Back to work at Modikwa The wage dispute at the Modikwa platinum mine, a joint venture between African Rainbow Minerals (ARM) and Anglo American Platinum, has been resolved. ARM confirmed on Tuesday that Modikwa signed a two-year wage agreement with the National Union of Mineworkers (NUM) and that some 3 000 striking employees were expected to return to work and resume production on Wednesday. Production at the platinum mine near Burgersfort came to a halt more than three weeks ago when NUM members downed tools over wages and conditions of employment. The mine confirmed that it lost about 1 000 oz of platinum-group metals a day during the strike. Just before the Easter weekend the talks between NUM and the mine collapsed. Earlier during the strike protesting mineworkers barricaded roads leading to the Modikwa platinum mine. Limpopo public order police kept a watchful eye during the strike and at one stage strikers had to be kept under control by firing rubber bullets at the strikers. Members of the National Union of Mineworkers (NUM) embarked on a protected wage strike today seeking a 12% wage hike, against the company’s offer of 9.5% for the lowest paid workers and 8.5% for higher paid workers. Traffic volumes were as expected very high on all the roads in the Greater Tubatse municipal area during the Easter weekend. restDuring the Easter weekend, the Police inTubatse were very busy with crimeprevention.

Operations such as roadblocks and stopand search were conducted together withthe provincial and municipal traffic officialsto monitor the situation the roads, includingthe R37, a national road.

The aim of the operations was to ensureroad safety during the festive weekend.Police and traffic officials focused onproblem aspects such as drunk drivers, non-compliance with the Road Traffic Act, un-roadworthy motor vehicles, un-licenseddrivers, dangerous and illegal objects.

During the operations people werearrested for driving motor vehicles under theinfluence of alcohol, non- compliance of theRoad Traffic Act and those who failed to paytheir previous fines were also scanned intothe system and they were arrested if awarrant of arrest had been issued.

Patrols and raiding of liquorestablishments were also conducted at hotspots such as Riba Cross, Bothashoek, GaMashamothane, Ga Madiseng andPraktiseer. Some of the liquor licenceowners where fined for non-compliance ofthe Liquor Act while other people werearrested for drinking liquor in public.

Nkwe Platinum Limited says the company and itsmajor shareholder and BEE Partner, GenorahResources Pty Ltd are continuing to finalise jointventure and mine development negotiations over thecoming weeks.

The company says all relevant environmentalbonds have been posted in accordance with the termsof the Mining Right.

The company says upon finalisation of thecompany’s joint development plans and financinginitiatives, Nkwe will update the market on the finalterms of the proposed offer of 100m options ($0.35, 31December 2012) to shareholders and formeroptionholders as announced last year.

Nkwe is listed on the Australian stock exchangeand plans to mine on various farms adjacent toModikwa Plaatinum mine.

Two projects are currently on the way nearBurgersfort, namely Garatau and Tubatse, Additionalythe company is still busy with exploration at thePilanesberg project in the western bushveld.

Maremele Secondary, Madibeng Primary School andMaabana Day Care Centre in Kutullo, Steelpoort Parkas well as Mahlagare Primary school in Kalkfontein,Ga-Masha are the proud beneficiaries of a Two RiversPlatinum sponsorship of R80 000 which includessupport material and further teacher development.

The partnership between Two Rivers Platinum andImfundo Ikusasa lethu, an organization specializing inEnglish literacy within rural communities, is aimed attraining 18 Gr 3 to Gr 7 teachers as well as giving over1139 learners a head start in life. They teach throughstorytelling and song.

According to the mine, the Limpopo Provincialgovernment has declared war on poverty andunemployment and is focusing on a few identifieddistricts, including Sekhukhune, where most of themining operations are based.

The high levels of illiteracy and lack of miningrelated skills have made it difficult for the mines torecruit the locals into core positions. Theabovementioned government strategy findsexpression in the IDP and LED programmes of thevarious municipalities. In view of the above and in linewith its Social Labour Plan (SLP), Two RiversPlatinum took a conscious and deliberate approach tosupport the development of co-operatives and investin the education of the local communities, with specialfocus on early childhood development (ECD) andadult basic education and training programme (ABET).

