two years for the project.

The original five-year bill, passed in 2003, was to expire this year. The House had sought $150 million a year over five years for the cleanup operation, but acceded to the lower level passed by the Senate.

“I am excited that this cleanup program will continue without interruption,” said Rep. Vernon Ehlers, R-Mich., the sponsor.

Democrat Barack Obama and Republican John McCa-in on Sunday gingerly embraced a newly negotiated congressional deal for a $700 billion bailout of the hobbled financial industry.

One talks too much. The other hasn’t talked enough.

For voters, Thursday’s vice pres-idential debate promises a trans-fixing match between the loqua-cious veteran Sen. Joe Biden and the still-underexposed Alaska Gov. Sarah Palin.

For the campaigns, the encoun-ter in St. Louis represents a poten-tial white-knuckle moment: The free-wheeling Biden versus the tightly managed Palin in a test of knowledge, fluency and grace before millions of TV viewers.

Vice presidential candidates sel-dom decide elections; people vote for who’s at the top of the ticket.

Biden, Palin face-off is dangerous terrain for both candidates

Democrat, and Palin, the Repub-lican, have become Obama’s and McCain’s ambassadors to indepen-dent voters, but each with different tasks: Biden to reassure them about Obama, and Palin to reassure them about herself.

And while the stakes may not be as high as they were in Friday’s presidential debate, the running mates face more land mines than Obama and McCain did.

Since Palin roused the Republi-can Party at its national convention this month, she has been undergo-ing a crash course in foreign policy. Her struggles with some answers in interviews have been lampooned on “Saturday Night Live.”

“She just has to show some ratio-nal basis to policy positions, some knowledge basis,” said Sen. Sam Brownback, R-Kan., a former GOP

presidential candidate and a McCain supporter. “I don’t think it is a high expectation level at all for her.”

Still, Biden, who twice has run unsuccessfully for president, per-haps faces the greater challenge. He has years of foreign policy expe-rience and an affinity for extem-poraneous speech that can cause him trouble.

“He’s in a no-win situation,” said Sen. Claire McCaskill, D-Mo., an Obama backer. “If he stretches out his knowledge and expounds on all the things he knows, he runs the risk of being patronizing. If he is circumspect and is short-winded and deferential, he runs the risk of being patronizing. If he says every-thing he knows and is tough, he runs the risk of being a bully.”

Palin and Biden will be ques-tioned by Gwen Ifill from PBS. Under the format, each candidate will have 90 seconds to respond to a question, followed by a two-minute discussion.

But in a contest as close as this one between Sen. John McCain and Sen. Barack Obama, a misstep could

set back either campaign in the final weeks before Election Day.

Pastor Luke Emrich prepared his sermon this week knowing his remarks could invite an investigation by the Inter-nal Revenue Service. But that was the whole point, so Emrich forged ahead with his message: Thou shalt vote according to the Scriptures.

“I’m telling you straight up, I would choose life,” Emrich told about 100 worshippers Sunday at New Life Church.

“I would cast a vote for John McCain and Sarah Palin,” he said. “But, friends, it’s your choice to make; it’s not my choice. I won’t be in the voting booth with you.”

All told, 33 pastors in 22 states were to make pointed recommen-dations about political candidates Sunday, an effort orchestrated by the Alliance Defense Fund.

plans to send copies of the pastors’ sermons to the IRS in hopes of set-ting off a legal fight and abolishing restrictions on church involvement in politics. Critics call it divisive and unlikely to succeed.

“The role of the church — of congregation, synagogue, temple and mosque — and of its religious

leaders is to stand apart from gov-ernment,” said the Rev. Eric Wil-liams, a Columbus, Ohio, minis-ter with the liberal United Church of Christ.

Williams organized 55 reli-gious leaders across the nation to file a complaint about the ADF’s challenge.

Congress amended the tax code in 1954 to state that certain non-profit groups, including places of worship, can lose their tax-exempt status for intervening in a political campaign.

Pastor Jody Hice of Bethlehem Baptist Church in Bethlehem, Ga., said Sunday that his sermon com-pared Democrat Barack Obama and Republican John McCain on abortion and gay marriage.

“The basic thrust was this was not a matter of endorsing; it’s a First Amendment issue,” Hice said.

The IRS said in a statement it is aware of Sunday’s initiative and “will monitor the situation and take action as appropriate.”

Two Taliban assassins on a motorbike fatally shot a senior policewoman as she left for work in Afghanistan’s largest southern city Sunday and gravely wounded her son.

