Jamesville Man Dies in CrashBy Linda Cicoira

Harry Lionel Killmon Jr., 72, of Jamesville dies in a vehicular crash Sunday afternoon.

According to State Police Sgt. Michelle Ana-ya, the incident occurred at about 1:30 p.m. in Mappsville. Trooper D.N. Lawson investigated.

Killmon was driving a 2001 Infinity G20 south on Lankford Highway when a 2010 Dodge Caravan going north attempted to turn left on Groton Town Road and crossed the path of Killmon, Anaya said. The Dodge was struck in the passenger side. There were no passengers in either vehicle.

Killmon died at Peninsula Regional Medi-cal Center in Salisbury, Md.

The driver of the Dodge was Donald God-win, 47, of New Church.

Investigation of the case is continuing, Lawson said.

Killmon marks the 12th traffic fatality on the Eastern Shore in 2011.

Gov. Bob McDonnell has an-nounced that Virginia has landed a collaborative project to establish a facility for the testing and certifica-tion of large offshore and land-based electricity-producing wind turbines.

The project, called Poseidon At-lantic, will be the first such facil-ity in the United States. The initial phase of the project is to be devel-oped in Northampton County.

The Poseidon Atlantic project is a private-sector initiative developed by the companies Real NewEnergy, Fugro and Ecofys, with the support of the commonwealth, the Virginia Port Authority (VPA) and the Neth-erlands government.

The project will create 25 direct new

jobs within two years. According to the governor, the growth of the offshore wind sector and its associated jobs over the long term could result in major and sustained industry creation in Hamp-ton Roads and the Eastern Shore.

Lt. Gov. Bill Bolling announced the project at a dinner for potential stakeholders on Oct. 12.

By Linda CicoiraAccomack School Board members took a pop quiz

last week during their monthly work session. The test taught them a lesson about new teaching skills that are transforming the classroom and the way students think.

“Traditional classroom days are gone,” said Jenni-fer Annis, principal of Kegotank Elementary School where the session was held. She said now the teach-ers are expected to have higher expectations for all students “using a curriculum that supports higher order thinking skills.”

The test consisted of three questions. School Board members weren’t expected to answer the SOL (Standards of Learning) queries used for 5th graders last year. Instead, Annis asked them to categorize the questions using a scale from Bloom’s Taxonomy of Learning Domains that focuses on mental skills, growth through feelings or emotions and manual or physical skills.

“The question is how deeply are we asking kids to think,” added Superintendent Dr. Bruce Benson. “The one who is doing the work is doing the thinking … there’s not always a clear-cut answer.”

Teachers will lead the conversations and guide the students instead of always giving the traditional

lecture. For the board quiz, the members were en-couraged to work in pairs.

Member Audrey Furness wondered what the more experienced teachers were saying about the change. Annis said all the instructors will get the same train-ing and will adapt.

The change is expected to help students become better prepared for college and job situations.

The board also discussed a naming policy regard-ing county school facilities, with an apparent specu-lation that a large sum of money would soon be do-nated to the division. The draft, which was posted on the agenda as a second reading, was not released to the public.

School Board member Ronnie Holden said he is op-posed to naming facilities after individuals. “I think we really should stay away from that. Minds are im-pressionable,” he added, explaining that it could lead to the issue of students being separated by “haves and have nots … I think we’re creating segregation, a problem with our kids.”

Member Al McMath said he would consider sup-porting naming a facility or wing after a “person who was still known after 200 years.”

Member Patricia White said they wouldn’t want to turn down money if that was a deciding factor. She

said the policy would be a guideline that could be changed later if necessary.

Member Camesha Handy said she sees no prob-lem with naming a school after a donor or a person requested by the donor. “If someone has $500,000 to rename this library, let them do it. If they can do it, I say let them do it … if they can afford it.” She added, “At the elementary level, they (the children) don’t care … we’re the ones that impose” those issues.

Assistant Superintendent Dr. Rhonda Hall said the board needs to consider, for example, if money were given for a high-school stadium to be erected, would funds be available to maintain it.