“We also seek to balance the need for interventionwith the potential for sustainability and profitability.We are conscious of the fact that early childhoodprograms recognize the importance of preparingchildren for success in school and later in life, henceTwo Rivers Platinum Mine’s focus in this space. Wehope to ultimately make a meaningful contribution inthe quality of the provincial senior certificate (Grade12) pass rate”, said the Adriaan de Beer, businessleader at Two Rivers Platinum Mine.

Until now, decent early childhood developmentfacilities, appropriate for implementing schoolreadiness programmes and especially gearedtowards providing a pipeline for human capitalrequired by the mining industry within the ruralcommunities surrounding the mines in the SteelpoortValley were non-existent. Whilst everybody wasfocusing on the Grade 12 results, Two RiversPlatinum, decided to plug in this most ignored andcritical pillar of the strategy, the early childhooddevelopment area (ECD).

“Our operation has long been a leader in thiseffort and in defining the goal of social competence.Our aim has always been to leave a long lastinglegacy in the communities and we are glad that weare on track in achieving just that. Our investment islong-term. We trust that this will ultimately benefitfuture generations”, said Bethrum Dzonzi, the Publicand Corporate Affairs Manager at Two RiversPlatinum Mine.

‘We don’t want permits’The Batubatse Hawkers Organisation onTuesday marched to the Civic Centre topresent councillors with a memorandum ofdemands.The hawkers were led by Mr Jackson Tjatjiewho first read out the memorandum underintervals of cheering and applause, beforehanding it to Cllr Serothoane (GTM PortfolioHead LED) and Cllr Mphogo (GTM PortfolioHead Finance).Points included on the memorandum werethe recognition of their structure, eradication

of permits,stalls,water andtoiletfacilities,by-laws,unlawfulldemandsof

payments from members andharrassment they allege happens,compensation of removed members, abudget for hawkers in the municipality aswell as the immediate investigation of alevy of R120 per year.Mr Tjatjie gave the municipality sevendays to respond to their demands.The currently recognised hawker structureis the Greater Tubatse HawkersAssociation’s Burgersfort Cluster. Theyare in the process of implementing apermit system together with themunicipality’s Department of LocalEconomic Development (LED).Through this regulation, theassociation would like to ensurefair trade and the upgrading ofhawkers’ facilities in conjuctionwith GTM and otherbusinesses. Plans and

negotiations for this has been onthe table since last year.The recognised structure’smanagement told PlatinumGazette that they’ve heard thatmany of the hawkers who took partin the march on Tuesday were notfrom Burgersfort and weretransported from villages furtheraway. They also said that they willcontinue with the permit systemand the enforcement thereof asagreed with the municipality.Tuesday’s march took place underthe watchful eye of police officers.

The Greater Tubatse Municipality held itsinaugural Emerging Contractor SupportProgramme briefing on the 5th April 2012. On 8 April the Tubatse SAPS arrested a 24-year old man in connection with murder.The suspect and his 22-year old victim allegedlyhad an argument with another man. Accordingto reports the 22-year old man was stabbedwith a knife after this incident. He died on thescene.The accused appeared in the PraktiseerMagistrates Court on 10 April and was notgranted bail. Ms Stephina Selahle said: “No. Here is alot of crime - robbery and hi-jackings. Weare safe from terrorism, but we are atarget for international drug syndicates”.

Mr Nicholas Nkoenyane said: “You can’twalk freely at night. Hi-jackings andhousebreakings also affect us. SouthAfrica is not a safe place. Drugs fromoutside South Africa is a problem”.

Mr Bongane Lawrance said: “I do feel safein South Africa. It depends on people’sperceptions if they feel safe. For peoplefrom outside South Africa - tourists andworkers - it is not safe. This is caused bylazy people who blame outsiders fortaking their jobs. These people thencommit crimes. The President must try tochange how we think”.

Mr Michael Phago said: “I don’t think weare safe. We are from differentbackgrounds and some people becauseof that gets influenced to be corrupt”.