Austria’s far-right parties made huge gains in Sunday’s parliamentary elections, according to preliminary results, while the Social Democrats took the most votes but saw their worst results in decades.

Interior Minister Maria Fekter said the center-left Social Demo-crats had 29.71 percent of the vote, followed by the conservative People’s Party with 25.61 percent. The two parties had been part of a so-called grand coalition that fell apart in July, triggering the early vote.

were the far-right parties, whose performance together was close to the count for the Social Demo-crats. The Freedom Party received 18.01 percent of the vote, while the Alliance for the Future of Austria had 10.98 percent, early results showed.

The right-wing parties had not been expected to consider join-ing forces, given a past of frequent squabbling. However, Alliance leader Joerg Haider said Sunday it was something worth thinking about. And Freedom Party chief Heinz-Christian Strache suggest-ed he was interested in becoming chancellor.

“Today, we are the winners of election night,” Strache said.

Three Chinese astronauts emerged from their capsule Sunday after a milestone 68-hour mission to carry out the country’s first space-walk, showing off China’s techno-logical know-how and cementing its status as a space power and future competitor to the United States.

A senior space official said the mission — China’s most ambitious yet — took the country closer in its plan to build a space station and then to land a man on the moon.

Wang Zhaoyao, deputy direc-tor of manned space f light, said the program is looking to launch a new orbiting vehicle and set up a simple space lab by 2011. There are also hopes of sending unmanned and manned space vehicles to per-form docking activities with the target vehicle.

By 2020, China wants to launch a manned mission to experiment with technologies that will enable astronauts to take care of spacecraft for longer periods of time, Wang told reporters at a briefing in Beijing after a parachute brought the astro-nauts’ capsule back to ground.

A medical helicopter carrying victims of a traffic accident crashed in a subur-ban Washington park early Sunday after reporting bad weather, kill-ing four of the five people aboard, authorities said.

It was the deadliest medevac helicopter accident in Maryland since the State Police began f ly-ing those missions nearly 40 years ago and the latest in a recent rise in the number of such crashes nationwide.

It was the eighth fatal medi-cal helicopter crash in the last 12 months, bringing the number of deaths to about 30 during that period, said National Transporta-tion Safety Board member Debbie Hersman.

Crashes of medical aircraft have been increasing since the 1990s, in part because it is a booming business, fueled by the closing of emergency rooms in rural areas and an aging population, accord-ing to the National EMS Pilots Association.

Medical evacuation helicopter accident is worst in state history

However, the state-run program in Maryland does not charge for its services and was known for its safety record. It has had just three other fatal helicopter crashes in four decades.

On Sunday, a veteran pilot, a

flight paramedic, a county emer-gency medical technician and one of the traffic accident victims died in the crash, authorities said.

An 18-year-old woman also injured in the traffic accident in Charles County survived the heli-

copter crash. She was in critical condition at a hospital.

“This is a devastating trage-dy for the families of all the vic-tims,” State Police Superinten-dent Terrence Sheridan said.

Former governor Robert Ehrlich says he is against a November referendum to legalize slot machine gambling in the state.

The former Republican gover-nor dedicated his entire weekly program Saturday on Baltimore radio station WBAL to the upcom-ing referendum.

Ehrlich, who had supported slots while in office, said the ref-erendum is not close to what he had supported, adding it doesn’t make sense to use a constitutional amendment to legalize slots.

The former governor also says slots should not be brought to the state after lawmakers passed one of the largest tax increases in state history.

Marylanders will vote on amend-ing the constitution to allow up to 15,000 slot machines at five loca-tions. Supporters say revenue could top $600 million a year. Oppo-nents say they will cost the state more because of crime, corrup-tion and gambling problems, and revenues won’t start for years after approval.

In the racial-ly diverse Washington suburb of Greenbelt, the term “progressive” is a badge of honor. But the city that began as a New Deal-era cooper-ative and overwhelmingly voted for Barack Obama has never had a minority sit on its council in its 71-year history.

The gap has drawn the atten-tion of the U.S. Justice Depart-ment and civil rights activists and is remarkable for Prince George’s County, well known for its middle- and upper-middle-class black com-munities.

But even some residents who see a problem don’t blame racism. Rath-er, they describe a chasm between the older, central Greenbelt — which is still mostly white and politically active — and the newer, outlying

neighborhoods, where most of the city’s minorities live and vote less often in city elections.

The American Civil Liberties Union and the NAACP suggest that Greenbelt’s at-large election system — in which all residents can vote for all the seats — is to blame.

