It is true that publishing began with printers and printing press- es, however, this changed when print- ing and publishing became specialised. Today, hardly any publisher owns a printing press. There was a period in the late 1990s and early 2000s when publishing was going through a phase of reinventing itself. The digital age was dawning and the Internet was spreading its web. Since then Publishing has truly matured and there has never been a better time to explore this as a prime career option. Look around you, do you know the web page you visit, the article you read, the ad that you love so much and even the product information you seek are all a form of publishing? There isn't an area of life that publishing doesn't touch and yet very few think about joining this industry. It's true that when one thinks of a 'publisher' one tends to use it as a synonym for 'book publisher'. And that is where people confuse them- selves. Publishing is about dissemi- nating knowledge (content) and NOT just about putting out a book. There are many types of publishers but there are some common opportuni- ties across all types of publishers. Editor: There are about 16 definitions for this term. I am going to focus on the top 3 types of editors. Commissioning/Acquisition Editor: This editor is the one responsible for acquiring content for a publishing house. At one time these were perhaps the most powerful individuals in a pub- lishing house and their craft was hidden under many layers. There are just two basic traits one needs to be able to excel at this: 1. The first is a clear understanding of the publishing vision and or publish- ing priorities. Each publishing house has a clear focus area of publishing. It is the responsibility of the Commissioning/Acquisition Editor to ensure that every type of content clearly aligns with the focus area. 2. The second is commercial sense. A good editor knows where the content will sell, how much it will sell for and how much of it will sell. Yes it takes some time to develop this but in today's world, the learning can be fast tracked. This is a front facing job where the per- son is expected to travel and meet with potential authors. It needs someone who is an extrovert, knowledgeable in a given subject area, articulate in the language one wants to commission in and the ability to be a sales person. No, he is not supposed to sell the content to the end consumer, he needs to sell the publishing house to the content creator and to sell the content to internal stakeholders within the publishing house. Measuring growth in terms of the new national income accounts series with 2011-12 as the base year, growth of GDP in 2014-15 is estimated at 7.3%, which is 0.4% points higher than 6.9% achieved in 2013-14. Clearly, there is an improvement, but it is only marginal in magnitude. On the inflation front, the success is far sharper. Measuring infla- tion through the consumer price index (CPI), inflation in 2014-15 was at 6.4%, well below the inflation rate in 2013-14 at 9.5%. Measuring inflation through the wholesale price index (WPI), the all com- modities index showed an inflation rate in 2014-15 at 2.1% as compared to 6.0% in 2013-14, clearly an improvement of 4% points. While inflation control achieved by the new government is notable, some external factors like fall in the global crude oil prices also played a crucial role. Fall in global crude oil prices also trans- lates into drop in the fuel and energy prices in India. This has had both a direct and indirect effect on prices in the coun- try. Fuel and energy prices have a signif- icant share in both the CPI and WPI series. The overall inflation rate falls directly when the fuel and energy prices fall. Furthermore, a fall in these prices, affecting power and transport costs, leads to a reduction in unit costs in all the sec- tors, viz., agriculture, industry and servic- es. Therefore, there is a fall in the overall inflation. However, government's policies did help in the overall control of inflation. It managed the supply situation of food items quite efficiently, did not yield to pressure for increasing minimum support prices, and kept a check on fiscal deficit. There may still be short term supply pres- sures on inflation if we face deficient rain- fall in the current year. On the whole, however, given that inflation is broadly under control, the issue now is how to strengthen the growth momentum. Make in India: Manufacturing as Driver of Growth The hallmark of government’s growth strategy, and the first one to take off, was 'Make in India', which was launched as a major new national program on September 25, 2014. It was designed to facilitate investment, foster innovation, enhance skill development, and protect intellectual property. Twenty five sectors were identified for emphasis. Make in India clearly stated that the new govern- ment sees 'manufacturing' as the key driver of growth and employment in India. The relevance of this initiative comes from the fact that as compared to many other developing countries, particularly China, the share of industry in general and manufacturing in particular, is much lower in India. In recent history, no eco- nomic power has been successful without having a large and powerful manufactur- ing sector. But the initial success of this campaign, in terms of actual investment, has been limited although quite a number of potential investors, both domestic and external, have shown interest. However, Make in India faces several constraints. First, the current global growth prospects and the demand for Indian exports are weak. Second, the manufacturing sector is highly capital intensive but our saving and investment ratios are quite low in comparison to our own achievement in the past. Preempting these savings for the manufacturing sector would require drawing these away from the services sector. infrastructure. A pre-condition for the suc-cess of 'Make in India' is therefore invest-ing in infrastructure. Infrastructure: Beginnings of Success Fortunately, infrastructure is one sectorwhere some success is already visible. Inthe case of power the NDA governmenthas been able to turn the situation aroundin several aspects. First, the governmentbrought the country out of the coalimpasse by successfully conducting coalauctions. This has made the coal alloca-tion procedure transparent and the issueof coal shortages has been largely over-come. The ministry took an initiative toimport natural gas to utilize some of exist-ing unutilized capacity of gas-basedplants. In many states, the problem haschanged from that of supply-deficiency todemand-deficiency as many of the stateelectricity boards are not able to purchasepower for shortage of funds. However,issues of unit costs, increasing the shareof renewable energy in total energy sup-ply, and the financial health of the state