Benson said he wanted to “take another shot at language” in the document based on the discussion.

The superintendent announced some future goals for the division, including increasing parent involve-ment by 20 percent by the end of the school year and decreasing discipline, guidance and bullying refer-rals by 15 percent. He also said that policies will be more accessible online in the future and minutes of meetings will be easier to find.

In addition, Benson added, staff will “research, develop, prepare and present monthly a financial report for the School Board to include meaningful financial measures by April 2012.”

A U.S. Army veteran, Trala is a member of Bethel U.M. Church, Jamesville, where he serves on the Board of Trustees. He’s a member of Broadwater Lodge 71 (past district deputy grand master, 13 Masonic District), Christian Businessmen’s Associ-

ation, Exmore Moose Lodge, and Khedive Temple Shrine, Scottish Rite 32 degree. He and his wife Joan formerly owned Joan & Larry’s in Exmore, and have four children.

Hubbard said he is a strong supporter of the public schools as his wife just retired after 41 years in public education and his three sons grad-uated from Northampton County High School.

Hubbard said he believes in managed growth and feels Northampton County needs to improve its image of not being “business friendly” on the regional and state level. He said the county needs to reach out to existing businesses to explore what they feel can be

done to make current and future businesses more successful.

Accomack Circuit CourtJack William Seward Jr., 49, of Col-

ey’s Lane on Chincoteague Island was sentenced last week in Accomack Cir-cuit Court by Judge W. Revell Lewis III to 10 years in prison for injuring Paul David Bloxom with pepper spray on July 15, 2010. The judge suspended six years of the term.

Alex Dewaal, 22, of Race Track Road in Melfa pleaded guilty to burglary and grand larceny at Keller Post Office on April 5, 2011. The case was continued until a presentence report could be completed. Dewaal was remanded to jail but may be allowed work release.

Shaquincia M. Singleton, 26, of A.S. West Road in Painter pleaded guilty to stealing two digital cameras worth $238 from Walmart of Onley on Nov. 28, 2010. A presentence report was ordered.

Joseph Lamont Washington, 33, of Exmore was sentenced for grand lar-ceny of property from A to Z Furniture Store on June 20, 2010, to five years in

prison, with all but two years and six months suspended.

Jeremy Erin Wallace, 24, of Pun-goteague Road in Pungoteague was given a three-year suspended sentence for grand larceny of property belonging to William Rouse on Feb. 16, 2011. He also was ordered to perform 100 hours of community service.

Ivan Ibarra, 22, of Drummondtown Road in Accomac was sentenced for destroying a 2000 Dodge Neon belong-ing to Elvia Sandoval on Oct. 1, 2010, to three years in prison, with all but 10 days suspended. Ibarra also was or-dered to complete 100 hours of commu-nity service.

Phillip Maurice Robinson, 36, of A.S. West Road in Painter pleaded guilty to possession of a firearm by a felon. A pre-sentence report was ordered.

Seasonal Flu Vaccine Available

The Eastern Shore Health District will offer the seasonal flu vaccine to the public beginning Oct. 18.

A walk-in flu clinic will be held on that day at the Northampton Health Department from 9 to 11 a.m. and at the Accomack Health Department from 2 to 6 p.m.

The flu vaccine also will be available in regularly scheduled immunization clinics each Wednesday from 8:30 to 11 a.m. at the Northampton County Health Department and from 1 to 4 p.m. at the Accomack County Health Department.

Appointments may be scheduled by calling either health department (Northampton - 442-6228 or 678-5111; Accomack - 787-5880 or 824-5616).

Those seeking immunization are re-minded to bring their insurance cards and immunization records.

The cost of the flu vaccine is $30 and insurance can be billed. There will be no free flu vaccine for this flu season.

It’s the beginning of fall, and time to consider your coolant.

This is a good time to think about your engine cooling system. Regu-lar inspections and pressure tests of your cooling system are of utmost importance, as is good maintenance by following the vehicle manufactur-er’s recommended coolant change intervals.

