POLICE LIEUTENANT In-House Promotional Exam Per Personnel Rules VI, Section 3, only qualified permanent and probationary employees are eligible to compete in this promotional exam. THE POSITION Under general direction of the Police Chief, to serve as commander of a major division of a departmental operation; to assist in the general administration of the department; and to do related work as requested. Acts for Police Chief during absences or as assigned, and appraises the Chief of noteworthy incidents. Performs other related duties as assigned. Must stay current in field, and acquire all necessary training that new technological changes may present. ESSENTIAL DUTIES REQUIRE THE FOLLOWING PHYSICAL ABILITIES AND ENVIRONMENTAL CONDITIONS Must meet physical standards set forth in the latest edition of the manual adopted by the Commission on Peace Officer Standards and training of the State of California and the Minimum Physical Standards for Safety Personnel for employment adopted and approved by the City Council of the City of San Fernando by Resolution no. 4590, adopted May 15, 1972, for safety personnel. Must successfully pass physical examination by a physician licensed to practice in the State of California and retained by the City of San Fernando. All interested and qualified applicants must complete a City application. The Personnel Division must be in receipt of the completed application prior to the announced filing deadline. Resumes in lieu of applications, incomplete applications, and late applications will not be considered.

Those persons most qualified may be required to compete in any combination of written, oral or performance examinations. Candidates who successfully pass the examination process are placed on an eligibility list in order of their final scores. Each eligibility list is normally used for one year from date established.

SALARY AND BENEFITS

$9,535 - $11,589 Per Month LONGEVITY: For employees hired prior to 1/1/12, 5% after 5 Years of Service (YOS), 7.5% after 10 YOS, and 10% after 15 YOS. For new hires effective 1/1/12, 3% after 5 YOS, 4% after 10 YOS, and 5% after 15 YOS.

MEDICAL INSURANCE: Effective 1/1/16, the City contributes up to 95% of the average cost of the two most expensive PEMHCA plans for the Los Angeles Area Region only. The City pays the full dental and vision insurance for employee and eligible dependents.

SHORT/LONG TERM DISABILITY: City provides fully paid Short Term/Long Term Disability policy for employee.

RETIREMENT: Public Employees' Retirement System (PERS), 3% @ 50 Formula (hired prior to 9/8/12); 3% @ 55 Formula (hired effective 9/8/12), and 2.7% @ 57 Formula (new PERS members hired effective 1/1/13). The City pays 9% of Classic members’ retirement contributions. New members (hired effective 1/1/19) pay the full member retirement contributions.

SICK LEAVE: Shall be converted to Annual Leave at the rate of one hour of Sick Leave equals 0.5 hours of Annual Leave.

ANNUAL LEAVE: 20–30 days per year (depending on YOS). Maximum accumulation of 100 days (800 hours). At the time of separation, any unused annual leave will be paid. Up to 80 hours can be cashed out in December of each year.

MANAGEMENT LEAVE: 10 days credited per year each January 1, and prorated the first year depending on the date of hire.

BEREAVEMENT LEAVE: Five paid days per year for immediate family member.

HOLIDAY: Twelve (12) paid holidays per year.

CERTIFICATE PAY: $200/Month for Intermediate POST Certificate, $200/Month for Advanced Certificate or B.A./B.S. Degree, and $300/Month for Supervisory Certificate or Master’s Degree. Amount varies for employees that received Certificate Pay as of 1/1/12.

UNIFORM ALLOWANCE: $800 uniform allowance per year.

BILINGUAL BONUS: $100 bilingual bonus pay per month to eligible employees (bonus paid from the day the employee achieves a passing score on their bilingual exam).

LIFE/AD&D INSURANCE: $50,000 Basic Life and AD&D Insurance provided. Additional voluntary purchase (at group rate) of up to $100,000 for employee, $25,000 for spouse, and $10,000 for each child, with no medical questions asked.
