Challenge:
Impact fees can only solve part of the infrastructure
problem. Revenue of impact fees is limited to projects necessitated by growth.
Solutions:
•Single-service area allows for pooling of resources to fund major projects
•Annual capital improvement program that integrates decisions on impact fee projects and other infrastructure needs
Challenge:
Service areas cannot legally be aligned with Ward boundaries (a political
boundary)
Solutions:
•Keep service areas as is to manage smaller funds in a smaller area
•Consolidate service areas into fewer areas
•Annual capital improvement program should equitably distribute projects throughout the City
Challenge:
The City is constrained by what is on the adopted
project list, per State statute.
CONCERN 1:
There is an existing infrastructure deficit throughout the City
CONCERN 2:
Money collected in one area shouldn’t be
spent elsewhere
CONCERN 3:
Money isn’t being used for the right projects
Solutions:
•Strong project list that addresses anticipated needs and builds in flexibility where needed
•Annual capital improvement program that identifies all City infrastructure projects and prioritizes them

12th Av (44th to Drexel), would like higher in priorities due to planning previously done
Drexel Bridge, are there PAG funds available?
Hemisphere Loop and Valencia, should be a project
Houghton (South of I-10), this is mostly a Pima County Rd. and shouldn’t be on the list [Has been removed from Project List]
Irvington and I-19, should be a project
Starr Pass, would like higher in priorities
Police Projects
SE Substation, location discussion frustrating, should be near Rita Ranch

Mission Manor Park, has more needs, should be included on list
Purple Heart Park, would like to see more general description for flexibility
SE Park new, is this Robert Price Park?
Splash Pads, would like to see more in Ward 5
Udall Park, would like to see money spent on other smaller parks in the area (Ft Lowell and Palo Verde) instead
Westside playground, may be lower priority and may not need to be included on list
