Why is there a need for a boundary study?

• As of September 30, 2019, Pleasant Plains ES was overcapacity by 135 students (125%).

• Enrollment is anticipated to continue to increase.

• Limited relief options exist.

Why were other schools not included in this study?

• Besides Hampton Elementary and Halstead Academy, Cromwell Valley Elementary is the only other school in the area with additional capacity.▪ While there are site constraints at Cromwell Valley

there is also a growing magnet program that will increase the number of students each year. Once the magnet program is fully enrolled, it is projected that Cromwell Valley will reach full capacity.

• Oakleigh Elementary School participated and received some capacity relief via a boundary study that became effective for the 2018 ̶̶2019 school year.

Boundary Study Objective

The community-based comprehensive boundary study is tasked with meeting the following key objectives:

• Provide capacity relief at Pleasant Plains Elementary

• Support diversity among schools that reflects the community and the school system

• Create viable and successful boundaries to effectively utilize available capacity at adjacent schools

Boundary Study Considerations: Rule 1280

• Efficient use of capacity in affected schools

• Maintaining or increasing the diversity among schools to reflect the diversity of the region and the school system

• Maintaining the continuity of neighborhoods

• The impact of transportation and pedestrian patterns on students

• Minimizing the number of times any individual students are reassigned

• Long-term enrollment, capacity trends, and future capital plans

• Location of feeder school boundaries and continuity of feeder patterns

• Phasing-in boundary changes by grade level for high schools

• Additional consideration:

▪ Use of geographic features, such as railroads, creeks, and major highways

• Letters were sent to all families in June 2019 regarding the boundary change process followed by additional outreach from schools throughout the process.

• The public were invited to attend all committee meetings as observers.

• All meetings were live-streamed on the BCPS Web site.

• All information provided to the committee is available on the BCPS Web site.

• 283 total unique respondents participated in the online survey. The survey was provided in English and Spanish.