As time passes, the protective anti-corrosive additives in the antifreeze break down and lose their effective-ness. But antifreeze has two other very important jobs as well:

•It is used to decrease the tempera-ture at which the coolant freezes.

•It is used to raise the temperature at which the coolant will begin to boil.

It is also very important that the proper ratio of water to antifreeze is always maintained. Unless speci-fied otherwise by the vehicle manu-facturer, the coolant in most vehicles should consist of a mixture of 50 per-cent water and 50 percent antifreeze before being added to the cooling system. This 50/50 solution not only prevents freezing, but also preserves proper cooling properties.

Also concerning the antifreeze to water mixture ratio: adding more antifreeze to the mix (once again, unless otherwise specified by the vehicle manufacturer) to increase its

percentage in the mixture is not bet-ter. Generally speaking, after the ra-tio exceeds more than about 65 per-cent antifreeze to 35 percent water, freeze protection actually can dimin-ish, but even worse, heat dissipation can radically decrease, since the wa-ter is the primary substance used for this purpose. Antifreeze itself actually has fairly poor heat transfer char- acteristics. Having too much antifreeze in the mixture can cause engine over-heating.

When having your mobile air-conditioning system profes-sionally serviced, insist on proper repair procedures and quality re-placement parts. Insist on recovery

and recycling so the refrigerant can be reused and not released into the atmosphere.

Cheriton Volunteer Fire Company will host its next dinner Wednesday, Oct. 26, from 5 to 7 p.m. The

menu will feature pan-cakes, scrambled eggs, sausage,

fried apples, and coffee, tea, or juice. The cost is $8 for adults/$4 for

children under 12. Eat in or take out.

Onley Veterans’ Cel-ebration will be held Saturday, Nov. 5, with a parade of veterans’ organizations, military units, bands, antique cars and motorcycles, civic groups, police de-partments, and fire equipment.

The parade will kick off at 11 a.m. from Onley Road and proceed down Coastal Boulevard to East Main Street, past the Town Office and reviewing stand and ending at Forrest Road.

After the parade, the public is in-vited to join the mayor, Town Coun-

cil and Celebration Committee for an “All-American” picnic and musical en-tertainment at Onley Fire and Rescue building on Maple Street.

Anyone interested in participating in the parade or volunteering their time is asked to call Jamye Salazar at 787-3985.

Greenbackville Volunteer Fire De-partment will host a Fall Seafood Ex-travaganza, Satur-day, Oct. 15, beginning at 4 p.m.

The menu will feature broiled lobster tail and all-you-can-eat steamed shrimp and oysters, fried monk fish and scallops, hush puppies, homemade cole slaw and baked corn.

Door prizes will be awarded through-out the event.

Jacqueline Glenn Bailey and Parke Mason Sterling were joined in mar-riage on May 21, 2011, at the Home-stead in Hot Springs, Va.

The groom is the son of Bill Sterling Jr. of Craddockville and Pat and Jody

Hopkins of Accomac. He is the grand-son of Mr. and Mrs. Bill Sterling Sr. and the late Mr. and Mrs. F.L. Parker.

The bride is the daughter of Glenn and Susan Bailey of Hot Springs. She is the granddaughter of the late Mr. and Mrs. Earl Bailey and the late Mr. and Mrs. Crawley Williams and Robert Burrowes.

The maid of honor was Holly Bai-ley of Hot Springs, sister of the bride. Bridesmaids were Katie Dixon of Co-lumbia, Md., Tiffany Kimmel of New York City, and Mandi Baker, Lauren Chandler, Courtney Parrish , Katia Watson, and Carrie Douglas, sister of the groom, all of Richmond.

Chincoteague Man DiesMr. Colie Robert “C.R.” Bennett

IV, 29, of Chincoteague passed away Thursday, Oct. 6, 2011, at Peninsula Re-gional Medical Center in Salisbury, Md.

Born in Nassawadox, he was the son of Colie Robert Bennett III and wife, Jacqueline, of Elkton, Md., and Rose Tatum Bennett Payne and husband, Glen, of New Church. He was a tow-truck driver and member of Mears Me-morial Church in Keller.

