Executive Officer’s ReportThe 2013-14 financial year was another busy one for MIDWASTE member Councils with a number of key projects completed or commenced.

The first round of grants available under the NSW Government initiative Waste Less Recycle More (WLRM) were announced late in the 2013 calendar year, ensuring that it was a very busy period for all member Councils and consultants. The rolling grant funding program is continuing with additional grant applications being submitted by member Councils.

Our region has been highly successful with accessing grant funding under this initiative, with grants totalling well over $6million, as follows:• Community Recycling Centres – 8 centres and 1 innovation grant totalling $589,000

• Local Government Organic Collection – Kempsey and Port Macquarie-Hastings Councils - $533,000

• Resource Recovery Expansion/Enhancement – Handybin Waste Services (Coffs Harbour) and ANL (Tea Gardens) - $5million

• Business Advisory Services – at least 3 successful consultants in our region – value unknown but aiming to assess at least 750 businesses and provide advice for improving waste management

• Industrial Ecology – Resource Recovery Australia successful in the North Coast, which encompasses MIDWASTE and NE Waste regions

Two regional applications submitted for Love Food Hate Waste and Illegal Dumping Clean up and Prevention, were unsuccessful, despite getting very positive feedback from the assessors.

As part of the WLRM initiative, the NSW EPA provided additional funding to each of the Regional Waste groups to develop a Regional Waste Avoidance and Resource Recovery Strategy to 2021, with an implementation plan up to and including 2017. The Strategies were delivered in June 2014. The EPA has also developed a 3-year funding agreement with all the Regional Waste Groups to allow for surety of funding enabling the roll out of the implementation plans.

During 2013-14 the Waste and Sustainability Improvement Payments (WaSIP) were discontinued, replaced with the Better Waste and Recycling Program (BWRP). The Regional Waste Groups receive 10% of this funding to enable regional initiatives from year 2 of the program (paid during 2014).

The NSW Environment Protection Agency (EPA) has also been undergoing a significant review of the Protection of Environment Operations (Waste) Regulation and the Organics Resource Recovery exemptions during 2013/14. The outcome of these reviews is likely to have significant impacts on the management of waste in NSW.

The main project management and administration of MIDWASTE continues to operate by contract, managed by Great Lakes Council. Ali Bigg has continued as Coordinator during 2013-14. In late 2013 Wendy Grant was contracted as a part-time Project Officer.

MIDWASTE is represented and presents a voice for regional NSW on: • RENEW NSW (combined voluntary regional waste groups of NSW)

• Waste Management Association of Australia (WMAA) State Committee

• WMAA NSW Landfill Working Group

• WMAA Waste Educators Group

A number of Councils have undergone staff changes and additions during the course of the year. Relationships between member Councils has remained strong and commitment from staff to MIDWASTE projects remains high. All agree that there are many benefits in a collaborative and regional approach to improving waste management services in our beautiful natural environment on the mid north coast of NSW..

OVERVIEWMIDWASTE is the voluntary forum made up of representatives from eight member councils located on the mid north coast of NSW. The group formalised in 2003 and has the focus of regional co-operation in waste management and waste minimisation.

MIDWASTE works to achieve milestones outlined in their Regional Strategy, which is developed every three years and acts as a link between the member council’s individual waste strategies and the waste strategy of the NSW Government.

The NSW Environment Protection Agency (EPA) provides funding for MIDWASTE. Member councils also make contributions and funding is sourced from other grant opportunities as they arise.

During 2013/14 MIDWASTE received additional funding from the NSW EPA towards developing a Regional Waste Avoidance and Resource Recovery Strategy, which was finalised and endorsed in June 2014.

AimMIDWASTE aims to provide tangible benefits to member councils through enhanced resource and capacity sharing programs aimed at delivering efficiencies and cost savings and promoting innovation and excellence in waste and resource management.

