Legal foundations – the Austrian forestry act:
The Austrian forestry act knows three planning tools:
► 1. The „Forest development plan“:- gives an overview (Text and Map !) - describes the mainfunctions and measures for all forests
► 2. The „Hazard zone plan“: - against all natural hazards (torrent, avalanche)
… both have to be established by the authorities ! … they exist since 1975.

3. The „Technical forestry plan“ (TFP):
► is prepared on the initiative of the forest manager or owner
► is suitable for specific or new subjects
► and for more detailled planning

TFP: Definition by the Austrian forestry act
§ 10 (1): “The technical forestry plan is a forestry plan drafted by the owner of the forest or by offices appropriate for this purpose, which includes representations and plans for the area of interest of the party responsible for the planning.
§ 10 (2): Graduates in forestry and civil engineers for forestry are authorised to devise the technical forestry plan.”

Connection Forest Development plan –Forestry technical plan:
A TFP will directly become a part of the Forest development plan:
► if the owner (Manager) submits a application
► the provincial governer (forest authority) verifies it
… so they should not contain any contradictions !

„Framework draft“ for the Technical forestry plan
… the Forestry act doesn´t define any formal requirements… so for our pilot projects, we had to create a „Framework draft“:
► it is a simple frame and basic concept► serves as an orientation and is to facilitate work
- it is oriented on usual project – concepts ….- describes the situation, the subject, goals- priorities, measures and costs- time schedule (Short - medium – long -)
► is to be supplemented depending on the subject or priorities

Mountain historical importance: The history of the Kölblalm dates back to the time of the first settlements in Eastern Styria. It is assumed that even as early as at the Bronze Age Illyrian settlers were living in Johnsbach and were copper mining and running copper melting places. One of these copper melting places, where slag residues can be found even today, is located at the Kölblalm.
The Kölblalm is currently used as high alpine pasture. Hikersd are welcome. At request you can have a look at a tray with the most beautiful pieces of slag.

Mountain historical importance: The hammer mill in the Hagenbachgraben was founded at the time of the heyday of Kalwang. The iron-processing enterprises stimulated the – until than rather scarcely cultivated – side-valleys of the Alps, as the wood they needed for their purpose was only found in these places. The hammer mill played a crucial role in the flourishing of Kalwang.
The hammer mill in Hagenbachgraben ceased operation at the beginning of the 20th century and is now owned by the Foundation Prince Liechtenstein. The outward appearance of the main building still resembles the original appearance.

Forest historical importanceIn the case of favourable site conditinons the rollway was a cheap way of hauling timber over a long distance in a carful manner. Remarkable in this respect are the great efforts which had to be taken fort he construction of this forest rollway. In some places high dry stone walls had to be built.
In some places parts and pieces of the rails can still be detected. The dry stone walls of the bench are also very well preserved and extremly sightworthy

► This pilot project was the first approach towards cross enterpriseplanning on the topic „Cultural services and potentials of sfm“
► It provides a technical well-founded but pragmatic basis for theinvolved enterprises
► Planning costs: ca. 1000 ,- Euro
► Planning period: one and a half Year
► Not only the neighbours are interested !

TFP: Perspectives - Advantages:
For a broader application of the Instrument TFP the following advantages may play a keyrole:

► he will be integrated in the „Austrian Forest programme“ and the „Programme of rural development“ (Financial support !)
