Ladies and Gentlemen,

In this latest publication on Polish documentary films,allow us to present a selection of films produced inrecent months. Many of these films have enjoyeda successful festival circuit, often winning top festivalawards. Films by Polish documentary filmmakersscreened at over 250 festivals in the past year, includingsuch prestigious events as IDFA (the Netherlands),Sundance (United States), Locarno (Switzerland), DOKLeipzig (Germany), and Hot Docs (Canada). Over 480screenings at film festivals around the world, 300 ofwhich were in competition, along with awards receivedat these film events serve as best proof ofthe recognition that Polish documentary filmmakersenjoy. ‘Polish Documentaries’ also features a number ofvery recent projects that have yet to be released. I amcertain that among these there will be at least a fewthat will also gain international acclaim.

Polish directors work on their films in distant and remotelocations around the world, but also in their own homes,in their hometowns, or nearby schools. Their sensitivitytowards people’s issues, the human condition, andthe social processes in the world of the 21st century isremarkable. In their films, they often tackle issues thatare controversial, surprising, and often forgotten. Theybring to light images of the world and people’s emotionsto which we, audiences, might otherwise be oblivious.

Polish documentary films certainly deserve to benoticed.

The Polish Film Institute (PFI) carries outthe statutory tasks of state policy in the field ofcinematography. Among its other duties, it is responsiblefor creating conditions for the development of Polishfilm production and international co-productions. PFIprovides subsidies and loans (in the case of films withsignificant attendance potential), acting withinthe framework of its Operational Programme priorities.

In 2014, there are four Programmes:

1. Film Production (21 million EUR):Objectives: screenwriting scholarships, projectdevelopment, production of feature films,documentaries and animations.

2. Education and Dissemination of Film Culture (4.25 million EUR):Objectives: film education and professional training, filmevents, local film initiatives, digital reconstruction andpreservation of film archives, as well as research anddevelopment.

3. Development of Cinema Infrastructure (2.7 million EUR):Objectives: modernization of cinema houses and co-financing of digital projection equipment.

4. Promotion of Polish Films Abroad (1.9 million EUR).

In 2014, PFI will spend approximately 31 million EUR tocarry out its tasks.

PFI subsidizes both film production and projectdevelopment. The participation of PFI in a filmproduction underwritten by foreign funds is possible ifPoland co-produces said film in accordance withthe European Convention on Co-production, and artisticcontribution of Polish artists is commensurate withthe assumed co-production participation on the Polishside. The minimum co-production, contribution is atleast 10% of the financial or financial-and-materialinput in the case of a multilateral co-production and atleast 20% of a bilateral co-production. Subsidy of sucha project by PFI carries with it an absolute necessity ofspending at least 80% of the subsidy within Polishterritory. In the case of a minority co-production,the minimum contribution of Polish artists is alsospecified:

➜ in a feature film – employ at least one Polish artist,i.e., set designer, director of photography, editor,composer;➜ in a documentary – fulfill at least one ofthe following terms: use material from Polish filmarchives; introduce a Polish character; employ a Polishcinematographer, composer or editor in the production;➜ in an animation – employ at least one Polish artist,i.e., animation director, storyboard writer, layout artist orcomposer, and prepare a substantial part ofthe animation in Poland.

The lead producer of a minority co-production withPolish participation must demonstrate recognized andsignificant achievements as a producer.

PFI provides grants of up to 50% of the estimatedproject costs, subject to quota limits set for film typesand topics (see table below). A ‘difficult’ movie project(film trudny), including a directorial debut or a director’ssecond outing, may receive a grant of no morethan 70% of production costs, but not in the case ofa minority co-production. For international co-productions, including minority productions,percentage limits of the subsidy are calculated onthe basis of the total funding from the Polish side.However, for international co-productions, includingminority productions, with a Polish director, percentagelimits of the subsidy are calculated on the basis ofthe total budget.

Applications to PFI must be submitted via the Internetat https://wnioski.pisf.pl, with subsequent submissionof the actual documents to the Institute. Applicationsare accepted three times a year:

session 1/2014: November 4-28, 2013session 2/2014: March 1-15, 2014session 3/2014: July 1-15, 2014

During one session, a producer may apply for funding forup to four projects, including up to three film productionprojects. Projects are evaluated by experts appointedfrom among representatives of the Polish film industry,but the final decision belongs to the General Director ofthe Polish Film Institute. Evaluation results and fundingdecisions are announced after 90 days. The decision isvalid for six months and its validity may be extended forup to six consecutive months. Return of the donation isrequired if a film has generated profit within the first sixyears after its première.
