INTERVIEW WITH Honourable

Mayor - Councillor M Hadebe

I had an interview with Mayor Hadebe and asked

questions about his vision for Pongola, greatest

achievement and challenges thus far. The Mayor

did not hesitate in accepting my invite.

Background : Mayor Hadebe is a teacher at Lalela

Finishing School in Belgrade. He is not married and has two children ages 5 and 2 respectively.

Reflecting upon your first year as Mayor of Pongola, what would you say has been your greatest challenge and greatest achievement ? The challenge for any publicly elected body is to

achieve positive results for its citizens in a financially sustainable manner. The greatest

challenge has been the need of society. There is a huge demand for service delivery but

unfortunately uPhongolo Municipality does not have enough resources. We are trying to

make the most of the resources available to us but uPhongolo Municipality has a poor revenue base and rely on grants from Government.

I would say that during the past year we have made the most of the resources available to us by the delivery of electricity to wards three and six - “Ntumbane”.

Regardless of whether you elect to seek a second term, what contribution would you envision as being your signature contribution as Mayor? The real answer to that lies with the people. I still believe that we live in a segregated

society and my biggest wish is to see an integrated Pongola. I will also like to devote myself to the betterment of the town by trying to give electricity and running water to every home

in Pongola. Is there anything else you would like to say to the people of Pongola via the newspaper? My hope is that we can get the community to communicate with uPhongolo Municipality.

Work close with your councillors and engage them with your problems. The previous Council has done well for our residents, but we can do even better.

God verskil egter in Sy Woord. ’Twee vaar beter as een.

Hulle inspanning kom tot iets.’ (Prediker 4:9)

So is die

“Pongola News” gebore.

koerant.

almal in Pongola wens ons Oom ‘n gelukkige verjaarsdag toe.

MOEDERSDAG

Ek

‘rond-karwei-pligte’. Ek kon nooit verstaan wat my eie Ma

A BOUQUET FOR MOTHER

This puts it all into perspective. Happy Mother’s Day.

A man stopped at a flower shop to order flowers to be wired

to his mother who lives two hundred miles away.

As he got out of his car he noticed a young girl sitting on the

curb sobbing. He asked her what was wrong and she

replied: “I wanted to buy a red rose for my mother but I only

have seventy-five cents, and a rose costs two dollars.

The man smiled and said: “Come on with me and I’ll buy

you a rose.”

He bought the little girl her rose and ordered his own

mother’s flowers.

As they were leaving he offered the girl a ride home. She

said: “Yes, please! You can take me to my mother.”

She directed him to the cemetery, where she placed the rose

on a freshly dug grave.

The man then returned to the flower shop, cancelled the wire

order, picked up a bouquet and drove the two hundred miles

to his mother’s house.

geleentheid 'n feestelike kuier geleentheid.

Andersins reël hulle ondermekaar by wie

daar byeengekom word. Dankie vir daardie voorreg my

RIA LOURENS

Follow up on Ian Thompson As everybody knows Ian lost his right leg above the knee on the 7th of December 2011. The fact that he survived the accident is truly a miracle. He is only alive today because of the Pongola Community, doctors and the grace of God. From day one Ian has had a very positive attitude and accepted the loss of his leg. Malcolm and Laurel can only be proud of what Ian has accomplished. On the 24th of January 2012 Ian got his first prosthetic leg and was walking again 7 weeks after his accident.

Ian went back to school on the 21st of February 2012. He has however been absent quite a lot due

to his visits to Lourens De Villiers Orthotists. Pongola Akademie welcomed Ian back to school and all the teachers, parents and children went out of their way to make things as easy as possible for Ian. Ian has lost a lot of work and if he wants to pass this year he will have to put in some hard work.

Ian has been very active and has not let the loss of his leg hold him back.

Ian got a girlfriend;

He is driving on 4x4 trails;

He is riding horse, doing bow hunting and camping

with friends. Ian got his permanent prosthesis on the 16th of April 2012. The medical aid covered most of Ian's medical expenses, but unfortunately they only cover basic prosthesis. This means they were willing to cover basic government prosthesis only. It was important for the family to try and get Ian a prosthetic leg that would not handicap him but give him a chance to go on as normal as possible. The cost of Ian's prosthetic leg was R128 400 and the family would not have been able to pay this without the help of the following people: Lourens de Villiers - we were charged only for the actual prosthetic leg. A minimum fee was charged for consultations and work done on the leg. Donations into Ian's account - R32 000 - the family wish they could thank every one of you in person. Pongola Hulp Fonds - R28 400 - thanks to the Hulp Fonds Ian's leg was paid in full. The Landman Family - for being so understanding with our absence from work and the support given to us.

