I This proposal makes it posible for Higher EducationInstitutions (HEIs) to obtain IPv4 address space withouta detailed network plan, using a simple formula based onthe number of staff and students.

I Calculate: full time students + full time employees +(part time students * 0.5)

I The above number multiplied by a ratio between 5 and 10gives the number of IPv4 addresses.

I The institution must also have a plan to provide IPv6connectivity.

1. Issue: Scrutiny and Requesting too much ”details”on Large Requests:An issue was raised at the last meeting (in Abidjan) as towhy AFRINIC seems to take a longer time on largerequests for IPv4 addresses. Some listers stated that it isOK for AFRINIC to apply greater scrutiny on big requeststo minimise fraud, and this will of course take more time.It was pointed out that this is is a common businesspractice in most service industries.

2. Issue: Out of Region IPv4 Address Usage:It was noted that as a recommendation, AFRINIC shouldalso apply scrutiny on requests that originate from anyoff-shore registered company, as this is usually the firstsign of possible fraud to take the IP addresses outside theregion. Some suggestions were that such registrationsshould be denied altogether.

3. Issue: AFRINIC should move away from /29 IPv6reservations mechanism and adopt the SparseAllocation (or bisection mechanism. (Owen DeLong- is present, he can talk more about this).It was observed that APNIC and other RIRs have alreadyswitched to this allocation mechanism as it provides amuch better (and easier to understand) framework for

Issue: AFRINIC does not have a policy for mergers,acquisitions and resource transfersThe poster pointed out that the current document onhandling mergers, acquisitions and resource transfers thatAFRINIC uses has never gone through the PDP and istherefore not a policy. He wondered if changes are needto that document, if they should go through the PDP(since it never went there in the first place).

5. Issue: Clarification on the correct values of thecountry attribute when registering IPv4 addresses inthe whois databaseThis was a request for clarification to establish whatvalues should be in the country attribute.:

1 Where infrastructure is located2 Where a customer themselves choses to be represented3 Where a member organisation is legally incorporated.

It was pointed out by AFRINIC that this would be wherethe infrastructure consuming the IP addresses is locatedand if customers are involved, where these customers arelocated.

6. Issue: Define policy that stipulates where IPv4 spacewill be used (out/in-region)This was in response to an inquiry about a /12 that wasissued by AFRINIC to a member that is clearly using itout of the region, and wondered how it was done.

1 Discussions moved towards the need for a policy thatwould restrict space from being used out of the region.

2 It was a feeling that if a policy restricts out of region use,it may limit African organisations from growing theirbusinesses outside Africa.

3 It was however noted too that before space is issued, itshould be established that these entities are indeedAfrican, not foreign (for example, off-shore organisations).

3.1.2 Annual Clean up: After the first cleanup, AfriNIC willconduct a cleanup once a year. We leave to AfriNIC’sstaff to define the period.

3.1.3 At the request of additional resources or services, AfriNICstaff will ask the organization to update its records.

3.2 If a change is requested by another policy: In caseanother AfriNIC policy made mandatory a change orintroduce another object, the object owner is required tomake this update. Steps:

3.2.1 - AFRINIC staff will ask members to confirm accuracy oftheir records in the Whois database in a monthstimeframe when contacted by email.

3.2.3 After another month of unresponsive response, the recordwill be marked invalid.

3.2.4 AfriNIC may publish publicly a report about numberresources with invalid POC.
