1. Mission of Po Leung Kuk
1.1 Po Leung Kuk is a charitable organization serving the general public with the objective of
“protecting the young and the innocent” for decades. The Kuk’s education services follow
the same objective by providing quality services to students.
1.2 Po Leung Kuk affiliated schools of different levels operate on a non-profit making basis.
The mission and policy of affiliated schools emphasize on social benefit and keep pace with
the current needs of the society.
1.3 “Love, Respect, Diligence and Integrity” is the motto of Po Leung Kuk affiliated schools.
“Cognitive, Aesthetic, Social, Physical, Moral development” are all emphasized in the
cultivation of students, and students are expected to contribute to the society with what they
have learnt.
1.4 The School Management Committee of Po Leung Kuk affiliated schools is a committee with
no political or religious background. People are free to express their feelings and beliefs, so,
provided that the law has been complied with and the school order is not threatened, all
schools of thought and all religions can co-exist in schools.
1.5 Po Leung Kuk is a Non-Governmental Organization established by the Chinese. The Kuk is
concerned about the community and Mainland China and is dedicated to the development of
the Chinese Culture. The affiliated schools encourage students to participate in social
services, aim at developing their sense of responsibility towards our country which in turn
could cultivate students an open and optimistic attitude as well as a global perspective.

2.2 School Vision and Mission
Adhering to the educational policies of the government and in keeping with the guiding
principles of Po Leung Kuk, we attempt to provide a rich English learning environment with a
rich three-dimensional approach to education. Our principal “dimension” being, firstly the
school motto of “Love, Respect, Diligence and Integrity”, secondly our guiding ethnic of
Moral, Intellectual, Physical, Social and Aesthetic development and thirdly a multicultural
ethos founded on the core ideas “Stand as One, Make a Difference” and “One Team, One
Mind , We Care, We respect”. We aim to foster a vigorous, positive moral attitude, as the basis
of a whole-person education of love and caring.

2.4 School Background On September 1
st 2007, Po Leung Kuk, with the co-operation of the NCE Past Students’
Association, opened its second DSS School in Kowloon with two P.1 classes. From
September 1st 2008, this school, originally known as “Po Leung Kuk NCE Past Students’
Association Primary School”, was renamed in honour of the school donor, Dr. LAM Man
Chan, the vice Chairman of Po Leung Kuk. In the Dedication Ceremony on October 14th
2008, the school was named “Po Leung Kuk Lam Man Chan English Primary School”. It is a
whole day DSS co-educational English primary school, which will eventually have 24 classes.
The school started with two P.1 classes in 2007 and developed to four classes with four P.1,
four P.2, three P.3 and three P.4 and two P.5 classes in 2011. Starting from September of 2010,
we pioneer a sustainable one-school-two-campuses schooling.

2.5 Curriculum and Admission Under the Direct Subsidy Scheme (DSS) Scheme, DSS primary schools are free to decide
their curriculum but required to offer principally a curriculum targeted at local pupils of all
nationalities. DSS schools can decide the tuition fees and entrance requirements. However, a
student’s family background is not a criterion of admission; at least 10% of the tuition fee
will be allocated for “Fee Remission / Scholarship Scheme” which ensures that no students
are disqualified because of their financial status.
Any school-age students of any nationality who have the right of abode in HK can apply for
admission to our school. It should be noted that enrollment of P1 students will normally
start in Mid-September, the admission interviews will be held in Mid October and the results
will be announced in November.

5.2 Percentage of students participating in territory-wide inter-school competitions
The percentage of students participating in territory-wide inter-school competitions is more than
90% and students are enthusiastic about joining both territory-wide inter-school and international
competitions.
5.3 Percentage of students participating in uniform groups/ social and voluntary services
The Percentage of students participating in junior police services (P1-5) is 14.7%, including Junior
Police Force. Besides, in order to raise the self-confidence and team spirit, all students have joined
the Po Leung Kuk Leadership Training Camp.

physical fitness test is employed every year to evaluate the physical fitness of all students. The