They claim it dilutes the minority vote and discourages minority par-ticipation, which violates the 1965 Voting Rights Act.

They also contend that turn-out is low in more diverse neigh-borhoods because local elections don’t coincide with state and fed-eral races.

“It’s all a great irony,” said Cathy Knepper, author of a book about the city’s legacy said of the current spot-light on Greenbelt. “It has always been liberal and considered left-wing, or even socialist.”

City officials have not comment-ed on the matter. But Mayor Judith Davis said in August that they were addressing concerns brought by the NAACP and ACLU, and would next deal with the Justice Department.

In a nod to how fin-icky people have become about the gadgets they use, software company Citrix Systems Inc. is rolling out a new program for its workers: BYOC — Bring Your Own Computer.

Employees get a $2,100 stipend to buy a laptop and three-year ser-vice plan. In exchange for getting a computer with the specs they want — whether it’s a wide screen, a light weight or ultra-fast processing — the workers essentially take on the com-pany’s technology purchasing and maintenance responsibilities.

Lisagaye Tomlinson of Citrix purchased a new Mac laptop under Citrix’s pro-gram that grants employees a stipend with which to buy a laptop of their choice.

mation technology specialist, said she loved the idea of having a single laptop for both personal and busi-ness use, since she’s on the com-puter so much.

“It was easier for me to have my life on one device instead of sepa-rated,” she said.

It appears Citrix is the first large company to take such a leap, at least publicly. Steve Kleynhans, an analyst at Gartner Inc., said other technology companies have start-ed similar pilot programs but are doing so under the radar.

For Citrix, the program is a way of promoting its “virtualization” technology, which, among other things, lets companies run soft-ware programs they need — like SAP for time sheets and Microsoft Exchange for e-mail — in a central data center. Employees access the applications by logging in remotely, but the programs and potentially confidential information in them are never downloaded to the work-ers’ laptops.

Citrix’s chief information offi-cer, Paul Martine, said the com-pany’s leaders asked themselves: “Our technology does this — why aren’t we doing this?”

“I’m either crazy,” Martine added, “or this is going to be the trend of the future.”

Dell Inc. is switching to mercury-free light-emitting diodes, or LEDs, to illuminate laptop screens starting in mid-December, a move aimed making the computers more environmentally friendly and easier to recycle.

Paul Newman, a pure and concentrated essence of movie stardom who died Friday at age 83, reinvented himself a cou-ple times in the span of his career, until he ended up playing the kind of guy he might have become had he never left his native Shaker Heights, Ohio: an ultra-conservative cold-fish Midwestern lawyer, married for decades to the same woman (“Mr. and Mrs. Bridge”).

But he’ll be remembered best for playing the polar opposite: the non-conformist ne’er-do-well, idolized by criminals and women, reviled by authority and tradition.

His characters’ vanity got them into worlds of trouble, but New-man’s complete lack of it came across clearly in the roles he chose and the life he lived.

Shia LaBeouf’s conspiracy thriller “Eagle Eye” debuted at the top at the weekend box office, with $29.2 million, according to estimates Sunday. It was the second No. 1 premiere for LaBeouf and director D.J. Caruso, who also teamed for the 2007 hit “Disturbia.”

Price Is Right for ‘Buzz’

Handsome virtual game show host Buzz will guide you through “Buzz! Quiz TV.”

Judging by the decades’ worth of reactions from the folks prompted to “Come on down!” on “The Price is Right,” joining a game show is super-fun. Sony and Relentless Software’s “Buzz!” successfully captured such an experience for the PlayStation 2. Now, the interactive quiz show franchise has come to the PS3 and PlayStation Portable for the first time.

“Buzz! Quiz TV” ($59.99, Play-Station 3) offers more bells and

whistles than its PS2 predecessor, including online play and wireless buzzers. However, the actual game-play hasn’t received much of an upgrade and feels less spontaneous than the original. But that doesn’t mean “Buzz!” isn’t a blast. It is.

Multiple players pick wacky ava-tars and then join an interactive mul-tiple-choice quiz show hosted by an over-the-top master of ceremonies named Buzz. As the game progress-es, goofy Buzz intuitively praises the winners and mocks the losers.

While “Quiz TV” can be played alone, the solitary experience doesn’t quite do it justice. With the right

combination of motivated players (not included), audiovisual equip-ment and maybe even booze, “Quiz TV” can transform your living room into something resembling “The Price is Right.”