Key Result AreasMIDWASTE has identified the following Key Result Areas (KRAs) to guide us in the achievement of our goals. They are based on those identified in the Draft NSW WARR Strategy 2013-21. Each KRA is underpinned by continuous improvement of waste data, community education fostering behaviour change and strengthening existing, and developing new, collaborative strategic partnerships with a focus on developing effective local waste management solutions. The Key Result Areas identified are:

• Avoid and reduce waste generation

• Increase recycling

• Divert more waste from landfill

• Manage problem wastes better

• Reduce litter

• Reduce illegal dumping

MANAGEMENT AND GOVERNANCESince December 2011, MIDWASTE has been operating under a Memorandum of Understanding (MOU). The MOU outlines the aim and objectives of the group; membership, commitment and delegation of power; appointment and function of all roles; and administrative arrangements.

During 2013/14, Port Macquarie-Hastings Council (PMHC) continued in their role of host Council, managing the budget and providing administrative services on behalf of MIDWASTE.

Member councils take turns in contract management for other projects that engage consultants through a tender process or selective request for quotations.

Coordination of MIDWASTE programs, strategy development and administration is managed by the MIDWASTE Coordinator under contract to Great Lakes Council. Ali Bigg currently holds the position.

In late 2013 an additional part-time position was created to support the group with project management and grant writing. This position was contracted to Wendy Grant and reports to the Coordinator. The Coordinator reports to the Executive of MIDWASTE, comprising an Executive Officer and the Chairperson.

MIDWASTE meetings normally take place on the first Thursday of the month at varying locations, and run from 10-1pm. During 2013/14 the group has trialled the use of video conferencing (VC) facilities for hosting meetings and will be utilising this technology more in the coming year. For special projects, meetings are occasionally extended into the afternoon for a workshop discussion or training purposes. Representatives discuss and develop programs, report on local developments, review projects and discuss changes to policy at state and national level at these meetings.

The final meeting of the year also includes an AGM at which the Executive are elected and the council contribution rates are decided.

Quarterly milestone reports, including diversion figures, have been provided to member councils, NSW Environment Protection Agency (EPA) and the Mid North Coast Regional Organisation of Councils (MIDROC).

REGIONAL PROGRAMS 2013/2014Milestone 1: Management of Regional ContractsMIDWASTE members have been involved in four regional contracts in 2013/14, with significant benefits from this regional collaboration including:

• Increased efficiency in resource recovery;

• Reduced costs (or improved income) for participating councils due to opportunity for ‘milk-run’ collections;

• Increased competition.

In May 2013, MIDWASTE members voted to have consultancy Regional Procurement manage three of the existing regional contracts during 2013/14 and this arrangement is still in place.

1. Collection Sorting and Removal of Category A: (1). Ferrous Scrap Metal; (2) Refrigerator Degassing; Category B: Non–Ferrous Scrap Metal and Category C: Used Lead Acid Batteries (ULAB)

This contract was tendered out via Regional Procurement in late 2013 with seven member Councils engaging with the contract process. Six tenders were received by the required time and Matthews Metal Management was the successful tenderer. Only six member Councils Port Macquarie-Hastings Council did not go ahead with the agreed tenderer. The term is for two years with option for a 12 month extension.

2. Collection of Chemicals and Hazardous MaterialsThis contract has been managed by consultancy Regional Procurement since March 2011 and services provided by Transpacific Industries PL. Currently this contract is operating under 6month extensions in an attempt to align with the NSW EPA Community Recycling Centres, of which there are currently 7 under construction in the MIDWASTE area, as well as one innovation solution involving collection by trailer.

Material collected and processed under this contract for 2013/43 totals 79,973 kg with an additional 32,867 litres of paint.

3. Mulching of Greenwaste and Woodwaste The contract for Mulching of Greenwaste and Woodwaste was tendered out in late 2013. Only 2 conforming tenders were received. Another was submitted late and thus not considered by the evaluation panel. The successful tenderer was Woody Woodpekers PL (WWP) and the contract was for a 2year term with potential 12month extension. In early 2014 there were signs that the company was in some difficulty and this was confirmed when we were informed they had gone into administration. ARG Trees have taken over the contract on agreement of all councils involved. They will undergo a service review in December 2014. Four member councils are involved in this contract.