7.1 Priority Task 1: Build a healthy, caring and loving culture in the campus
Achievement
96.95% of parents are satisfied to let their kids study at the school. The moral topic of the morning
assemblies include respect, love our country, friendship, treasure, honesty, diligence and 17 other
topics. Inter-class competitions are also added such as cleanliness and discipline competitions.

parents agreed that the school helps students improve their moral standard. 93.2% of P3 students

The school joined a training camp this year. By way of training of marching, slogans and body
gestures the students’ self-discipline. 79.7% of parents and 83.3% of teachers agreed that the camp

There are 30 young leaders in the school. They are mainly P3 and P4 students. They actively
participate in services for the school. 70.8% of teachers agreed that the small leader program
increases the students’ leadership skills and their self-confidence. The school also provides students
with a wide range of extra-curricular activities, these include language classes, music and art
classes, physical education classes and academic classes, which are carried out by external
professional tutors. The attendance of the above classes exceeds 80%. 77.4% of parents agreed that
the ECA provides students with opportunities to gain extra knowledge and life skills. 100% and
92% of teachers agreed that the school actively encourages the students to join the ECA classes and

We promote a school with love and care to increase the sense of belonging to the students, teachers
and parents. This year the school obtained the award of “Love and Caring School Honor” again. In
this year, we have organized the “Caring Angel” Scheme to advocate caring amongst each other.
87.5% of the teachers agreed the scheme promoted love between and within the classes. In order to
better care for students, the professional social worker of the school organized classes for students’
concentration and personal growth groups. Volunteer visits and whole-person development lessons
improve students’ social skills. Moreover, the school organized a “Parent Teacher Association
(PTA) Picnic” and “Sport Day” to keep a good communication between parents and the school.

Responding to school-based concerns, the school encouraged involvement in the community. 12
students took part in a “Community Day” event organized by the Police Community Relations
Office of Yau Tsim Mong District. 40 families participated in the Po Leung Kuk Flag Day, 22
students attended the PLK Fund-raising Dinner, 32 P.3 students took part in an elderly home visit
and the entire school participated in the Po Leung Kuk Dress Casual Day. More than 30 parents,
teachers and students joined the “Po Leung Kuk Chinese New Year Charity Walk cum Carnival
2011”, and they received the awards for highest participation and best costume. Furthermore, to

encourage students to write more, the school will continue to issue publications of students’ works
and encourage students to submit pieces to local and international competitions. In cooperation
with the PLK Portuguese Community School, the school published the second issue of “The
Compendium of Masterpieces (Issue 3)” to promote the two schools’ educational philosophy and
showcasing various students’ creative works.

The school puts effort in decorating the school campus by showing students’ art works. It increases
students’ sense of success. The school is decorated in accordance to the seasons and festivals.

Healthy school life is promoted by means of Fruit Day, Physical Fitness Day, etc. The personal and
social health knowledge was taught. Before the commencement of the school term, the school
organized a P1 admission seminar and parents talk. The school also organized two parent meetings
and seminars to strengthen the link between parents and school. 14 parent volunteers received
awards in “Kowloon City & Yau Tsim Mong District-Volunteer Praising Ceremony 2010” and “The

Kowloon City Outstanding Parents Award Ceremony” which recognized the contribution of the
parents.

Reflection
In this year, our school has arranged a “Brunch with Principal” event to build up the channel for
parents to share with each other and Parent manager of IMC and all senior teachers have attended it.
76.8% of the parents agreed that they were frequently invited by the school to take part in school
activities. In the next year, the school will aim to foster stronger relations with P.1 parents. It will
also persevere to establish the PTA as an efficient platform for parents to give their opinions to the
school. To increase parenting knowledge and technique among parents, the school shall organize
more workshops and parent education activities. To further strengthen communication with parents,
the school intends to enhance the role of the PTA and conduct more PTA workshops and activities.

The school stresses the importance of strengthen the relations with other schools and organizations.
It concludes strengthening the relations with the sister schools in China to address the school-based
concerns. The partnership program for new teachers will be further developed due to the large
amount of new teachers that will join the school. More ECA and MI lessons will be provided to
parents and students to develop their physical and artistic potential. These classes will again be
taught by external professional tutors.

