INSIDE THIS ISSUE May, 2019 The Prime Minister Peter O’Neill has appointed four new Cabinet Ministers to his Cabinet and further announced that the Government will review the Mining Sector. The four new Ministers were appointed following the resignation and defection of several Government Ministers and members to the Opposition camp. They are first time Member for Rigo (Central Province) Lekwa Gure as the new Civil Aviation Minister, Chris Nangoi (Sumkar) as Transport and Infrastructure Minister, William Onglo (Kundiawa-Gembolg) as Defence Minister and Laigap in Tomait Kapili (Porgera) as the Minister Assisting the Prime Minister on State & Constitutional matters and Bougainville Affairs. PM O’Neill said the 4 new ministers will fill in the roles left by Members who have left Government. “They certainly have a vast experience and they will of course perform to their best of their ability for the good of our country. ”Therefore I want to take this opportunity to thank all our coalition partners and of course all our Members of the Government and the rest of the country, to congratulate the 4 Ministers on their appointment as Ministers of State. Lekwa Gure is a great Aviator and as such he will be responsible for Civil Aviation. And we look forward to working closely with him.“And of course Mr Chris Nangoi will be responsible for Transport and Infrastructure.“The Member for Kundiawa-Gembogl William Onglo will be responsible for Defence.“And Member for Laigap-Porgera Tomait Kapili will be responsible for Minister Assisting the Prime Minister on Constitutional Offices, State matters and of course Bougainville Affairs”, said Mr O’Neill.“The Prime Minister also announced that as a result of these changes and new appointments, they (Government) was also going to make a few shifts.“One of that is the Minister for Public Service Elias Kavapore will now be moving into Health as Minister for Health. As many of you would know he is a very experienced Health Executive Officer with the Vanimo General Hospital and has been working with the Health Department for many years.“He brings with him a lot of wealth and experience in that industry and of course we will address many of the challenges we have in the Health Sector.“Given that as well the former Minister for Works, Wesley Nukundj will move into Public Service. As many of you know he is a very experienced public servant and again he brings a wealth of experience to that portfolio.“Also I wish to announce that Minister Richard Maru will now move into Finance and Rural Development, whilst former Finance Minister Sam Basil will move into National Planning so this is the line-

up that strengthen our Cabinet and our Government.“And we look forward to working with them and the staff that will be coming into the Ministers and our Government over the next few days.“Whilst on that we as Government have listened to our people, our Government and our leaders and we will be making some changes over the coming days.“Mainly in the way we do business we have listened and we will correct some of the issues that our people have highlighted to us. “In particular we will make some adjustments to the way and how we collect revenue for the country.“That means that we will restructure some of the Kumul Holding Structure particularly Kumul Petroleum and Kumul Mining, and of course we will be restructuring the other Ministries that relate to the collection of more revenue for the state.“I want to also announce that we will be doing an extensive review of the Mining and Petroleum Act, and of course the Oil and Gas Act as well.“There will be experienced leaders in the likes of Sam Akoitai and Sir Julius Chan who have been Cabinet Members and Ministers of governments before who have first-hand experience in this field who will be leading the discussions and we want the discussions to be concluded before the end of the year so that we can include their recommendations in the 2019 budget’’, said Prime Minister O’Neill.He also said that the Independent Commission Against Corruption (ICAC) Bill will be brought and passed in the next session of Parliament.

Whilst a number of Opposition Members were caught up VONC hysteria, the Prime Minister, Peter O’Neill and eight other Members of Parliament, including Finance Minister Sam Basil and Communications Minister, Koni Iguan, were in Nawaeb District opening classrooms and dormitory recently.The Prime Minister and Members opened the new girls dormitory at the Lutheran High School, in Nawaeb District, Morobe Province at the invitation of the Member for Nawaeb, Kennedy Wenge.PM O’Neill’s delegation was welcomed at the Nawaeb District station by large crowd, that included students and parents of the Nawaeb Community and Lutheran High Schools.

PM told the people that the National Government has demonstrated its commitment to addressing all our social and economic issues and delivering key services for people around the country.“This Government has been and will always be committed our core policy platforms of free education, expanding healthcare and building the infrastructure our communities need to have better lives,” the Prime Minister said.“As a developing country we face all of the challenges in the world, the ups and downs in revenue due to global forces, natural disasters, extreme weather and many other challenges, but we continue to deliver on the promises we have made.“You can see developments

and changes happening everywhere in our country.“You can see it in Nawaeb the change and development that is moving forward.“The new Girls Dormitory is an example of this Government’s policies.“We are seeing a big increase in enrolment rates, and very importantly, more girls are attending school.“I appeal to the people and Leaders of Nawaeb and Morobe to work together, with the Government, to continue the current phase of development and increased service delivery.“There is no doubt, we have more to do and we are not where we want to be yet. But I can tell you that I have every confidence in the leadership of Sam Basil and Kennedy Wenge to drive this region forward.”

Community Leaders thanked the Prime Minister for visiting Nawaeb and Morobe.“This shows that you are true leader and someone who has heart for the people,” local MP Kennedy Wenge said.“We are happy, and we salute you. Keep doing what you are doing and the people of Nawaeb stand with you and your Government.“Without your Government’s policies our children would not have the opportunity for better life and we will still be living in dark and isolation.”The Members thanked the Prime Minister for the direction he was providing for the Nation, particularly through the District Services Improvement Program, that is empowering communities.