12,015m3, equivalent to 9,612.4 tonnes (NSW EPA Conversion Calculator), of green and woodwaste has been processed for reuse under this contract.

4. E-Waste Collection and RecyclingMIDWASTE member Councils have an agreement with Matthews Metal Management PL (MMM) to supply cages and remove e-waste (items not under the scheme at a cost) at sites across the region until June 2016, under the National TV and Computer Product Stewardship program. All LGAs have at least one permanent collection point and service frequencies vary.

569.34 tonnes of e-waste has been collected from the region and taken for recycling during 2013/14.

Milestone 2: Household Chemical Clean Out (2012 project carried over) MIDWASTE was successful in securing funding from the NSW EPA to conduct Household Chemical Clean Out events across the region in 2013. The EPA provided a total of $45,000 for the program, on a dollar-for-dollar basis with member Councils. Transpacific Industries Pty Ltd was selected as the collection contractor, and visited six sites in the MIDWASTE region in late November and early December 2013. Events were held in Forster, Taree, Port Macquarie, Kempsey, Coffs Harbour and Bellingen.

In total there were 753 participants in the Clean Outs and 16,834kg of household problem was collected and correctly disposed of. The total cost of the program was $114,000 – this includes disposal costs and promotion via television, newspapers and other media.

Milestone 3: Illegal Dumping Hotspot SpotlightLate in 2013 we hosted sub-regional workshops for land managers who face the challenge of managing illegal dumping. Workshops were held in Taree and Port Macquarie, with attendees from National Parks and Wildlife Service, Forests NSW, Council rangers and waste staff, and MIDWASTE. The outcome of these meetings was the submission of a regional application for Illegal Dumping Clean Up and Prevention under grant funding available through the Waste Less Recycle More initiative. All agencies are very keen to contribute to addressing the issues related to illegal dumping but need additional support to enable this due to lack of resources and other competing priorities.

Unfortunately this grant application was unsuccessful with feedback given that it was a strong application but there was a lack of data and understanding of the breadth of the issue. In order to address this lack, MIDWASTE is trialling the use of a generic data collection tool called EpiCollect to enable land managers to capture basic illegal dumping data in the field on their smartphone or tablet device. This will continue over the following years in order to gain photographic and geo-located data to better quantify the illegal dumping problem in our region.

We will consider applying for future grant funding under this scheme.

Milestone 4: Love Food Hate WasteMIDWASTE has been involved in the Love Food Hate Waste (LFHW) program since 2011. In 2013/14 we were again successful in receiving a funding grant, in partnership with North Coast TAFE, to continue building local capacity by engaging previously trained facilitators (through our Train the Trainer program) to deliver the LFHW messages to a variety of audiences through interactive workshops. Eleven workshops were delivered in total to 140 participants. This consisted of:

• 7 workshops delivered by Children’s Services North Coast TAFE in Port Macquarie, Taree and Kempsey, targeting parent users of the facilities;

• 3 workshops delivered by Catholic Care, Healthy Communities and Greater Taree City Council; and

• 1 community workshop delivered by Kempsey Shire Council staff.

In late 2013 a funding application was developed and submitted to the Environmental Trust as part of the Waste Less Recycle More initiative to continue developing and expanding the Train the Trainer model that has been so cost effective across our region over the last 2 years. Unfortunately we were unsuccessful. The reason given was that previous project outcomes were not reported in the application (the project was only part way through and had not been evaluated at that stage).

During 2013/14 MIDWASTE worked with Jessie Laing, a student from Southern Cross University who was completing her final integrated project as part of her Tourism degree. She undertook a feasibility study into food rescue opportunities from caravan parks across the region. Her study indicated that much food is wasted in the tourism sector and caravan parks in particular. However, food rescue in this sector is challenging as much of the food is already opened and hence there is a stigma associated with using it.

Jessie completed a comprehensive document on this subject, which is available upon request.

