Bringing back a slice of Americana, the Port Orange Family Days Community Trust will host movie nights during the summer months. Enjoy an old fashioned night out for the whole family! Unlike the movie theater prices, Movies Under the Stars are free!

Park your car at City Hall and walk over to the Kenneth W. Parker Amphitheater at City Center. There are plenty of available seats at the amphitheater, but if you like to sit in the grass seating areas, make sure you bring a blanket or lawn chairs.

Registered voters in Port Orange will have the opportunity to elect individuals to the City Council on August 14. Polls will be open on that day starting from 7:00 a.m. until 7:00 p.m. A total of five candidates have qualified to have their names on the ballot (in alphabetical order):

The Voter Registration deadline is July 16, 2012, for the August Primary Election and October 9, 2012 for the General Election in November. You can pick up a Florida Voter Registration Application at the City Hall City Clerk’s Office, Volusia County Libraries, US Post Offices, and from the Department of Elections’ web site at www.volusia.org/elections. Please contact the Supervisor of Elections office for voter registration information at 386-736-5930.

Beginning July 1, you may register online for Youth Soccer by going to www.parks.port-orange.org. Players must be between 4 to 15 years of age to participate. The age cut off for girls is as of January 1, 2012, and for boys it is as of May 1, 2012.

The cost for the 4 and 5 year old Rookie Program is $45. The fee for 6 to 15 year olds is $70, and all non-residents will pay an additional $20. The last day to register is July 31, 2012.

If you are willing, the league is looking for sponsors and coaches. The organizational meeting for all coaches will be held August 1, 2012 at the Port Orange Gym. For more information please call 386-506-5851.

Grass clippings or leaves on roads can end up being washed down storm drains. When this organic matter reaches the water, it can reduce oxygen levels. This causes problems for aquatic organisms such as fish and shellfish. Directing rainfall from down spouts onto flowerbeds or grassed areas, rather than paved surfaces, reduces run off and irrigates

your yard. Grass clippings left on your lawn are a great way of adding nutrients to your lawn and help to retain moisture in the soil.Picking up trash before you mow your lawn is a good way to help the environment. Trash from your yard can be washed down storm

drains and entangle animals. However, ingestion is more common and can damage digestive tracts, cause starvation or malnutrition or reduce the animal’s ability to regulate its buoyancy in the water. Marine debris can also become entangled in boat propellers, endangering the boat operator and passengers.

In July of 1992, the City of Port Orange celebrated the opening of The Golf Club at Cypress Head. Now one of the premiere golf courses in the area, this Arthur Hills designed course celebrates twenty years of challenging golfers of diverse skills.

To celebrate the anniversary of the opening, the City, KemperSports and the Cypress Head staff will honor the Founders, City Officials and the Golfing Community of Port Orange with special events and activities.

Since it opened in 1992, the Cypress Head golf course has received the News-Journal People’s Choice Award eight times. The last time was in 2011, and the previous years were 1995, 1997, 2000, 2002, 2004, 2005, and 2006. Added to that list, Cypress Head was voted “Best Golf Shop” in 2010.

Underbrushing in Riverwalk is UnderwayPort Orange will soon be showing off more of its beautiful Intracoastal waterfront to tens of thousands each day. Those who drive

U.S. 1/Ridgewood Avenue should watch as unprecedented views of the Halifax River in the Riverwalk Project Area are revealed. Under a contract recently awarded by the Town Center Community Redevelopment Agency (CRA), undergrowth and non-native vegetation will be cleared from nearly nine acres of land purchased for redevelopment purposes. T & K Enterprises of New Smyrna Beach was selected by competitive bid for this clearing project. Mature, healthy trees and large stands of palmetto and other native vegetation are being retained to create a park environment. Once the clearing is complete and until the property is sold for redevelopment, the City intends to allow interim park use, from dawn to dusk.

Riverwalk Land Exchange in ProgressNegotiations are underway for the exchange of lands between the City of Port Orange and its Town Center Community

Redevelopment Agency (CRA), and the sole respondent to RFP #12-2; Port Orange Riverwalk, LLC and Halifax River Partners, LLC. At the heart of the proposed property exchange is the desire of the City and its CRA to secure the remaining waterfront lands along the Halifax River needed for the development of the much anticipated Riverwalk Park and Boardwalk. The City and CRA own several parcels of land west of Halifax Drive that were purchased for redevelopment purposes that it is offering in exchange. If negotiations are successful and the remaining park land is secured, the City will commence final park design and development.

Signs, Signs, Everywhere Signs - Past and present City Councils have provided clear direction on their desire to have an attractive community. A key part of this effort includes regulating the location and appearance of signs. The vast majority of sign violations occur with temporary signs used for yard sales, real estate sales, and other advertising. These types of temporary signs are allowed with certain restrictions.

Yard or Garage Sales - Yard sale signs are only permitted to be located on the property of a permitted sale and only on the days of that sale. Yard sale signs are limited to two square feet in area or less.

Real Estate - For sale or for lease/rent signs for residential properties are limited to six square feet in size. Only one sign is allowed for each street frontage and must be set back five feet from the right-of-way. Sold signs may be posted a maximum of 30 days. Open house signs may only be placed on the property that is conducting the open house. Open house and other real estate signage is not permitted in the right-of-way.