Survivors include his wife, Crystal Lambert Bennett; daughters, Han-nah Marie Bennett and Carlee Re-nee Bennett, both of Rising Sun, Md.; grandmother, Mildred Hopkins of New Church; step-grandparents, Harvey and Mary Payne of Wattsville; step-brothers, Jason Montgomery Schultz and James Milton Schultz, both of Baltimore, Md.; aunts, Tina Bennett Wessells (and hus-band, Robert), Lori Bennett Shreaves (and husband, Bryan), and Lou Ann Smith (and husband, Tony); uncles, Da-vid Wayne Bennett (and wife, Tammy) and Eddie Tatum (and wife, Linda); father- and mother-in-law, Wayne and Sandy Lambert; and dear friend and companion, Karen Livingston.

79, a lifelong resident of Tangier, died Thursday, Oct. 6, 2011, at his residence.

The son of the late Edwin and Ada Swift Williams, he was a waterman and served in the U.S. Air Force. Mr. Williams was a member of the Virginia Water-men’s Association, the Improved Order of Red Men and Tangier VFW Post 9358.

Bridge-Tunnel and a member of Lower Northampton Baptist Church.

Survivors include her daughters, Sharon Anne Dean (and husband, Mi-chael) of Ocala, Fla., and Linda Mears of Cape Charles; grandchildren, Mela-nie Belote, Danielle Steers, and Chris-topher Dean; and two great-grandchil-dren. Ex-Maxine’s Owner DiesMrs. Maxine Lawhorn Blake, 93,

of Gargatha passed away Saturday, Oct. 8, 2011, at the Hermitage on the Eastern Shore in Onancock.

Born in Milton, W.Va., she was the daughter of the late John Sherman Lawhorn and Lula Parrish Lawhorn. She graduated in 1936 from Milton High School, where she was a tennis champi-on and excelled in other sports. She mar-ried her high-school sweetheart, Frank W. Blake, in 1939. She felt her “call-ing” was to care for her husband, their church members, and especially their two children. Mrs. Blake was an expert tailor and seamstress, designing many wedding and attendant gowns. When serving a charge in Burkeville, Va., she took courses in interior design at Long-wood College in Farmville, which later directed her toward her dream of own-ing her own gift store, Maxine’s Gift &

Jewelry Shoppe for 33 years.Mrs. Blake loved to entertain. Un-

til recent months, she baked cakes and prepared homemade candies for friends, and especially for those who lived alone. Ever the prankster, one never knew who would be the recipient of her next foolishness. Her favorite holiday was Christmas and she loved to don her Santa outfit to visit nursing homes with gifts for patients and staff.

Mrs. Blake was a member of Drum-mondtown U.M. Church since 1950.

She was predeceased by her husband, Rev. Frank W. Blake; a grandson, Andrew Brian Blake; a great-grandson, Jackson Blake Russell; her sisters, Elizabeth L. Crookshanks, Aileen L. Jordan and Elo-ise L. Braley; and her brothers, Prentice, Elwood and John Lawhorn. Survivors include her son, Frank W. Blake II (Judi); daughter, Betsye B. Russell (John); grandchildren, Frank W. (Bill) Blake III (Michelle), J. Warren Blake (Tracy), Ann Blake Holmes (Monty), Hunter B. Blake, Heather Wood Blake, J. Kenneth Russell II (Carla), and Kevin B. Russell (Ashley); great-grandchildren, Sara and Savan-nah Blake, Amanda Denton, Camden, Merritt, Madison and Morgan Russell, and Olivia and Andrew Holmes; sister-in-law, Eleanor Lawhorn; and many nieces and nephews.

Onancock Resident DiesMr. Kenneth Warfield Wiles, 77,

of Onancock passed away Saturday, Oct. 8, 2011, at Riverside Shore Reha-bilitation Center in Parksley.