Milestone 5: Plasback: Recycling Farm PlasticThe Plasback project has been evolving since early 2011. The aim is to provide farmers with a sustainable solution to the issue of agricultural plastic. It is a partnership project, made possible by the range of stakeholders who are involved. Key stakeholders include MIDWASTE, Tapex PL, Gloucester Shire Council, Greater Taree City Council, Port Macquarie-Hastings Council, Jason Collins Transport PL and the Dairy Advancement Group (DAG).

This year there have been a few challenges with the recycling end of the program. Tapex started shipping the product off shore due to a lack of markets in Australia and were only able to accept 20tonne loads (to fill a container). This did not suit our transporter. We were able to find an alternative solution and have been consistently working with all partners to ensure the program continues with an appropriate end market for the product. Farmers have engaged well with the program with minimal marketing effort, and we want to continue providing an appropriate solution and ensure the product is recycled.

In 2013/14, 33.92 tonnes was recycled through this program.

Milestone 6: Community Engagement ToolsMIDWASTE member councils recognise the importance of engaging the community about waste management issues and regularly updating them on the services available in the region. This Milestone includes management of the MIDWASTE website, the development and distribution of a quarterly newsletter, the programming of various TV commercials across the region and other educational activities as they arise. During 2013, MIDWASTE ran the following TV commercials on both NBN and Prime providing coverage across our entire region:

Hazardous Waste – a 30 sec ad highlighting the dangers of incorrect disposal of hazardous materials and alerting the community to the Household Chemical Clean Out events that ran in November and December 2013. Over 130 spots across 2 networks and proved very effective (as shown by the customer survey completed during the Clean Out events

Recycling – a generic 15 sec ad that clarifies what can go into the yellow topped recycling bin. The ad ran in January and February during both the cricket and the tennis as a 15 second top and tail (one ad at the start of the ad break, another, associated ad at the end of it)

Love Food Hate Waste – this ad was programmed in September as a tool to help advertise not only the issue of edible food waste, but also the Love Food Hate Waste workshops that were being run in Kempsey, Port Macquarie and Taree.

All TV commercials display the MIDWASTE 1800 number and do generate significant interest and a number of phone calls.

MIDWASTE developed flags to identify waste stations at events for use by event organisers across the region. Bin stickers were also developed and printed to support the ongoing roll out of public place recycling across the region.

Milestone 7: Junk Art Workshops and Exhibition“Education programs fostering collaborative partnership and development, participatory decision-making, and the use of locally relevant information and innovative creative approaches including art and drama is a priority for achieving improved waste management.” (2014 MIDWASTE Regional Waste Avoidance and Resource Recovery Strategy).

The Frugal Forest project is community based, participatory, informative and informed by science. It is providing the opportunity for residents across the MIDWASTE region to become involved in the making of a true to scale, exhibition quality forest made entirely of salvage. The Frugal Forest is a One Off Makery project, supported by MIDWASTE, the Australia Council for the Arts and Port Macquarie-Hastings Council. It draws in artists, musicians, scientists, community, business and industry, and aims to build an intricately detailed forest entirely from salvage. Why? Because nothing is wasted in the forest, and this is an innovative way to inform the community and showcase the resources we currently send to landfill.

During 2013-14, One Off Makery trialled a number of different formats for engaging local communities including school workshops, school holiday programs, market activities, artist master classes, youth intensives and drop-in craft sessions. These were delivered in each LGA in the MIDWASTE region except Kempsey which was carried over until the 2013/14 financial year. A total of 285 people actively participated with engagement ranging from 10mins to 2 days.

One Off Makery also collected salvaged materials from businesses and individuals, at markets, through a Collection Cart, and at the Wauchope Transfer Station. The effectiveness of these methods varied but much was learnt, and systems will be refined in the future. Altogether we collected 9105 items for use in the project.

In March a two-week residency at the Glasshouse was held, funded by the Australia Council for the Arts. This allowed for soundscape workshops with renowned composer Rae Howell and testing what had been made so far in a theatrical lighting state and with public involvement (photo p4).

