The Work at Height Regulations are expected to comeinto effect by mid-2005. The new rules will cover thework activities where it is ‘possible that a fall involvinga distance liable to cause injury could occur’. This isregardless of the duration the person is at height, or ofthe height at which work is done.

Designers will be expecting to take opportunities toprevent working at height altogether. Operationally, it isunlikely that contractors will be able to eliminate work atheight in some situations, but in general they will needto ensure a safe work surface. Ladders are not outlawedby the new rules, but many clients and main contractorsare already advising contractors not to use ladders orstepladders on site.

The draft guidance adds that safety should not be com-promised by speed when looking to complete the job.

While the new regulations do not spell the end of laddersand steps, contractors will need to actively consider thealternatives.