In the coming school year, the school will be eligible to apply for the P.4-5 “Understanding
Adolescent Project (Primary)”, a scheme that aims to improve senior students’ general life skills. To
aid economically disadvantaged students, the school will apply for the government's “Community
Care Fund: Lunch Subsidy”. For students from low-income families who seek to participate in
school trips abroad, the school will have access to the school-based fund (for educational trips
abroad) to subsidize their trips.

2 Priority Task 2: Foster School Reading Culture
Achievement
The school took part in “Po Leung Kuk Reading is beneficial Scheme: Reading Award” and “Po
Leung Kuk Honour with Books Program” and obtained a donation of $20882 with the PLK
donated $20882 accordingly. This amount will be used for library services.

Newspapers (both Chinese and English) are subscribed for students. We have fixed 150 minutes
per week for the reading lessons. The school also trained 14 reading fairies to lead reading groups
during morning and afternoon time. A reading corner was set up. The school library was kept
constantly open. Two book fairs were held to promote a reading culture. The school has organized
various kinds of shared reading activities with secondary schools and recruited story aunties to
share reading with kids.

A reading award scheme is provided to the students to increase their interest in reading. This
scheme achieved a wide participation from the students. 150 students won the awards: 121 gold, 13
silver and 16 bronze. The native English and Putonghua speaking teachers, together with the
students, shared stories with the students from time to time. The overall statistics of books read by
the students were satisfactory. 85.7% of parents and 91.7% of teachers agree that such a scheme
effectively increases the interest of reading and knowledge outside of textbooks. 91.6% of teachers

To promote creative writing, the school published masterpieces of students’ work to the local
newspapers. The school also joined the PLK Portuguese Community School in the publishing of
the second issue of “The Compendium of Masterpieces (Issue 3)” to show students’ outstanding
works and share the fun of reading.
Reflection
Teachers and parents are passionate about developing a reading culture in the school. Though we
believe there is room for improvement. We are going to promote reading in Chinese subjects. The
reading award scheme and morning reading period will be continued and the story-telling technique
will be promoted to the students. A librarian will be recruited for promoting reading activities and
designing a new version of reading diaries. Promotion will also be given to the parent reading
aunties to encourage participation from the parents.

7.3 Priority Task 3: Formulate the Mechanism of School Self-Assessment
Achievement
The IMC of the school was established in 2008, in which the roles and responsibilities were laid
down as well. The committee runs smoothly by way of regular meetings. Different stakeholders of
the school monitor the effectiveness of the administration of the school. Under the monitoring of
sponsoring body Po Leung Kuk by the theme of school-based management, the school achieves
flexibility in administration and managed to maintain constant growth. The Principal Education
Secretary of PLK regularly visits the school. Also, PLK Chairman, Mrs Dorothy SY Pong, visited
the in December 2010. It is an encouraging sign that PLK pays close attention to the development
of the school.

Our school has improved the school appraisal system for all teaching staff, including lesson
observation, self-evaluation, peer evaluation, top-down, top-up evaluation. In this year, senior
teachers has provided feedback to teachers and assisting them in self-enhancement.
All of the teaching staff of the school took part in the evaluation of the school administration. They
also provided opinions by way of examining the school year plan and action plan. 88% of the
teaching staff agreed that the school has a clear progress direction plan and 92% of them agree with
such plan. Moreover, the school assigned the teachers to join different administration groups
according to their interests and strengths in order to enhance team spirit. The 5-year plan and the
year plan will follow the PIE cycle. Yearly questionnaires were distributed to parents and students
in July. Such comments will also be summarized in the year report as evidence and used for
planning the next school year.