electricity boards will remain major prob-lems calling for major structural solutions. Another success in the making in the con-text of infrastructure is transport. In thecase of roads, the Ministry of RoadTransport and Highways, has indicatedthat road construction has gone up to 13km per day under the new governmentfrom 3 km per day during the last legof the previous government. Anumber of new highway proj-ects linking different parts ofIndia as also using watertransport as a means for lowcost transportation of goodsis being initiated. The mainconstraint in the expansion ofthis sector is the experiencewith the PPP model, which has runinto considerable difficulties. Without pri-vate sector participation, findingresources for India's road sector needswould be a major constraint. Resourcesare also a major constraint for the expan-sion of the railways. The Ministry ofRailways is working on two dedicatedfreight corridor projects on Eastern and

Western routes, which will facilitate goodsmovement across major economic hubsand bring the cost down. The Ministry ofRailways is also working on increasingthe speed of 9 railway corridors from theexisting 110 and 130 kmph to 160 and 200kmph. For the period 2015-19, railwayshave come up with an investment plan of

nearly Rs. 856 thousand crores. Withoutthe backing of the resources, most of

the initiatives of the new govern-ment will remain on paper. Thatis why the position of resources,in terms of the fiscal situationmust be examined carefully.The Fiscal Situation

The present government has hadthe opportunity to present two full

year budgets since they assumedoffice. The budget numbers highlight thatthere is major resource crunch because ofthe low growth of tax revenues. Against abudgeted target of 17.7% growth in 2014-15, the actual growth in the central tax rev-enues has been only 9.3%. While centralrevenues have shown sluggish growth, asper the recommendations of the 14th

Finance Commission, a much larger shareof the central taxes, amounting to 42%, willbe transferred to the states from 2015-16,leaving much less for the central govern-ment to spend on plan projects or oninvestment. At the same time, in view of theneed to maintain fiscal discipline, the gov-ernment has shown commitment to adhereto the fiscal deficit reduction roadmap withonly marginal adjustment. This has impliedthat capital and plan expenditure need to becut down. The effect of this is already visi-ble. Actual growth in central governmentexpenditure in 2014-15 has only been5.5%. Growth in plan expenditure was only0.6% and capital expenditure actually fell in2014-15. It has budgeted for a growth ofexpenditure for 2015-16 only at 5.6%. Forthe several initiatives and projects thathave been planned by the central min-istries under the new government,improving the resource situation is a pre-condition for success. Production Editor: this is the editor thattakes over from where the commissioningeditor acquires content. In smaller pub-lishing houses the role of aCommissioning Editor is merged withthat of a Production Editor. This type ofeditor coordinates the cleaning, struc-turing and finalizing content. He (she) isaware of the language styling and con-tent structuring that works for the pub-lishing house. There are two clearneeds of excelling at this job and a thirdthat is great to have.1. A very good command of the lan-

guage. Good production editors arefluent in the language they are work-ing in. They need to have the abilityto spot errors especially in areassuch as titles, section headers etc.They need to communicate efficient-ly between the content creator andother types of content processors(such as language editors).

2. The second is the ability to multitaskand manage schedules. "Time ismoney" is their mantra and everytask they work on must be complet-ed within an agreed timeframe. Andthere are always multiple projectsrunning concurrently.

3. A third skill that works but isn't anabsolute essential is diplomacy.Production editors typically handlelots of sensitive authors.

