APPLICANT’S JUSTIFICATION and HISTORY: Fort Bend County is requesting amendments to Addicks Clodine Road and Old Richmond Road to provide conformance between the MTFP and Fort Bend County’s Major Thoroughfare Plan (MTP). Currently, Addicks Clodine Road is shown on the MTFP as a proposed connection between Bissonnet Street and Old Richmond Road. The County is requesting to realign Addicks Clodine Road between Bissonnet Street and West Bellfort Avenue, shifting the proposed roadway to align with existing north-south Ennis Road. South of Bellfort, the County is requesting to delete proposed major thoroughfare Addicks Clodine Road due to the existing Sprint Waste Services landfill property, which reduces the likelihood of the proposed roadway ever being constructed through the property. Finally, the County is requesting to reclassify existing major thoroughfare Old Richmond Road as a two-lane, 60 ft. right-of-way (ROW) major collector between McKaskle Road and West Aiport Blvd. Fort Bend County believes this reclassification is appropriate because the existing major thoroughfare along Old Richmond Road that would remain (following the requested deletion of proposed Addicks Clodine Road to the north) would only extend 0.25 mile, which is not an appropriate length for a major thoroughfare classification. A major collector designation is more appropriate, given the major collector designation of Old Richmond Road to the south of West Airport Blvd. and the minor collector designation of Old Richmond Road to the north of McKaskle Road. On July 26, 2016, a public hearing was held by Fort Bend County Commissioners Court and the Commissioners Court approved changes to the County’s MTP to realign Addicks Clodine Road north of Bellfort, to delete Addicks ClodineRoad south of Bellfort, and to reclassify Old Richmond Road from a major thoroughfare to a collector street. These proposed amendments to the City of Houston’s MTFP would bring the MTFP into conformance with Fort Bend County’s adopted MTP. PROPOSED ALTERNATIVE: Reclassify major thoroughfare Old Richmond Road between McKaskle Road and W. Airport Blvd. from a major thoroughfare (T-4-100) to a minor collector (MN-2-60).

STAFF RECOMMENDATION:

D-2a: APPROVE the applicant’s amendment request to realign major thoroughfare Addicks Clodine Road between Bissonnet Street and W. Belfort Ave.

D-2b: APPROVE the applicant’s amendment request to delete major thoroughfare Addicks Clodine Road between W. Bellfort Ave. and Old Richmond Road.

D-2c: APPROVE the P&D proposed alternative to reclassify major thoroughfare Old Richmond Road between McKaskle Road and W. Airport Blvd. from a major thoroughfare (T-4-100) to a minor collector (MN-2-60).

Justification: P&D staff are supportive of the realignment of major thoroughfare Addicks Clodine Road to follow existing Ennis Road to connect to W. Belfort Avenue. The County currently has existing right-of-way (ROW) along Ennis Road, measuring between 35 and 100 feet in width. The County has been successful in acquiring much of the additional ROW needed for a 100 ft. ROW major thoroughfare from the larger tracts on the west side of Ennis Road, which will help to minimize the impact to the smaller tracts and single-residential properties on the east side of Ennis Road.

The existing alignment of Addicks Clodine Road south of W. Bellfort Avenue passes through an existing landfill site, which greatly reduces the likelihood of the thoroughfare being constructed in the foreseeable future. With existing minor collector Old Richmond Road running parallel to the Addicks Clodine Road major thoroughfare, P&D staff believe that Old Richmond Road is sufficient to handle any north-south traffic generated from adjacent properties in the amendment area and distribute that traffic to the major thoroughfare grid. For these reasons, P&D staff supports the amendment request to delete proposed major thoroughfare Addicks Clodine Road between W. Bellfort and Old Richmond Road.

P&D staff is also in agreement with Fort Bend County’s request to reclassify Old Richmond Road between McKaskle Road and W. Airport Blvd, but P&D staff believe that a minor collector classification is more appropriate than a major collector classification. North of McKaskle Road, Old Richmond Road is classified as a minor collector. South of W. Airport Blvd, Old Richmond Road is classified as a major collector. Rather than changing the classification from a minor collector to a major collector at a mid-point in the road, P&D staff recommends that the classification changes from minor collector to major collector at the intersection of W. Airport Blvd. The same 60 ft. of ROW will be preserved with the minor collector alternative as with the original major collector request. For this reason, P&D staff recommends the proposed minor collector alternative for Old Richmond Road between McKaskle Road and W. Airport Blvd. STAFF ANALYSIS: Population & Employment Projections:

A demographic analysis using Houston-Galveston Area Council (HGAC) projections was conducted for the area surrounding the Addicks Clodine Road and Old Richmond Road MTFP amendment proposal. The population in this area is forecast to grow from approximately 33,693 in 2016 to approximately 39,041 by 2040, with a projected population density of 8.4 persons per acre by 2040. The projected growth rate will be lower than the projected overall City of Houston ETJ population growth rate. Employment in the area is projected to grow slightly, from approximately 5,338 jobs in 2016 to approximately 6,918 jobs by 2040, although the number of

jobs will continue to remain low when compared to the population in the area. Based on these projections, it can be assumed that this area will remain a primarily single-family residential community, with a small amount of development activity slightly increasing the area’s population in the coming decades.

Land-Use & Platting Activity Existing land-uses in the north part of the amendment area include industrial uses and a currently operational landfill. Land-use to the east of Old Richmond Road and to the north and south of the amendment area is primarily made up of single-family residential subdivisions.

There has been moderate platting in the amendment area in recent years, most of which has been along Old Richmond Road and West Bellfort Avenue. The platting activity includes unrestricted reserves, single-family residential subdivisions, and commercial development.

there is no existing ROW for the remainder of the 1.4 mile proposed major thoroughfare alignment. Old Richmond Road has two through lanes and existing ROW that varies between 60 and 75 feet between West Airport and West Bellfort Blvd. Existing Ennis Street, along which the Addicks Clodine major thoroughfare is proposed to be realigned, is a two-lane road with ROW that varies from 35 to 100 feet. Along the sections of Ennis Street where the existing ROW is closer to 100 feet, Fort Bend County has acquired the additional ROW from the west side of the roadway.