The middle-level administration staff of the school will join all subject panel meetings to lead the
fellow teachers in subject development and enhance communication. 96% of the teachers agree that
the subject panel heads are able to lead the subject team effectively and 96% of teachers agree that

The planning of this school year will be mainly based on the evidence from the evaluations. The
school provides various kinds of questionnaires to stakeholders, such as school-based ones, the
centralized EDB ones as well as the E-platform for School Development and Accountability
(ESDA) statistics; which can increase the efficiency of self-assessment. Meanwhile, this year the
school had organized 3 school introductory talks and parents’ brunch seminars from which we were
able to collect parents’ opinions of the school and the comments will be reported to the subject
teachers in meetings.
In order to strengthen our accountability, the school welcomes parents and all stakeholders to join
the morning assembly every school day, attend in school yearly report talks, visit the school
website, join school presentations, have the students’ masterpieces published and participate in
school annual speech day. 85.2% of the parents agreed that the school has a transparent

example, during parents’ days, after every morning assembly, through the school website, via

Reflection
The school will soon implement a two campus system. To ensure smooth operations in both
campuses, the school will have to strengthen the effectiveness of management and division of labor.
Continual professional exchanges with other schools will create opportunities for improvement
among PLK LMC’s middle managers.
Teachers agree with the self-assessment principle. However, there may be a need for the
supervising team to increase the planning and monitoring ability to evaluate the efficiency of work
plans. The support is given to new teachers.

7.4 Priority Task 4: Enhance the quality of teaching and learning
Achievement
With particular respect to non-Chinese speaking students, the school sought to lay a solid
foundation for their Chinese learning. As such, in the past year, the school made use of the “EDB
After-school Chinese Learning Activities fund”.
The P1 integrated curriculum will be further enhanced. The theme based teaching links different
subjects as a whole to avoid repetition of course materials. The P1 and P2 curriculum will focus on
themes as follows: school, body, family, hobbies, festivals, animals, plants, country and cultural.
Project learning is also implemented in P4 curriculum together with the China Learning Outrip to
Fushan. “Water Conservation” integrated units have been introduced, connecting P.4 Chinese,
Basic Chinese, English, VA and GS subjects. Parents, teachers and students are highly impressed
by the program.
Fourteen students in the school were selected to become “Sports Ambassadors”. The experience of
going to the Guangzhou Asian Games 2010 and the training provided by the school increased the
students’ understanding of China and improved their self-management skills. The students watched
events such as roller speed skating and volleyball. They also visited historical sites in Guangzhou,
namely Whampoa Military Academy and the Memorial Museum of Generalissimo Sun Yat-Sen’s
Mansion. The inaugural ceremony of Sports Ambassadors was officiated by Mr. Kenneth Fok –
Hon. Deputy Secretary General of Sports Federation & Olympic Committee of Hong Kong and Mr.
Quincy KY Lui – Chairman of the Board of Directors 2010-2011. Other guests, including Mr.
Louie Lam – the son of PLK LMC’s benefactor, Mr. Alfred TK Lee – Member of the Board of

Directors 2010-2011 and Mr. Lau Chi Chung – Po Leung Kuk Principal Education Secretary,
witnessed the event and presented certificates to the ambassadors.
The school places great importance on the quality of teaching in a multicultural curriculum and
hence, actively promotes teacher participation in international teaching exchange programs.
Other than merely taking part in school visits, PLK LMC teachers developed a better understanding
of the inner workings of Singapore’s multicultural education system. At the same time, the teachers
acquainted themselves with a diversified set of teaching resources and deepened their historical and
cultural knowledge of a multicultural country. As an ethnically diverse city, Singapore features a
multicultural education policy and teaching strategies that are almost identical with PLK LMC’s.
Through such international exchange programs, teachers from participating schools learned to
recognize and respect various differences, thus increasing the degree of understanding and learning
between schools. Over the course of a three-day intensive program, teachers visited Bukit Timah
Primary School and Nanyang Primary School, two well-known schools in Singapore. In order to
have a better understanding of the school life in Singapore, PLK LMC teachers took part in tours of
the schools’ campuses, participated in the schools’ English subject sharing sessions and conducted
observations of other subject lessons.