Fans of the previous version of “Buzz!” — or anyone who owns a Nintendo Wii — will appreciate the updated functionality. The new wireless controllers work with the old game while the tangled-up old buzzers work with the new game.

Players can tackle a cornucopia of questions or customize their que-ries from five different channels — music, sports, lifestyle, brainiac or movies and TV — and the user-gen-erated quizzes from the MyBuzz! site. Unfortunately, “Quiz TV” lacks the ability to decide game length, rounds or difficulty level, making for a sometimes repetitive experi-ence.

A Star’s Very Long Trek

Captain Kirk, er, William Shatner is doing better than ever professionally. The secret is that he has stopped taking himself way too seriously.

It’s Friday afternoon at Manhattan Beach Studios, and William Shatner is sitting in his dressing room sweating bullets. But it evidently isn’t nerves. Hot peppers are the culprit, courtesy of a Subway sandwich he just ate for lunch. And as he greets a guest on the set of ABC’s “Boston Legal,” Shatner leaves no doubt that the sweat isn’t a by-product of any professional anxiety. At 77, he has rarely been hotter — even without the peppers.

Since 2004, Shatner has received Emmy nominations in five consecu-tive years for his work as wily attor-ney Denny Crane, first on ABC’s “The Practice” and then on “Bos-ton Legal.” He has converted two of those nominations into wins. He

also won a Golden Globe in 2005. The irony is that the adulation has arrived concurrently with a crafted stance of self-deprecation.

“When I was serious, I got taken seriously,” he says. “But when I start-ed being not so serious, I started get-ting taken even more seriously.”

The mocking of his own image can be traced to a celebrated 1986 guest-host appearance on “SNL” that included a sketch in which he implored overzealous “Star Trek” fans attending a convention to

“Get a life!” That was 22 years ago, and Shatner’s performing life only seemed to sprout from there.

“I’ve never felt better or more energetic in my life,” Shatner announces. “It’s probably a combi-nation of DNA and luck, I guess. But it really is rather amazing.”

Consider that not only is Shatner wrapping his fifth (and final) season of “Boston Legal,” but he’s also host-ing his own half-hour, single-guest talk show, “Shatner’s Raw Nerve,” which premieres in December on A&E’s Biography Channel and finds the actor interviewing every-one from his pal Leonard Nimoy to Kelsey Grammer and porn star Jenna Jameson.

He also spent a lot of time this year promoting his best-selling autobiography that he “wrote for my three kids, as a legacy,” titled “Up Till Now,” which was released last spring. Larry Thompson, who has served as Shatner’s personal manager since 1980, believes the secret to Shatner’s success can be traced to a working-class attitude. “Bill has always con-sistently worked, which is differ-ent than always being hot,” he says.

Rachel McAdams has signed on to star in a new movie about Sherlock Holmes. She’ll play Ilene Adler, Holmes’ love interest. Not that he needs another one, with Jude Law playing Dr. Watson to Robert Downey Jr.’s Holmes.

Last year was the season of the preposterous premise. The main character on “Pushing Daisies” could raise the dead. On “Reaper,” he worked for the devil. And on “Chuck” (8 p.m., NBC), a smart but underemployed elec-tronics-store clerk (Zachary Levi) became the CIA’s most coveted asset and became embroiled in espionage and action-film violence while still running a staff of computer geeks and social misfits.

Levi does a good job of channel-ing the perky everyman appeal of Thomas Cavanagh (“Ed”) and the slacker aplomb of Jim (John Kra-sinski) from “The Office.”

That sound you’ll hear on “Way to Normal” is more of the kind of music that made Ben Folds famous.

You can’t accuse Ben Folds of not having fun. As a way to punish — or possibly please — over-enthusiastic fans, Folds recorded a bunch of fake songs and leaked them

How do you take your awkward-ly vanilla name and turn it into some-thing red-hot? Add an article to the front maybe? Adopt its equivalent en espanol? Here’s an example. There once was an electronics musician named John MacLean. As an artist,

however, he’s known as “The Juan Maclean.” Muuuch bet-ter. After a stint as a guitar-ist, Maclean tried his hand at

experimenting with modern electronic mixing equipment. It produced a mel-low, truly enjoyable brand of house that you can listen to without glow sticks or excess gyration.

on the Internet months before his new album, “Way to Normal,” came out. Why? Well, why not?

Critics who scoff at Folds’ appar-ent hatred for the mundane, mid-dle-class existence obviously aren’t familiar with his self-referential shtick, as exemplified on his 2001 hit “Rockin’ the Suburbs.”

