MARSEC Security Levels

MARSEC security levels reflect the prevailing terrorist threat environment to the marine transportation system, including ports, vessels, facilities and other critical marine infrastructure. When entering a Port restricted area, you will see a sign that identifies the current MARSEC level. At any time, one of three different MARSEC levels is in effect (I, II, or III). Higher levels may result in delays.

MARSEC I – The level for which minimum appropriate security measures shall be maintained always.

MARSEC II – Appropriate protective security measures shall be maintained for a period due to a heightened risk of a transportation security incident.

MARSEC III – Further protective security measures shall be maintained for a limited period when a transportation security incident is probable, imminent, or has occurred, although it may not be possible to identify the specific target.

U.S. Customs

U.S. Customs officials may inspect your container load, either manually or using the most current technology. Keeping the Trucking Community InformedWe work to keep truck drivers and dispatchers informed of upcoming construction work, terminal holiday schedules and other issues that may impact access to our terminals.

Clean Truck ProgramThe Northwest Seaport Alliance Clean Truck Program requires all drayage trucks entering international container terminals in both the North Harbor (Seattle) and South Harbor (Tacoma) to have a 2007 (or newer) engine, or a certified equivalent emission control system. The Clean Truck Program requirements reduce diesel particulate matter emissions by up to 90 percent per truck.

Radio Frequency Identification (RFID) tags are now required of all trucks in both harbors. Trucks without RFID tags will be denied terminal access. Your RFID tag must be registered with your current truck and driver information at emodal.com. While RFID tags are required on all compliant trucks, individual terminals may use green stickers when gates are experiencing downtime.

Heavy Haul Industrial Corridor (HHIC)The Heavy Haul Industrial Corridor in the South Harbor (Tacoma) allows qualified loads more than the legal weight limit to be transported between intermodal facilities and marine terminals.

Use of the HHIC requires a special permit from local and/or state agencies depending on the route.