The school’s emphases are to groom a team of high-caliber teachers and to always improve their
quality of teaching. 2688 hours were dedicated to teacher training, with an average of 103.4 hours
per teacher. Various teacher workshops about reducing stress, creative teaching and teacher training
were provided. 95.83% of the teachers agreed that these workshops were beneficial. In addition,
79.1% of the teachers believed that a knowledge-sharing culture exists in the school. In the past
year, schools such as Wuhan Yucai Boarding Primary School, Shenzhen Nanao Central Primary
School, Shenzhen Kuiyong Central Primary School, Shenzhen Overseas Chinese Town Primary
School, Gaoming Hecheng Jiedao Diyi No.1 Primary School, Foshan Huijing Primary School,
Xi’an Primary School, Xi’an Teachers’ College Primary School, Xi’an Shiyan Primary School, and
Xi’an Gaoxin No.3 Primary School visited the school to engage in several exchange programs.
Having established sister school relationships with the first three schools, the school will continue
to seek such collaborative international partnerships with other schools.

Project assessment is already implemented in as early as P1 studies. By way of personal experience
students may report the information gathered to fellow students and parents. The project assessment
booklet under the evaluation of teachers has a self-assessment element for students. Over 90% of
the students scored 7 points out of a total of 10, which was an encouraging outcome. According to
the questionnaire, 70% of parents and 87.5% of teachers agreed that the project assessment
stimulated students’ self-learning ability. 70% of parents and 79.1% of teachers agreed that such
assessments enhanced learning interest and 70.5% of parents and 95.77% of teachers were
generally satisfied with the assessment.

The principal participated in international exchange programs such as the “Hong Kong Youth Elite
Association Beijing Tour” and “Nanchang Donghu Educational Department Exchange
Programme”. A Senior Teacher took part in an exchange program in Canada, an Overseas
Immersion Programme for English Teachers in HK, gaining expertise in the development of
school-based education, and following which, providing new thinking for the development of the
school’s multicultural education system. To strengthen students’ examination techniques, the
school adopted elements of the TSA in its assessment standards, and also invited parents and
secondary school students to act as oral examination assessors.
Reflection
Our school has applied for the “English Enhancement Grant Scheme for Primary Schools” to
incorporate drama in daily teaching in next school year.
This year, speakers from the Hong Kong Institute of Education and principals from other Po Leung
Kuk’s schools observed lessons in PLK LMC and shared their teaching insights. In May, the
Education Bureau conducted a Comprehensive Review (CR) of the school. During the review, the
CR team members observed lessons and met with teachers. The goal was to improve the quality of
teaching and learning in the school.

As Moral and National Education (MNE) might soon be included in the formal curriculum, there is
a need to start developing a MNE Framework to promote national education in school.
There is room for improvement for the P.1 integrated curriculum which will be optimized in the
coming school year, using the funding, a school-based English curriculum and tailor-made
school-based materials. The P.4-5 students will join more foreign Exchange Programs for students
to explore themselves. The school will continue to arrange the staff to have visits outside Hong
Kong to foster professional sharing and strengthen relations with the sister schools. The English
fund obtained will allow the school to put the drama element into daily lessons.
The school will focus on the professional development of new teachers, especially on the
mentorship program due to the substantial number of new teachers. The newly adopted program
will extend to subject matters and classroom management. Collaborative meetings will be held on a
constant basis to support the new teachers. Peer observation with reflection and evaluation will be
shared amongst teachers in areas such as students’ learning and assessment.

Subjects taught in our school include Chinese (Chinese and Putonghua combined), English, Math,

9.1 Student Moral Development
Our school puts emphasis on the moral development of students. Apart from the moral assemblies,
leadership training camps and patrol teams, the Personal Development Group has also been
introduced to cultivate students’ social and emotional development. Our school also has set the
reward and discipline regulations to foster the morality of students. Furthermore, we also hold “The
Adaptation Day for P.1 students”, Orientation Day and Parent Talks to help the kindergarten
students in adapting to primary school life.
9.2 Student Counseling Services
Our professional social worker provides support to individual students and to identify SEN students
in early P.1 stage together with educational psychiatrist and class teachers. Moreover, the social
worker and teachers provide whole-person development classes to students.
