    or their export potential, number of berths (jetties/wharves) are to

    be planned in the port.

    4.2 As per the cargo break up, mechanical handing equipments are to

    be planned in case of bulk cargo like coal, clinker, cement, bauxite.

    Mechanical equipments can be designed at a high speed rate upto

    5000 to 6000 Ton per hour handling rate.

    4.3 If container cargo is to be handled, then different types of

    mechanical handling equipments, i.e. container handling cranes on

    the wharf/quay is to be planned and over and above, mobile cranes

    are to be planned for handling the containers in the yard and

    carrying it from quay to the yard and vice versa. Similarly, if bulk

    cargo coal/clinker is to be handled, then large area of storage of

    bulk cargo will be required.

    4.4 In case of handling of foodgrains, there are two methods of storage,

    i.e. if the cargo is permanent, then silos are to be planned at the

    port and if the cargo is not permanent or it is seasonal, then storage

    and transit godowns are to be planned.

    4.5 In case of handling of petroleum cargo, the berth should bedesigned in such a way that it is away from other berths and

    storage tank farm is to be designed properly and it requires lot of

    precautions and safety regarding fire and other hazards. Similarly,

    for edible oil also, large storage tank farms are required.

    4.6 In case of LNG & LPG, similar storage tank farms are required and

    at the same time, to convert liquid gas into gaseous stage, large

    area is required for conversion and such area is to be planned

    properly considering the quantity of the import of such cargo.

    5.0 Considering all the above factors, the port is to be planned normally

    not in a single phase manner. It should be divided into number of

    phases, i.e. considering the cargo, port should be developed in 2 to

    3 phases minimum and planning can be revised every 5 years. But,

    at the same time large area of land should be considered for future

    development in the beginning and the area should be kept reserved

    for future planning when port planning is taken.

    6.0 Conclusion

    6.1 As stated earlier, after proper studies of the railway system and

    looking to the connectivity of the broad-gauge system in India

    from the very beginning, railway connectivity should be taken

    simultaneously with the starting of the port project because the

    period of providing railway connectivity is normally higher than

    the other infrastructure project and at the same time, four lane or

    six lane roads as per the traffic projections should be planned and

    joined with the National Highway system of the country. Proper

    assessment of the need of the watersupply and electricity should bemade and if possible, captive power plant in different phases

    should be taken up as per the supply requirement of the port and

    nearby industries. With the Greenfield development of the port,

    most essential part of the development is social development

    including housing colonies for the project staff, school building,

    entertainment centres, gardens, etc.