“Way to Normal” is more of the

same biographical, tongue-in-cheek angst that seems natural coming from the mouth of a geeky, middle-aged pianist. The Folds formula is still going strong, from its charac-teristic intensity on even the most throwaway stories to its bizarro pop-culture lyrics.

The first few songs are heaps better than the later ones, but the

sincere-yet-witty emotional distress and clever hooks are still fresh. In fact, the album almost peaks with the first track, “Hiroshima,” a live rendition of the story of how Folds fell off the stage and hit his head at a show in Japan.

But the highlight of the whole angst-fest is the adorable “You Don’t Know Me,” featuring indie darling Regina Spektor. The track exudes what much of the rest of the album lacks: some genuine emotion. It’s still a breakup song, but it’s too sad to be angry and too charming to be depressing.

Musically, Folds doesn’t depart much from his trademark jangly piano melodies, though “Dr. Yang” and “Free Coffee” introduce just enough of a multi-layered synth-fuzz mix to keep it interesting.

With a few exceptions, “Way to Normal” is a solid addition to the Folds canon, if a bit of a restatement of the same themes. He’s still the same white boy singing about the same idiosyncrasies and heartache, but with that charming, wistful style that only Ben Folds can pull off.

Any time you hold Marion Barber to just 26 yards (and the entire Cowboys team to just 44), it’s a good day. There’s no one play, but Greg Blache had a great plan.

The short kick to start the second half was mind-bog-gling. They had shut down Dallas’ return game, and that coaching decision led to a quick Dallas score.

Every week, Zorn seems to put more trust in Jason Campbell, and, so far, it’s paid off. Campbell looked flawless again this week, often progressing through his reads and not turning over the ball.

Campbell guiding them on a four-play 50-yard drive that Suisham capped with a 33-yard field goal. The Redskins twice reached the end zone on the possession, but center Casey Rabach was called for penal-ties that nullified the touchdowns. Early in the fourth quarter, Shaun Suisham kicked his third field goal to give the Redskins a 23-17 lead after rookie safety Chris Horton set the offense up with good field position, intercepting a Romo pass at the Cowboys’ 44-yard line.

Suisham kicked his fourth and f inal f ield goal with 3:26 left in the game. Dallas marched down the field in eight plays but was unable to recover the onside kick, allowing Campbell to take three knees to end the game.

Redskins quarterback Jason Campbell completed 20 of 31 passes for 231 yards and did not turn over the ball.

On their final regular-season trip to Texas Stadium, the Washington Redskins defeated the Dallas Cowboys, 26-24, on Sun-day behind the outstanding per-formance of quarterback Jason Campbell.

Campbell threw two touch-down passes in the first half and completed 20 of 31 passes for 231 yards as Washington (3-1) handed the Cowboys (3-1) their first lost. Washington had lost 11 of its pre-vious 12 games at Texas Stadium, and their final regular season visit here was a dominating all-round performance.

“There are certain things that define a QB’s career,” Coach Jim Zorn said of Campbell. “I can’t say this is the game. I think last week ... is where he started this upward climb and playing in this pressure situation is really a big step.”

Displaying a sense of urgency, the Cowboys worked quickly on the opening possession of the second half and pulled even, 17-17, on Tony Romo’s 10-yard touchdown pass to Terrell Owens and Nick Folk’s kick. They used only 2 minutes, 34 sec-onds to score, and Owens made a big contribution.

Unable to break free from Shawn Springs’s tight coverage in the first half, Owens caught three passes for 39 yards on the drive. Owens had success on crossing routes against Springs, who went out midway through the third quar-ter after experiencing cramps in his left calf.

Vijay Singh won the second FedEx Cup, finishing four rounds at the Tour Championship at East Lake to clinch the PGA Tour’s points race and earn a $10 million bonus.

CC Sabathia and Ryan Braun put the Milwaukee Brewers in the playoffs for the first time since 1982 with the help of the Mets.

In his third consecutive start on three days’ rest , Sabathia (11-2) pitched a four-hitter in his NL-leading seventh complete game, and Braun hit a tie breaking homer in the eighth inning to lead the Brewers over the Chicago Cubs 3-1 Sunday.

It was nice redemption for the Brewers, who blew a big lead in the NL Central last year and this season went 3-11 to start September.

The Brewers will face Philadel-phia in the first round of the play-offs.