The Thomson family would like to thank all our family, friends and the Pongola Community for the incredible support they have given us. Every one of you had a helping hand in Ian's recovery. Ian is living proof that God watches over our loved ones and miracles do still happen.

Tough new laws for smokers

Having a smoke on a crowded beach could soon

be a thing of the past if new regulations drawn

up by the Department of Health come into force.

New amendments to the Tobacco Products Con-

trol Act will mean that a smoker will have to be 50m away from the nearest person on the

beach.

The draft regulations appeared in a government gazette outlining the planned amendments to

the Tobacco Products Control Act, 1993.

Besides beaches, smokers will be unable to light up at outdoor restaurants, sports events and

childcare facilities. The news hasn’t gone down well with smokers. The gazette also states that those in charge of designated

smoking areas must discourage smokers from “remaining in the area longer than

is necessary to smoke”.

Smokers who enjoy a cigarette after eating will also have to find a new smoking spot as any outdoor area that sells or provides food or beverages will become a

no-smoking zone. The proposed regulations also refuse smokers the right to light up at outdoor events, which includes any public gathering for entertainment,

sporting or educational purposes.

Other proposed restrictions include “service areas and lines” where people gener-ally gather to wait for a service. These areas include queues for ATMs, taxi ranks

and ticket lines.

The proposed restrictions of designated smoking areas include stadiums, arenas, sports facilities, playgrounds, zoos, premises of schools or childcare facilities,

health facilities, outdoor eating or drinking areas, venues where outdoor events

take place, covered walkways and covered parking areas, service areas and ser-vice lines and beaches. - The Star

Ongeluksdekking is ’n moet

Sterfte: Indien jy weens ’n ongeluk sou sterf, sal jou naasbestaandes of

jou boedel ’n bykomende bedrag as sterftedekking ontvang.

Besering: Met ’n ernstige besering sal ’n enkelbedrag aan jou uitbetaal

word.

ontvang.

Siektevoordeel is ’n baie eenvoudige begrip.

Sy

teen ‘n Bell riettrekker gebots.

PONGOLAPOORT DAM LOW WATER LEVEL

Quick facts about the Pongolapoort Dam – The Water Wheel

Type of dam: Double-curvature single-arch

Height above lowest foundation: 89 m Length of crest: 515 m

Gross capacity: 2 500 m3

Volume content of dam: 575 000 m3

DOMOINA In 1984 the area was hit by tropical cyclone Domoina. A 1985 Department

of Water Affairs report on the effects of the cyclone describes that in January when Domoina hit, the catchment of the dam received more than

700 mm of rainfall (a record to this day). A peak inflow of 1 600 m3/s occurred into the Pongolapoort Dam on 31 January 1984. This peak was 18

times higher than the previous highest recorded peak. At the time the dam

was only 13% full. The total inflow as a result of the cyclone was 2 000 million m3 or 87% of the total capacity of the dam.

FLOODING TOO EARLY OR TOO LATE

During the 1970’s scientists gained a detailed understanding of the Pongola social-ecological system. It was clear that unless water was delivered to the

floodplain at particular times of the year, for

particular durations and to

achieve a certain level of flooding, water quality

would decline, organisms would not complete their

lifecycles and people’s

livelihoods would be in jeopardy as ecological

service provision was disrupted.

Periodic increases in flows

(about 80 m3/s) in early summer (November to January) would replenish the water in most floodplain pans, and a large flow (600 to 800 m3/s)

sometime in February would inundate the floodplain to high flood level. The early summer flows were planned to flush out saline water and refresh

water available to people and livestock at the end of the dry winter. The

February flow would provide the cue for fish migration and breeding, and the plant growth that followed the receding water provided grazing during

the winter months when grazing off the floodplain was limited. A minimum flow of 5 m3/s is continuously released from the dam. Flood

releases for the maintenance of the flood plain are made at least once a

year after consultation with stakeholders. This involves a release at a rate of about 800 m3/s for a period of 3 to 4 days. When the dam level is below

about 60% of the full supply capacity, an effective flood release is not possible because the required discharge rate

cannot be achieved.

