This sophisticated but easy to use tool allows fleet owners to examine potential economic and environmental benefits when they substitute conventional vehicles in their fleets by AFVs. The tool will be used in all five pilot projects and customized to the specific regulatory and economic situation in the different pilot countries. A total of 150 scans will be performed during the Procura project. By using this tool fleet owners will: 1. Improve the performance of their fleet with respect to a specific emission rate (CO2, PM10, NOx) 2. Align their fleet with new EU and national environmental regulations 3. Offer their clients economic benefits 4. Decrease maintenance costs (such as fuel costs). The Procura project, a General Action of the Intelligent Energy for Europe Program sponsored by the EU, has developed a comprehensive set of tools (Procura Tools), joint procurement models, manuals, and fleet scan tools, to facilitate the acquisition and maintenance of Alternative Fuel Vehicles (AFV) for private and public fleets. Procura will also work on the start-up development of second hand markets and certification systems for AFVs. In five pilot projects in Italy, Netherlands, Poland, Portugal, and Spain the models, tools and manuals are being used to assist local fleet owners to integrate AFVs in their fleets. Instituto Superior Técnico (IST ) completed the first version of the manual “Market Barriers for Large-Scale Alternative Fuel Vehicles Procurement” to identify and describe the key market barriers to the introduction of Alternative Fuel Vehicles. This report is particularly directed towards Private and Public Fleet Owners. The Procura Pilot Projects are using different tools to facilitate local acquisition of AFVs