Political, Campaign, or Opinion - Only one sign per candidate or issue is allowed per lot. A property may have more than one sign, as long as the signs support different candidates and issues. Political signs may be six square feet or less and must be removed within five days after the election.

General - Other temporary sign prohibitions include signs that are in violation of the Building or Fire Codes, signs that include ribbons or balloons, fliers placed on any vehicles within the city, signs attached to utility poles or trees, and circulars or other advertising fliers that are distributed or placed on any public or private property in a manner that could be blown away or scattered to create litter.

The Port Orange Police Department will be hosting its 8th annual “National Night Out Against Crime” Block Party on Tuesday, August 7th, 2012 from 6:00 PM until 8:00 PM at the Port Orange City Center Complex.

National Night Out Against Crime is a unique crime and drug prevention event. This event was designed over 29 years ago to heighten crime and drug prevention and strengthen neighborhood spirit and police-community partnerships. Traditionally, a display of outdoor lights and front porch vigils take place with cities, towns, and neighborhoods celebrating National Night Out with a variety of events. In keeping with this traditional event, the Port Orange Police Department will host its annual “Block Party” for all to enjoy, giving drugs and crime a going away party.

Last year’s National Night Out campaign was an event involving citizens, law enforcement agencies, civic groups, public utilities, businesses, neighborhood organizations, and local officials from over 15,000 communities from all 50 states. In all, over 37 million people participated in the 2011 National Night Out campaign. In 2009 the City of Port Orange was a National Award Winner for this event.

Join your friends, neighbors, and members of the Port Orange Police Department on Tuesday, August 7th at the National Night Out Against Crime Block Party. Displays and presentations will be made by the Port Orange Police Department’s canine officers, traffic division, marine unit, emergency response team, Volunteers in Police Services and the Port Orange Police Explorers. Additionally, the Port Orange Fire and Rescue Department will be demonstrating the “Fire Smoke Trailer”. There will be kids games and food vendors on hand.

Additionally, clowns will be available for face painting. McGruff “the Crime Dog,” Daytona Cubs mascot “Cubby,” Chick- Fil- a cow will make a special appearance. Moon Bounce inflatable and “Dunk the Cop” dunk tank will also available. Halifax Hospital of Port Orange will be assisting with blood pressure checks and shuttle service to and from the event. A Message From Mayor Allen Green

Final Budget Workshop

As your Mayor, I want to share with you some good news. The City has the opportunity to take advantage of market rates and refund bonds that will generate savings. In order to prepare for that process, the City recently had the three major bond rating firms review the City’s financial position. From that review, two of our Water and Sewer Bond Ratings improved and a third was affirmed. Standards & Poor increased Port Orange’s bond rating from A+ to AA-, Fitch upgraded the City from AA- to AA, and Moody’s affirmed our Aa2 rating. We have made tremendous strides over last twenty-seven years to reach this positive financial position. At that time, Port Orange was just starting to grow and the City Council made the commitment to take the steps to improve our finances and our

bond ratings. Prior to that, we had gone through a very difficult period in terms of our finances in late 1970s. With the assistance of the citizens of this great community we have come a long way.

I encourage you to join the City Council and me for the Budget Workshop scheduled for the last Saturday in July. The workshop will be held in the Lakeside Center near City Hall and it starts at 8:30 a.m. We will establish a proposed millage rate for fiscal year 2012-2013 and determine next year’s activities and projects through the budget process. Following the workshop, the first and second readings of the budget ordinance will take place during public meetings in September.

We will soon celebrate the 20th anniversary of The Golf Club at Cypress Head. The beginnings of the course itself come from a discussion about what makes a balanced community. As the course began to take shape in 1991, the City established the goals for the course. The main goal was that it had to be financially successful on its own. Based on the numbers, it has been. The course remains challenging as it did when it opened and continues to have the best maintained fairways and greens in the area. Over the years, the course and pro shop have won numerous awards. We are proud of its accomplishments and the City is committed to Cypress Head’s continued success.

Finally, on March 17, 2013, the City of Port Orange will mark its Centennial, celebrating 100 years of incorporation. On that date in 1913, Port Orange incorporated as a town. It wasn’t until 1925 that the State Legislature formally granted Port Orange the title of City. Planning has already begun to celebrate the 100th anniversary with special events and lectures. In the coming months, look for opportunities to serve on the organizing committee.

As we draw near to the end of the budget process, the City Council will hold its final Budget Workshop of the year on July 28, 2012. The public is welcome to attend the workshop planned at the Lakeside Center, 1999 City Center Circle. The workshop starts at 8:30 a.m., and offers a chance for citizens to provide input on the fiscal year 2012 / 2013 budget.

The proposed budget and department requests will be reviewed and discussed by the City Council. The workshop agenda includes operating funds such as the Cypress Head Golf Course; and the water and sewer funds. At the end of the workshop the Council will set a proposed millage rate and the rates for the City’s debt obligations.

To comply with state law, the proposed budget ordinance, along with the millage rate, will have its first reading at a public meeting on September 4, 2012. The second reading and final adoption of the budget ordinance and millage rate is scheduled for September 18, 2012. Please be aware, these dates are tentative and subject to change.