Flood releases each year are necessary to sustain the Pongola floodplain - one of the most

biologically diverse ecosystems in South Africa. The complex of lagoons, lakes, marshes,

forests, levees and floodplain grassland provide habitat for a very wide variety of birds, fish and

animals. Importantly, the area is home to

thousands of people from the ama-Thonga culture, who have lived adjacent to the

floodplain and subsisted off the resources it provided for hundreds of years.

Today the dam is only 63% full – one of

the lowest levels of the dam since 1984. Department of Water Affairs state that the dam

may never be more than 80% full in case of a cyclone hitting the catchment area. The dam’s catchment area stretches between Wakkerstroom, Vryheid

and Paulpietersburg. Numerous spectacular lodges and house boat operations offer excellent

accommodation, cruises, game drives and of course fishing in this unique

environment. Currently, with the level of the dam at one of its lowest levels, the owners of these lodges and house boats are forced to take

drastic measures to ensure the normal flow of their day-to-day operations. Some of these measures include :

temporary launching pads for boats

the rental of helicopters to dart and move expensive game to other

areas of game farms where they cannot cross the river into unknown territory

We can therefore understand the frustration of the lodge owners etcetera not knowing when the dam’s levels will increase or worst …. decrease.

WATER MANAGEMENT

New water meter systems have been installed recently at residences in

Pongola by Zululand District Municipality (ZDM).

These meters are programmed to allow a water usage of 10 000 litres per day per household. Every morning at 05h00 the meter resets itself. If you use more than 10

000 litres of water in a twenty four hour period the meter will automatically cut off your water supply and you will

only receive water after the meter has reset itself at 05h00.

If you need to fill up your swimming pool etcetera, you can arrange with the ZDM to increase your daily limit to 65 000

litres. This can be a done as a temporary arrangement or your water limit can be permanently set to 65 000 litres per

day.

David of the local ZDM offices has advised us that it is a good precautionary method to keep your daily water limit

set to 10 000 litres. A normal household will not often need more than 10 000 litres

of water per day. If you water consumption exceeds the 10 000 litres limit per day, it will be wise to check for a water leakage on your property.

The Zululand District Municipality take meter readings every month. If it is

discovered that a water meter has been tampered with the owner will be fined accordingly. The first offence is R1 095-17 plus a reconnection fee of R109-52. For

a second offence it is R2 190-34 plus the reconnection fee of R109-52. In case of a third offence, ZDM will remove the water meter system and will institute legal

proceedings against the guilty party. If your water account is not paid, the ZDM will

limit your water supply to 200 litres per day – that is the recommendation set by Government.

For queries regarding your water supply or account, contact Khanyi at the local ZDM

offices. Their telephone number is (034) 413 2451 or visit them at Shop no 17, Senekal Centre, Martin Street, Pongola. The offices hours are between 08h00 and

16h00 from Monday to Friday.

Staff and pupils at Sakhumuzi Primary are frustrated at not having any water for nearly four months.

They say there is no running water being distributed to the

KwaShoba area, where they are situated.

Anlie Vlok of Sakhumuzi Primary School says the problem is now affecting the running of the school.

She says despite lodging several complaints with the

Zululand District Municipality, they haven't received proper

answers.

"The school has been closed a few times and the learners sent back home, presenting numerous other problems.

The parents are getting really frustrated about this and so are the educators and school staff," she said.

Vlok says they are now paying a contractor for drinking water to be delivered to them daily.

"At the moment we are paying R500 per load of water, which we are only using for

drinking water at the moment. We have to manually flush our toilets, because there is no running water to operate our toilet system. Some of the school children are from

the same community, and they have to walk to rivers to collect water." - ECR.CO.ZA

nie. Dit wil voorkom of daar

iewers ‘n gebarste pyp of ander lekkasie is.

Jan Mieliestraat beskik oor verskeie gastehuise soos Kwa

pad as dit in so ‘n toestand bly nie.