It was a side trip through a destitute, ramshackle neighborhood in Ciu-dad Juarez, Mexico, that detoured Brian McCarthy from building houses in Albuquerque to an idea to offer the very poor a chance to own a home.

His answer lies in a humble steel shipping container, 40 feet long, 8 feet wide, 8½ feet tall.

McCarthy, 30, and three part-ners, Pablo Nava, 22; Kyle Annen, 23; and Mackenzie Bishop, 22, have made a prototype out of a standard shipping container that hauls goods worldwide — a 320-square-foot home with a kitchen, a bathroom with toilet, sleeping areas, windows and a bright blue door. The exterior is painted with a white epoxy coat-ing that has light-reflecting proper-ties to prevent the sun’s heat from penetrating.

Each small house includes hook-ups for air conditioning, ventilation, electrical and water systems — and the units ideally could be set up in small communities to make access-ing utilities more efficient.

The idea began to take shape several years ago, when McCarthy went to the Mexican border city on

a field trip as part of an executive MBA program. He found himself impressed by the sophistication and rapid growth of industry in Juarez but shocked when the bus cut through a poor neighborhood on the way out of the city.

“We saw hundreds of homes that are made out of wood pallets and cardboard and scrap metal and scrap building material,” McCa-rthy said. When he questioned the bus driver, “he said, ‘Well, all the people who live here work in the places you just visited.’”

“It was amazing to me that in an area where there was such growth and economic prosperity, that these employees of Fortune 1000 compa-nies were living in such poor con-ditions,” McCarthy said.

With Juarez growing by 50,000 to 60,000 people a year and wages low, it was evident traditional home building couldn’t respond, said McCarthy, who’d helped build homes in Albuquerque.

An idea began taking shape about a year and a half later, when he saw an article about a shipping container converted into guest quarters. “They talked about the merits of the construction, how strong they are, how affordable they are, and how plentiful they are,” McCarthy said.

He called Nava, his cousin, with the low-cost home idea. A year later, Nava, then a junior at Notre Dame University, suggested enter-ing the university’s business plan competition.

Their initial three-quarter page concept expanded as they advanced in the contest. Along the way, Nava invited his roommate, Annen, to join. As the group’s acknowledged computer graphics whiz, Annen added drawings to give the presen-tation more life.

Eventually, they won the contest with a 55-page document, illustrat-ed by renderings and floor plans.

In July 2007, the partners formed PFNC Global Communi-ties — PFNC stands for “Por Fin,

designs for small condos and lofts, travel trailers and even private jet planes, adapting ideas they thought would work.

“We started with a kitchen and bathroom because they’re the most necessary and most basic ingredi-ents of a home,” McCarthy said. They designed a galley-style kitch-en with a stove, sink, refrigerator and dinette, and a 48-square-foot bathroom with a pedestal sink, shower and commode. Adjacent to the kitchen is a bunk area for children; separate sleeping quar-ters for the owners lie behind the bathroom wall.

The company has received a commitment for equity investment in the homes and is in the process of finishing details and closing its first round of funding. The partners anticipate starting production early next year, with the capacity to pro-duce 3,000 homes in the first year and later ramping up.

They figure a half-million people could benefit from such homes in Juarez alone.

Despite their small size, PFNC’s converted houses can hold regular appliances.

Oh, no, I don’t believe he’s a hack. I think he’s really gifted, just wildly uneven. I’ve loved so many of his movies — “Do the Right Thing,” “Inside Man,” “25th Hour.”... On Friday morning, once again the three enormous escalators at the Bethesda station were not working properly. While most of those climb-ing out of the station did so slowly and stoically, there were those poor folks who stopped at various points, huffing and puffing, and appearing as though they might die. Eating out in London is one of

our indulgences. We love eating

at pubs, which are really good

value and have delicious modern

versions of traditional British

food. I particularly like a good

old-fashioned pint of beer with

my fish and chips. There are so

many cuisines to choose from in

London. My favorite is a Thai

restaurant called Nahm, which is

actually the onlyMichelin-starred

Thai restaurant in Europe.

Whenever my mother-in-law

comes to stay, we tend to go out

for traditional afternoon tea. There

are lots of places to experience

high tea, but her favorite is The

Orangery at Kensington Palace.

And afterwards, I take advantage

of the Kensington Gardens on the

Palace grounds, which provides

the perfect place to walk off all the

scones and cream!

London is home to some of the world’s most famous icons, but thereare also some amazing local neighborhoods to explore too. London-ers Neil and Isabelle share their thoughts on their corners of the city.