A burglar got into a house one night. Shining

his flashlight on the floor in the dark, he heard a voice saying, “Jesus is watching

you.” He looked around nervously,

shook his head, and kept looking for valuables.

He again heard, “Jesus is watching you.”

This time, he shone his light all over, and it rested on a

parrot. He asked, “Did you say that?” The parrot admitted that it had. “I’m just trying to warn

Improving the infrastructure and supply chains needed to increase agricultural and other production for export, in countries such as Papua New Guinea, is one of the important issues will be discussed by world leaders in China during the forum.The Prime Minister, Peter O’Neill has arrived in Beijing for the Second Belt and Road Forum, that he said is of key interest for Papua New Guinea to expand production from rural areas.“In Papua New Guinea we have some of the most fertile soil in the world that can grow a wide range of food plants and feed livestock, but we have trouble getting it to markets,” the Prime Minister said. “It is disheartening when our people harvest vegetables or fruit, and they do not make it to market in a condition that can be sold.There are a lot of factors that cause this from transport

networks, product handling, bureaucracy in government process, just to name a few.“But these challenges can be overcome through a much more co-ordinated approach to the development of infrastructure and capacity building.“We need to continue to increase our internal infrastructure development through greater investment, while at the same time strengthen our linkages with partner countries that makes transportation more efficient.”The Prime Minister said the ‘One Belt, One Road’ an initiative of China’s President, is a matter that was discussed during H.E. Xi Jinping’s State Visit to Papua New Guinea in 2018.Papua New Guinea is a bridge between many Pacific islands and Asia, and the Belt and Road Initiative was well received by Pacific Leaders meeting on the margins of the APEC Summit.

“The Belt and Road Forum will be attended by more than 40 Leaders from around the world, and Ministers and delegates from more than 100 countries.“As the only Leader from the Pacific Island Nation I will convey the thoughts they conveyed in Port Moresby last year.“There is everything to be gained from deeper co-operation with our partners to improve our capacity to help our producers, particularly SMEs.“Our people in rural communities in agriculture or fisheries, or exporters of other products, can expand greatly in what they sell around the country and to the world.“As a Government we will continue to improve our infrastructure and supply chains, increase investment deepen regional co-operation”.

The Prime Minister, Peter O’Neill will lead a Government and business delegation to Russia later in the year on an Official Visit at the invitation of Russian Government.The invitation was made by Russia’s Prime Minister, H.E. Dmitry Medvedev, in bilateral discussions during the APEC Leaders’ Summit in Port Moresby last November.Speaking with Russia’s President, H.E. Vladimir Putin,

at the Belt and Road Forum in Beijing recently, PM O’Neill confirmed the visit will take place with a focus on opportunities in the global LNG Sector.“I had a good discussion with President Putin last week, and he asked if our delegation will be visiting this year and I confirmed this will take place,” the Prime Minister said.“While there had not been much exchange with Russia in the past, this has been growing

in recent years, particularly since Papua New Guinea’s emergence in the LNG Sector.“There are industry synergies and investment opportunities that can be discussed, and Russia has extensive technical experience in gas production.“There are also opportunities for Papua New Guinea businesses.“As we expand our agricultural exports there are opportunities to explore opportunities in Eastern Russia, and we are also

seeing an increase in Russian tourists coming to Papua New Guinea.“Our country must continue to expand our horizons for trade and investment that leads to further job creation, and we look forward to expanding our engagement with Russia.“Foreign Affairs Minister Rimbink Pato is leading discussions with the Russian Government on arrangements for the Official Visit towards the end of the year.”

The Prime Minister Peter O’Neill has met and held fruitful discussions with the President of the International Olympic Committee (IOC), Thomas Bach at his Sir Manasupe House Office in Port Moresby on May 9.President Bach paid a courtesy call on Prime Minister O’Neill during a visit to the country to meet PNG Sports Foundation and Olympic Committee officials to discuss related issues on Olympics in the country.Prime Minister O’Neill in welcoming President Bach said PNG through its National Olympic Committee has a great relationship in the game of Olympic sport as a tool for development of the country.Mr O’Neill and President

Bach later witnessed the signing of a Memorandum of Understanding (MOU) between the Papua New Guinea Sports Foundation and the PNG Olympic Committee.The MOU is for the core stakeholders working together for the development of sport and the use of sport for development in Papua New Guinea: It says, that can be achieved by recognizing the complementary roles of both the development of sport and the use of sport for development, will actively support the commitments, policies and strategic plans made at the national government level in PNG_ and relevant international

documents. The MOU recognizes the autonomy of sports organization, in line with the principles enshrined in a Resolution of the United Nations General Assembly adopted in New York in October 2014, which recognizes sport as a means to promote education, health, development and peace and also supports the independence and autonomy of sport as well as the mission of the International Olympic Committee in leading the Olympic Movement.The PNG Sports Foundation will maintain the supreme and controlling authority of all sports organizations in Papua New Guinea, It also strengthens the role

and competencies of the PNG Olympic Committee as the National Olympic Committee, Commonwealth Games Association and Pacific Games Association of Papua New Guinea.It also aims to promote and protect the Olympic Movement and the values of Olympism in the country, particularly in the areas of sport and education, by supporting Olympic education programmes at all levels in schools, sports and physical education institutions and universities, and encourage the creation of institutions devoted to Olympic education, such as national Olympic academies, Olympic museums and other programmes, especially cultural ones, linked to the Olympic.
