click the link CNC Online and follow
the instructions.
If the project
screening results to
Category D, the project proponent is eligible in applying for CNC online.
The pro-forma Project
Description shall be
accomplished and
submitted online.
The processing
and database
management and
documentary stamp fee
shall be paid by
depositing PhP1126 at
any Landbank
Branch nationwide.
Within fifteen (15) days from
the online project
screening, go back to the
same website link, access the online project screening and
enter the tracking and bank deposit transaction
numbers then submit
together with a scanned copy
of any government ID issued to the
project proponent.
After twenty four (24) hours, go back to the same website link and enter the tracking
number. After validation of the payment
and the project information by the EMB, the CNC can be
printed online.

SECTION 1. APPLICABILITY
SECTION 2. ECC ONLINE APPLICATION
PROCEDURES
Online System procedures are as follows:1. Proponents to visit the EMB-EIA Website and
register to have an ECC Online account;2. Encode the project information in the Online
System to verify if the proposed project will qualify in the online application process;
3. Once qualified, the system will prompt the proponent to fill up the online Initial Environmental Examination (IEE) Checklist form;
4. After filling up the required fields, an Order of Payment will begenerated by the system for printing together with instruction toproceed with the payment at any Landbank Branch nationwide;
5. The accomplished IEE checklist with accountability statement ofproponent will be printed for notarization;
6. Submit scanned copy of the
• deposit transaction slip and
• duly notarized IEE Checklist
7. Attached the following documentary requirements:
Geo-tagged photographs of proposed project site
Maps of impact/affected areas (showing at least 1km from theproject boundaries)
Certification from LGU proving the compatibility of proposed projectwith existing land use plan
Site development plan/vicinity map signed by registeredprofessionals
Project/Plant layout signed by registered professionals
Schematic diagram of wastewater treatment facility(if applicable)
Schematic diagram of air pollution control facility(if applicable)
Organizational Chart in charge of environmental concerns
Proof of authority over the project site (e.g. land title, lease contract,deed of absolute sale, etc.)
Duly accomplished project environmental monitoring and auditprioritization scheme (PEMAPS)
8. RO will evaluate the applications filed online
9. The result of evaluation, which is either an approval or aneed to submit AI will be forwarded to proponentthrough his online account;
10. EMB RO may deny or approve the ECC application
11. Results can be printed both on EMB online system andthrough proponents ECC online account.
SECTION 3. VALIDATION OF ECC ISSUEDAll issued ECC can be validated online through the EMB Website.
Certified True Copies can be obtained from the concerned EMBRegional Office.
