PROPOSED ACTION: APPROVE SUBJECT TO THE FOLLOWING COMMENTS:

Review and consideration of the Alexander Ranch Master Plan and preliminary consideration ofD & J Alexander Subdivision, Unit XVI. The intent is residential. The applicant is requesting approval to an alternate pedestrian plan. Staff supports.

This master plan consists of approximately 966 lots on 818.89 acres. D & J Alexander Subdivision, Unit XVI consists of 11.37 acres and is located south ofUniversity Blvd. and west of Ezra Pound Dr. The zoning for 43 lot development is R-1. This tract is located in District V Cm. Roque Vela Jr.

PREVIOUS COMMISSION ACTION: This item was previously granted preliminary plat approval by the Planning & Zoning Commission on 02/19/14.

PROPOSED ACTION: APPROVE SUBJECT TO THE FOLLOWING COMMENTS:

Master Plan:

Preliminary:

1. Provide a revised master plan with the revision date of 05/01114 to include any previously recorded plats and revisions prior to any subsequent submittal in accordance to Section 2-3.2(a)4 of the Subdivision Ordinance Handbook.

2. Conform to Section 24-69 of the Laredo Land Development Code regarding Flood Plain Management Standards.

1. Revise plat name on the face of the plat to identify it as D & J Alexander Subdivision, Unit XVI.

2. The setback lines indicated on the plat shall be for reference only. The official setback line shall be determined based on the current zoning district in accordance to Section 24.77.1 ofthe Laredo Land Development Code. Provide a plat note stating, "The setback shall be determined based on the current zoning in accordance to Section 24.77.1 of the Laredo Land Development Code."

3. Confirm street name appropriateness with the Planning & Zoning Department prior to purchase of signs.

4. All improvements as Per Subdivision Ordinance.

1. Only the utility easements within the plat boundaries are subject to change prior to plat recordation, due to revisions by the utility companies.

The purpose ofthe replat is to replat Lot 17, Block 10 Cuatro Vientos Sur Subdivision, Phase IV and an unplatted 7.10 acres into Cuatro Vientos Sur Subdivision, Phase VI.

This 14.36 acre tract is located east ofEjido Ave. and north of Exodus Dr. The zoning for this 77 lot replat is R -1 A. This is located in District I- Cm. Mike Garza

PROPOSED ACTION: APPROVE SUBJECT TO THE FOLLOWING COMMENTS:

I. The setback lines indicated on the plat shall be for reference only. The official setback line shall be determined based on the current zoning district in accordance to Section 24.77.1 of the Laredo Land Development Code. Public hearing and preliminary consideration of the Replat of Lot 6A, Block 1269, Eastern Division. The intent is residential. The purpose of the replat is to consolidate 2 lots into one platted lot.

This 0.29 acre tract is located west of Jarvis Ave. and south of Gustavus St. The zoning for this one lot replat is R-1. District III Cm. Alejandro "Alex" Perez Jr.

PROPOSED ACTION: APPROVE SUBJECT TO THE FOLLOWING COMMENTS:

PRIOR ACTION:

The City Council made a motion on April 21, 2014 to refer the Comprehensive Plan to the Planning and Zoning Commission for any recommendations prior to adoption.

BACKGROUND

The City of Laredo Charter requires that the Comprehensive Plan be reviewed and adopted every year prior to the adoption of the City's annual budget. The current Future Land Use Plan and the Long Range Thoroughfare Plan (amended in 2013 per Resolution 2013-R-072), are the elements of the Com­prehensive Plan which are to be reviewed and adopted annually under Article IX, Section 9.03 of the Charter.

The City of Laredo Charter states that the Comprehensive Plan shall serve as a guide to all future Coun­cil action concerning land use and development regulations, urban renewal programs and expenditures for capital improvements. The adoption of a plan is also a response to the Texas Local Government Code which states that zoning regulations must be adopted in accordance with a comprehensive plan (Title 7, Section 211.004). The Long Range Thoroughfare Plan is a policy document guiding the long term development (covering twenty to twenty-five years) of the transportation network ofthe city.