Born in Baltimore, Md., he was the son of the late Henry Levi Wiles and Norma Ferna Stickell Wiles. Mr. Wiles was retired as an engineering liaison in defense contracting, having worked with Westinghouse for 39 years. He served in the U.S. Navy and was a mem-ber of Holy Trinity Episcopal Church. He was a life member of BPOE, Onan-cock Lodge 1766, where he was a past exalted ruler and a trustee; member of the Loyal Order of the Moose, Exmore Lodge 683; member of VFW Post 2296 in Tasley; and a fireman with several fire companies since the age of 14. He greatly enjoyed crabbing, fishing, and

playing cards as a member of the “Cra-zy 8 Card Club” at the House of Deals.

Survivors include his wife of 52 years, Eileen Esther Wiles; nieces, Kimberly Irvine (and husband, Ken), Rachel Rogers (and husband, Brian, and their daughter, Joslynn), and Kel-ly Knepshield (and daughter, Kiya).

A memorial service was conducted from Holy Trinity Episcopal Church in Onancock Thursday, Oct. 13, by Rev. Berkley Ford.

Born on Tangier Island, she was a daughter of the late Walter and Mary Sue Pruitt Parks. Mrs. Pruitt was a member of Swain Memorial U.M. Church, a homemaker, and a former employee of the Chesapeake House on

Tangier. She greatly enjoyed garden-ing and cooking for family and friends.

Mrs. Pruitt was predeceased by her husband, Lorie Quinn Pruitt; a sister, Muriel P. Scott; and a half-brother, Walter E. Parks. Survivors include her children, Robin Pruitt (and husband, Chuck) of Tangier, Lorie Pruitt Jr. (and wife, Cheryl) of Newport News, Va., Kent Pruitt of Cape Charles and Ma-ria Nichols (and husband, Tommy) of Suffolk, Va.; sister, Walta Pruitt (and husband, Glenwood) of Onancock; grandchildren, Jaclyn Allman (and husband, Greg), Mindy Wallace (and husband, David), Cameron Pruitt and Clare Nichols; great-granddaughter, Brooklyn Allman; and several nieces and nephews.

VDOT Retiree DiesMr. Harry L. Killmon Jr., better

known as Buddy, 72, of Jamesville died Sunday, Oct. 9, 2011, at Peninsula Re-gional Medical Center in Salisbury, Md.

A native of Jamesville, he was the son of the late Harry L. and Margaret Rich-ardson Killmon. Mr. Killmon was retired from the Virginia Department of Trans-portation and a member of Exmore Moose Lodge 683 and Bethel U.M. Church.

He is survived by his sister, Barba-ra K. Gaskill of Jamesville; nephews, Richard M. Gaskill III (and wife, Cin-die) of Painter and Stephen S. Gaskill (and wife, Linda) of Pungoteague; and great-nephew, Richard M. Gaskill IV (and wife, Kelly) of Onancock.

A funeral service was held Thurs-day, Oct. 13, at Doughty Funeral Home in Exmore, with Rev. Judith Worthing-ton officiating. Interment was in Belle Haven Cemetery.

As a full-time resident of Chincoteague and fa-ther of two fourth-grade students at Chincoteague Elementary School, I would like to thank Ms. Linda Cicoira for her recent article in the Oct. 7th edition of the Eastern Shore Post reporting on Chincoteague Town Council’s response to U.S. Fish and Wildlife’s Comprehensive Conservation Plan.

Ms. Cicoira presented the town’s position in a clear and reasonable manner, without indulging in hyperbole or racy headlines. This issue is of huge consequence, not only to residents of Chincoteague, but to the entire Eastern Shore and Ms. Cicoira’s ac-curate reporting of the facts is greatly appreciated.

In an effort to communicate the town’s position, and the need to educate the public as to the inten-tions of U.S. Fish & Wildlife in regard to access to As-sateague, clear-headed and straight-forward report-ing such as that provided by Ms. Cicoira is crucial.

Refuge Plan Comments SoughtDear Editor:

Chincoteague Island National Wildlife Refuge is a national treasure that plays an integral role in Vir-ginia’s heritage. The U.S. Fish and Wildlife Service is in the early stages of developing a Comprehensive Conservation Plan (CCP) for the refuge. Its public com-ment period has been extended to Oct. 31, 2011, to al-low for additional feedback.