The Absa Off Road Championship is set toagain boost Mpumalanga coffers and increaseawareness in the area as a tourists destination.The Toyota Dealer 400 on April 13 and 14,round two of the Absa Off RoadChampionship, is expected to giveMpumalanga a financial pick me up of a fewmillion Rand. The event is based in Lydenburgwith hotel, lodge and bed and breakfastaccommodation in the town and surroundingareas booked out as around 60 teams, servicecrews, supporters and off road enthusiastsprepare for the event.Apart from accommodation there is also aboost in business over the race weekend forrestaurants, filling stations and fast food andtake away establishments. An additional bonusis the exposure Mpumalanga gains as a touristattraction.The event will again be based at LydenburgToyota with race headquarters and thedesignated service area at the new state ofthe art dealer premises. The premises havebeen relocated from the town centre toopposite the new shopping mall on the roadto Long Tom Pass.Lydenburg Toyota dealer principal, FanieErasmus said over the years the race haddeveloped into an important annual event inMpumalanga. Apart from a cash injection for

the area and increased awareness as a touristdestination, the race also engendered acommunity spirit in Lydenburg and surroundingareas.“It is a community effort that involves townpeople, farmers and land owners in the area,”Erasmus said. “The financial benefits aretangible but the event also draws the localpopulation closer together.“Major role players like land owners Piet Rabie,Dalene van Rensburg, Jaco Coetzer,Coromandel Estate and Boschhoek Estate doa great job of liaising with other land downersand farmers, and work closely with racedirector Adri Roets when planning the route.”The traditional start of the race outsideLydenburg Toyota is again expected to drawa huge crowd before competitors complete twolaps of a 175 kilometre loop. There will be acompulsory 15 minute stop at the end of thefirst loop at the designated service park atLydenburg Toyota.The Donaldson Prologue to determine startpositions for the race will start at 12:30 onFriday, April 13 and will be run over a 60kilometre route. The race will start at 08:30 onSaturday, April 14.Public access to race headquarters, thedesignated service park and to spectatorpoints along the route is free of charge.

CLOSING DATE AND OTHER CONDITIONS

1. This bid is restricted to the contractors registered with Construction Industry DevelopmentBoard (CIDB) and bid documents will be on sale for a non-refundable fee of R500.00 each fromTuesday the 17 April 2012 at the Cashier’s Office, Greater Tubatse Municipality, Lower Ground,1st Kastania street, Burgersfort, from 08H30 to 15H00 during week-days.

2. Bids will be closed and opened in public on the 02 May 2012 at 12H00 and must be fully priced,signed and sealed in an envelope, appropriately marked the name of the bid tendering-for anddeposited into the Municipal Tender Box which is available 24/7 days a week at the reception ofthe Greater Tubatse Municipality’s physical address as detailed on 1 above. 3. The municipality has no obligation to appoint any bidder and reserves the right to appointbidders individually and/or collectively to execute the above contract, and negotiate furtherconditions and requirements with the successful bidder.

4. In terms of the National Treasury’s Regulation, no bid will be accepted from the persons inthe service of state and bidders failing to comply with the requirements of the bid document willbe submitting non-responsive bids. 90 working days after the bid closing date is ourvalidity period.

The Thabo MabuzaSoccer Tournamenttook place at theLehlaba schoolsports grounds atRiba Cross.Four teamscompeted and for thefuture an even biggerevent is planned.This may includenetball and othersporting activities aswell.The event fell overthe Easter weekendand provided goodentertainment forlocals who did nottravel to attendchurch services allover the province.Soccer enthusiastswere quick to takeshelter under thetent, put upespecially for theoccasion. Dr Thabo Mabuza, a medical doctor in Burgersfort lastweekend hosted the Thabo Mabuza Soccer Tournamentat Riba Cross.Dr Mabuza grew up in Riba Cross and wanted to givesomething back to the community in which hegrew up.He would like to encourage the young peopleof the area to become involved in sports ratherthan criminal activities.The tournament had two teams from Praktiseerand two from Riba Cross competing for the topposition.The first game was between Liverpool andKings. During this game Kings showed theirsuperior skill and walked away victorious with a5-2 score.

The second game ofthe day was betweenMaeba Swallows andREE United.REE United won 2-1.After an hour’s rest, thefinal took place betweenKings and REE United.Kings once againstormed to victory with4 goals to none.The first prize was acomplete football kit,ball, trophy, goldmedals and R1000. Thesecond prize was R500,silver medals and asoccer ball. The thirdand fourth teams eachreceived a football.Dr Mabuza thanked the

community and players for their support of thetournament. He also thanked Pick n Pay Steelpoort whosponsored the energy drinks and water for the day. Theevent is set to become and annual tournament.