Copy editor: if you have a love for thelanguage and the ability to spot errors,it is this sort of editor that is valued veryhighly. They have to have outstandinglanguage skills especially written ones.The rest of the skills can be learnt. Away from the editors are a host of jobsthat are equally challenging.

Sales: With publishing changing theforms of delivering content, sales hasnow opened up possibilities like neverbefore. Gone are the days when salespeople had to haul backbreaking loadsof books. Digital catalogues and com-puter data are today's tools needed tosell content. A bright person with acharming smile and a can do attitudewill help make a great career in sales.Marketing: Many people confuse saleswith marketing and that is where thesimilarities end. Marketing is abouthighlighting the virtues of a product orseries of products and placing thesebefore the correct (target) audience. TheInternet, online selling, web pages, socialmedia,etc. require loads of targeted data.This is where design, branding and timingcome together to produce marketingmaterials that drive sales.While publishing is synonymous withpublishers there is another universethat very few people are consciousabout. This is the universe of serviceproviders. While China became themanufacturing capital of the world,India quietly created a dominating posi-tion in knowledge processing. Todayalmost all types of global (English) con-tent (static text, images, moving images,animation, web,etc.) flows through India.This industry hires more than 3 times thenumber of people all of publishing hires. So when you think about careers in pub-lishing don't just think about books ormagazines or journals, think about con-tent, its structuring, cleaning and dissem-ination. While publishers do this directly,service providers do this indirectly. Theresult is a great rewarding and fulfillingcareer in Publishing. The Union Cabinet has given approval to amend the Right to Fair Compensation andTransparency in Land Acquisition, Rehabilitation and Resettlement (Amendment)Ordinance, 2015.Changes in the provisions of the Act will facilitate farmers to get bet-ter compensation and rehabilitation and resettlement benefits in lieu of land compul-sorily acquired by the Government. Centre has launched new Khoya Paya web portal which establishes citizen to citizencontact and allows India to take part in search for missing children. Information aboutmissing and sighted children can be uploaded at Khoyapaya.gov.in.Union Government has launched IAP Health Phone programme, world's largest digi-tal mass education programme to address malnutrition in women and children. Thisprogramme is initiative of Indian Academy of Pediatrics (IAP) in partnership with UnionMinistry of Women and Child Development (WCD). United Nations Children's Fund(UNICEF). The Programme is being supported by Vodafone India.India has extended E-tourist visas to Swedish nationals besides waiving of visa fordiplomatic passport holders. In turn, Sweden has expressed its support for India'smembership in the Missile Technology Control Regime. In respect of Belarus India hasgranted a new line of credit of 100 million US dollars for implementation of mutuallyagreed joint projects. India has also decided to extend Market Economy status toBelarus. These decisions were taken during President Pranab Mukherjee's two-nationtour to Sweden and Belarus. India and USA signed the 2015 Framework for the India-US Defence Relationship,which builds upon the previous framework and successes to guide the bilateraldefence and strategic partnership for the next ten years. The new Framework agree-ment provides avenues for high level strategic discussions, continued exchangesbetween armed forces of both countries, and strengthening of defence capabilities.The Framework also recognizes the transformative nature of the Defence Technologyand Trade Initiative. India has joined the Multilateral Competent Authority Agreement (MCAA) on AutomaticExchange of Information (AEOI). This agreement would enable India to receive infor-mation from almost every country in the world including offshore financial centres. Itwould be the key to prevent international tax evasion and avoidance and would beinstrumental in getting information about assets of Indians held abroad. The Reserve Bank has cut the key repo rate by 25 basis points to 7.25 per cent. RBIhas also decided to keep the cash reserve ratio (CRR) of scheduled banks unchangedat 4.0 per cent of net demand and time liabilities (NDTL).It will continue to provide liq-uidity under overnight repos at 0.25 per cent of bank-wise NDTL at the LAF repo rate.The Government proposes to soon open 1,000 more stores under the 'Jan AushadhiScheme' to make available quality generic medicines at affordable prices throughthese special outlets. These stores will be opened for the underprivileged who wouldbe provided medicines at a price of 60-70% less than the market price.CSIR-Central Institute of Medicinal & Aromatic Plants (CSIR-CIMAP), Lucknow, haspublished whole genome sequence of Ocimum sanctum, the wonder plant 'Holy basil'or 'Tulsi'.