I have received much correspondence from con-stituents on the issue. I recently traveled to Chin-coteague to talk to small business owners about the issue and visited the refuge to see the natural land-scape first-hand. As a representative of the region, I encourage citizens to participate in the political process by making their views on the matter known.

In order to make an informed decision, citizens can read about the alternatives that are being con-sidered and keep in mind that those alternatives are in draft form. Those alternatives can be found in a National Park Service document at http://www.fws.gov/northeast/chinco/PDF/CCP/Chincoteague_CCP_Newsletter_August2011_.pdf

ESCC Has Come a Long WayDear Editor:

Eastern Shore Community College (ESCC) cele-brated its 40th anniversary on the college campus on Saturday, Oct. 1. Although the weather was a little touch-and-go and several other activities were un-derway at the same time, many students, staff, and community members enjoyed good food and music and reminisced about the four decades of community college education on Virginia’s Eastern Shore.

In his book, “Eastern Shore Community College: A History, 1971-2001,” former ESCC President Dr. John Fiege records that in 1971, the Eastern Shore Branch of the University of Virginia became the 20th college within the Virginia Community College Sys-tem. The higher education concept of community col-leges was not well understood at that time and there were certainly challenges that accompanied the transition; nevertheless, with a tuition rate of $5 per quarter credit hour, the college enrolled 106 students in the fall of 1971. Course offerings were held at the former UVA Branch location on Wallops Island and, thus, ESCC’s 40-year journey began.

It has been said that “time does bring on changes” and ESCC has seen many changes. The college moved from Wallops Island to Melfa in 1974. Current fall enrollment is 1,025 and tuition is $111.50 per semester credit hour. The college began with seven full-time faculty members and currently has 19.

The level of faculty and staff commitment to student success has remained constant as we have graduated 2,835 students and awarded more than 2,951 credentials to individuals preparing to enter the workforce, transfer to senior institutions, or par-ticipate in other endeavors. Adjunct faculty mem-bers continue to be valuable resources. And another important constant for ESCC has been strong com-munity ties through the ESCC Foundation and Col-lege Board and through service on program advisory committees and volunteer opportunities.

As ESCC celebrates its 40th Anniversary, we say “thank you” to the residents of the Eastern Shore for the opportunity to have served you over the past 40 years. ESCC has proven itself as an agent that enriches the lives of students, increases students’ lifetime earnings, generates revenue, reduces the demand for social services and contributes to the growth of the economy and the overall improvement of the community. We look forward to continuing to provide quality education and training options over the next 40 plus years. We are proud to be a part of the Eastern Shore community.

Yard Sale Church Money GoneDear Editor:

I would first like to thank the Town of Exmore for the opportunity to be part of its Community Yard Sale on Sept. 17.

The day started very well for us, but ended in

tragedy. Everything we took to sell was taken there with the thought that the proceeds would buy items needed for the Food Pantry that we have monthly.

When the rain started, we anxiously sought cover for the furniture and clothing we were selling. In the process of rushing to get everything to safety, all of the money we made that day was lost. That money would have bought several months worth of food for our Food Pantry. When we realized that the money had disappeared, we desperately searched the grounds in the pouring rains to no avail. Broken-hearted, we headed home with what merchandise we were able to salvage.

If there is possibly someone who found the money, please understand it was not for anyone’s personal gain, but rather to help those in need in the com-munity this winter. If someone did find it, we would plead that they would turn it in to the Exmore Town Office or mail it to Pungoteague Community Church, P.O. Box 3, Pungoteague, VA 23422. No questions will be asked.

Thank you to everyone who supported our efforts that day.

Litter Petition SuccessfulDear Editor:

A very big “Thank You” goes out to all the con-cerned citizens who signed Waste Watchers of the Eastern Shore’s petition calling for the enforcement of local litter laws. The response was greater and more enthusiastic that we anticipated.

We will be presenting the Board of Supervisors and Sheriff ’s Office in each county with copies.

The public’s continued active involvement will help “Clean Up the Shore” and keep it that way.