The reaction was enormously positive and we have a clear idea of direction for the year ahead, with a growing network of contributors ranging from keen youngsters to skilled professional artists and supportive organisations. Currently the subscription to our monthly newsletter stands at 128, and the Frugal Forest website averages 159 hits per month. Images can be seen at www.frugalforest.oneoffmakery.net.au

MIDWASTE has previously supported Kempsey Shire Council running an annual Waste into Art competition for its local school community. This has now evolved into the new ReArt initiative, which facilitates local talent working with the local community to create long lasting inspirational public art displays with salvaged waste materials.

Kempsey Skate Park in Belgrave Street was selected to have the first public waste and recycling bins within the Shire to help keep this public recreation area litter free. The skate park also needed comfortable seating and anything that could build community pride and engagement around better waste

management practices.

The ReArt funding allowed Council to commission local Eungai Creek metal sculptor Robert Game to work with the Kempsey Men’s Shed and Mission Australia youth to create an inspiring Waste into Art skater seating sculpture. The sculpture is still being finalised and will be completed and set in place in the skate park by the end of the calendar year.

Milestone 8: Training and Skills DevelopmentThe Coordinator and other MIDWASTE members attended a number of NSW EPA run workshops and information sessions relating to Waste Less Recycle More during this year. In November the Coordinator attended a Strategic Planning training workshop held in Sydney and funded by the EPA. The following day was a workshop on the structure of the non-contestable funding that was to replace the Waste and Sustainability Improvement Payments.

Staff from a number of Councils and the Coordinator attended a Waste Contractors and Recyclers Association (WCRA) facilitated and EPA funded training session in Newcastle titled Helping Business to Recycle.

An AELERT Illegal Dumping Conference was attended, subsidized by MIDWASTE, by a number of Council staff from Port Macquarie-Hastings and Great Lakes Council, as well as the Coordinator.

Initial planning was done for 2 other training courses (Hazardous Waste training and Microsoft Word brochure development) that were held early in the following financial year.

Milestone 9: RENEW NSWMIDWASTE is one of eight Voluntary Regional Waste Groups (VRWGs) encompassing 95 councils in regional and rural NSW. Together these groups meet quarterly as RENEW NSW, which is supported by the NSW EPA. The primary goal of RENEW NSW is to facilitate information exchange between VRWGs to deliver resource management efficiency within a sustainability context. Increasingly, RENEW is taking on an advisory role on rural and regional challenges. This has been particularly important during the Waste Levy review process and the consultation process around the resultant NSW Government initiative, Waste Less Recycle More.

MIDWASTE is an active member of RENEW, with the Coordinator and Executive Officer attending most meetings and other events where appropriate. Relationships with and within RENEW result in collaborations and information sharing that enhances project effectiveness and reach of projects. The MIDWASTE Executive Officer is the current Chairperson of RENEW.

During 2013/14 MIDWASTE had a presence at meetings in Sydney in September 2013, February 2014 and regionally in Grafton (November 2013) and Coffs Harbour (May 2014).

Milestone 10: General AdministrationThe capacity of MIDWASTE to deliver effective projects and utilise a range of resources was greatly enhanced by the addition, during 2012, of a dedicated small storage shed. This enables economies of scale when printing materials and purchasing other resources as they can purchased in bulk and stored until required. In addition, funding for this Milestone covers costs associated with the day-day functioning of a VRWG.

Milestone 11: Coordination and Project Management Information in relation to this milestone is contained under Management and Governance in the Introduction.

Additional Projects Garage Sale Trail (GST)In 2013/14 MIDWASTE joined the Garage Sale Trail as a region, with all 8 Councils being involved to varying degrees, with the support of the Coordinator. The experiences and outcomes were varied with Councils ranging from 87 sales (Port Macquarie-Hastings) to zero sales in 2 of the smallest LGAs. Post event analysis showed that the success in PMHC was related to engaging a project officer to work on the GST almost exclusively and Mayoral support for the program. They had also run the GST the previous year. Further support was necessary in the smallest councils as staff are under resourced.