… say hello to Vintcent’s Pottery

Vintcent’s Pottery is a home owned, home grown business

that specialises in the finest pottery. Vintcent has been

doing pottery for about twenty eight years – fifteen of

these in Pongola. The pottery workshop is ideally situated

for visitors to drop in.

Most people are amazingly

ignorant as to how a

pottery works. The process

is long and technical with

the clay going through five

processes before it can be

used. Vincent digs and mixes his own clay and also his

own glazes. The pottery items are fired in an oil-fired kiln

up to 1400 degrees celcius. People are always surprised at

the length of time it takes to reach a finished product.

Vintcent’s passion is large floor pots, but he does basins

FINAL DRAFT BUDGET FOR 2012/13

Page 10: PONGOLA NEWS

Mayor , Cllr M.M. Hadebe tabled his draft budget for 2012/13 financial year at special sitting full Council on the 26th April 2012. The municipality has a record budget

total of R141 183 123 which represents 17 % increase from previous year ( R120,575,461 :2011/12) aimed at achieving implementing municipal strategic Integrated Development plan objectives that identify and prioritize the community based projects.

Consisting the Operating Budget of R109 525 673 and Capital budget of R31,657,450 , this annual financial plan reiterate municipal commitment to address the challenges of job creation, poverty alleviation and also building and maintenance of basic infrastructure for economic growth and business development. The Capital Budget of R31, 657, 450 is largely informed by the needs submitted by the community in different wards, and continue to show continued effort by the municipality to respond to the challenges of basic infrastructure and services delivery needs of previously neglected and marginalized communities.

The Capital investment has been mainly in rural electrification, Access Roads, and Storm Water and we are also in a process of resuscitating the housing project that will see more deserving marginalized families given descent shelters in order to live life with dignity and respect. Some of the major Capital Projects that are commissioned to continue in 2012/13 include: Rural Electrification in areas such as:

Mgwadlu; Altona; Emanyandeni; Sibiyangenkomo; Oranjedaal.

This will eventually see the total of 1,586 families in these areas getting electrical connection and this will mean the increase of household grid connection of 32% within our municipal area.

Project milestone

217 homes complete and allocated to beneficiaries ; 33 still incomplete.

Project remedial action taken.

The KV3 consulting has been appointed as new implementing agent and new SG plans developed; Geotechnical report finished.

The new housing project application has been filed with the department and waiting for approval from MEC. This project will be separately funded by the province and is not part of planned municipal capital funding.

The operating budget of R109,525,673 which is used to fund provision of services provided by the municipality , increased from R 94,496,661 in 2011/12 is partly as a result of increase in bulk purchased of electricity , general increase in prices as result of higher energy costs and higher costs of addressing the service delivery backlogs , rehabilitation and maintenance of the infrastructure. The municipal funds are limited and therefore the mayor stressed the need to efficiently utilize the available funds in order to optimize service delivery. The municipality will focus on creating enabling environment that will be attractive to investment and job creation.

The current rural electrification will leverage rise of 32% household grid connection within the financial year 2012/13. The refuse collection is the service offered to urban and rural household and is currently running at 100% .This means all households in urban and rural areas have basic service of at least once a week refuse collection. All the business establishments have dedicated refuse collection service as prescribed by their unique circumstances. The upgrading of roads from to a black top remains a challenge to address as this requires huge capital outlay, but nevertheless this remains as the municipal priority. The access roads that serve a clustered rural households always receive priority in our gravel roads roll out plan.

Municipal Tariffs Council has approved the property rates tariff increase of 5.9% with relevant rebates as outlined on attached tariffs of charges in the municipal tariff schedule for 2012/13

The council has approved 20% increase in electricity in order to:

Fund an increased service provisioning costs; Adjust the rates as per 16% increase granted to Eskom as from the 1

st of July 2012.

These tariffs were approved with sensitivity and full appreciation of current economic climate, but for the municipality to continue to provide sustainable basic service and invest in infrastructure for the benefit of all municipal inhabitants these rates adjustments are highly justified and appropriate.

The mayor assured the residents that the municipality is against any form of corruption and maladministration, and he extended an invitation to all citizens of uPhongolo to partner with the council in making this municipality sustainable and successful in the mission to alleviate poverty, job creation and give hope to our people.

Together we can do more.

HUIS VERWOES IN VLAMME

voorsorg getref ?
